Experience Overview:
Executive Management
As the Executive Manager June 2013 – Jan 2016, Dr Brown clearly established the People that Deliver
Initiative as the premier location for human resources for health supply chain development expertise;
overseeing the publication of foundation documents, organizational linkages and securing funding for
the second phase of the Initiative (themed, Country based Change). Dr Brown has extensive
experience liaising with international development agencies (Including Global Fund, UNICEF, USAID,
UNFPA, WHO, World Bank), and with senior government officials in a variety of countries.
Development
Dr Brown’s initial in country experience was in 1993-94 where he worked for the Solomon Islands
Government to develop health supply chain education approaches suitable to the local context. This
program is still in place. Throughout 1996-2000 Dr Brown worked with the WHO INTOX program as an
education consultant and trainer. In 2007, Dr Brown served in the Solomon Islands and Timor Leste
supporting pharmaceutical services as part of regional peace initiatives with Aspen Medical.
In 2009-13 Dr Brown led a University of Canberra project with UNFPA, Fiji National University and
Ministries of Health from a number of Pacific Island Countries. The project focused on health supply
chain capacity development. During 2008-2012 Dr Brown was engaged by WHO Geneva and the Fiji
Pacific Regional office as a consultant for health supply chain education. As the Executive Manager of
the People that Deliver Initiative June 2013-present Dr Brown engages in a number of international
and country specific projects developing human resources in health supply chains in resource
constrained environments with a variety of international organisations and country based teams.
Dr Brown’s in-country experience includes; Africa: Burkina Faso, Ethiopia, Liberia, Namibia, Mozambique, and
Rwanda. Asia: Laos, Indonesia. Pacific Islands: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Papua
New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu. South America: Dominican Republic.
Clinical
Dr Brown completed a BPharm in 1991 and spent seven years working as a clinical pharmacist for ACT
Health, ACT, Australia. Dr Brown’s initial experience was in respiratory and cardiac pharmacy before
specialising in drug and poisons information. 1996-2000 Dr Brown worked as a trainer with the WHO
INTOX program. In 2007 Dr Brown became credentialed as a consultant pharmacist through the
Australian Association of Clinical Pharmacists (AACP).
Academic (education, research and leadership)
From 2007-13 Dr Brown served as an Assistant Professor within the Discipline of Pharmacy, University
of Canberra with a teaching focus in Pharmacy Practice, Health Professional Practice and Research
methods. Dr Brown completed his Graduate Certificate in Higher Education in 2008. In 2013-2014 Dr
Brown served as a visiting lecturer at the University of Copenhagen in the area of development. In
2010 Dr Brown completed a Certificate IV in Education and Assessment, qualifying him to teach in the
vocational education sector.
His research focus has been in the area of competency development for a variety of cadres involved in
pharmaceutical service delivery and health supply chains. The focus of this research has been in
Australia and in Pacific Island Countries where, in partnership with the United Nations Population Fund
(UNFPA), he led a three year $800,000 project focusing on developing health supply chain
competencies for local cadres. In 2013 Dr Brown was awarded a PhD Health with numerous papers
published and international conference presentations. 2013-14 Dr Brown was a co-research with a
Gates development grant investigating novel approaches to the professionalization of EPI managers. Dr
Brown continues as an Adjunct Professional Associate with the University of Canberra.
Business
From 1997 to 2007 Dr Brown managed medium to large pharmacies (up to a turnover of eight million
dollars and 50 employees), for the Australian Pharmacy Group, ACT, Australia, with a focus on quality
improvement, systems development, business growth and change management. His approaches were
recognised by being a finalist in the QCPP Australian Pharmacy of the Year awards in 2004 & 2006, and
his promotion to quality and training co-ordinator for the Australian Pharmacy group 2003-7. Dr Brown
is currently Director for his own company, Andrew N Brown Health Systems Strengthening Pty Ltd.

Dr Brown is currently a self-employed consultant focusing in the area of human resources, education and strategic
management within health supply chains in the development context. His current clients include: Intra Health, John
Snow Incorporated, Pharmaceutical Systems Africa, Pamela Steele and Associates (PSA) and Society of Hospital
Pharmacists of Australia (SHPA). He is currently engaged in a medium term contract as the Executive Director of
IAPHL (International Association of Public Health Logisticians) through a Bill and Melinda Gates funded project.
Specific relevant activities
With PSA reviewed and delivered a leadership development short course. I have delivered this course in several
locations to a range of international supply chain managers with country follow-up for systems change. With Pamela
Steele I have published the first book on Theory of Change for Supply Chain Capacity Development which outlines
what effective capacity development should look like and the central role of leadership.
As IAPHL Executive Director I am activity pursuing opportunities for leadership development for our members with
the IAPHL country chapter program and mentoring program rolling out in the coming months. We are currently
working with WHO and UNICEF to fund an immunization supply chain professionalization project in conjunction
with Technet21. With leadership development a key leaver of change for sustainable development I am engaging with
international professional associations to leverage their experience and that of the private sector to increase our reach
and impact in developing the competency of supply chain leaders and managers.

The People that Deliver (PtD) initiative, is a global partnership whose mission is to build global and national capacity
to implement evidence-based approaches to plan, finance, develop, support and retain the national workforces needed
for the effective, efficient and sustainable management of health supply chains. http://www.peoplethatdeliver.org/ Dr
Brown developed this project from an initial concept to a globally recognised Initiative which is seen as the ‘goto’
place for guidance and tools relating to human resources capacity development for health and immunisation supply
chains. This focus is present in the context of broader health systems strengthening.
Specific relevant activities
Lead the development of the ‘PtD Health Supply Chain Competency Framework for Leaders and Managers’ and
provided technical input into the development and delivery of the GAVI Strategic Training Executive Program
(STEP) for leaders. Leadership is one of the key leavers of change noted through PtD activities and approach.
Worked with Village reach to publish The Making or Breaking of the Immunization Supply Chain; Reaching the Final
20 Policy Paper Series, a paper focusing on the need for leadership development for sustainable change to be a reality
in low and middle income countries.

