To Whom it may concernMy name is Joy Boyd I currently reside in the Bronx, New York. I
am a law abiding citizen who is currently employed at New York City Transit as a
Conductor.I consider myself to be the average New Yorker. However I can not afford to live
in the very city that I service. I am currently facing an eviction. I have exhausted my
opinions. I currently reside in River Park Residence and was enrolled in CVR a hosing choice
voucher program. The nature of this correspondence is to seek justice and to get my rent
properly adjusted for the duration I was not at work.I lost my subsidy due to failure to
complete my recertification. During July 2021 – December 2021 I was out of work due to an
unforeseen circumstance at work. I was forced to go on Workers Compensation. I was never
paid while on Workers Compensation still fighting for my back pay. I for forced to apply for
Public Assistance. I did an interim in 9/2021 and that is when it all begun. I was told that I
had to wait 30 days after a hardship to submit the interim for Zero Income. After waiting the
30 days i applied for the rent adjustment with Alicea Zuleyka.I was then asked to submit
documents that I couldn’t get because I had Zero income. I couldn’t give paystubs because I
wasn’t on payroll. I couldn’t get anything from Workers Compensation because it was still
pending. I keep trying to send whatever I felt was relevant. I finally was able to get my
Payroll to fill out a document that HRA was requesting I sent that paper a was able to finally
get my interim reviewed. It was submitted on the 11/03/21 and denied because I returned
to work on 11/08/21. I then contacted her Prior supervisor Sirodene Chang who has helped
me in the past when I had an issue with Alicea Zuleyka. She informed me she was no longer
her supervisor and redirected me to Peter Lusik. I immediately requested to have my
worker changes he alleges that it was not possible even though I has a past gripe with my
worker. I then explained the situation and he replied…“Being that the original interim was
denied due to documentation not being submitted on time on 9/10/21 a denial was created.
The next time we received the request was when you sent the zero income packet in on
11/3/21. Since you returned back to work on 11/8/21, we are unable to conduct an interim
for less than 30 days. We still require proof that jobs have started/stopped. Being that we
did receive anything from you in writing until 11/17/21 stating you would not be able to
provide information, we were able to confirm you had already gone back to work. Even if
the deadline was 11/26/21, you had already returned back to work making the window of
the interim closed due to you returning. We cannot cover the months you are requesting
due to the documentation not being submitted timely. ”I am conflicted because I had no
documents to submit because I had no income. I feel that I should have received a partial or
some sort of adjustment during my hardship. I was under the impression that the objection
of the subsidized programs was to go based on income. I am intimidated and traumatized
and by Alicea Zuleyka. I failed to do my recertification because I know for certain she’ll deny
me. I took this matter very personal. I feel she has a personal issue with me. I apologize for
