  3. 3. SLIDESMANIA What is a Parliamentary Procedure? Parliamentary procedure was developed by General Henry M. Robert during the Civil War to bring order to office meetings. The basic premise of Robert’s Rules of Order is to protect each member’s rights, while seeing that the majority rules.
  4. 4. SLIDESMANIA What is a Parliamentary Procedure? It is designed to accomplish one thing at a time, bringing each to resolution before going on to the next, all the while seeing that courtesy is extended to everyone.
  5. 5. SLIDESMANIA Ways in order to keep a meeting fresh and productive using Parliamentary Procedure: 1. Procure or create a manual to develop a working format for proper parliamentary procedure. 2. Create an agenda.

  11. 11. SLIDESMANIA 1. The rights of the organization supersede the rights of individual members. 2. All members are equal and their rights are equal.
  12. 12. SLIDESMANIA 3. A quorum must be present to do business. 4. The majority rules. 5. Silence is consent.
  13. 13. SLIDESMANIA 6. Two-thirds vote rule 7. One question at a time and one speaker at a time 8. Debatable motions must receive full debate.
  14. 14. SLIDESMANIA 9. Once a question is decided, it is not in order to bring up the same motion. 10. Personal remarks in debate are always out of order.
