There is no ‘market’……
Customers
Advocates
Local Charity
/ Council etc
Practitioners
• Not aware of measures
and benefits
• No confidence in supply
chain to deliver
• Have the capabilities but
limited confidence in the
market
• Don’t invest
• Don’t promote
• Could use some help to
deliver
• Want to drive change
• Struggle to identify
customers
• No defined, reliable,
local supply chain
Finance
• Needs confidence in
outcomes and ability
to deliver to invest

Creating a market…..
Our vision
To create a self-sustaining market for transforming the existing housing stock
of the UK that offers good value for money for the property owner or funder
and a strong, predicable and consistent market in which local practitioners
can build their businesses. It will create income for the community-based
advocates that breathe life into it.
Purpose
Our purpose is to design and develop locally-led mechanisms and supply
chains for transforming the energy use and living conditions for all UK homes.

Variants are many, inc.:
• The Advocate taking on
some of the management
and technical roles
• Other community orgs
acting in this capacity
• Practitioner members
bring existing customers

How is it all paid for?
21
• All scheme actions, by all parties, are priced and rolled into
an overall scheme cost.
• % uplift on the Member prices agreed in advance by all
parties. Contractors pay this fee to RW.
• Any excess fees are repaid back to members or can be put
into a grant fund.
• This presents cashflow challenges. Options:
1. High cost of initial scheme development, upfront
payment or finance can be repaid over time.
2. RetrofitWorks could raise the funds through its
membership.
This is not cast in stone, but what has worked to date is:
