• In January 2000 (almost 10 years ago) the
European Commission introduced the concept
of the ERA
• The ERA is by analogy an internal market for

perspective : Paths towards sustainable

Two interrelated issues:
• How socio-economic models have fared in
combining the objectives, the conditions under which this
occurred including the role of dialogue,
social partnership, institutional change
• Economic cohesion between regions and
regional development in an enlarged EU;
Social cohesion as well as its relation to social problems
Trade-offs or synergies between the economic, social,
environmental objectives in a world context, spatial aspects, long-
term sustainability, and issues for developing countries will be
addressed within these issues.

and their implications
Three major trends:
• Demographic change including ageing, fertility and migration.
Broad societal and economic implications, including active
ageing and effects on pensions systems
• Changes in aspects of lifestyles, families, work, consumption,

traditions from different societies, diversity of populations,
differing identities, language and religious practices, possible

Research here involves two related tracks:
• Flows of trade, finance, investment, migration and their
impact; uneven development, poverty and sustainability;
economic and political relations and global governance.
Cultural interactions including media and religions and non-
European approaches.
• Conflicts, their causes and resolution; the relation between
security and destabilising factors; terrorism, its causes and
consequences; security-related policies and perceptions of
insecurity and civil-military relations.
In both, Europe‟s role in the world, the development of
multilateralism and international law, the promotion of
democracy and fundamental rights, and Europe as seen
from outside, will be addressed.

Union
Two main strands:
• Participation (including of youth), representation, accountability
and legitimacy; the European public sphere, media and
democracy; various forms of governance in the EU and policy
processes; the role of civil society; citizenship and rights; related
values of the population.
• European diversities and commonalities, including their historical
origins and evolution; differences in institutions; cultural heritage;
various visions and perspectives for European integration
including the views of the populations; identities; approaches to
multiple coexisting cultures; the role of language, the arts and
religions; attitudes and values

19. Activity 6: Socio-economic and
scientific indicators
Key issues addressed:
• How indicators are used in policy objectives, policy
development and implementation, in a variety of fields and
from macro to micro levels, the adequacy of existing
indicators and their use, and proposals for new indicators
and sets of indicators.
• How evidence-based policy might be better supported by
indicators and methods for their use; indicators for policy
with multiple objectives, for policy coordination and for
regulation; support by official statistics for such indicators.
• Use of indicators and related approaches for evaluation of
research programmes including impact assessment.

Four types of activities are covered:
• Wide socio-economic foresight on a limited number of
key challenges and opportunities for the EU
• More focused thematic foresight on the developments in
emerging research domains and those cutting across
existing domains, as well as on the future of scientific

• Foresight on both research systems and policies in
Europe and on the future of the key actors involved.
• Mutual learning and co-operation between national

31. European Research Area
Specific initiatives
to support the ERA
Researchers
This initiative intends to create a European Partnership for Researchers
for mobility and career development. The European Commission adopted
a communication to launch the initiative on 23 May 2008.
Research Infrastructures
This initiative will consider providing a legal framework to assist Member
States to develop and fund pan-European research infrastructures which
their national legal instruments might not be able to facilitate. The
Commission adopted a Council Regulation on the Community legal
framework for a European Research Infrastructure on 25 July 2009.
Knowledge Sharing
On 9 April 2008 the Commission adopted a Recommendation on the
management of Intellectual Property Rights in knowledge transfer
activities and a Code of Practice for universities and other public research
organisations.

32. European Research Area
ERA initiatives
Joint Programming
• Today the bulk of research in Europe is implemented independently by
national or regional programmes. This leads both to unwanted
duplications and to lost opportunities lost for achieving critical mass of
research efforts.
• On 15th July 2008 the Commission adopted a Communication on
Joint Programming among the EU Member States involving public
research programmes.
3 topics are now confirmed by the Council (Cultural Heritage,
Climate Change, Health and obesity) in detail and a number of
topics are on the list for further negotiations in 2010 (e.g. Ageing).
International Science & Technology Cooperation
• The Commission adopted a Communication on a strategic European
Framework for International Science and Technology Cooperation
on 24th September 2008. This aims at creating a policy framework for
both the Community and Member States to foster and facilitate coherent
international science and technology cooperation activities.

35. The EU 2020 Vision
The European Council (Heads of State and Government adopted on
June 17, 2010 the EU 2020 Strategy focused on the following
priorities:
(1) Creating value by basing growth on knowledge (smart growth).
Opportunity and social cohesion will be enhanced in a world where
innovation makes the difference in both products and processes,
harnessing the potential of education, research and of the digital economy;
(2) Empowering people in inclusive societies (inclusive growth).
The acquisition of new skills, fostering creativity and innovation, the
development of entrepreneurship and a smooth transition between jobs will
be crucial in a world which will offer more jobs in exchange for greater
adaptability;
(3) Creating a competitive, connected and greener economy (green
growth).
The EU should compete more effectively and increase its productivity by a
lower and more efficient consumption of non-renewable energy and
resources in a world of high energy and resources prices, and greater
competition for energy and resources.

39. The Lisbon Treaty
The Lisbon Treaty gives new powers to the EU
institutions in the area of research policy.
• Under this Treaty strengthening the scientific and
technological base has become a specific objective of
the European Union. Art.3 (3) states “The EU shall
promote scientific and technological advance”.
• Article 179 (1+2) introduces the European Research
Area concept, including the free circulation of
researchers, scientific knowledge and technology.
• Article 181 of the TFEU, the Lisbon Treaty clarifies
the kind of initiatives which the European Commission
can take so as to promote the coordination
of research activities between the
member states of the EU.

40. The Lisbon Treaty
• Article 182(5) of the Treaty on the Functioning of the
European Union (TFEU) entitles the EU institutions under the
ordinary legislative procedure to adopt measures that are
deemed necessary to achieve a successful European
Research Area (ERA).
• Competence sharing between the Union and the Member
States: The Lisbon Treaty defines the distribution of
competences in the areas of research, technological
development and space as a shared competence.
• Comitology
The Treaty also introduces new articles on
comitology and discussions between the
Parliament, the Commission and the Council
are taking place to implement these changes.

New focus on innovation
• “The European Union must become a true Innovation Union. An
innovation culture places change management and openness at the
heart of all we do. A true Innovation Union would support markets
that are open to newcomers and incentivise investment. Research that
tests frontiers, applies breakthroughs, deepens scientific know-how,
connects researchers and delivers outcomes. Innovation means
knowing when to cooperate and when to compete in a tough
international marketplace”. Knowledge, research and scientific
excellence is the cornerstone of innovation. In the new economy,
knowledge will replace crude oil as the economy‟s prime motive force.
These European Research and Innovation reforms would have two
strategic aims
– to deliver a Single Market for Innovation
– to complete the European Research Area
