Qatar had been attracting worldwide attention
due to its position as the world’s 3rd largest
producer/supplier of liquefied natural gas
(LNG) & for being among the top 20 world oil
producers.
Economic Statistics proved that Qatar to be
fastest growing economy in the world in 2011
& the country with the largest disposable
income.

During the review period (2006–2010), the
government invested considerable attempt to
develop the country’s tourism, education and
infrastructure, which led to significant growth in
the Qatar Construction Industry. The general
causes for growth in the industry were Qatar’s
rising population growth, its per capita GDP and its
increased revenue from the abundant gas
resources.
However, the industry’s growth was impeded in
2010 due to the affects of the global economic
crisis, which reduced the demand for residential
and commercial construction projects.

VISION OF THE GOVERNMENT

The world wide attention caught by Qatar due to the
economy embarking on an ambitious program to gear
up to host the world cup 2022 FIFA football event.
(Furthermore, their intention to host forthcoming
Olympic in Qatar is boosting their vision) .
The hosting of the World Cup is being viewed as a
stepping stone to the long standing vision of the
country outlined in its National Vision 2030 to put
Qatar on the World map as a leading destination for
tourists and investors alike on a sustainable platform
which is environmentally sound and improves the
standards of living of the Qatari citizens at large.

Activity across its stadia and real estate and
infrastructure upgrades including ports, a
new international airport, a railway network,
roads and highways of which some are new
and some are being upgraded, new hotels
and recreation complexes are also being
built to house the players, tourists and
visitors to the grand event are all likely to
pick up pace between 2013 and 2015 edging
to conclusion by 2017, when the country
plans to host trial events in a run up to the
World Cup.

As the country gears to host the World Cup in 2022,
projects and contracts awarded at a moderate pace
through 2011 and 2012 have begun to catch up pace
and are likely to almost double in 2013. Contracts
worth:
QR. 59.21 billion in 2011
QR. 66.32 billion in 2012,
QR. 120.80 billion in 2013,
Projects being readied for the World Cup 2022 event
include 9 stadia, the prestigious metro and other
railway projects, and the roads and highways
expansion and upgrade projects to ease congestion
in the capital city of Doha, are all likely to witness
contract awards for core and associated projects
likely to stretch over a period of 2013 to 2017.

3.a Due to increase of construction projects
According to the projected allocation, expenditure
requirements calculated up to end of 2016 as
follows:
Projected expenditure
QR 210.00 billion in 2014
QR 340.00 billion in 2015
QR 480.00 billion in 2016
It is noted 2016 allocation calculated as 480 billion
which is approximately 4 times compared with the
allocated budget for the year 2013.
It means increase of quantity surveyors requirement is
ESSENTIAL.

3.b Due to unforeseen construction requirements
 During the year 2013, it is recorded additional 200,000 people
were employed in Qatar
 Do we have required facilities such as
- hospitals, schools, transportation. ROADS, shops,
accommodations, etc?
 Authorities realize now that there is a mistake of unattended
planning for the supply of required facilities for increasing
construction workers.
To accommodate this requirement, additional Quantity
Surveyors are required.

 Most of this international companies (construction/ consultant/
specialist) are familiar with latest version of FIDIC conditions.
 Replacing of using the well refined 4th edition of 1987 FIDIC
version, by unrefined (trial stage) 1999 FIDIC version is a
precarious situation to the construction industry and will
become a disaster to Contract Management.
 This requirement will be adopted in Qatar Construction Industry
in the future.
 Alternative dispute resolution activated.
 The Quantity Service requirement will become more CRUCIAL.

CONCLUSION
There are two major problems to be considered as a result of the
discussion we had so far:
1. Can we supply the number of Quantity Surveyors required for the
Qatar Construction industry?
If industry cannot be filled up with required number of Quantity
Surveyors, there is a tendency to seek other solutions to
overcome the situation, affecting the progress of their
construction project , due to cash flow problems.
2. Are we professional enough to take the challenge of quantifying
mega projects and produce/review the monthly payment
certificates without any delay in order to maintain a smooth cash
flow?

The hosting of the World Cup is being viewed as a stepping stone to the long standing vision of the country outlined in its National Vision 2030 to put Qatar on the World map as a leading destination for tourists and investors alike on a sustainable platform which is environmentally sound and improves the standards of living of the Qatari citizens at large. 10 Vision

Activity across its stadia and real estate and infrastructure upgrades including ports, a new international airport, a railway network, roads and highways of which some are new and some are being upgraded, new hotels and recreation complexes are also being built to house the players, tourists and visitors to the grand event are all likely to pick up pace between 2013 and 2015 edging to conclusion by 2017, when the country plans to host trial events in a run up to the World Cup. 12

As the country gears to host the World Cup in 2022, projects and contracts awarded at a moderate pace through 2011 and 2012 have begun to catch up pace and are likely to almost double in 2013. Contracts worth: QR. 59.21 billion in 2011 QR. 66.32 billion in 2012, QR. 120.80 billion in 2013, Projects being readied for the World Cup 2022 event include 9 stadia, the prestigious metro and other railway projects, and the roads and highways expansion and upgrade projects to ease congestion in the capital city of Doha, are all likely to witness contract awards for core and associated projects likely to stretch over a period of 2013 to 2017. 13

  • 19. 3.a Due to increase of construction projects According to the projected allocation, expenditure requirements calculated up to end of 2016 as follows: Projected expenditure QR 210.00 billion in 2014 QR 340.00 billion in 2015 QR 480.00 billion in 2016 It is noted 2016 allocation calculated as 480 billion which is approximately 4 times compared with the allocated budget for the year 2013. It means increase of quantity surveyors requirement is ESSENTIAL. 19
  • 20. 3.b Due to unforeseen construction requirements  During the year 2013, it is recorded additional 200,000 people were employed in Qatar  Do we have required facilities such as - hospitals, schools, transportation. ROADS, shops, accommodations, etc?  Authorities realize now that there is a mistake of unattended planning for the supply of required facilities for increasing construction workers. To accommodate this requirement, additional Quantity Surveyors are required. 20
  • 21.  Most of this international companies (construction/ consultant/ specialist) are familiar with latest version of FIDIC conditions.  Replacing of using the well refined 4th edition of 1987 FIDIC version, by unrefined (trial stage) 1999 FIDIC version is a precarious situation to the construction industry and will become a disaster to Contract Management.  This requirement will be adopted in Qatar Construction Industry in the future.  Alternative dispute resolution activated.  The Quantity Service requirement will become more CRUCIAL. 21 3.c Due to possible changes to conditions of contract
  • 23. CONCLUSION There are two major problems to be considered as a result of the discussion we had so far: 1. Can we supply the number of Quantity Surveyors required for the Qatar Construction industry? If industry cannot be filled up with required number of Quantity Surveyors, there is a tendency to seek other solutions to overcome the situation, affecting the progress of their construction project , due to cash flow problems. 2. Are we professional enough to take the challenge of quantifying mega projects and produce/review the monthly payment certificates without any delay in order to maintain a smooth cash flow?
