3. A. FORMALITIES FOR & IN THE HOST COUNTRY
1. Document Checklist
Even for a short visit as a student, you will need:
 Passport or identity card for European Economic Area (EEA/EU) members,
 Visa for non-European students, except Swiss nationals,
 3 passport size photographs (3 minimum and not scanned, regular portrait size
4.5 x 4.5 cm, no colored background, bare-headed, no hat),
 Birth certificate, established in your own country, translated into French (for
non EU-students) and certified (1 original and a minimum of 3 copies:
1 for the residence permit, 1 for the Office of Student Affairs, 1 for the housing
subsidies),
 Medical insurance certificate or European Health Insurance Card for EU
students,
 Mandatory requirement for non-EU students coming to France to study
formore than 3 months to subscribe to the French Student Social Security
Scheme (LMDE or SMERRA: 200€ will be asked on arrival for our National
Health Insurance),
 Blood group card (if you have one),
 Civil liability insurance certificate “Responsabilité civile” (can be bought in
France upon arrival) approximate cost : 15€,
 Proof from your bank specifying your financial resources (minimum
460€/month),
 Car insurance certificate, if applicable.
2. Types of student visas
A. Short term visas
Short term visa for studies:
It is only valid for a stay not exceeding 3 months (language instruction courses for
instance).
This type of visa does not allow you to apply for a resident permit. It cannot be
renewed.
Short term visa for entrance exams (visa “étudiant-concours”)
This type of visa allows you to sit for an exam. If you pass the exam, you are allowed
to stay in France and apply for a Resident Permit “carte de séjour” without having
to return to your home country.
B. Long term visas
Long term temporary visa for studies:
It allows you to study between 3 to 6 months in higher education. This type of visa
does not allow you to apply for a Resident Permit. It cannot be renewed. You are
entitled to stay in France for a maximum of 6 months.
Long term visa for studies:
Effective June 1, 2009 a new type of visa called “Visa Long Séjour valant Titre de
Séjour – VLS-TS” can be issued. It applies to students coming to study in France for
the first time and for more than 3 months. It is issued for a full year.
This new type of visa is delivered by the French Consulates. Together with the visa,
the Consulate gives a stamped document entitled “Demande d’attestation OFII”
accompanied with explanatory instructions.
Procedure to follow upon entry in France:
 Your passport is to be stamped by the Border Police,
 Within 3 months of your stay in France, the “Demande d’attestation OFII” is to
be sent by registered mail to the OFII office located in Grenoble together with a
copy of the pages of your passport indicating your name, date of birth, the visa
stamp and the entry stamp.

4. The OFII will acknowledge receipt of your documents and will give you an
appointment to validate your visa at a further date.
You will need to present:
 Your valid passport,
 Proof of residency (electricity bill, rental receipt),
 A photo,
 A medical certificate (if you have already undergone the medical check-up
requested by the OFII–this is very often done just prior to the administrative
appointment),
 A 55€ tax stamp “timbre fiscal” must be bought in a tobacco shop or at the local
Tax Office “Trésorerie Générale”.
Finally non-EEA students who wish to study for more than one year will have to go
to the local Government "Préfecture" 2 months prior to the end of validity of their
VLS-TS and ask for a Temporary Resident Permit "carte de séjour temporaire".

3. Social Security, Insurance and Health
Foreign students have access to the Student Social Security System under the same
conditions as French students, that is to say, they must be enrolled in a higher
education establishment giving access to the Student Security System and be under
the age of 28.
The Student Social Security System is obligatory. It is administrated by 2 student
complementary health organisations (SMERRA and LMDE), one of which should be
selected when you enrol. Affiliation to the Social Security System takes place when
you enrol at the school and requires payment of a contribution of 200€ (2010/11
academic year). Citizens from the EEA and Switzerland who have either the
European Health Insurance Card or a certificate providing subscription to private
insurance are of course exempt. Non EU-students must subscribe to the French
Social Security Student scheme.

