1.5. BUILDING WORKS
INTENT OF SPECIFICATION
The intent of this Specification covers the following items related to the LDC Building and
the related civil works in accordance with the design and structural analysis and as
shown on the approved drawings as required for the tendered Project, as well as all
auxiliary works.
All works shall be carried out in full compliance with all local rules and regulations and the
project General Specifications.
GENERALINFORMATION
The LDC Building shall normally be designed as reinforced concrete framed building
with reinforced monolithic concrete Foundations, Columns, Beams and Slabs. Roofs
shall be flat concrete roofs, with a minimum slope to support effective drainage of
rainwater. Outer walls and walls of fire zones shall be executed as insulated concrete
panels or as double skin masonry walls.
Alternatively or where specifically tendered for, the LDC building may be designed as a
composite building (steel/concrete) based on the relevant sections of the Specification
and in accordance with its design aspects and applicable intended functionality.
PERFORMANCEREQUIREMENTS
General
The primary emphasis on the design of the LDC Building shall be based on its intended
applications – i.e. as a Center for Information and Communications purposes.
Such requirements on the LDC Building shall reflect the adaptability and suitability of the
type of building to be applied – i.e. its structural systems, architectural provisions
including its functional aesthetic finishes.
Though the design provisions and considerations to be made for the LDC Building shall
reflect its intended varied applications, such characteristics considerations shall not
undermine the Building Code requirements on strength and serviceability constrains for
such.

CONCRETEREQUIREMENTS
The minimum requirements for concrete and reinforcement steel strength for sub
structural and super-structural works of the LDC Building shall be as follows:
Beams, slabs, columns - Concrete Grade C 40,

ROOFING WORKS
General
The scope covered by this Article comprises those services necessary for roofing, such
as sealing, caulking, wind tightening and insulating roofs against heat transfer, and sheet
metal work. All waterproofing materials shall be obtained from one source. Where
different sources are used, the manufacturer shall provide a compatibility statement for
FEWA’s approval.
Materials
The materials to be used for roofing and sheet metal work comprise the following:
a) Adhesives and felts
b) Thermal insulation
c) Vapour barrier
d) Bitumen
e) Sealing compound
f) Copper, lead, plastic, zinc, galvanised sheet metal, etc., for flashing
g) Roofing tiles/screed

h) Factory prefabricated and/or assembled panels.
i) Execution
All work shall be executed by skilled workers in a workmanlike manner. Prior to the start
of execution the Bidder/Contractor shall verify that all conditions are suitable for the
timely and effective carrying out of his work.
Roof Penetrations
Roof penetrations shall normally be avoided.
Up-Side-Down (Inverted) Roofing System
For concrete roofs, a so-called "up-side down" roofing system shall be provided. The roof
build up shall be as follows:
Provide 2% slopes towards rainwater drains by adding a light weight sloped concrete
screed.
Roof slab to be treated with one coat of oxidized bituminous, grade 115/15 prior to
casting the light weight concrete. Smoothly trawled light weight shall receive 2 coats of
water proofing primer before applying the waterproof membrane.
The minimum properties of the materials used shall be as below:
Light weight screed of cellular concrete with a minimum thickness of 50 mm should be
smoothly trawled. Dry density of light weight concrete shall range between –800 and
1200 kg/m3.
( light weight screed could be replaced by protection cement screed C20 with
minimum thickness of 50 mm).
Oxidized Bituminous material, grade 115/15, applied directly on the RC slab at a rate of
at least 2 kg/m2
, melting point is not less than 115o
C.
Waterproofing membranes, one layers of at least 4 mm thickness, tropical grade
bituminous felt, reinforced with a 180 g/m2

Insulation boards shall be of extruded closed cell polystyrene, at least 50 mm thick and of
32 kg/m3
density with a compressive strength of 250 kPa. The thermal conductivity shall
be less than 0.030 W/m K at 24o
C mean temperature.
Geotextile fabric separation layer shall be placed between insulation boards and
protection tiles
The geotextile used shall be non-woven type, containing an UV- inhibitor and shall
comply with the following properties:

Tiles shall be 50 x 50 x 5 cm pre-cast, compressed, high quality cement tiles with white
cement in order to achieve a light and heat reflective colour. Tiles shall be loosely laid on
the top of the geotextile fabric. Aluminium flashing of 1.5 mm thick and 15-20 cm height
shall be provided and pointed with approved sealant.
Water Test for Water Proof System.
Upon completion of the water proofing membranes as well as on completion of all roofing
work, including the installation of tiles, the Bidder/Contractor shall make provisions for
and carry out water testing. The Bidder/Contractor shall notify FEWA immediately upon
the completion of each roof and shall submit a preliminary time schedule of testing for
review.
All testing shall be carried out by hose soaking only with drains left plugged and closed at
all times. Tests shall be carried out only in the presence of FEWA or his designated
representatives who shall determine starting dates of testing, total time periods of
soaking and precautionary measures to be taken for the protection of other work.
The entire roof area including all penetrating items shall be soaked in the following
general manner, with final instructions given by FEWA. Over uninterrupted surface, water
shall be applied evenly in a deluging force creating a sheeting or blanketing of water over
the intersection of new roof construction. Cants including roofing above the high point,
pitch-pockets, vents, etc., shall be deluged in the same manner whether on vertical

surfaces or not, directing the water into clamping and hold-down devices, trim and
flashing stops.
Areas of leakage shall be properly marked, recorded, repaired, and tested again by the
Bidder/Contractor to the satisfaction of FEWA including additional repair to the same
area as may be required for acceptance by FEWA.
Each testing time shall be directed by FEWA and shall not be less than 48 hours.
Contractor to submit a 10 (ten) year warranty from the date of P.A.C., covering materials
and workmanship, for the roof waterproof system.
SUBSTRUCTUREWATERPROOFINGSYSTEM
This section shall cover all substructure waterproofing works, including continuous water
proofing tanking system, treatment to horizontal and vertical areas, “negative”
waterproofing to secant walls or dead shuttering, etc., together with all related details and
protection works. Whenever possible, all waterproofing materials shall be obtained from
one source. If a different source has to be used, the manufacturer shall provide a
compatibility statement for FEWA’s approval.
Materials
Primer : Solvent based bituminous primer to ASTM D41, with following properties:
Specific Gravity : > 0.8
Service Temperature : +5 to +55o
C.
Membranes shall be double layer self adhesive elastomeric sheet membranes with
reinforcement core of 150 g/m2
non-woven spun-bonded polyester mat and a surface
finish of smooth polypropylene with a 150 mm wide selvage strip to provide a bitumen-to-
bitumen contact at the overlaps with following properties:
Thickness of one layer 2 mm

