- National policy context
• Governmental Decision 126/CP on Career Guidance and
use of graduated SS students signed 19 Mar. 1981
• Circular 31-TT signed 17 Nov. 1981 on “guidance for
implementation of Decision 126/CP
• Article 27 of Educational Law: objective of LSE and USE
which also refer to Career Guidance in SE
• Educational program according to decision 16/2006/QĐ-
BGDĐT dated 5 May 2006, which indicate ECG activity
is in formal teaching plan

– Importance of quality
High quality career guidance benefits the education
system, the labour market and students’ personal

• Limited and/or low quality career guidance

Objective
Specific objective:
• DOET, schools and MOs of 5 provinces have the
capacity to jointly improve quality and relevance of
vocational education through improved career guidance
in secondary education.

DOET supports improved career guidance for LSE and
USE students
• Result 2:
SE schools (including centres) deliver needs based
vocational courses
• Result 3:
MOs are creating awareness of value of vocational
education in parents and students
