/
Opportunity
Statement
Currently,
UNH
has
no
capability
to
measure,
evaluate,
or
understand
the
strength
of
its
research
enterprise
from
the
perspec3ve
of
research
outputs:
those
data
and
publica3ons
that
are
cited
and
influen3al
in
the
global
research
community.
On
occasion,
an
analysis
has
come
out
in
the
past,
conducted
by
an
informa3on
provider
such
as
Thomson-‐Reuters,
that
has
shown
UNH
to
have
tremendous
impacts
in
certain
areas
(for
example,
one
analysis
showed
UNH
had
the
#1
impact
in
the
country
in
the
areas
of
Geoscience
and
Forestry).
This
type
of
informa3on
is
cri3cal
to
know
for
many
reasons,
including
adver3sing
and
recrui3ng
faculty
and
students,
retaining
faculty,
and
communica3ng
our
unique
research
strengths
towards
becoming
a
University
of
Choice.
This
type
of
informa3on
will
also
help
to
make
faculty
more
produc3ve
and
impaceul
researchers.
Project
Descrip7on
The
purpose
of
this
project
is
to
select
a
tool
or
tools
to
be
implemented
in
a
future
project
that
will
accomplish
four
func3ons:
• Capture
informa3on
on
UNH
research,
including
publica3ons,
cita3on
data,
grants,
archived
research
data,
to
report
and
evaluate
it.
• Match
UNH
researcher
profiles
with
external
funding
sources.
• Integrate
with
exis3ng
repositories
for
UNH
research
data
with
the
ability
to
share
data
and
publica3ons
as
s3pulated
by
the
gran3ng
organiza3on(s).
• Place
UNH
research
and
researchers
in
the
context
of
global
research
outputs
to
enable
valua3on
of
specific
areas
of
the
UNH
research
enterprise
in
a
global
context
and
to
strategically
evaluate
prospec3ve
partners
and
new
hires.
Project
Goals
and

  • 5. Problem • No capability to measure, evaluate, or understand the strength of our research enterprise from the perspec3ve of research outputs: those data and publica3ons that are cited and influen3al in the global research community. • Only $$, hearsay, loudest voices
  • 6. Why is this a problem? • Strategic decisions / investments • Merit decisions • P&T decisions (impact not readily considered) • Center and Ins3tute decisions • Faculty themselves lack informa3on about their own work / work of colleagues • Ease of access to research informa3on – Faculty – leadership
  • 7. Timeline • 2010-‐11 – learned about research informa3on management systems existence • 2011-‐12 working group formed – Research office, Library, top researchers, research compu3ng, graduate school, academic technology – Invited suppliers of research informa3on management systems to UNH – No clear path for funding, ownership (shared responsibility model being advanced)
  • 8. Business Impera3ve • Compete for and retain top faculty research talent • University of Choice – world-‐class, unique research programs. • Comply with Federal mandates for archiving, sharing of data • Increase visibility of our research • Help faculty be more produc3ve

  • 22. Problem / Opportunity Statement Currently, UNH has no capability to measure, evaluate, or understand the strength of its research enterprise from the perspec3ve of research outputs: those data and publica3ons that are cited and influen3al in the global research community. On occasion, an analysis has come out in the past, conducted by an informa3on provider such as Thomson-‐Reuters, that has shown UNH to have tremendous impacts in certain areas (for example, one analysis showed UNH had the #1 impact in the country in the areas of Geoscience and Forestry). This type of informa3on is cri3cal to know for many reasons, including adver3sing and recrui3ng faculty and students, retaining faculty, and communica3ng our unique research strengths towards becoming a University of Choice. This type of informa3on will also help to make faculty more produc3ve and impaceul researchers.
