Crime Reduction CrimiNee!
Created as Public Private Partnership between:
• Police / Government Ministries / Public Prosecution
• Science / Universities.
• Business partners / Industry associations.
• The Foundation of Technology and Safety.
3. Facts
• Over 90% of all 112 calls require unnecessary follow-up
due to lack of information (verification)
• Partners in the safety chain use different terminology
• Too many local solutions, no integration possible
• Many video surveillance projects fail due to high costs of
broadband telecom
• Unnecessary government concerns of private sector “blue
forces”
• Public and private partners unable to develop affordable
solutions
• Limited technical integration of various vendors
5. Perspectives
• Organizational approach
– Public + Private industry together
• Technical approach (Program of requirements)
• Political administrative approach
– Crossing territories and private vs public tasks
• Legal approach
– Privacy and private data sets 112, police task
– Define role, task and authority, determine how data can be used
6. Role CrimiNee!
• Promote new safety- and security concepts
• Innovation in technology and information chain
• Create netcentric configuration (vs territorial configurations):
Regional Monitoring Room
– Common operational picture of public and private data streams
– Validate 112 calls by combining data streams
– Pattern recognition to prevent crime
7. Programs
• Secure Lane
• Safe Industrial / Business Parks
• Safe Town Centres
• Secure Parking
• Robbers Live on Screen.
• Security of money storage depots.
8. Regional Monitoring Room

valid and reliable
• To provide local, regional and inter-regional information to manage the
safety proces chain solving and preventing problems
• Create connected networks
• Develop predictive values to improve safety (pattern recognition) and
prevention
• Work according the same protocols and common operating picture
• Cameras on parkings are connected with business parks.
• Live camera surveillance from the Regional Monitoring Room.
• Direct connection and transfer of info to the control rooms of Police, Fire
Brigade and Health Services.
9. Regional Monitoring Room
Information Chain
• Intelligent controls (ANPR, Drome)
– Reading license plates, person recognition
• Process control, validated incidents
• Manage actions based on accurate information
Example: robbery
– Inside (Securitas etc)
– Outside (Police camera)
– Abstraction of data (not person name, but classification etc)
Public Public
Private
Private central
inside
outside control room
11. The results
• The public and the private domain are safer.
• No information is lost between the public and private partners.
• The Regional Monitoring Room (RMR ®) is the central node
(Detection and Analysis) and is complementary to Private Alarm
Centers and the joint control room of Police, Fire Brigade and Health
Services (Choice and Coordination of Actions).
• Cooperation is efficient (roles are clear), effective (both prevention
and law enforcement) and low costs (for governments and
businesses).
• Chain and system failures are reduced to a minimum.
