As VIKA’s Senior Planner, Robert Bosco brings more than 33 years of experience managing entitlement and rezoning projects throughout the Metropolitan Washington DC area. This work has required him to work closely with county, town, and city staff and citizen groups. His specific area of expertise is Loudoun County, where he began his career as a Loudoun County Senior Planner in 1988.
While working for Loudoun County, he played a key role in the development of Ashburn Village, a community with 5,000 dwellings, 1.2 million square feet of flex industrial space and 50,000 square feet of commercial space that was rezoned from agricultural to Planned Development Housing 3 (PDH-3).
Mr. Bosco was also responsible for the rezoning of Dulles Town Center (formerly Windmill Mall) from a Commercial-2 (C-2) to a Planned Development-Shopping Center (PD-SC). The project included the historic preservation of the original colonial road, Vestales Gap Road, which ran from historic Old Town Alexandria to Leesburg. This rezoning resulted in the development of 350,000 square feet of retail, 1,200 dwellings and 1.2 million square feet of office space. After being promoted to Loudoun County Zoning Administrator, Mr. Bosco played a lead role in working with the Loudoun County Planning Commission on the two-year process of writing and adopting a new zoning ordinance, the 1993 Zoning Ordinance, which is still in use today by Loudoun County.
After leaving the County’s employment for the private sector of land development, Mr. Bosco negotiated the rezoning of the Hazout property from agricultural to PD-SC, Planned Development-Industrial Park (PD-IP). The project included 600,000 square feet of retail and 1.5 million square feet of flex industrial space. It also included an important local historical and cultural preservation accomplishment for Mr. Bosco when he negotiated the dedication of the portion of the property that was former slave quarters to the Loudoun County Parks Department. Mr. Bosco also led the successful effort to rezone the Kirkpatrick Farm from agricultural to Planned Development–Housing 3 (PD-H3), which allowed for the development of 3,100 dwelling units. His Loudoun County experience also includes the preparation of preliminary subdivision plans for more than 10 residential subdivisions in rural Loudoun County and the site plan for Costco and Target retail stores in Leesburg.
In 2000, Mr. Bosco was appointed by the Loudoun County Board of Supervisors to be a member of the Facilities Standard Manual Review Committee. During his two-year appointment, he assisted the County staff in rewriting the Loudoun County Facilities Standards Manual.
Mr. Bosco’s problem-solving skills include “thinking outside the box” to develop creative solutions to project rezoning and entitlement problems. His impressive project management skills for entitlements and rezoning include balancing the multiple and, at times, competing priorities of all stakeholders, while always acting as a strong advocate for his clients’ interests. He is extremely knowledgeable about the planning, regulatory, and implementation framework for projects. He has built highly effective relationships with approval authorities and has the project experience, respect, and ability to work hand- in-glove with county, state, and federal approval agencies. Throughout his impressive professional career in both Loudoun County government and the private land development community, Mr. Bosco has built strong, effective professional and personal relationships with Loudoun County officials and government staff. In addition, he possesses extensive Loudoun County project experience both as a former county official and as a land development professional. SENIOR PLANNER – Provided planning and project management services related to the development of Sterling Park Business Center, which will contain approximately 500,000 square feet of mixed-use office, flex, and industrial buildings when completed. Prepared and processed the site plan through Loudoun County development review. Provided technical engineering services during construction. The first development, a 57,500 square-foot office building, was completed in 2011 and other phases are under construction. The complex will include nine (9) buildings when completed. Providing planning services related to the master plan and development of multiple land bays for commercial office or flex-industrial use buildings and related infrastructure. Provided zoning amendments to support the project. SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC) – REDEVELOPMENT OF TYSONS CAMPUS AND MIXED-USE DEVELOPMENT: FAIRFAX COUNTY, VIRGINIA
SENIOR PLANNER – Provided planning for several projects for SAIC on its 20-acre Tysons Campus. These projects include: structured parking; expansion efforts on SAIC’s corporate campus that included the addition of the new Tower III building and garage; Metro takings coordination; rezoning efforts; and, subdivision. Services included: ATLA/ACSM Land Title Survey; topographic and boundary surveys; schematic design development; preliminary and final stormwater management plans; landscape architecture plans and coordination; Conceptual and Final Development Plans (CDP/FDP) preparation; adequate outfall studies; Existing Vegetation Map (EVM); and, Metro coordination. SAIC is planning a massive redevelopment of its McLean campus that will rezone about 20 acres and add nearly 5 million square feet of new development. The inclusion if a residential component also makes the headquarters campus uncommon amount corporate developments nationally. SAIC’s plan features 1,900 residential units, 2.59 million square feet of office space and 392,000 square feet of hotel space. This mixed-use

development is bounded by Leesburg Pike, Westpark Drive, International Drive and Solutions Drive. The campus is also adjacent to the Tysons Central 7 Metro station opening in late 2013.