Chemical resistance (ASTM D543) To conform
Membranes shall be applied to all sub-structural concrete elements in contact with soil,
including raft foundation, spread footings, strip footings, pile caps, tie beams, ground
beams, ground slabs, columns below ground, etc., and further as membrane for tanking
systems for tunnels, trenches, underground water tanks.
All other underground concrete services like boundary wall, chain link fence, car shed,
light poles, ducts Inspection chambers etc.,.Shall be externally protected by 2 coats of
cool tar extended epoxy resin coating with minimum total dry film thickness of 300
microns.
Protection Boards to be used shall be pre-moulded semi-flexible and vapour-proof, water
and puncture resistant bituminous protection boards, compatible with the waterproofing
system. In vertical areas at least 3.5 mm thick protection boards conforming to following
properties shall be applied:
Density >1.2 kg/m3
Bitumen content >60 %
Softening point (ASTM D-36) >150o
C
Water absorption (ASTM D-507) <0.50%
Puncture resistance (ASTM E-154) >700 N
Protection Screed shall normally protect all horizontal waterproofing membranes and
consist of a 50mm thick aggregate – sand - cement screed, which shall be laid over the
membrane immediately after installation. Minimum strength of the screed shall be
20 N/mm2
.
Mastic to seal joints and chases shall be cold or warm applied bituminous or rubber-
bitumen compounds, with a heat resistance of up to + 60 C and a specific resistance to
salts, mild acids and alkaline.
Adhesives for fixing of protection boards shall be bituminous or neoprene based and
must be compatible with both the waterproofing membrane and the protection board.
Installation
Surface Preparation
All surfaces to receive waterproofing membranes shall be smooth, free from oil, grease,
release agent, curing compound and other contamination. Protrusions shall be removed
and honeycombs, holes, cavities and cracks shall be filled with an appropriate repair
mortar. 25 x 25 mm chamfers shall be provided at external corners and similar mortar
fillets shall be prepared at internal corners. Dust and other loose material shall thoroughly
be removed.
Primer

To be applied as per Manufacturer’s technical data sheet. Primer shall not be applied
when there is risk of rain or dust storm.
Membrane Application
Reinforcing Strips: Apply 300mm wide reinforcing strips of the membrane to all internal
and external corners.
Main Membrane: Apply the membrane as per the manufacturer’s technical data sheet,
going over the reinforcing strips. Extend the horizontal membrane minimum 150mm
beyond blinding and overlap with the vertical membrane as shown on detail drawings.
Protection Course
On vertical areas apply the protection board onto the membrane using a proprietary
bituminous or neoprene adhesive as per the manufacturer’s technical data sheet. The
semi-flexible boards shall be turned around the corners and cut and bent to conform to
structural contours wherever possible. Temporary supports may be necessary until
backfilling operations (or concreting in case of negative waterproofing onto secant
piles/permanent forms) in order to hold the boards in place, and can be removed when
these operations are in progress. Backfilling shall be done in a controlled manner to
avoid risk of dragging boards down.
On horizontal surfaces, the screed shall be laid over the membranes as protection
course. While laying the screed, damages to the membrane must be avoided. Before
placing screed, the surface of the membrane shall be cleaned and cleared of any debris
and foreign objects.
Retaining wall of adjacent structures shall be provided with sliding courses to enable safe
vertical movement between the retaining walls and the final concrete surfaces of the
main structure without causing damage to the water proofing system.
Pile Head Protection / Water Proofing System
All pile heads shall be treated in the following manner:
Fix a swelling vinyl easter based gasket which shall be stretched until tout, then warped
around the pile head and the two ends shall be overlapped and stapled.
Pour shrinkage compensated, high strength (60 N/mm2
), very low permeability micro
concrete (DIN-1048) or cementitious grouting with the necessary curing as
recommended by the manufacture.
Fix the water proofing membrane over blinding concrete and extend it 50 mm on pile
perimeter (round edge).

TILING AND FLOORING
General
The material to be used shall be of selected quality approved by FEWA. Panels, tiles,
carpets, etc., to be made out of wood, marble, natural stone, glass, ceramic, cement and
sand mix, plastic, textile, etc., shall be standardized and shall comply with the referring
standards acceptable to FEWA.
If not specified in the referring standards the following min. properties are required:
Flags and tiles shall be either vitrified tiles or earthenware tiles, with sharp, straight,
parallel, non-crumbling edges, free from soluble salts and other detrimental constituents;
free from cracks and blisters; rear and side surface capable of bonding efficiently for
placing, laying and jointing.
Glass mosaic stones of stained crude glass do not require sharp and parallel edges or
smooth top surfaces.
Marble aggregate for ceramic tiles and ceramic work shall be of size, colors and kind
approved by FEWA.
Putties used for placing panels or tiles shall retain their plasticity and ensure adequate
bond to the panels/tiles and to the base.
Mortar and adhesives shall not alter or damage the top surface of the panels, tiles, etc.
Flooring out of plastic shall be temperature-resistant within the limits of - 30°C and
+ 70°C, waterproof and resistant to the penetration of liquids (Test as per ASTM C413),
abrasion-resistant (Test as per ASTM C944), flame-proof, pigment or color proof to light,
evenly colored throughout, resistant to chemicals, fats, slight acids and alkaline,
odourless, easily laid and flexible, non-porous and slip-proof (at least as per the
requirements of the Transport Road Research laboratory -TRRL). Generally the ratio
resin to filler shall not be less than 1 : 5, and shall be made from solvent free epoxy
resins.
Adhesives and joint fillers shall be waterproof and shall ensure a firm and durable bond.
They shall not adversely affect either the flooring or the underlays or the base and shall
be odourless once applied.
Underlays of all kind shall provide an intimately bonding case compatible with the
adhesives proposed to be used. They shall not decompose change nor change their
texture nor rot. They shall be adequately resistant to ageing and shall not be conductive
to contamination by insects and fungi.
Fillers and leveling compounds shall have a firm and durable bond to the base, and shall
have no adverse effect on base, adhesive, underlays, or covering.

