These are the 20 areas in which Wales can make Executive decisions and can potentially make laws – not strictly this straight forward there are exceptions etc but this serves as a good rough guide. Notice how they link to the WAG Ministers portfolio areas that is another useful way to consider whether an issue is devolved or not. We will come back to influencing law making at the end of the session. Think about what’s not there as well! (Compare with Scottish settlement).
Emphasise the importance if understanding the split of the Exec and the Leg – original devo settlement not like this so still a lot of confusion around. Need to think of it in terms of UK Gov / Parliament relationship. 14 Ministers = FM, 8 Ministers, 4 Deputies and Counsel General. NAfW is all 60 AMs BUT the focus is those not in Govt, also remember that the PO / Deputy PO can’t vote when in Chair. Which “Assembly” are we talking about influencing today? National Assembly for Wales – but you use this to influence WAG and hold them to account.
