• Sale of Carbon credits(CERs) to developed countries
under Kyoto Protocol can add to revenue.
• The Kyoto Protocol, that came into force on
February 16, 2005, makes it obligatory for 37
developed countries to reduce their emissions of six
harmful GHGs, including carbon dioxide. They can
do this through a combination of direct domestic
action and by investing in developing countries that
reduce these emission levels.
• CER stands for one tonne equivalent of carbon
dioxide reduced and can be traded globally.

11. Environment Friendly Fuel
• The vegetable oil esters are free of sulphur.

• EU has set a goal of using 2 % of vehicle fuel from

• Sourthern Railway has started using bio-diesel
blend of 5% in one MG shunting loco with oil
supplied by Perambur Worskhop.
• Detailed testing and evaluation of bio-diesel has
been conducted in May 04 at RDSO viz. 10% ,
20%,50% and 100% bio-diesel on 3100 HP
Engine on test bed.
• Follow up service field trails were conducted in
May 04 on Lucknow-Allahabad Janshatabdi with
B-10 bio-diesel blend in three round trips.

42. CONCLUSIONS
• Technically bio-diesel can be used in medium
speed diesel engines without engine modification
and can attain full operating power.
• Use of bio-diesel reduces amount of harmful
emissions released from fuel consumed by
locomotives. The benefit would be directly
proportional to the amount of petro diesel
replaced.
• A blend of B-20 appears most suitable for IR
which amongst to nearly 400 million litres of bio-
diesel consumption on railways.

• Only pilot plants are available in the country.
Commercial size plants are needed to meet the
requirement.
• This would require government concessions by
way of tax benefits to producers of bio-diesel so
that it remains price competitive.

The European Union set up a market in January 2005 under which about 12,000 factories and power stations are given carbon dioxide quotas. If they overshoot they can buy extra allowances in the market or pay a financial penalty; if they undershoot they can sell them. Developed countries can earn credits to offset against their gargets by funding clean technologies, such as solar power , in poorer countries.

Bio-diesel refers to those plant oils that can substitute diesel. Vegetable oils can be used directly as fuel but they perform better after technical treatment. The resulting fuel can be blended with diesel in various proportions. For example bio-diesel sold in France in 5% mixture with regular diesel while in Germany it is sold in pure form. Tests conducted at Indian Oil Technologies an IOC subsidiary indicate that mixing boi-diesel improves fuel quality. For example higher cetane number and reduced sulphur.

OMCs have offered a price of Rs 23/- per ltr for Bio-diesel. However, the petroeum ministry has recommended a price of Rs. 25/- per ltr to provide enough incentives to farmers. IOC has already selected 81 hectares land for Jatropha carcus plantation at Surendra Nagar district and Chotila Than railway track in Gujrat under Rajkot division. IOC have floated the tenders for plantation.The tender was opened on 6 th October’03.
Indian Railways have signed an MOU with IOC for 500 hectare Jatropa plantation for the intial growth potential assessment. IOC will develop the formulation of diesel containing various percentage of biodiesel and this will include selection of additives and their dosages. IOC will ensure that the diesel containing biodiesel supplied to railways meets all the specifications and will monitor the results of its usage. Initial testing of biodiesel with different levels of blending biodiesel oil has been done and now full scale testing trial’s to be conducted at Engine Development directorate’s test bed at RDSO.