Execution
Prior to the start of his operation the Bidder/Contractor shall verify that all conditions are
suitable for the timely and effective carrying out of his work. All work shall be carried out
by skilled workers in a workman-like manner. Manufacturer’s instructions shall be
adhered to:
Preparation of Surface
Before wall surfaces are covered with tiles, flags or mosaic to be set in normal mortar
bedding, a sprayed coating of cement mortar shall be applied to the base.
Where an adequate bond between the bedding mortar and the base is not ensured by
the envisaged mode of execution, special measures shall be provided, e.g., roughening,
over-stretching of the base, or coarse-plastering of the complete surface, or chemical
bounding.
Where no adequately even surfaces are available, special provisions shall be made to
compensate for this, e.g. rendering coats, screed, etc.
The concrete surface to which tiles, flags, ceramics, etc., are to be placed, shall be
roughened and cleaned to produce the specified surface condition. Prior to the placing of
tiles, the concrete surface shall be kept thoroughly wet for a period of 24 hours.
The screed coat of mortar shall consist of one part of Portland cement and four parts of
sand and shall be worked to a true, level or plumb surface, finishing approximately
15 mm below finished level for floors, borders, and thresholds and approximately 10 mm
back of finished face of bases and other vertical surfaces.
Placing
In interior finishing work, all tiles, flags, and mosaic shall only be set and laid after the
fixing of window and door frames and trims, stop rails, electrical and plumbing
installations as well as the application of plaster unless otherwise specified.
All tiles, flags, mosaic, or the like shall be set or laid in normal mortar bedding unless
otherwise specified, plumb, in true alignment and horizontal or at the slope specified,
without any projections, with regard to any specified reference and level lines.
In wall coverings, projections shall be allowed only to the extent dictated by the particular
type of tile or slab specified.

The mortar composition shall be as follows:

For the setting and laying of glass tiles, glass wall panels and glass mosaic the
manufacturers processing technical data sheet shall be observed.
The thickness of the mortar bedding for tile and flag covering shall be at least 10 mm, on
an average 15 mm in wall and 25 mm in floors, unless otherwise specified.
Large-size and prefab elements with coverings of tiles, flags, and mosaic shall be
additionally secured.
For the setting and laying of tiles, flags, and mosaic by the thin bed process the
manufacturer's processing instructions shall be observed.
Jointing
The widths of joints shall suit the type of tiles and flags used, the purpose and stress of
the coverings and the type of jointing chosen. The joints shall be equal in width and shall
be in accordance with the directions of FEWA.
Jointing shall be by the washing-in method, unless otherwise specified.
Special waterproof joint filter shall be used in jointing unless otherwise specified.
For jointing wall coverings of glass walling panels, permanently elastic sealing
compounds shall be used.
All parting, expansion and connecting joints shall be closed with suitable sealing
compounds unless other means are specified, e.g. elastic joint sections, open joints, etc.
Parting joints in buildings shall extend into the wall and floor coverings at the same point
and in an adequate width. No mortar bridging shall occur.
The expansion joints of the coverings shall penetrate to the bonding surface.
All partition walls of tiles and cellular walling stones shall be suitably reinforced to ensure
their stability. The reinforcement shall be protected from corrosion.
Application of flooring in staircases, main entrances, corridors, offices and any other area
indicated in specification, schedule of finishing etc.

Floorings shall be placed with underlays unless otherwise specified.
Underlays shall be arranged so that their joints and seams will be staggered to the
flooring joints and seams and no unevenness or joints will show on the flooring.
All underlays and floorings to be fixed with adhesive shall be glued on in such a way that
a firm bond will be assured on the entire surface.
The courses shall be laid towards the main window wall; in halls and corridors, however,
in the longitudinal direction, unless otherwise specified.
Deviations in color which are not due to the flooring pattern shall not be allowed if
marring the overall appearance of the flooring.
Courses with pattern repeats shall be laid so as to suit these.
Where courses run towards doors, recesses and the like, they shall be laid so as to cover
also the floor areas of such door openings, recesses, etc. Strips or slabs may be used as
coverings of such floor areas only if specified.
Where the courses do not run towards doors, recesses and the like, the floor areas of
such door openings, recesses, etc., may be covered with flooring strips unless otherwise
specified.
Ceramic tiles, skirting shall be fixed in main entrance, corridors, offices, etc,. and ceramic
treads, risers, skirting shall be fixed in the staircases.
Any adhesive lodged on the flooring shall be removed at once.
Where floorings are raised in grooves on walls, they shall be precisely fitted together in
the corners of the grooves by inserting adapter sections, if necessary.
Fittings of Cover Strips and Nosing
All skirting boards and cover strips shall be snugly fitted and durably fastened.
Wooden cover strips shall be mitred at covers and joints. They shall be fixed at distances
not exceeding 60 cm.
Stair tread nosing and other edging of metal shall be screw-fastened at distances not
exceeding 18 cm unless another means, e.g., anchoring, is specified.
Any plastics or rubber nosing in stairs shall be fixed to the treads of the steps only.
The Bidder/Contractor shall carry out all work, which is described in particular hereafter:
Marble work, ceramic wall tiling, ceramic floor finishes, PVC tiles, terrazzo tiles and
terrazzo skirting, vinyl tiles, carpet flooring, cement screed, heavy duty tiles, cement
screed on sound absorbing components, dividing strip, joints of cement screed, increase
of thickness of cement screed, subdividing of cement screed, etc.

Preparing Concrete Floors for Screeds
The surface of concrete floors to receive screeds will be roughened by mechanically
removing the latency after the initial set of concrete. Floors will be thoroughly swept and
hosed down with clean water before the screed is laid. Immediately before laying the
screed, approved bonding agent shall be applied over the sub-floor.
Plastic Flooring
Where specified or as an alternative, a seamless wearing course may be provided for
switchgear rooms or similar areas. The proposed plastic floor shall offer a high resistance
to wear and shock, and shall have a high anti-slip properties. Further details:

Screed
Cement screed shall be laid directly on cleaned rouphened concrete floor slab in a
sound, true and level layer. For good adhesive, the cleaned surface of floor slab shall be
moistened and applied with approved bonding agent which shall be adequately brushed
into the surface of the concrete floor slab just before the start of laying the screed in the
portion ready in hand to avoid danger of screed cracking and lifting.
At the wall sides and around the columns, expansion joints shall be provided. Joint filler
of bituminous fiberboard 10 mm thick sealed with cold-poured, high-duty seal shall be
used for such joints.
The screed shall be spread on the moistened floor, evened by straight-edge and shot by
use of vibration plate. Screed shall be topped by use of non-abrasive additives according
to manufacturer's technical data sheet. Non-abrasive additives shall not be used if floor
covering is applied. Until the screed has stiffened, the surface shall receive a fine steel
float finish.
The screed areas during construction / casting shall be subdivided in areas not exceeding 12
m2
. The screed shall be kept moist for a minimum of 7 days and shall be protected by
approved methods.
Minimum requirements are:

