• Governmental Decision 126/CP on Career Guidance and
  use of graduated SS students signed 19 Mar. 1981

• Circular 31-TT signed 17 Nov. 1981 on “guidance for
  implementation of Decision 126/CP

• Article 27 of Educational Law: objective of LSE and USE
  which also refer to Career Guidance in SE

• Educational program according to decision 16/2006/QĐ-
  BGDĐT dated 5 May 2006, which indicate ECG activity
  is in formal teaching plan
Rationale to support Career Guidance
                       – Importance of quality
High quality career guidance benefits the education
  system, the labour market and students’ personal
  development:

• Limited and/or low quality career guidance
            less optimal ratio of graduated students
            joining TVET institutions colleges and
            University
            unbalanced human resources
• The current CG system does not result in positive
  perceptions of and choices for TVET
• Shortage of TVET students
            shortage of skilled labour

Specific objective:

• DOET, schools and MOs of 5 provinces have the
  capacity to jointly improve quality and relevance of
  vocational education through improved career guidance
  in secondary education.

• Result 1:
DOET supports improved career guidance for LSE and
  USE students

• Result 2:
SE schools (including centres) deliver needs based
  vocational courses

• Result 3:
MOs are creating awareness of value of vocational
  education in parents and students

Building on existing achievements of the education
  program:

• Trained school managers, teachers in different ATL
  teaching methods
• Experience in ATL
• Experience in developing materials
• Experience in TOT and multiplication approach
• Experience in working with “Education and Life” Clubs,

Rationale to support Career Guidance - National policy context • Governmental Decision 126/CP on Career Guidance and use of graduated SS students signed 19 Mar. 1981 • Circular 31-TT signed 17 Nov. 1981 on “guidance for implementation of Decision 126/CP • Article 27 of Educational Law: objective of LSE and USE which also refer to Career Guidance in SE • Educational program according to decision 16/2006/QĐ- BGDĐT dated 5 May 2006, which indicate ECG activity is in formal teaching plan
  • 4. Rationale to support Career Guidance – Importance of quality High quality career guidance benefits the education system, the labour market and students’ personal development: • Limited and/or low quality career guidance less optimal ratio of graduated students joining TVET institutions colleges and University unbalanced human resources • The current CG system does not result in positive perceptions of and choices for TVET • Shortage of TVET students shortage of skilled labour

  • 6. VVOB Career Guidance Program Objective Specific objective: • DOET, schools and MOs of 5 provinces have the capacity to jointly improve quality and relevance of vocational education through improved career guidance in secondary education.
  • 7. VVOB Career Guidance Program Results • Result 1: DOET supports improved career guidance for LSE and USE students • Result 2: SE schools (including centres) deliver needs based vocational courses • Result 3: MOs are creating awareness of value of vocational education in parents and students
  • 8. VVOB Career Guidance Program Implementation approach Building on existing achievements of the education program: • Trained school managers, teachers in different ATL teaching methods • Experience in ATL • Experience in developing materials • Experience in TOT and multiplication approach • Experience in working with “Education and Life” Clubs, CESB