Health Care:
In France you need to choose your own general practitioner and declare his/her
name to the Social Security System. Doctors generally see patients by appointment
only. A basic appointment with a general practitioner costs 23 €. Make sure you
choose a doctor who is “conventionné” this means that he/she is officially listed as
a general practitioner in the social security system, otherwise you will not be totally
reimbursed by the Social Security and the tariff will be higher.
Please note the standard reimbursement is 70% of the doctor’s fees, less 1€, that is
14.40€, the remaining 30% can only be reimbursed if you take out a private
insurance policy. Make sure you choose a suitable policy for all circumstances
(Contact LMDE or SMERRA).
Important note:
If you do not declare your practitioner, you will only be reimbursed 30% of his/her
tariff.

5. In order to buy most medication you will need a prescription that you must give to
the chemist/pharmacist.

Repatriation Insurance: Should you have a serious or long term health problem, it
is highly recommended that you take out an insurance policy that would cover your
repatriation. (This can only be done in your home country).
Before coming to France, find out full details from your Social Security office or
private insurer and make sure you will be fully covered for all risks when abroad.
Home Insurance: All students renting accommodation must take out a home
insurance policy (fire, flood damage etc). This is called “multi risque habitation”.
Civil Liability Insurance: (third party and personal accident insurance,
“Responsabilité civile”) - this is very often part of your home insurance -“multi-
risque habitation”, which is compulsory in France. Approximate cost per year: 15€.
You can buy it in your home country or upon arrival.

2. Student residences (private sector)
(our department is in charge of distributing students between the different
residences).
Located in the heart of Chambéry, this Residence provides comfortable and fully-
equipped apartments: study rooms equipped with kitchen (crockery, fridge, oven,
hot-plate), bathroom, direct telephone.
For all stays exceeding 2 months, a housing allowance (‘ALS’) of around 150€ is
payable to students. This is paid by the Housing Office (on the basis single flat rental
levels).
Deposit required for all stays over 1 month.
Located in the heart of Chambéry, the two Student Residences « Les Lauréades »
and “Prince Eugène” provide comfortable and fully-equipped apartments: study,
corner kitchenette with fridge and hotplates, crockery and mini-oven, bathroom
and in most flats, sofa-beds, armchair, table, chairs.
The size varies from 16 to 45 m², and the rents are from 382 to 550€ including
utilities except electricity. There are various types of accommodation from studios
to flats to share.
Both residences propose daily services: sports, video room, launderette. Possibility

3. Accommodation Services offered by the School
 Via the International Relations Office (IRO)
A room can be booked for you in the University (Public) Residence Halls
(dormitories or flats to share) (CLOUS). However you need to inform the IRO in mid-
June for the autumn semester and in December for the spring.
This is a state-subsidized service which offers accommodation ranging from a single
room (with or without private bathroom) to flats to share (2, 3 or 4 rooms with
kitchen and bathroom).
 Foyer Etudiant des Alpes: 295 Fg Montmélian - Chambéry. Individual rooms
with private bath. Rent: 362€/month. Housing benefits: 180€/month approx.
 Résidence du Comte Vert: 177, av Comte Vert - Chambéry. Flats for 2 people,
same sex. Rent: 288.80€/month/person. Housing benefit: 80€/month approx.
In all cases, carefully read your contracts or lease (“bail” in French). All the rules are
to be strictly adhered to:
 Deposit («caution», «dépôt de garantie»),
 Guarantor («garant», «cautionnaire», «caution solidaire»),
 Leaving notice (“préavis”).
Important notes:
A Guarantor is required for most accommodations. This is a person that vouches for
the student. He/she must live in France or in the EU. He/she must be a European
citizen and must be able to prove that he/she has a monthly income which is equal
to at least 3 times the amount of the rent. If you have no guarantor you will have to
pay your rent for the whole year/semester in one payment in advance.

