  1. Large proportion of urban population in Asian or low income cities remains outside the formal planning process. Survival compulsions force them to evolve as a self organised systems. These systems rest on the innovative skills of people struggling to survive in an hostile environment and meet their mobility and accessibility needs. The actors in this complex street environment can not be wished away. They are here to stay.