Raised Modular Computer Flooring
The raised modular flooring shall be formed from panels internally insulated to prevent
distortion and heat transference under fire conditions. Panels shall be with stringer to a
constant module and to incorporate an integral perimeter support detail to minimise panel
edge deflection.
Each panel shall be easily removable and completely interchangeable. In all rooms
where control, protection or other types of cubicles shall be installed, the
Bidder/Contractor shall co-ordinate the cubicle size and the panel layout in order to avoid
adaptation works and provision of fillers at Site.
Panels shall be protected at their bottom and sides by galvanized steel pan and locked
firmly in position without screwing or bolting. When removed, no lateral movement is to
occur in remaining adjacent panels. Panels shall not be wedged against or held in
position by, peripheral walls or partitions.
Each panel shall be supported on all four corners of the underside and shall be capable
of bearing a single load of 3 kN positioned anywhere on its top surface with maximum
deflection no greater than 2.5 mm. Vertical supports shall be capable of supporting 4 kN
concentrated load. Panels shall not rock on their supports and tolerances in level
between the top surfaces of adjacent panels shall not exceed 0.7 mm. The raised floor as
a whole shall be level within a tolerance no greater than 2.5 mm in 12 metres.
The supporting pedestal shall be capable of adjustment to accommodate discrepancies
in sub-floor levels of plus/minus 30 mm. The prop shall be designed as to provide
continuous earthing throughout the flooring installation for static electricity dispersion.
Surfaces of the panels shall be covered to FEWA's requirements and edge lipping shall
be a rapid with galvanized steel sheet / section firmly bonded into position.
Electrical panels, boards, units, etc, shall be supported on separate steel
framing/structure rest and fixed directly into the concrete floor by approved expanded
anchor bolts.
Where applicable, perforated floor tiles shall be provided for ventilation or gas extraction.

Cold-applied Seal for Vertical, Horizontal or Sloping Joints
A self-curing polysulphide cold-applied sealant shall be applied by either trowel or
caulking gun according to the type of joint to which it is to be applied. For concrete,
brickwork or other porous surfaces, a thin brush coat of primer shall be applied to the
clean and dry joints and shall be allowed four hours to dry before the application of the
compound.
Care shall be taken to compact the compound well into the corners of the joints to ensure
that no air pockets are formed.
To obtain clean straight edges, masking tape may be applied to both sides of the opening
before priming commences. The physical properties of the compound shall be minimum:
Hardness : shore a durometer 20-25
Elongation : 300%.
Shall not stain on concrete, brick, stone, marble, aluminium, etc., shall be resistant to
petroleum derivatives, acids, fats, alkalis and high temperature liquids.
Application: connections plaster to concrete, metal to plaster and metal to concrete.
Chemically Resistant Insulation
General
All materials to be used for acid-proof insulation shall be of the best quality and fully
resistant to the physical, chemical and mechanical strains to which they are specified to

be exposed to. The instructions and directions of the Manufacturer of the acid-proof
materials shall be fully observed where these materials are being used.
Floors
In order to guarantee a smooth flow of liquids on the floors, they have to be constructed
with a gradient of at least 1%. The surfaces of the sub-base for acid-proof materials shall
be even and receive a wood floater finish. Any latency or scum of cement shall be
removed from the surface before applying acid-proof materials.
Floor drains shall be of such construction that an accurate and tight connection between
the liquid-proof insulation on top of the floor and the drain is achieved. Preferably, the
drains shall consist of two parts; the lower part of which to be connected to the insulation.
Alternatively, the drains of a single part shall have a collar on the top to achieve a solid
connection to the insulation.
Attention shall be paid to penetration through acid-proof basins, floors, etc., for a tight
and liquid-proof connection. The pipes penetrating such floors or walls shall either be
encased in a separate jacket pipe or furnished with collar plates.
Walls
Walls for acid-proof insulation shall be plumb, even and smooth. They shall be free of
mould, oil or other release agents, which could adversely affect adhesion. Honeycombs
and burrs have to be removed prior to application of any acid-proof materials. However, if
the surfaces are too smooth to guarantee a safe adhesion of coatings, they shall be
roughened by way of sand- blasting.
Basins and Pits
Basins and pits must be waterproofed and their concrete shall be with no cracks or
fissures occurring in the structure. Groundwater or any other humidity from the soil must
not penetrate into the concrete and therefore any such constructions shall be insulated
from the outside against water penetration. The inside surfaces shall be of the same
quality as stipulated above for walls and floors.
Channels and gutters
Bottoms of channels and gutters shall be constructed with a gradient to the drains. Sizes
of channel and gutter sections shall be adapted to the dimensions of the acid-proof tiles
in order to avoid cutting of tiles.
The surface of the sub-base for acid-proof work must be absolutely dry before applying
the acid-proof material. The ambient temperature shall, in general, not be below 10°C,
particularly if synthetic resin materials are being used. The pot-life of the materials must
be adapted to the ambient climatic conditions.

JOINERY
General
This chapter applies to all parts of work for which joinery will be used, i.e. carpentry for
permanent features and excluding form-work, shuttering, etc.
Material
For structural components remaining visible after installation, the Bidder/Contractor shall
use a suitable type of hard wood (solid timber) of his choice unless a particular wood is
specified.
Timber and other hard wood material shall be straight, kiln-dried sound, bright, of mature
growth, well seasoned and conditioned to suit the particular purpose for which it is to be
used. The material shall be cleanly sawn, square edged, and free from injurious shakes,
splits, warps, wanes and knots, soft spots and rot, incipient decay and all other defects.
For the structural components which will be concealed after installation, e.g., in the case
of built-in cupboards, wardrobes or wall linings, either the type of wood specified for the
unconcealed structural components (spruce, fir, pine or a wood of at least equal quality)
or an equally suitable material may be proposed by the Bidder/Contractor.
The timber shall be in a suitable condition so that the components made of it will neither
crack, warp nor twist. The moisture content of timber assemblies, when leaving the
manufacturers works, shall be as follows (referred to the over dry weight):
8 to 12% for interior finish components
-10 to 15% for structural parts in permanent connection with the outside air.
Plywood and wood chip boards, all surfaces to the veneered or seal coated shall be
adequately closed. Wooden fibre boards, veneers, coating slabs and coating foils of
plastics shall be suitable for their intended applications. Adhesives (glues) must not
cause any discoloration/other damage, and sealing compounds shall be resistant to
atmospheric influences, shall not harden and not be aggressive.
Coating materials shall form a good bond with the base. Surface shall be brush able/
insensitive to wiping contact and all fittings such as hinges, hooks, anchors, locks,
handles key plates, keys, etc., shall be of stainless steel.
Execution
The Bidder/Contractor shall prepare shop drawings in accordance with the architectural
design and the static analysis, which are subject to approval.
All structural components shall be jointed and glued in groove and tongue system and
shall not wrap or crack under any circumstances including stresses due to temperature

