UPDATED GUIDELINES ON THE
MINIMUM PUBLIC HEALTH STANDARS FOR
THE CONTIUNED SAFE REOPENING OF
TOURISM
Pursuant to the Office of the
President Executive Order No. 03
s. 2022 entitled, “Allowing
Voluntary Wearing of Facemasks
in Outdoor Settings and
Reiterating the Continued
Implementation of Minimum Public
Health Standards during the
State of Public Health Emergency
Relative to the COVID-19
Pandemic”, the public shall
observe the following protocol
for the use of face mask:
1. Voluntary Wearing of Face Mask
a. Wearing of well-fitted face masks
shall be voluntary in open spaces and
non-crowded outdoor areas with good
ventilation.
b. Partially and unvaccinated
individuals, high-risk individuals
such as senior citizens and
immunocompromised individuals are
strongly encouraged to wear their
well-fitted masks and continue to
observe 1-meter physical distancing a
tall times.
2. Mandatory Wearing of Face Mask
Face masks shall continue to be worn
for indoor private and public
establishments, including in public
transportation by land, air, or sea,
and in outdoor settings where physical
distancing cannot be maintained.
MATRIX OF ENTRY, TESTING,
AND QUARANTINE PROTOCOLS
FOR INCOMING TRAVELERS
WHETHER FILIPINO OR
FOREIGN NATIONALS
1. Has received the second dose in a 2- dose, or a
single dose COVID-19 vaccine more than fourteen (14)
days prior to the date and time of departure from
the country of origin/port of embarkation.
2. Possess and present any of the following proof of
vaccination;
a.WHO International Certificate of Vaccination
and Prophylaxis;
b.VaxCertPH;
c.National or state manual/digital vaccination
certificate of the country/foreign government;
d.Other proof of vaccination.
FOR FULLY-VACCINATED INDIVIDUALS
(WHETHER FILIPINO OR FOREIGN
NATIONALS)
REQUIREMENTS TO BE CONSIDERED AS FULLY
VACCINATED
Present a remotely supervised, or a laboratory-
based rapid antigen negative test result
administered and certified by a healthcare
professional in a healthcare facility,
laboratory, clinic, pharmacy, or other similar
establishment taken within twenty-four (24)
hours, prior to the date and time of departure
from the country of origin/first port of
embarkation in a continuous travel to the
Philippines, excluding layovers; provided, that,
he/she has not left the airport premises or has
not been admitted into another country during
such layover.
A. FILIPINOS AND FOREIGN NATIONALS FIFTEEN
(15) YEARS OF AGE OR OLDER
UNVACCINATED, PARTIALLY VACCINATED, OR WHOSE
VACCINATION STATUS CANNOT BE INDEPENDENTLY
VALIDATED
Undergo a laboratory based rapid antigen negative
test result administered and certified by a
healthcare professional in a healthcare facility,
laboratory, clinic, pharmacy, or other similar
establishment taken upon arrival at the airport.
B. FILIPINOS AND FOREIGN NATIONALS FIFTEEN (15)
YEARS OF AGE OR OLDER WHO FAIL TO PRESENT NEGATIVE
PREDEPARTURE TESTING
UNVACCINATED, PARTIALLY VACCINATED, OR WHOSE
VACCINATION STATUS CANNOT BE INDEPENDENTLY
VALIDATED
Shall follow the quarantine protocols of their
parent/s or an accompanying adult/guardian
traveling with them.
C. ACCOMPANIED MINORS BELOW FIFTEEN (15) YEARS OF
AGE
Present a remotely supervised, or a laboratory-
based rapid antigen negative test result
administered and certified by a healthcare
professional in a healthcare facility, laboratory,
clinic, pharmacy, or other similar establishment
taken within twenty four (24) hours, prior to the
date and time of departure from the country of
origin/first port of embarkation in a continuous
travel to the Philippines, excluding lay-overs;
provided, that, he/she has not left the airport
premises or has not been admitted into another
country during such lay-over;
OR In case of failure to present such negative
antigen pre-departure test; Undergo a laboratory
based rapid antigen negative test result
administered and certified by a healthcare
professional in a healthcare facility, laboratory,

UNVACCINATED, PARTIALLY VACCINATED, OR WHOSE
VACCINATION STATUS CANNOT BE INDEPENDENTLY

Should any inbound traveller,
whether Filipino or foreign
national, should test positive for
COVID-19 through rapid antigen test,
he/she shall be subjected to the
latest prevailing quarantine and
isolation protocols of the DOH.
