INTRODUCTION
The Mahatma Gandhi National Rural Employment
Guarantee Act(MGNAREGA) is an Indian
Legislation enacted on 7th September 2005 &
launched on Feb. 2,2006 from Anantapur district
in Andhra Pradesh, that aims to guarantees the
RIGHT TO WORK & ensure livelihood security in
rural areas by providing at least 100 days of
guaranteed wage employment in a financial year
to every household whose adult members
volunteer to unskilled manual work.

OBJECTIVES - Augmenting wage employment
Strengthening natural resource management
through works that address causes of chronic
poverty like drought, deforestation & soil erosion
& also encourage sustainable development
Strengthening grass roots processes of the
democracy
Infusing transparency & accountability in
governance
Strengthening decentralization & deepening
processes of democracy by giving a pivotal role
to the panchayat raj institutions in planning,
monitoring & implementation

Salient features
 Adult members of a rural household willing to participate, have to
apply for registration, either orally or in written, to gram
panchayat, they will be provided with a job card within 15 days
after verification, with proper photographs of the members willing,
free of cost.
 Employment will be given within 15 days of application for work; if
not ,daily unemployment allowance as per the act has to be paid;
liability of payment of unemployment allowance is of the state.
 Work should ordinarily be provided within 5kms radius of the
village. in case work is provided beyond 5km,extra wages of 10%
are payable to meet additional transportation & living expenses.
 Wages are to paid according to the minimum wages act,1948 for
agricultural laborers in the state, unless the centre notifies a wage
rate which will not be less than 60rupees/per day. Equal wages will
be provided to both men & women.
 Disbursement of wages has to be done on weekly basis & not
beyond a fortnight in any case.

 At least 1/3rd beneficiaries shall be women who have registered &
requested work under the scheme.
 Work site facilities such as crèche, drinking water & shade have to
be provided.
 Permissible works predominantly include water & soil conservation, a
forestation & land development works. Contractors & machinery are
not allowed.
 A60:40 wage & material ratio has to be maintained.
 The central government bears the 100% wage cost of unskilled
manual labour & 75% of the material cost including the wages of
skilled & semi-skilled workers.

Employment / Job card
Adult members of rural households submits their name, age &
address with photo to the gram panchayat.
The gram panchayat registers households after making enquiry &
issues a job card. The job card contains the details of adult member
enrolled& his/her photo.
Registered person can submit an application for work in writing ( for
at least 14 days of continuous work) either to panchayat or to
programmed officer.
The panchayat/programmed officer will accept the valid application &
issue dated receipt of application, letter providing work will be sent
to the applicant & also displayed at panchayat office.
Registration will be made for five years & may be renewed from time
to time.

Types of work under MGNREGA
 Water conservation & water harvesting including contour trenches,
contour bunds, boulder checks, gabion structures, underground
dykes, earthen dams, stop dams & spring shed development.
 Drought proofing including plantation & a forestation.
 Irrigation canals including macro & minor irrigation works.
 Provision of irrigation facility ,dug out from pond, horticulture,
plantation, farm banding & land development.
 Renovation of traditional water bodies including desalting of tanks,
 Land development, flood control & protection works including
drainage in water logged areas, depending & reporting of flood
channels, chaur renovation, construction of storm water drains for
coastal protection.
 Rural connectivity to provide all weather access, including culverts
& roads within a village, wherever necessary.
 Construction of Bharat Nirman Rajiv Gandhi Sewa Kendra as a
knowledge resource centre at the block level & as gram panchayat
bhawan at the gram panchayat level

Agriculture related works, such as NADEP composting, vermi-composting, liquid
biomanures.
Livestock related works, such as ,poultry shelter, goat shelter, construction of
pucca floor, urine tank & fodder trough for cattle, azolla as cattle-feed supplement.
Fisheries related works, such as fisheries in seasonal water bodies on public land
Works in coastal areas, such as fish drying yards, belt vegetation.
Rural drinking water related works, such as soak pits, recharge pits.
Rural sanitation related works, such as, individual household latrines, school toilet
units.
Construction of Anganwadi centers & play fields.
Any other work which may be notified by the central government in consultation
with the state government.

Limitations
 Registration problems in terms of caste discrimination.
 Uniform distribution of job card is a time consuming process &
leads to dissatisfaction.
 Only 19% of the 8.5 lakhs differently able people registered for
the scheme have got work under MGNREGA.
 Illegal charges levied on people for application form.
 Non-issuance of receipts to applicants.
 Unavailability of necessary facilities at the work places.
 Improper maintenance of attendance of the workers.
 Payments of wages delayed.
 Measurement of work done by the workers a major problem.
 Inadequate number of officials for thr scheme.
 Delay in appointments of officials in the villages.
 Another issue is that of fake muster rolls& bills being generated.

