Large parking areas at key locations of the BusWay and Railway to
facilitate the Park & Ride travel option which currently doesn’t exist
3. U-Turns with Reduced Impact
Low speeds of vehicles
executing a U-turn is one of the
main reasons U-turns are so
disruptive to traffic flow.
Additional lanes are needed
to accommodate and turning
vehicles require at least 100
meters to accelerate to match
the speed of other traffic.
Here is one example of how
this can be achieved.
4. Improvements Required
Automated and synchronized traffic lights with continuously variable
timing based on actual traffic conditions
Underpasses and overpasses to replace major intersections
Flyovers at every railway crossing on DKI Jakarta streets
Bus-stops and taxi-stops outside regular lanes of traffic
Public buses (Kopaja and all others) must be disciplined and so must
passengers – no more stopping and waiting wherever they please –
this is a MAJOR problem that can be fixed relatively easily
Electronic road pricing automatically adjusted in accordance with
actual traffic conditions – ERP must also be applied to taxis and
government registered vehicles

6. Annual Emissions Testing & Vehicle
Inspection
Must be made mandatory for every vehicle registered in Jakarta DKI without
exception, and must be enforced through STNK issuance control. Without a
passed emissions test and vehicle inspection, STNK will not be allowed to be
renewed – especially to be aimed at public transport which are the biggest
polluters of our city and endanger the health of the Jakarta residents
Illegal conversions such as having bright white lights as rear or brake lamps will be
punishable by law as his is hazardous to road users
Vehicles (including motorcycles)without operating lights front and rear will be
taken off the road until the owner rectifies the problem
Motorcycles with converted exhausts producing loud noises to be banned in the
city of DKI Jakarta – to be enforced through confiscation by traffic police
7. It Isn’t Rocket Science
There is no single solution to the congestion problem – it has to be
number of initiatives and changes working in concert
Not all the suggested solutions or initiatives require costly
construction – some only require proper enforcement
Some congestion problems are actually the result of government
regulations – one example is the antiquated regulation requiring
original hard copy documents for everything from Cargo customs
clearance to evidence of payments – why do you think there are so
many motorcycles operating in the business district? They are
delivering original documents from one point to another then yet
another – if Indonesia applies e-documents and e-filing properly, the
need for motorcycle couriers will be reduced TREMENDOUSLY!
