                                  TENTANG
          PENATAAN, PEMANFAATAN, PEMELIHARAAN DAN PENGAMANAN
        RUANG MILIK JALAN TOL PADA JALAN TOL RUAS CAWANG - TANJUNG
          PRIOK - ANCOL TIMUR- JEMBATAN TIGA / PLUIT, DAN CAWANG -
                   TOMANG – PLUIT SERTA PROF DR SEDYATMO

        Kesepakatan bersama mencakup hal-hal sebagai berikut :

        1. Ruang Milik Jalan Tol, yang selanjutnya disebut Rumijatol, untuk tujuan dibuatnya
        Kesepakatan Bersama ini adalah ruang sepanjang jalan tol yang meliputi ruang manfaat
        jalan tol dan sejalur tanah tertentu diluar manfaat jalan tol, atau untuk konstruksi layang
        (elevated) adalah ruang sepanjang jalan layang tol dan serta ruang vertikal dibawah
        konstruksi laying tersebut dan sejalur tanah disamping jalan layang tersebut, yang
        dibebaskan dan dikuasai serta dimiliki oleh Pemerintah Cq Departemen Pekerjaan
        Umum.

        2. Kolong jembatan tol pada ruas Cawang – Tanjung Priok – Ancol Timur – Jembatan
        Tiga / Pluit, dan Cawang – Tomang – Pluit serta Prof. Dr. Sedyatmo tidak direncanakan
        untuk pemukiman dan struktur jembatan sangat rentan terhadap kemungkinan bahaya
        akibat kegiatan pemanfaatan kolong jembatan yang tidak sesuai dengan peruntukkannya.

        3. Salah satu upaya penataan, pemanfaatan, pemeliharaan dan pengamanan pada ruas
        milik jalan tol ruas Cawang – Tanjung Priok – Ancol Timur – Jembatan Tiga / Pluit, dan
        Cawang – Tomang – Pluit serta Prof. Dr. Sedyatmo adalah dengan memfungsikan
        sebagai ruang terbuka hijau dan ruang terbuka perkotaan bagi sarana yang tidak

 •	 For	the	national	government	to	provide	a	clear	outline	of	a	‘green	space’.

COMMUNITY BASED ORGANIZATIONS AND PREMANS

Recommended Functions of CBOs

Collaboration:	CBOs	can	be	mobilized	to	work	together	with	the	gov-
ernment	and	community

Sosialisasi:	They	can	help	to	facilitate	the	spatial	planning	policies	by	
communicating	the	guidelines	and	the	plans	for	the	Kolong	Tol.

Monitoring:	CBOs	can	help	to	monitor	the	space	and	budget	alloca-
tions	to	the	development	of	the	space.	They	can	act	as	community-
based	monitoring	unit	that	can	prevent	unlawful	or	hazardous	activi-
ties	that	may	undermine	the	goodwill	of	the	community.

Data/Information Collection:	the	local	knowledge	of	the	CBOs	can	
result	in	more	effective	data	collection	and	interviews.	CBOs	can	also	
be	trained	to	conduct	such	services	maintaining	a	two-way	transfer	of	
knowledge	between	local	community	and	government

•	 Have	strong	interests	in	locations	
   that	needs	to	be	considered
•	 They	can	mobilize	community
•	 If	they	are	transparent,	they	can	
   be	monitored	by	community
LEGAL EMPOWERMENT OF COMMUNITY




•	 Pressure	strong	individual	interests	for	common	good
•	 Can	protect	community	interests
•	 Needs	to	be	coupled	with	institutional	support
•	 Organized	community	can	attain	government	support
KELURAHAN EMPOWERMENT INITIATIVE


•	 Size:	Jakarta	is	too	large	-	the	problems	are	much	larger	in	scale	
   and	more	complex	than	other	cities	in	Indonesia.	

•	 Decentralization:	more	capacity	–	staff,	budget	and	autonomy	–	can	
   ease	the	creation	of	localized	solutions.

•	 Local Solutions:	to	fine-grain	solutions	as	well	as	to	streamline	
   government	bureaucracy

•	 “sosialisasi” or “pendekatan”	will	be	easily	conducted	and	thus	a	
   more	effective	tool	for	change

•	 This	Kelurahan Empowerment Initiative	is	not	only	useful	for	the	
   tollway	issue	but	also for a lot of other urban problems	such	as	re-
   settlement,	flooding,	poverty,	security,	infrastrucuture	and	land	use	
   regulations

COMMUNITY BASED ORGANIZATIONS AND PREMANS Recommended Functions of CBOs Collaboration: CBOs can be mobilized to work together with the gov- ernment and community Sosialisasi: They can help to facilitate the spatial planning policies by communicating the guidelines and the plans for the Kolong Tol. Monitoring: CBOs can help to monitor the space and budget alloca- tions to the development of the space. They can act as community- based monitoring unit that can prevent unlawful or hazardous activi- ties that may undermine the goodwill of the community. Data/Information Collection: the local knowledge of the CBOs can result in more effective data collection and interviews. CBOs can also be trained to conduct such services maintaining a two-way transfer of knowledge between local community and government

KELURAHAN EMPOWERMENT INITIATIVE • Size: Jakarta is too large - the problems are much larger in scale and more complex than other cities in Indonesia. • Decentralization: more capacity – staff, budget and autonomy – can ease the creation of localized solutions. • Local Solutions: to fine-grain solutions as well as to streamline government bureaucracy • “sosialisasi” or “pendekatan” will be easily conducted and thus a more effective tool for change • This Kelurahan Empowerment Initiative is not only useful for the tollway issue but also for a lot of other urban problems such as re- settlement, flooding, poverty, security, infrastrucuture and land use regulations