and humidity that will have to be expected. Dovetailing may be used subject to FEWA's
consent.
All timber connections and mitres shall be accurately fitted. The surface exposed to view
shall be trimmed, e.g., by planning and grinding. There shall be no plane cutting marks.
Solid timbers shall be joined in such a way that in the event of variations of air humidity,
the wood is free to swell and shrink without affecting the joint. Framing timbers shall not
be butted.
All edge surfaces of plywood, wood-chip boards and composite slabs exposed to view
shall be veneered or provided with banding (insets or strips). On sealed, veneered and
coated surfaces joints and irregularities of the base shall not show even after final drying.
All grained veneers shall be protected against tearing.
All timbers ultimately in contact with outside air or permanently with particularly humid air
or connected to masonry or concrete shall be treated on all sides with suitable wood
preservative before being inserted. The manufacturer instructions have to be observed.
Interior Flush Doors
Interior flush wooden doors shall be of sizes and types to be approved. Doors shall be
equivalent and equal to solid core doors.
Face veneer shall be standard thickness, properly dried selected as specified, laid with
grain at right angles to the grain of the cross bands.
Cross bands shall be thoroughly kiln-dried hardwood approximately 2 mm thick,
extending the full width of the door and laid with the grain at right angles to the face
veneers.
Core and edge bands shall be low density thoroughly kiln-dried wood blocks not more
than 6 mm wide, joints well staggered and in random lengths. Stile edges shall be
kiln-dried having a total width of 32 mm finished to match veneer faces. Core and edge
bands shall be glued together with approved adhesives.
Total thickness of flush doors to be of 45 mm.
Door frames to be hardwood, 45 mm thick, width of frame shall be equal to width of wall
+ finishing thickness, with stainless steel ironmongery to the approval of FEWA.
Finish - Laminated surface, hardwood lapping, aluminium locking plate or high glossy
polyurethane lacquer paint finish as selected by FEWA.
All doors shall be field measured and numbered with respective doors which shall be cut
to net size by the Manufacturer prior to pre-finishing, allowing 3 mm clearance on top
side and bottom side as per threshold detail.

Provision for door grilles shall be made for toilet doors. Kitchen doors further have to be
fire rated as per the local civil defence requirements.
Toilet doors and partitions shall be made of PVC boards/water proofed material.
Door Stops and Checks
The door stops shall be polished stainless steel, mounted by expanded type rawl plugs
inserted in the concrete/masonry 15 cm above the floor, or as directed.
Pedal door checks, in stainless steel and rubber shoe, shall be provided for entrance and
corridor doors.
GLAZING
Clear safety glass, at least 8 mm thick, of an approved manufacturer shall be utilised for
doors, and reflected glass of an approved manufacturer shall be utilised for windows.
The thickness of each glass sheet pertains to the sizes of the opening, but shall be not
less than 6 mm. Outer glass panels shall be heat strengthened high performance
reflected glass. The double glazing system for windows shall be at least (6 + 12 + 6) mm.
The glazing shall provide an attenuation factor Rw of not less than 35 dB.
ROOM DESIGNATION SIGNS
Each room shall have room designation signs. These signs shall be of aluminium, plates
with minimum thickness of 2 mm, fastened to the doors with stainless steel screws. They
shall be approximately 9 cm high with a minimum length of approximately 25 cm. Each
sign shall have room names in both Arabic and English with Arabic characters on the top.
English letters shall be engraved approximately 2.5 cm high and filled with black enamel
paint and the Arabic characters shall be of the same proportion and finish. Final
designations and Arabic translation shall be approved by the end user.
ESCAPE PASSAGES
Passages and ways leading to exits and emergency exits shall be clearly marked by
significant symbols and signs both in English and Arabic. Distances and locations should
be foreseen as per civil defense requirements. All doors must be equipped with escape
facilities.
HSE REQUIREMENTS
Specifying emergency response equipment for the LDC Building such as, but not limited
to:

Is a relative phenomenon depending upon the configuration of the LDC Building.
The type/nature of equipment used in the building, the normal/average occupancy of the
building, location of the building, etc.
Provision of the appropriate emergency response equipment in terms of its quantity and
the placement/location of such equipment should be according to the specific risk
assessment done for the prospective activities in the LDC building, giving due
consideration to the applicable laws and regulations such as civil defence requirements,
for example, as one of the control measures.
1.6. UNDERGROUND CABLES CIVIL WORKS
GENERAL
This part of the Specification shall cover all items related to civil works for underground
cables. Works shall include, but not be limited to the following: geo-technical
investigations, soil thermal resistivity measurements, design of civil works, provision of
access roads and supply of materials as/and where required.
All works shall further be carried out in full compliance with all local authorities rules and
regulations.
All civil works to be performed in connection with the cable laying work, i.e. excavations,
road crossings, pits, cable tiles, covering slabs, cable and other markers, station entries
and any further pertinent work, shall be designed and executed based on the following
specification.
SCOPE AND DETAILS
The Scope of Works shall comprise of, but not be limited to the construction of joint pits
(housings), pits (housings) for gauge panels, oil pressure tanks and cross-link boxes,
foundations for sealing ends, their steel supporting structures, supply and installation of
cable cover tiles, route and pit markers, road crossings, road and pavement re-
instatement, fencing, landscaping, etc.
Applicable Standards
The basic applicable standards for civil works related to cable installations are:
Soil investigations are to be performed in accordance with DIN-4020, DIN-4021 or BS-
5930 and BS-1377, and soil report shall provide sufficient information on the subsoil
conditions. Application of other standards shall be subject to approval prior to the
performance of the site and laboratory tests.

All concrete work shall be carried out in accordance with BS 8110 or DIN-1045, latest
editions. The particular requirements of the CIRIA Guide, “Guide to Concrete
Construction in the Gulf Region”, and Digest 250 of Building Research Establishment
Digest, latest issues, shall also be taken into consideration. No concreting shall be
commenced in any portion of the work until the preparations and the concrete mix design
have been approved, and permission been granted by FEWA.
Structural Steel Works shall be designed and executed according to Euronorm and/or
AISC /BS group of standards, latest editions.

