The document discusses Chicago's combined sewer system that causes basement flooding and sewage overflows during heavy rainfall. To help address this issue, in 2004 the city implemented a policy requiring developers receiving city assistance to incorporate sustainable features like green roofs into their project designs. This kicked off a major increase in green roofs built in Chicago, helping manage stormwater and reducing flooding and overflow events.
3. “We have a combined sewer system, meaning all of the rainfall rushing off the
rooftops, sidewalks, streets, goes into the same pipes as the sanitary sewage,”
Berkshire told us. “During heavy rainfalls those pipes are overwhelmed and that’s what
causes basement flooding throughout the city, and also at some points we have
overflows from that system and raw sewage goes directly into our rivers.”
The city knows it can’t manage storm-water all on its own, which is why in 2004
officials asked private developers to play a part. The city implemented the Sustainable
Development Policy, which required any private developer getting assistance from the
city to include sustainable features in project designs. Among the menu items of
sustainable features developers can choose from: green roofs.
The policy kicked off a green roof boom in Chicago, with the amount of green roofs
increasing from a few early adopters (such as City Hall) to many, many more.

7. In a typical City in New Jersey we can look at the following:
City is a CSO – required to not only separate but to deal with storm
water in a unique way
Developer is going to use ERG money, so he/she will need to comply
with Green Building Manuel.
Marketer is interested in the “green aspects’ of the building and wants
to know about roof top amenities – adds value per square foot
DEP wants to know about storm water displacement and public access
Energy going to want to know about R value of roof and what type of
mechanical systems for storm water detention are necessary
LEED, Green Globe and other recognitions sought by Architect to give
to Marketer to give to City to Give to State Regulators..