SPRING HILL STATION/TYSONS WEST: FAIRFAX COUNTY, VIRGINIA
SENIOR PLANNER – Providing planning services related to the land development plans for Spring Hill Station/Tysons West (also known as the Tysons Demonstration Project), which was created to illustrate how a project could be developed using the Draft Comprehensive Plan for Tysons Corner. VIKA is the engineer of record for the 28-acre Tysons Corner Demonstration Project currently under review by Fairfax County. We know from firsthand experience that aspects of the development and approval process can be intricate, complex, and at times contradictory. Providing surveying, planning, civil engineering, GIS, and landscape architectural services related to the “Tysons Demonstration Project” rezoning of Tysons Corner West. This project will also include the relocation and reconstruction of Fairfax County’s McLean Fire Station 29. Services include: surveying; schematic design; Conceptual Development Plan/Final Development Plan (CDP/FDP); entitlement services; preliminary engineering; tree survey; preliminary landscape/hardscape plan; preliminary stormwater management plan; Existing Vegetation Map (EVM); adequate outfall study; Dulles Transit coordination; and, Low Impact Development (LID) and Leadership in Energy and Environmental Design (LEED) consulting. FAIRFAX COUNTY’S WEST OX ROAD COMPLEX INFRASTRUCTURE: FAIRFAX COUNTY, VIRGINIA
SENIOR PLANNER – Provided planning services related to the development of the infrastructure for Fairfax County’s West Ox Road Complex, located on approximately 130 acres in the Springfield District of Fairfax County. The Complex is being built in phases through 2025, with capability for future expansion. The West Ox Road Complex provides critical infrastructure to improve the efficiency and effectiveness of both public safety and transportation services in Fairfax County and Northern Virginia. It has transformed the former "Camp 30" state correctional facility into a multi-purpose, multi-agency complex — the Fairfax County McConnell Public Safety and Transportation Operations Center, the Virginia State Police Division 7 dispatchers and call talkers; the Washington Metropolitan Area Transit Authority (WMATA) Maintenance Facility; and the Virginia Department of Transportation (VDOT) Operations Center. Surveying services included: field surveying to supplement aerial topography; bathymetric survey, the preparation of record and easement plats; construction stakeout; and, as-built surveys. Civil engineering and landscape architectural services included: the design of three (3) stormwater management facilities (including two enhanced extended detention ponds); roadway design (internal roads, turn lane improvements for West Ox Road, and a limited access highway interchange ramp); design of water main, storm drain and sanitary sewer systems; erosion and sediment control plan for over 60 acres of disturbed area; maintenance of traffic and pavement marking and signage plans; telecommunication and electrical conduit plans; project specifications; and, construction administration support during the construction process. Additional landscape architectural services included: landscape plan for interior parking lots, perimeter parking and vegetative screening; and, landscaping for the enhanced extended detention stormwater management pond. Coordination services included: geotechnical engineering consultant to address the specific requirements of the existing soils; structural engineering consultants for retaining wall design; wetlands consultants to minimize impacts to existing streams and wetlands; earthwork consultant to minimize the amount of cut material from the site; subsurface utility engineering and

VIKA and its team members were awarded the Fairfax County Department of Public Works & Environmental Services Capital Facilities Award for Excellence for the infrastructure and bus operations at the McConnell Public Safety and Transportation Operations Center at West Ox Road. This project also won the 2009 NAIOP Northern Virginia Award of Excellence – Best Building, Institutional Facility Over $20 Million.