9. A deposit is always required. It corresponds to 1 month’s rent. It will be refunded at
the end of the stay. Please note landlords are entitled to keep this up to 2 months
after your departure and this right is very commonly exercised.
A Leaving Notice is to be written either at the time of arrival or 1 month before your
leaving time depending on what is written in your contract.
The IRO can also put you in contact with a few landlords who have flats for rent.

4. Housing benefits
Benefits are available to almost anyone paying for rental accommodation. Once the
lease is signed, application can be made to the “Caisse d’Allocations Familiales” –
CAF (this can be done online). Benefits will be received after 3 to 6 weeks.
 Aide Personnalisée au Logement “APL”: you must be renting a state-approved
flat (meaning a state-recognized contract between the owner and the State
whose number must appear on the lease). The APL can be paid directly to the
owner who deducts the amount from the tenant’s rent.
 Allocation de Logement à caractère Social “ALS”: you must be resident in a flat
conforming to the basic norms of comfort and size. The ALS is directly paid to
the tenant unless there is a prior arrangement between him and the owner.
Important notes:
Allowances can vary from 15 to 50% of the rent so it is worth applying for.
 These benefits cannot be accumulated.
 For a furnished apartment, the «CAF» will only take into account 2/3 of the rent
+ utility expenses.
 The CAF only pay 3 months of backdated allowances so please apply as soon as
you can.
 There is no allowance for the first month.

sufficient money to cover your living expenses while studying in France,

Students holding a long-term Temporary visa for Studies cannot apply for housing
benefits. In addition, the legislation concerning students holding a VLS-TS visa is
pending official enactment.

3. Transportation
Unfortunately there are no direct flights to Chambéry airport (apart from daily links
to Paris and special ski flights during the winter season).
Some airlines might include a link from Paris, but there are only 2 flights a day.

There are 2 possibilities:
 Direct High Speed « TGV » train to Lyon Part-Dieu SNCF (train) station
(approx. 2.5hours) then local train to Chambéry (1.5 hours),
 Train or underground link to “Gare de Lyon” SNCF (train) station in Paris (40
mins with one connection), then direct TGV train (3 hours) to Chambéry.

11.  Lyon St Exupéry Airport
Daily flights Paris /Lyon:
Many international airlines offer flights to and from Lyon.
To travel to/from Lyon Airport there is a direct shuttle bus link to Chambéry
town centre 5 times a day. It takes an hour; the price of a single journey is
about 20€ regular price.

 Geneva International Airport
This airport can be reached by train within 1.5 hours. Regular price: around 20€.
However if you arrive in Geneva in the evening you may miss the last train
connection to Chambéry. Check before you book your flight!
There is also a shuttle bus connection from the airport 5 times a day. Single trip:

There are two interesting discount cards for students in France:
 “Carte 12-25”, it costs 50€ to buy it then you will have 50% discount on
each journey. You can buy this card only if you are 25 years old or under. If
you think that you will go to Paris at least once by train this card should
really be useful to you.
 “Carte Oura”, it costs 40€ to buy it then you will have 50% discount on each
journey in Rhône-Alpes, during the week-end you will have another
discount: 50% for 3 people who travel with you.

 Cycle-paths: extensive cycle-path network in the Chambéry area; also a cycle
path route between Chambéry and Technolac.
4. Working in France
Students generally have the right to work in France if they are enrolled in an
institution that gives them access to the Student Social Security System. French and
EU students have no particular formalities to carry out (temporary special measures
will apply to Bulgarian and Romanian citizens up to 2014).
The Resident Permit for students as well as the VLS-TS also gives the right to work
up to 60% of the annual legal work duration (approx. 964 hours/year).

