Hot Mix Asphalt – Local Government
(HMA-LG)
• Superpave for Local Government (HMA-LG)
– Specification in Caltrans format developed for
use by local agencies
– Completed.
– Posted.
– Awaiting interest from local agencies for pilot
projects.
• Developed from initial work by City of San
Jose and CalAPA
• Technical committee from CCPIC:
– Updyke, Saadeh, Rahim, Farshidi, Harvey
• Reviewed by Brandon Milar and CalAPA
contractors
HMA-LG Specification: General
• Based on Caltrans Section 39, but requirements somewhat simplified
• Written in Caltrans Format
• Developed in cooperation with Cal-APA (Brandon Milar)
• Distributed for comments to selected local agencies
– Few comments received
• Not for use on the State Highway System
• Not approved for use on National Highway System (NHS) routes
• Awaiting use and monitoring on pilot projects
HMA-LG Specification: Technical
• Gradations (3/8”, 1/2”, 3/4”) are based on Asphalt Institute MS-2.
• Three Levels of Mixture Design
• Design Levels based on Asphalt Institute MS-2 (Table 6.4) and Caltrans
Highway Design Manual (Table 613.3C)
• Each Level has corresponding aggregate quality requirements.
HMA-LG Specification: Technical
• Level 1 Traffic Index 5.0 to 7.5
– Air voids content: Ndesign= 3.5%
– No. of Gyrations: Ndesign= 50
• Level 2 (Traffic Index 8.0 to 10.0)
– Air voids content: Ndesign= 4.0%
– No. of Gyrations: Ndesign= 65
• Level 3 (Traffic Index 10.5 to 13.5)
– Air voids content: Ndesign= 4.0% (same as Caltrans Section 39)
– No. of Gyrations: Ndesign= 85 (same as Caltrans Section 39)
HMA-LG Specification: Technical
• RAP: maximum allowed binder replacement = 25%
• Lime Treatment/Liquid Anti-Strip: Based on aggregate quality