MCCONNELL PUBLIC SAFETY AND TRANSPORTATION OPERATIONS CENTER (MPSTOC): FAIRFAX COUNTY, VIRGINIA
SENIOR PLANNER – Provided planning, civil engineering, surveying, and landscape architectural services related to the development of the site to support the McConnell Public Safety and Transportation Operations Center (MPSTOC), a partnership between Fairfax County, the Commonwealth of Virginia, and the Washington Metropolitan Area Transit Authority (WMATA). The MPSTOC is a 114,000 square foot building with a 33,000 square foot Forensics Facility attached to it. Contained within the MPSTOC are Fairfax County's Department of Public Safety Communications (9-1-1 Communications Center), the Office of Emergency Management, the Emergency Operations Center, and the Virginia State Police Division 7 dispatchers. The complex also includes a 165,000 square foot building for the Virginia Department of Transportation (VDOT) Northern Virginia District Office and State Police Division 7 Administration. Surveying services included: preparation of record and easement plats; construction stakeout; geometric layout plans for the general contractor; and, as-built surveys. Civil engineering services included: design of water main, storm drain and sanitary sewer systems; erosion and sediment control plan for approximately 18 acres of disturbed area; preparation of the telecommunication and electrical conduit plans; preparation of project specifications; and, construction administration support during the construction process. Landscape architectural services included: landscape plan for interior parking lots, perimeter parking, and vegetative screening; and, landscaping for the enhanced extended detention stormwater management pond. Coordination services included: geotechnical engineering consultant to address the specific requirements of the existing soils; security consultant for incorporation of the anti- ram wall design; and, mechanical/electrical/plumbing consultant for the water, storm, and sanitary system sizing requirements.
VICTORY CENTER AT EISENHOWER AVENUE: CITY OF ALEXANDRIA, VIRGINIA
SENIOR PLANNER – Provided land development planning services related to a multi-phase project located on a 16-acre site with an existing 600,000 square foot building and an additional one million square feet of expansion space. The complex will also include two (2) new buildings and three (3) new garages. Victory Center will be a state-of-the-art secured complex capable of meeting all Federal Government Agency and contractor space needs, from security to technology. All phases of the complex are being built to the highest level of government requirements. Currently, Phase I, the renovation of the Eisenhower Building, has been completed and the building is LEED Core and Shell Development (LEED- CS) Pilot Certified Gold. Surveying, civil engineering, planning, and landscape architectural services for the Eisenhower Building included: interior as-built survey of 12 floors; slab elevation as-built; flood plain certification; boundary and topographic survey; ALTA/ACSM Land Title Survey; topographic survey for wetland locations; site plan; erosion control plan; site storm drain study and adequate outfall analysis; on-site sanitary sewer plan; stormwater management plan and exhibits; landscape plan coordination; final easement plat; dimension plan; fire access plan; open space plan; lighting plan coordination; plan processing; Verizon/Washington Gas/Dominion Virginia Power coordination; bidding; permit processing; LEED coordination; site security coordination; and, construction administration. LIBERTY PARK: TOWN OF VIENNA, VIRGINIA
SENIOR PLANNER – Provided land development planning services related to the development of a 235,000± square foot secured government facility for an undisclosed government tenant. Located adjacent to Tysons Galleria, Park Crest is a mixed-use retail and residential community of approximately 1,300 homes and more than 50,000 square feet of retail space, including a new Harris Teeter grocery store. SENIOR PLANNER – Providing planning, surveying, civil engineering, and landscape architectural design services related to expansion of the Upper and Lower Schools, central plant, athletic fields, and tennis courts.