  • 2. 2 | P a g e Experience Overview: Executive Management As the Executive Manager June 2013 – Jan 2016, Dr Brown clearly established the People that Deliver Initiative as the premier location for human resources for health supply chain development expertise; overseeing the publication of foundation documents, organizational linkages and securing funding for the second phase of the Initiative (themed, Country based Change). Dr Brown has extensive experience liaising with international development agencies (Including Global Fund, UNICEF, USAID, UNFPA, WHO, World Bank), and with senior government officials in a variety of countries. Development Dr Brown’s initial in country experience was in 1993-94 where he worked for the Solomon Islands Government to develop health supply chain education approaches suitable to the local context. This program is still in place. Throughout 1996-2000 Dr Brown worked with the WHO INTOX program as an education consultant and trainer. In 2007, Dr Brown served in the Solomon Islands and Timor Leste supporting pharmaceutical services as part of regional peace initiatives with Aspen Medical. In 2009-13 Dr Brown led a University of Canberra project with UNFPA, Fiji National University and Ministries of Health from a number of Pacific Island Countries. The project focused on health supply chain capacity development. During 2008-2012 Dr Brown was engaged by WHO Geneva and the Fiji Pacific Regional office as a consultant for health supply chain education. As the Executive Manager of the People that Deliver Initiative June 2013-present Dr Brown engages in a number of international and country specific projects developing human resources in health supply chains in resource constrained environments with a variety of international organisations and country based teams. Dr Brown’s in-country experience includes; Africa: Burkina Faso, Ethiopia, Liberia, Namibia, Mozambique, and Rwanda. Asia: Laos, Indonesia. Pacific Islands: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu. South America: Dominican Republic. Clinical Dr Brown completed a BPharm in 1991 and spent seven years working as a clinical pharmacist for ACT Health, ACT, Australia. Dr Brown’s initial experience was in respiratory and cardiac pharmacy before specialising in drug and poisons information. 1996-2000 Dr Brown worked as a trainer with the WHO INTOX program. In 2007 Dr Brown became credentialed as a consultant pharmacist through the Australian Association of Clinical Pharmacists (AACP). Academic (education, research and leadership) From 2007-13 Dr Brown served as an Assistant Professor within the Discipline of Pharmacy, University of Canberra with a teaching focus in Pharmacy Practice, Health Professional Practice and Research methods. Dr Brown completed his Graduate Certificate in Higher Education in 2008. In 2013-2014 Dr Brown served as a visiting lecturer at the University of Copenhagen in the area of development. In 2010 Dr Brown completed a Certificate IV in Education and Assessment, qualifying him to teach in the vocational education sector. His research focus has been in the area of competency development for a variety of cadres involved in pharmaceutical service delivery and health supply chains. The focus of this research has been in Australia and in Pacific Island Countries where, in partnership with the United Nations Population Fund (UNFPA), he led a three year $800,000 project focusing on developing health supply chain competencies for local cadres. In 2013 Dr Brown was awarded a PhD Health with numerous papers published and international conference presentations. 2013-14 Dr Brown was a co-research with a Gates development grant investigating novel approaches to the professionalization of EPI managers. Dr Brown continues as an Adjunct Professional Associate with the University of Canberra. Business From 1997 to 2007 Dr Brown managed medium to large pharmacies (up to a turnover of eight million dollars and 50 employees), for the Australian Pharmacy Group, ACT, Australia, with a focus on quality improvement, systems development, business growth and change management. His approaches were recognised by being a finalist in the QCPP Australian Pharmacy of the Year awards in 2004 & 2006, and his promotion to quality and training co-ordinator for the Australian Pharmacy group 2003-7.   • 3. 3 | P a g e Brief Employment History: 2015 June – present Director Andrew N Brown Health Systems Strengthening Pty Limited Dr Brown is currently a self-employed consultant focusing in the area of human resources, education and strategic management within health supply chains in the development context. His current clients include: Intra Health, John Snow Incorporated, Pharmaceutical Systems Africa, Pamela Steele and Associates (PSA) and Society of Hospital Pharmacists of Australia (SHPA). He is currently engaged in a medium term contract as the Executive Director of IAPHL (International Association of Public Health Logisticians) through a Bill and Melinda Gates funded project. Specific relevant activities With PSA reviewed and delivered a leadership development short course. I have delivered this course in several locations to a range of international supply chain managers with country follow-up for systems change. With Pamela Steele I have published the first book on Theory of Change for Supply Chain Capacity Development which outlines what effective capacity development should look like and the central role of leadership. As IAPHL Executive Director I am activity pursuing opportunities for leadership development for our members with the IAPHL country chapter program and mentoring program rolling out in the coming months. We are currently working with WHO and UNICEF to fund an immunization supply chain professionalization project in conjunction with Technet21. With leadership development a key leaver of change for sustainable development I am engaging with international professional associations to leverage their experience and that of the private sector to increase our reach and impact in developing the competency of supply chain leaders and managers. 2013 June – 2015 June Executive Manager The People that Deliver Initiative, UNICEF, Denmark The People that Deliver (PtD) initiative, is a global partnership whose mission is to build global and national capacity to implement evidence-based approaches to plan, finance, develop, support and retain the national workforces needed for the effective, efficient and sustainable management of health supply chains. http://www.peoplethatdeliver.org/ Dr Brown developed this project from an initial concept to a globally recognised Initiative which is seen as the ‘goto’ place for guidance and tools relating to human resources capacity development for health and immunisation supply chains.