  • 23. Project Descrip7on The purpose of this project is to select a tool or tools to be implemented in a future project that will accomplish four func3ons: • Capture informa3on on UNH research, including publica3ons, cita3on data, grants, archived research data, to report and evaluate it. • Match UNH researcher profiles with external funding sources. • Integrate with exis3ng repositories for UNH research data with the ability to share data and publica3ons as s3pulated by the gran3ng organiza3on(s). • Place UNH research and researchers in the context of global research outputs to enable valua3on of specific areas of the UNH research enterprise in a global context and to strategically evaluate prospec3ve partners and new hires.
  • 24. Project Goals and Objec7ves Goals Select a system that enables: • A single ins3tu3onal system of record for faculty and researchers research outputs. • Integra3on with HR and grants management systems. • Capture of personnel, publica3ons, professional ac3vi3es, grants and awards data. • Clear connec3on between grants and archived research data. • Comparison of individual researchers and repor3ng on aggregated levels. • Automa3c daily update of public researcher profiles. • Iden3fica3on of research areas using widely accepted ontologies. • Iden3fica3on of research areas in which UNH researchers are leaders.
  • 25. Project Objec7ves • Create a comprehensive set of Business Requirements that serve all stakeholders • Select One or More Vendors • Provide an Implementa3on Plan • Provide an es3mated cost of Implementa3on • Provide an es3mated cost of opera3on for the succeeding five (5) years
  • 26.
  • 27. Benefits / Business Case • For UNH to become a University of Choice requires knowledge and communica3on of our research strengths and the local, na3onal and global impact of our research programs. • For UNH to airact and retain top faculty talent, it is impera3ve to iden3fy prospec3ve hires and those in our ranks who are top performers in areas of exis3ng strength or strategic new areas of research growth.
  • 28. • Research outputs are cri3cal to capture and present in order to: • Measure the quality, performance and impact of research from ins3tutes, centers, departments and schools. • Measure the research impact of individuals. • Connect research inputs (grants and contracts) with outputs (data, informa3on, papers, books, cita3ons). • Connect grants with research outputs, and capture research data and other outputs in an archive (now required by some federal agencies). • Comply with federal mandates for open access to research data and outcomes. • Maintain web sites and researcher profiles with daily updates to data and informa3on • Increase visibility of high quality research programs and facilitate connec3ons through researcher networks to increase federal funding and airac3on of top graduate student talent. • Research Analy3cs are cri3cal to place the UNH scholarly output in a global context of research impact. • Iden3fy ins3tu3ons with complementary research strengths for partnerships. • Iden3fy high performing individuals to target for hiring. • Provide analyses showing the areas in which UNH is among the leaders in the world in order to communicate the value of UNH and its researchers.
  • 29. Impact Areas The following business areas could be impacted by this project: Research Compu3ng and Instrumenta3on Enterprise Compu3ng Group (USNH IT, UNH IT, MR, SADA) Client Services SPA Academic Affairs Academic Affairs BSC The following informa9on systems could be impacted by this project: Library Systems Digital Measures (FAR) BANNER (HR, Finance, Student) InfoEd
  • 30. Assump7ons • Business decisions can be made in a 3mely manner to enable gekng consensus on Business Requirements. • Sufficient resources are available for system integra3on ac3vi3es. Business Risks Risks of Undertaking the Project • Resistance to the system by key stakeholders • Integra3on with Banner • Integra3on with Info Ed Risks if the Project Is Not Undertaken • Loss of valuable Pis • Restricted PR for UNH research Reduced Likelihood of garnering addi3onal research grants • Constrained ability to bring new PIs to campus.
  • 31. Roles and Responsibili3es • Sponsor • Steering Commiiee • Core Team • Project Team • Purchasing • Project Manager
  • 33.
  • 34. • Different cultures – • research, academics, corporate IT (enterprise systems), library • A strength and a weakness – have lots of supporters, but makes complex.
  • 35. We were fairly early in the PMO office experience • Do the thing right, but do the right thing. • Importance of project intake – Strategic importance – Decision making process – Ensuring all the people are around the table
  • 36. Where are we now?
  • 37.
