UNESCOInstituteforStatistics Background  2012: UN Member States agreed on developing a set of 17 Sustainable Development Goals (SDGs), targets and indicators, in lieu of the 8 Millennium Development Goals which are sun-setting in 2015.  September 2015: Heads of States adopt the 17 SDGs and with 169 associated targets at a special UN Summit In New York.  Discussions about monitoring indicators for goals and targets will be ongoing through March 2016. 2

UNESCOInstituteforStatistics From MDGs to SDGs: the processs behind the elaboration of goals  Post-2015 goals were an outcome of the Rio+20 Summit in 2012  An open working group with representatives of 70 countries elaborated the first draft of the goals, presented to the UN general assembly in September 2014  UN also conducted:  a series of global conversations on 11 thematic and 83 national consultations;  implemented door-to-door surveys; and  launched an online consultation through the My World survey website 3

Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels 13. Take urgent action to combat climate change and its impacts 17. Strengthen the means of implementation and revitalize the global partnership for sustainable development 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development

Early childhood development, care and pre-primary education leading to school- readiness Target 3. Technical, vocational and tertiary education, including university Target 4. Skills for employment, decent jobs and entrepreneurship Target 5. Gender equality, equity and inclusion, focusing on vulnerable groups Target 6. Youth and adult literacy and numeracy Target 7. Knowledge and skills to promote sustainable development 7

UNESCOInstituteforStatistics SDG 4 and thematic indicators 8  UIS has been leading work on the development of a larger set of thematic indicators for monitoring SDG 4 and the Education 2030 Agenda with TAG members.  Focus on:  Quality  Should focus on small set of outcomes measures  Should have direct measures of learning and skills  Other quality measures also considered important  Equity  Disaggregate indicators where possible, strengthening messages on gender equity  Ensure that multiple disadvantage is captured  Ensure that disadvantaged groups and contexts difficult to measure receive special attention
  9. 9. UNESCOInstituteforStatistics New dimension: Learning Outcomes  Of the seven targets five focus on learning outcomes and skills. This is a major departure from previous agenda’s targets (access and completion)  But,  What does it mean to be ready for learning?  How to monitor learning outcomes globally? Are countries ready for measuring and tracking these new targets? 9

UNESCOInstituteforStatistics What is this consultation for?  To gain insight on:  countries’ views and expectations regarding the assessment of learning outcomes  how countries are currently monitoring of their own national learning goals.  To seek opinion on:  the relevance of cross-national monitoring of learning outcomes in national policy making  potential options for monitoring learning globally  Thus, it fulfills with UIS’ mandate of elaborating methodologies, collecting data and monitor trends in education 10