In general, Moderate Sulphate Resistant Cement (MSRC) as per ASTM C 150, type 2,
shall in general be used for all concrete works. Cement shall be of recent manufacture
and shall be used within a period of 3 months from production.
In other areas, where no aggressiveness of soil is proven by soil investigation, Ordinary
Portland Cement (OPC) may be used after FEWA’s written consent and approval.
In areas where sulphate resistance is predominantly required as proven by soil
investigation, Sulphate Resisting Cement (SRC) or other alternatives can be used after
FEWA's written consent and approval.
Before use of reinforcement, any matter liable to impair the bond shall be removed from
the steel, i.e. dirt, grease, organic matter, rust, etc. Particular care shall be taken to

ensure that the reinforcing bars are given the shape (including diameter of curvature),
length and position conforming to the reinforcement drawings.
Steel fabrics shall be in accordance with DIN-488, Grade B St 500M or equivalent. Steel
fabrics shall not be welded or heat-treated in any other way.
All edges of lids, recesses, pits, trenches, slabs, etc., shall be protected by angle irons of
at least 50 x 50 x 5 mm.
All steel structures, angle irons and other related steel parts and steelwork shall be hot-
dip galvanised and further corrosion protected with protective coatings.
All reinforced concrete in aggressive conditions shall be made completely waterproof by
utilising dense concrete satisfying the durability requirements by the applicable standards
and the CIRIA Guide. Should the groundwater level be higher than 50 cm below the
bottom of the structure, an approved tanking system, considering possible water
pressure at relevant depths, shall be applied.
Structural parts of foundations as well as other concrete members in touch with soil or
reaching into groundwater shall be protected by means of an approved waterproof
tanking system, considering possible water pressure at relevant depths.
SCREED
If required, a min. 40 mm cement screed shall be laid in pits to suitable slope to the sump
pit. This shall be finished with a wooden trowel.
EARTHWORKS AND EXCAVATIONS
The Bidder/Contractor shall carry out all kind of earth and rock-work works required
within the Project, either by manpower or use of fuel driven machinery and tools
acceptable to FEWA. Works shall include, but not be limited to:
Trench excavation for services, including clearing and grubbing, excavation of top soil
Demolition of existing structures, removal of obstacles and archaeological findings
Backfilling, including replacement of material.
The Bidder/Contractor shall fully inform himself concerning the nature of the ground likely
to be encountered during operations, and the excavation of ground of any nature and all
types of soil likely to be met with and shall be included in his offer. No claims for extras
on any account whatsoever shall be accepted. No increase in price for excavation in
sand dunes, hard ground or rock, pumping water well point systems, cutting and rein-
statement of any concrete, asphalt or tiled surfaces or any other cause shall be granted.
This refers also to green areas, where the Bidder/Contractor is obliged to check with the
authorities concerned if reinstatement may become necessary. All relevant costs (if any)
shall be included in the Contract Price.

The trenches shall be located exactly within the approved reservation, the sides shall be
straight and free from any sharp material/edges likely to injure the cable or accessories,
the bottom shall be firm and of smooth contour and shall be free from any sharp material/
pebbles, etc., and likely to damage the cables.
Where trenches pass from a footpath to a roadway, or at other positions where a change
of level is necessary, the bottom of the trench shall rise and fall gradually.
The Bidder/Contractor shall take all precautions necessary to prevent or minimise
damages to road or ground surface due to a slip or breaking away from the sidewalls of
the trench.
The Bidder/Contractor shall deal with and dispose of water so as to prevent any risk of
the cables and other materials, which are to be laid in the trenches being detrimentally
affected. He shall provide all pumps, well points and appliances required, and shall carry
out all necessary pumping and bailing. The Contract Price shall allow for all such
equipment and operations.
Excavation in paved side-walks shall be carried out with special care. When removing
paving slabs, the Bidder/Contractor shall take the necessary precautions to avoid
breakage. All slabs removed during performance of the work shall be re-established or
replaced. Where sand dunes exist in the cable routes as finally approved, they shall be
cleared to the normal ground level. Where the existing ground level is much higher than
the final future ground level, cables shall be laid to a depth measured from the final future
ground level. The amount of additional excavation shall be included in the Contract Price.
CABLE CROSSINGS
Road Crossing
At crossing points with highways and roads, the Bidder/Contractor shall provide separate
ducts for each cable circuit plus one spare circuit in the required positions. Unless a
larger size is considered necessary, ducts shall consist of PVC pipes with a minimum
internal diameter of 200 mm and a minimum wall thickness of 5 mm. The pipes shall be
encased in concrete grade C 40 providing at least 15 cm cover to the ground and 10 cm
between the pipes.
Duct marker shall be provided from the start and end of the duct installed in road
crossings.
The ducts shall be of reinforced concrete laid on lean concrete foundations based on
compacted subsoil before being embedded in dense concrete. The ends of the ducts
shall protrude at least to a distance of 1.0 m beyond the road or walkway limits.
Works shall include all work involved, e.g. cutting and reinstatement of the road
according to the requirements of the Municipality or other concerned authorities, coating
of the concrete, backfilling, compaction, etc.*

The Bidder/Contractor shall clean and prove the ducts by drawing a mandrel of slightly
lesser diameter than that of the duct itself immediately before pulling-in cables. Pipes or
ducts not used shall be sealed by an approved method before backfilling.
Excavation for road crossings shall be carried out in line with the instructions of
concerned authorities, targeting to leave at least half of the road open to the traffic at all
times. Where asphalt surfaces were broken, the Bidder/Contractor shall either fill up plain
concrete from the ducts to the level of the original road build-up, or re-build the road in
accordance with the requirements of the concerned authorities.
If roadwork are ongoing or scheduled, the Bidder/Contractor shall be bound to co-
ordinate all his work for road crossings with the relevant road constructor. The costs for
complete reinstatement works after crossing of roads, including topping and
reinstatement of the surfaces, are to be borne by the Bidder/Contractor.
If the Authorities object to execution of the road crossing as described above, the
Bidder/Contractor shall consider other non-destructive methods, such as drilling, or
pressing method satisfying the local authorities requirements. In using such methods,
due care shall be exercised to locate any underground services which may not be shown
on available local authorities records. In case of damage to any such existing services
the contractor is responsible for all reinstatement works and consequential damages to
the satisfaction of the concerned authorities.
CONCRETE SLAB PROTECTION
Concrete slab protection shall be provided above the cover tiles in all the sections of the
cable trench passing in the roadway.
CABLES SUPPORTED ON RACKS OR TRAYS
The Bidder/Contractor shall supply all racks, trays and supporting steelwork for the
cables supplied and installed under this Contract.
Non-magnetic clamps must be used for this purpose, to brace the cables against
dynamic impulse forces during short-circuits.
The spacing of cable-supporting steelwork shall be to the approval of FEWA.
Wherever cables and accessories are installed and exposed to direct solar radiation, sun
shields of approved material and design shall be applied and installed.
Within the stations, movable footbridges shall be provided in order to enable the
Bidder’s/Contractor's and any maintenance personnel to step over the cables; number
and design shall be subject to approval.
All iron parts such as footbridges, cable-supporting structures, etc., shall be corrosion
protected as described hereinafter and shall be properly grounded. This is also valid for
all nuts and bolts unless they are of stainless steel.