12. 5. Miscellaneous
 Telephone service
The country code to call someone in France is “00 33” and you need to dial the
telephone number without the “0” at the beginning of the area code.
Telephones can be installed easily and quickly for a fixed charge (about 50€,
however students get a reduction). You can either rent a telephone from a phone
company or you may purchase your own equipment (basic model from 20€). Either
way, you will receive a bill every 2 months. You can save the cost of a technician if
you know the name and the telephone number of the person who rented the
apartment before.
If you do not have a telephone at home, you can use public phone boxes,
throughout the town. You need a phone card that you can buy in any post office or
most newsagents or tobacconist’s (120 units = 14.90€ and 50 units = 7.50€). There
is a telephone box at the school.
Finally you can also buy a mobile phone: you can buy prepaid cards or take out a
subscription. When signing a contract, the minimum period is often one year.
However it is possible to cancel the contract earlier if you can prove that you are
leaving France. For further information contact the different operators (Orange, SFR
and Bouygues, etc.).
 Mail
The postage rate for France and for all the EC countries is 0.56€. But for non-
European countries, you must go to the post office to have the letter/package
weighed.
A postal code has been assigned to every postal area in France. The number
appears at the end of the address before the name of the city. For Chambéry, it is
“73000”.
 Electricity
All the small appliances operate on 220 volts. So before purchasing an electrical
appliance to be used in France, check the voltage ratings are compatible. Average
electricity cost per month for one person: 20€. The electrical sockets are not
necessarily the same in France, a travel adaptor must be bought if you do not use
sockets Type C.

15. F- ARRIVAL AT SCHOOL
1. Schedule of formalities
To help you with the formalities, we advise you to follow this procedure:
 As soon as you arrive at the School, go directly to the International Relations
Office to sort out any outstanding admission formalities,
 The Registrar’s Office will give you a certificate of enrolment at the school and
your student card,
 To simplify your financial matters, open a French bank account,
 Finally you will be able to deposit your form at the Caisse d’Allocations
Familiales in order to obtain housing benefits.
To avoid wasting time, remember to bring all the information required and above
all do not expect to have everything done straight away, be patient.

Are present to help and accompany you throughout your stay. As soon as you arrive
at the School, they will greet you and take you through the enrolment procedure.
You must provide:
 2 passport photographs,
 Your health insurance certificate,
 Civil liability insurance (this can be bought upon arrival; average cost: 15€; often
part of your accommodation insurance coverage),
 Birth Certificate drawn up by your own country (translated into French) (non-EU
students).
3. Registar’s office
Once admission formalities have been completed at the IRO, please report to the
Registrar’s Office (Service de scolarité) where your enrolment will be registered:

Then, we will give you proof of your enrolment at INSEEC Alpes-Savoie:
 French student card (gives subsidized rates: university restaurant, bus, and
cinema etc.),
 Certificate of your enrolment at the school,
 Certificate of regular attendance.
You will require all these documents to complete the administrative formalities. But
before starting, do not forget to make photocopies… just in case!

Special student prices; breakfast and lunch from 4 to 6.50€ (Pizzas, sandwiches,
salads). Or you can bring your own lunch to eat at the school. (Possibility to
heat up your meal in the Pôle Culturel office).
Chambéry offers a wide choice of restaurants with numerous specialities. Everyone
can easily find something to their liking and discover new tastes.
Check the Passe-Montagne guide for a complete list of restaurants (addresses,
opening hours, prices, specialities).

5. Passe-Montagne Student’s Guide Book
The Passe-Montagne guide is created by students of INSEEC Alpes-Savoie for all
students.
It lists shops in Chambéry and Aix-les-Bains which offer student discounts.
On the whole, there are more than 400 discounts “for shopping, leisure, sports,
restaurants, services, etc. listed.
The guide book is free for students and is available here at the School. In order to
benefit from the discounts, you only need to have a Passe-Montagne card. The card
is valid a whole year (from September to September) and the price is 5€.

17. G- EXTRA-CURRICULAR SPORT & LEISURE FACILITIES
1. Extra-curricular activities and leisure facilities
INSEEC Alpes-Savoie offers numerous activities via its student associations:
 BDS (Bureau des Sports), see below for more details,
 ECC Conseil, a Junior Consulting Service,
 Imotion, association devoted to photo & video,
 BDH International, humanitarian association for international charities &
events,
 Passe-Montagne, which issues an annual discount guide,
 A Wine association
 And the International Club.
The International Club is in charge of welcoming and entertaining the
international students. They will contact you by email to organize your pick-up
and drive you to your accommodation. They will help you with your
administrative details in Chambery and at INSEEC Alpes-Savoie.

