History (2)
As development in Austin began to accelerate, pressure
on our urban forest increased and the City began to
enforce the ordinance. Written into the environmental
criteria manual was a condition that if trees were not able
to be preserved, and onsite replacement was not entirely
feasible, developers could pay in the tree mitigation fund
at a specified amount per caliper inch. What was not clear
at that time, was what would happen to those dollars.

Fortunately for me, a reorg around this time placed my
program in a larger group that had fresh eyes on the
situation
We realized that other departments could use funding
improve on their public projects, so we created an internal
line of funding for other departments to apply for project
funding. This was a great idea