CABLE ENTRANCES AT PITS
Special care shall be taken that all cable entries to joint pits, and cables passing fire rated
partition walls and sections, whether utilized or not, are durably and permanently sealed
against water penetration to the satisfaction of FEWA. All such entrances shall be
rechecked and sealed again before issuance of the Final Acceptance Certificate.
For this purpose, a complete multi cable transit system adaptable to different installation
requirements shall be supplied and assembled.
The cable sealing system shall consist of galvanized or stainless steel frames or flanges
to be fixed at partition wall (fire section) with provision of spares for cables for the final
extension of the respective recesses.
The steel frames of the sealing system shall be filled with modular packing blocks made
out of elastic fire proof and rodent resistant material of different sizes, to accommodate
the respective cables passing through the walls.
Removable compression plates of end packing press wedges shall seal the complete
cable transit system against water pressure and fire.
A complete set of different sized cable adapter blocks inclusive tools, tapes, etc., shall be
supplied. (Amount and size of spare blocks according to final extension requirement).
Each cable, when completely installed, shall have permanently attached to it at each end
and at intermediate positions - as may be considered necessary by FEWA – non-corrodible
metal plates with the identification number of the cable, voltage, rating, conductor size and
make engraved or permanently stamped on.
The cable identification numbers shall comply with the cable schedules, which shall be
prepared by the Bidder/Contractor according to the actually laid cables. These cable
schedules shall indicate the cable numbers, cable sizes, voltage, conductor size,
termination and connections at each end of the cable route.
All cables in cable pits and at entry to building blocks shall be labeled utilizing the
aforementioned type of label. A complete and detailed list of tools and equipment required
for sealing the cables shall be submitted.
LADDERS
Ladders for Link Box Pits, etc., shall be constructed of aluminium stringers and rungs.
Stringers shall be of hollow sections 50 x 30 x 3 mm with a width of 450 mm; rungs shall
be 20 mm diameter at distances of 0.3 m, and shall be anchored to hooks from the roof
slab or in the wall. Isolation material shall be used to avoid contact between dissimilar
metals.
CABLE ROUTE MARKERS
Concrete cable route markers shall be installed after all reinstatement has been carried
out.
STEEL STRUCTURES

The supply and installation of all required hot dip galvanised and suitably painted steel
structures for supporting cables, sealing ends near the equipment room, and other
installations in relation to the cable laying shall also be included.
PAINTING
All paint or coating works shall be executed in compliance with this Specification and
Manufacturer’sspecificinstructions.
DRAINAGE WORKS GENERAL
This part of the Specification shall cover all items related to drainage works for the
Project. Works shall include all items required for the tendered Project, as well as all
auxiliary works.
All works shall further be carried out in full compliance with all local rules and regulations
and the Specification shall further be read, if applicable for the Project.
The work to be carried out under this Article comprises various kinds of drainage
culverts, pipes, and the like, including all accessories such as inspection shafts, etc., if
not otherwise specified.
Upon architectural design the Bidder/Contractor shall prepare a schematic diagram of the
drainage system to be executed. The diagram shall show material and dimensions of
pipes to be used and the proportion of slope, as well as, the invert level at all connection
points.
The flow diagram and proposed installation and materials are subject to approval, both of
FEWA and the relevant local authorities.
MATERIALS
Materials and components, which the Bidder/Contractor shall supply and install shall be
in accordance with the local regulations and standards acceptable to FEWA. They shall
be standardised and adequate for the purpose required.
Culverts, frames, gullies, manhole covers, sand, grease and petrol traps, shall be of
ductile iron and shall be coated with a protective coating of tar-based composition.
The minimum quality requirements of the drainage pipes, unless as required by design
analysis for such, shall be as follows:
Above ground drainage pipes shall be UPVC complying to BS 4514 or equivalent with
solvent welded joints / push fit rubber ring joints.

Waste branch pipes shall be UPVC/ABS/MUPVC complying to BS 3505/3506/5255 or
Polypropylene complying to BS 5254 or equivalent with solvent welded joints/push fit
rubber ring joints.
Under ground drainage pipes shall be UPVC complying to BS 4660 or equivalent with
solvent welded joints / push fit rubber ring joints.
Under ground drainage pipes between Manholes shall be UPVC Class-16 with solvent
welded joints / push fit rubber ring joints.
Above ground rain water pipes shall be UPVC complying to BS 4576 or equivalent with
solvent welded joints / push fit rubber ring joints. The exposed rain water pipes shall be
painted, matching the surrounding finish, subject to FEWA’s approval. However,
underground rain water pipes shall be same as underground drainage pipes specified
above.
Pre-cast concrete pipes, if applicable, shall comply to British Standards, Code of Practice
(BS CP) 556.
EXECUTION
Special care shall be taken to avoid any damage during transport, loading and off-
loading, storage, etc. Storing of pipes along side trenches shall be done only for the
shortest time possible before placing into the trench. All pipes shall be checked for
defects and damages prior to placing.
Manual and mechanical tools and hoist for lifting and lowering of pipes shall allow for
smooth and continuous moving.
During connection of pipe sections, the contact surfaces carrying sealing compounds
shall be kept clean; all open ends for later connections shall be closed to avoid entering
of soil or other contamination into the bores.
After placing, each pipe section shall be thoroughly checked as to alignment, level and
slope. Pipe supports shall be constructed to guarantee the uniform transmission of loads.
Neither line nor point bearing of loads will be allowed.
The bearing section for supported circular profiles shall cover at least an arc of 60° if not
otherwise specified.
The trench bottom shall not be loosened by any means. If, however, loosening occurs,
the loosened soil shall be excavated and replaced by non-cohesive soil, which shall then
be compacted, all at the expense of the Bidder/Contractor.
Supports in sand or coarse sand shall be executed by forming the bed according to the
shape of the pipe to be laid to allow each pipe section support along its full length.

Soil not usable for direct pipe laying shall be excavated on the trench bottom to place a
supporting layer of sand, coarse sand or concrete, thoroughly compacted. The minimum
thickness of such layer shall be 10 cm plus 1/10th of the pipe outer diameter.
For concrete supports, a cement-mortar layer shall be applied before placing the pipes,
to guarantee a uniform transmission of forces.
Connections of through-pipes to inspection chambers or other structures shall be of
flexible construction.
TESTS AND PROPERTIES
The minimum number of tests to be performed shall be as follows:
One water tightness test for each diameter of non-reinforced concrete pipe
One cracking and crushing test for each diameter of non-reinforced concrete pipe
absorption and hydraulic test as per ASTM C 497-75
All drainage lines, joints and fittings must be tested before covering up with sand or
approved soil by water and or by smoke
Test at site shall be carried out in the presence of FEWA by an approved laboratory. All
tests shall be recorded and countersigned by FEWA Representative, if successful.
BRACED AND SHEETED TRENCHES (IF APPLICABLE)
Open-cut trenches shall be braced and sheeted as may be necessary to protect persons,
property, traffic or the work or to prevent caving and harmful sinking.
The Bidder/Contractor shall be responsible for any damage done to roads, mains, cables,
pipes, sewers, etc., by the execution of the work. When close sheeting is required, it shall
be so driven as to prevent adjacent soil from entering the trench either below or through
such sheeting. Where sheeting and bracing are used, the trench width shall be increased
accordingly.
FEWA reserves the right to order the sheeting to be driven to the full depth of the trench
or to such additional depths as may be required for the protection of the works. Where
the soil in the lower limits of a trench has the necessary stability, FEWA, at his discretion,
may permit the Bidder/Contractor to stop the driving of sheeting at some designated
elevation above the trench bottom. The granting of permission by FEWA, however, shall
not relieve the Bidder/Contractor in any degree from his full responsibility under the
Contract.
Trench basing must be removed when the backfilling has reached the respective levels
of such bracing. Sheeting must be removed after the backfilling has been completed or
has been brought up to such an elevation as to permit its safe removal.