Please note: All these associations, except Passe –Montage are run by the Student
Union called BDE (Bureau Des Elèves). To benefit from all the facilities a sucription
for a year or a semester is requested: 2009/10 fee: 110€ for a year, 55€ for a
semester.
 Sport at the School (students’ sport club)
It offers various sports activities organised by the School: football, handball,
volleyball, boxing, riding, rugby, body building, swimming, badminton, dance,
basketball. They also organize punctual sport events.
 Sports Facilities in the town
11 municipal gymnasiums in the town, 7 municipal stadiums one which contains an
athletic track.
Chambéry Olympic Stadium (S.O.C.): rugby, football, handball, ice hockey, indoor
and outdoor swimming-pools.
 Sports Clubs
They propose several sports: golf, roller, baseball, softball, cricket, boxing,
badminton, judo, archery, yoga, fencing, etc.
And to take advantage of the rich natural environment of Savoie you can try: horse
riding, parachuting, paragliding, rock-climbing, scuba-diving, sailing, etc.
2. Shopping
In general, the shops are open every day, except Sundays and Mondays in some
cases. The opening hours are 9-12 and 2-7.
There are many different kinds of shops:
 Department stores: Galeries Lafayette,
 Hypermarkets/shopping centres: Carrefour or Leclerc, located in the suburbs,
where you can buy food, electrical appliances, clothing, furniture... and you can
go window-shopping in the shopping malls,
 Discount stores: Leader Price, near Carrefour or Lidl near Leclerc you can find
cheaper food and domestic products,
 Small independent stores: chemists, butchers, newsagents... clothes/shoes
shops... generally in the town centre.

18. 3. Cultural activities
Chambéry has many places of interest:
 Médiathèque Jean-Jacques Rousseau: language laboratory, space for the
visually handicapped, CD/video, newspaper kiosk– 6€/year for students.
 Espace Culturel André Malraux: films, theatre.
 Charles Dullin Theatre: XIX, century Italian style decoration of auditorium.
 Castle of the Dukes of Savoie and the Holy Chapel: building dating from the
13th
& and 19th
centuries.
 Savoie Museum: archaeology, art, ethnography + Memorial to the Résistance.
 Fine Arts Museum: Italian painting, paintings from the German, Dutch, Flemish
and French art schools and works of art by local artists.
 Rousseau Museum (Charmettes): country house of .Jacques Rousseau.
 Museum of Natural History: mineralogy, butterflies, birds, reptiles, fossils,
shells and geology.

Entries to all museums are free in Paris for under 26 years olds from EU.
4. Other leisure activities
 A Walking Tour through the old town centre
In the old town, Rue d’Italie, Rue Trésorerie, Fontaine des Eléphants, Rue Croix
d’Or, the arches in Rue de Boigne, Place Saint-Léger, Rue Basse du Château, the
Castle, Rue Juiverie… but also the cycle-paths. Where can you get a breath of
fresh air? At le Parc de Buisson Rond, it is possible to go for a walk and also go
riding or running. There is also an ice rink for ice-skating or ice-hockey a skate
park and a swimming pool and cycle path leading towards the lake.

 Evening entertainment
The students of the School have their favorite bars in Chambéry. Here are some:
Bar du Comte Vert (Passe-Montagne discount), Bar de la Boule, L’Eden Park, Bar
O’pogues (Passe-Montagne discount), Pub Charly's, Hacienda Pub Rock, Le
Pause Café.
Some typical prices: Beer costs: 2.60€ / Coca-Cola: 2.50€ / Coffee: 1.50€
There are parties organised by the students every month (between 4 and 9€ for
BDE subscribers or between 10 and 15€ for others).
