  32. 32. History (2) As development in Austin began to accelerate, pressure on our urban forest increased and the City began to enforce the ordinance. Written into the environmental criteria manual was a condition that if trees were not able to be preserved, and onsite replacement was not entirely feasible, developers could pay in the tree mitigation fund at a specified amount per caliper inch. What was not clear at that time, was what would happen to those dollars.