INTRODUCTION The Mahatma Gandhi National Rural Employment Guarantee Act(MGNAREGA) is an Indian Legislation enacted on 7th September 2005 & launched on Feb. 2,2006 from Anantapur district in Andhra Pradesh, that aims to guarantees the RIGHT TO WORK & ensure livelihood security in rural areas by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to unskilled manual work. OBJECTIVES - Augmenting wage employment Strengthening natural resource management through works that address causes of chronic poverty like drought, deforestation & soil erosion & also encourage sustainable development Strengthening grass roots processes of the democracy Infusing transparency & accountability in governance Strengthening decentralization & deepening processes of democracy by giving a pivotal role to the panchayat raj institutions in planning, monitoring & implementation PREPARED & PRESENTED BY BASAWARAJ C. Salient features  Adult members of a rural household willing to participate, have to apply for registration, either orally or in written, to gram panchayat, they will be provided with a job card within 15 days after verification, with proper photographs of the members willing, free of cost.  Employment will be given within 15 days of application for work; if not ,daily unemployment allowance as per the act has to be paid; liability of payment of unemployment allowance is of the state.  Work should ordinarily be provided within 5kms radius of the village. in case work is provided beyond 5km,extra wages of 10% are payable to meet additional transportation & living expenses.  Wages are to paid according to the minimum wages act,1948 for agricultural laborers in the state, unless the centre notifies a wage rate which will not be less than 60rupees/per day. Equal wages will be provided to both men & women.  Disbursement of wages has to be done on weekly basis & not beyond a fortnight in any case. PREPARED & PRESENTED BY BASAWARAJ C. GUJAGOND 5

Continued…….  At least 1/3rd beneficiaries shall be women who have registered & requested work under the scheme.  Work site facilities such as crèche, drinking water & shade have to be provided.  Permissible works predominantly include water & soil conservation, a forestation & land development works. Contractors & machinery are not allowed.  A60:40 wage & material ratio has to be maintained.  The central government bears the 100% wage cost of unskilled manual labour & 75% of the material cost including the wages of skilled & semi-skilled workers.   • 7. Employment / Job card Adult members of rural households submits their name, age & address with photo to the gram panchayat. The gram panchayat registers households after making enquiry & issues a job card. The job card contains the details of adult member enrolled& his/her photo. Registered person can submit an application for work in writing ( for at least 14 days of continuous work) either to panchayat or to programmed officer. The panchayat/programmed officer will accept the valid application & issue dated receipt of application, letter providing work will be sent to the applicant & also displayed at panchayat office. Types of work under MGNREGA  Water conservation & water harvesting including contour trenches, contour bunds, boulder checks, gabion structures, underground dykes, earthen dams, stop dams & spring shed development.  Drought proofing including plantation & a forestation.  Irrigation canals including macro & minor irrigation works.  Provision of irrigation facility ,dug out from pond, horticulture, plantation, farm banding & land development.  Renovation of traditional water bodies including desalting of tanks,  Land development, flood control & protection works including drainage in water logged areas, depending & reporting of flood channels, chaur renovation, construction of storm water drains for coastal protection.  Rural connectivity to provide all weather access, including culverts & roads within a village, wherever necessary.  Construction of Bharat Nirman Rajiv Gandhi Sewa Kendra as a knowledge resource centre at the block level & as gram panchayat bhawan at the gram panchayat level PREPARED & PRESENTED BY BASAWARAJ C.   • 9. Continued…. Agriculture related works, such as NADEP composting, vermi-composting, liquid biomanures. Livestock related works, such as ,poultry shelter, goat shelter, construction of pucca floor, urine tank & fodder trough for cattle, azolla as cattle-feed supplement. Fisheries related works, such as fisheries in seasonal water bodies on public land Works in coastal areas, such as fish drying yards, belt vegetation. Rural drinking water related works, such as soak pits, recharge pits. Rural sanitation related works, such as, individual household latrines, school toilet units. Limitations  Registration problems in terms of caste discrimination.  Uniform distribution of job card is a time consuming process & leads to dissatisfaction.  Only 19% of the 8.5 lakhs differently able people registered for the scheme have got work under MGNREGA.  Illegal charges levied on people for application form.  Non-issuance of receipts to applicants.  Unavailability of necessary facilities at the work places.  Improper maintenance of attendance of the workers.  Payments of wages delayed.  Measurement of work done by the workers a major problem.  Inadequate number of officials for thr scheme.  Delay in appointments of officials in the villages.  Another issue is that of fake muster rolls& bills being generated.   • 12. Remedies to reduce the loopholes in the scheme Monitor the programme effectively. Village level resource planning & development Other development programs like Bharat Nirman should sync with MGNREGA. From quantitative employment generation to sustainable development through asset building. Representatives leaderships & effectiveness. Proper election & training. More power to Panchayat Raj.
