Overview
By decree of the Governor of the State of Washington, January 31st 2014, is designated as
Washington National Guard Legislative Day. Members of the Washington National Guard
attend legislative proceedings where they are officially recognized for their service to the State of
Washington and to the Nation.
This event helps showcase the original mission of the Washington National Guard, which is
providing Domestic Operational Support to the citizens of Washington State. It also allows
state legislators to meet with citizen-soldiers and citizen-airmen from their respective
districts and discuss the services they provide to the state and country.

Major General Bret D. Daugherty
The Adjutant General, Washington
Major General Bret D. Daugherty assumed duties
as The Adjutant General, Washington on 28 July
2012. As The Adjutant General, he commands all
Washington Army and Air National Guard forces
and serves asDirector of the State’s Emergency
Management and Enhanced 911 programs. General
Daugherty also serves as Homeland Security
Advisor to the Governor of Washington and as
State Administrative Agent for all United States
Department of Homeland Security grants awarded
to Washington’s state, local, tribal and non-profit
agencies and organizations.
General Daugherty attended Seattle University
where he was awarded an Army Reserve Officers’
Training Corps scholarship. Upon graduating as a
Distinguished Military Graduate in June of 1980,
he was commissioned as a Regular Army Second
Lieutenant. He left active duty in 1989 and joined
the Washington Army National Guard in 1990.

Who is the Washington National Guard?
The Washington National Guard consists of men and women who selflessly help to protect citizens and
communities from harm, and provide needed assistance during times of emergencies. The more than 8,000
soldiers, airmen and civilians of the Washington National Guard represent and live in every community across
our state, and offer a variety of backgrounds and professions to better serve Washingtonians.
What does that National Guard do?
The mission of the Washington National Guard is to serve and protect local communities in Washington state.
When called by the governor, the Washington National Guard responds to help communities and first
responders during emergencies like floods, fires, search and rescue missions and hazardous material threats.
Citizen-soldiers and airmen focus on saving lives, protecting property, maintaining civil order and ensuring
government services continue. Additionally, the Washington National Guard provides resources to monitor air
traffic, enhance cyber security and combat illegal drug activity. It also provides education opportunities for
at-risk youth at the Washington Youth Academy, where Washington National Guard instructors empower youth
to improve their educational level and employment potential.
When needed, the Washington National Guard also serves as part of the total U.S. Military force when called to
federal active duty by the President.

A few things to know about the Washington National Guard
•The Washington National Guard is a key component of the Washington Military Department. Other services
within the WMD are the Emergency Management Division, the Washington State Guard and the Washington
Youth Academy.
•Citizen-soldiers and Airmen live across Washington state – and serve their local communities. Washington
National Guard units are located in 30 different communities, covering every region of our state.
•The Washington National Guard is made up of four major subordinate commands – including the 81st Brigade
Combat Team, the 96th Troop Command, the 205th Regiment and the 66th Theater Aviation Command.
Additionally, the Washington Air National Guard hosts the Western Air Defense Sector and two wings, the 141st
Air Refueling Wing and the 194th Regional Support Wing.
•The Washington National Guard has filled every request for forces since 9/11 while meeting every request to
support domestic crises at home—from floods to fire, snow relief and support of local law enforcement.
•Washington National Guard men and women come from a variety of backgrounds and professions –
providing Washington state with access to the skills and knowledge of some of the state’s most talented
individuals. For example, many excel in the information technology field and work for world renowned IT
corporations, offering the Washington National Guard unique skills to address issues like cyber security.
•The Washington National Guard is home of the Homeland Response Force – which consists of approximately
560 citizen-soldiers and airmen organized, trained and equipped to identify, respond to and mitigate the effects
of Chemical, Biological, Radiological, Nuclear or high-yield Explosive events. The Homeland Response Force
serves the entire FEMA Region 10, which covers Washington, Oregon, Idaho and Alaska.
•Since 9/11, Washington National Guard units have served in support of Operation Iraqi Freedom and
Operation Enduring Freedom, and helped provide relief to victims of Hurricanes Katrina, Ike and Gustav and
supported fire crews battling California wildfires.

The National Guard is security America can afford
•Multiple independent studies have concluded that the National Guard operates at one-third the cost of the
active-duty.
•The Army Guard provides 39% of the Army’s forces for 12% of its budget. The Air Guard contributes nearly 31%
of fighter capability, 38% of airlift capability and 40% of tanker capability for only 6% of the Air Force budget.
•Guard members retire later than their active-duty counterparts and thus receive less retirement income over
their lifetimes.
•Even when mobilized, National Guard Soldiers and Airmen do NOT use housing, DoD schools, recreational
facilities and have reduced overall health care costs.
•Nearly 85% of our 460,000 Soldiers and Airmen are part-timers and only paid when in uniform.
•The DoD can meet global requirements and lower costs by putting more force structure into the National Guard.
•Since 2010, more than 64,000 service members have left the active duty to join the National Guard, thus
retaining expensive-to-acquire military skills and experience.
•Guard members retire later than their active-duty counterparts, costing less in pension entitlements over their
lifetimes.
•Each National Guard Soldier and Airman adds their civilian job skills to their military specialties, which also
adds value to our forces.
•Law now permits Services to mobilize Guard members for pre-planned missions to support COCOMs – if Congress expands current cap and legislates use, the taxpayer saves billions each year by incorporating more NG skills
and experience (10 USC 12304b).
The National Guard’s proven ability to rapidly deploy forces saves lives and protects critical infrastructure
•National Guard Civil Support Teams arrive within 90 minutes of being called. National Guard Homeland Response Forces can respond with 6 hours.
•The Air Guard secures America’s skies 24/7 by operating 17 of 18 air defense alert sites.
•Extremely high operations pace over the last decade have greatly enhanced the National Guard’s capabilities in
combat overseas and response to crises at home.
•Based in more than 3,000 communities, the National Guard is already there – were the military’s first
responders.
•Army Guard units can deploy personnel overseas within 30 days.
•The Air Guard provides airlift support for the Army Global Response Force.
53. National Guard Information
•When the United Nations Security Council declared a no-fly zone resolution over Libya, Air National Guard
aerial refueling aircraft and crews were the first to respond, providing 14 of the 24 tankers.
•Army Guard and active Army forces respond to overseas missions in about the same timeframe – it’s getting
there that takes time because of limited air and sealift – 155 days for OIF. Only a small number of troops are
earmarked to respond immediately.
The National Guard’s accessibility and trained forces have made them a force of
choice for their state and federal partners
•The National Guard has filled every request for forces since 9/11 while also meeting every request to support
domestic crises at home, more than 100 in 2012 alone.
•The National Guard measures readiness and trains to the same standards as does the active component.
•More than 115,000 Guard members have two or more deployments; 50% of our Soldiers and Airmen are
combat veterans.
•Numerous senior military and civilian leaders (Secretary of Defense, Army Chief of Staff and Chairman of the
Joint Chiefs) have testified before Congress that military success is not possible without the National Guard.
•With significantly fewer resources, the National Guard maintains high readiness standards – and higher
readiness could be achieved with more resources from the Services.
•Over the last 10 years the National Guard has filled all requests for forces with fully ready units (nothing less
than C1). Additionally, the NG as a whole, with flexibility to cross-level across all state forces, can allocate
personnel and equipment to meet all requirements.

•A National Guard member’s years in service, age and experience exceeds their active component counterpart.
•Our unique ability to keep the same units and many of the same individuals partnered with foreign
counterparts year after year allows the National Guard to maintain beneficial partnerships like no other military
organization.
•Our reservoir of Guard members who excel in the information technology field, many working for world
renowned IT corporations, offer the Defense department a viable way to bolster their cyber presence.
•The 65 long-lasting partnerships with more than one-third of the countries through the State Partnership