The cost of furnishing, placing and removing, the sheeting and bracing shall be included
in the price bid for the work.
DRAINAGE WORK REQUIREMENTS
The work to be carried out under this Article comprises various kinds of drainage
culverts, pipes and the like, including all accessories such as inspection shafts, etc. if not
otherwise specified or as required in the project area.
The work also includes supply, transportation, unloading and storage at site and placing
according to drawings and specifications of all materials and components connected
therewith.
ACCESS COVERS
Ductile iron access covers and frames shall be according to BS 497, except that the
bituminous based protective coating shall not flow or chip when exposed to temperature
in the range of 0 °C to 76 °C. Covers shall provide a clear opening of at least 600 mm.
Heavy Duty Manhole Covers, Grade-A
The access cover shall be suitable for heavy duty, fast moving wheeled traffic. The cover
shall be double triangular/square or circular.
Heavy duty covers shall be used for main road.
Medium Duty Manhole Covers, Grade-B
The access cover shall be suitable where heavy commercial vehicle would be
exceptional. The cover shall be circular or rectangular. Medium duty covers shall be used
for road and parking areas within the building compound.
Medium duty covers shall be double sealed type or sealed with GRP sealing plate, if
used within 5.0 Metres from the Sub-station Building.
Light Duty Manhole Covers, Grade-C
The access cover shall be suitable for pedestrian traffic only. The cover shall be
rectangular.
Light duty covers shall be double sealed type or sealed with GRP sealing plate and shall
be used for paved areas inside the building compound.
Light Duty Small Covers
Access covers for Gully Traps, Valve Chambers, Inspection Chambers, Ventilating
Chambers etc. shall be rectangular 300 x 300 mm.

Floor Drain Covers
Floor drain covers shall be 150x150 mm or 200x200 mm, 0.60 mm thick, PVC, stainless
steel or made from brass, chromium plated with strainer and cover.
MAINTENANCE ACCESS
Vertical drainage pipes at each floor shall be provided with cleaning eyes to each pipe
and removable access covers/panels to pipe shaft. The finish of access covers/panels
shall be according to FEWA’s approval.
EARTHING OF METAL PARTS
The Bidder/Contractor shall ensure electrical continuity of all metal parts installed by him.
DESCRIPTION OF SANITARY SEWER
Sanitary sewage from the building shall be collected in septic tank. The cleaned water
shall then be disposed of in soakage pits. The whole sanitary sewer drainage system
operates in gravity flow.
Note: In case a public sewer is existing, only the respective connection must be
provided.
SEPTIC TANKS
For the treatment of sanitary sewage, adequately sized septic tanks shall be constructed
of cast in place concrete. They shall have approximately 3 chambers. Two manholes with
cover and ventilation shall be provided above the end chambers for cleaning with mobile
pump.
Before the outlet in the last chambers, a screen board shall be provided to prevent the
passage of floating matter into the discharge pipe.
The size of septic tanks shall be based on a number of people assumed to be in the LDC
Building in any frame of time and as per design analysis for such requirements.
DISPOSAL OF STORM WATER
In case a public storm water system exits, rain water pipes shall be connected; if not, rain
water pipes shall be drained by gravel filled away soak pits.
INSPECTION OF SEWER LINE
All pipelines must be inspected and approved by FEWA before backfilling.

The pipeline, which is the straight part connecting between manholes, shall be tested
after making the joints for bearing the pressure of a water head of 1.5 m in respect of
pipes, as follows:
The lower end of the pipe to be tested shall be closed with a solid plug, sealed by mortar
or shall be closed by a rubber plug and the upper part of the pipe shall be fitted with a
plug having an opening fitted with a funneled-top vertical pipe and then the pipeline shall
be filled with water.
FEWA will have the authority to make visual inspection of all lines and joints to ensure
that there is no leakage. If, in the opinion of FEWA, after test, pipes show any
unreasonable sign of moisture, then FEWA shall have the authority to reject or to instruct
any measures deemed necessary to rectify such work at the Bidder’s/Contractor's
expense.
Any pipes, which show cracks, holes, or any other defect which FEWA deems to be in
excess of a slight nature, FEWA shall have the authority to reject and instruct the
Bidder/Contractor to remove and replace in a satisfactory manner. The Bidder/Contractor
shall to exercise extreme care in fitting the necessary rubber rings and/or making the
cement mortar joint, including connections to manholes and gullies and other
appurtenances, in a manner to ensure that no leakage whatsoever occurs from the joints.
Should such leakage occur, then the Bidder/Contractor shall remove and refit in a
manner to the satisfaction of FEWA. The complete expenses of all tests, replacements
and/or reparative work, etc., shall be borne by the Bidder/Contractor.
In the event that after installation the pipe fails to meet the line test or other requirements,
the Bidder/Contractor shall remove the defective pipe, except as noted below:
At the request of the Bidder/Contractor and subject to approval of FEWA, the
Bidder/Contractor may encase the defective portion of the pipe with a minimum of 15 cm
of Class C 20 concrete, however no additional payment shall be made for this work.
TESTING
All testing of pipes and fittings shall be done at the cost of the Bidder/Contractor. The
Bidder/Contractor shall also bear the cost of the sampling and of any certificate, which
may be required. The number of samples as well as the testing procedure to be
determined by FEWA. Pipes of different diameters shall be tested according to the
requirements, or if not defined, according to the applicable ASTM Standards.
The Bidder/Contractor shall test all drainage pipelines, joints, fittings before carrying out
haunching or surrounding of pipes or backfilling trenches. The tests shall be carried out
for all the drainage pipes and pipes between each two manholes or less in the presence
and with the approval of FEWA, considering the following:
Drainage pipelines and concrete works shall be clean and dry and the joints not covered
with earth.

The underground water level shall be at the lowest possible level
Air, smoke or water may be used for testing drainage pipe- lines and FEWA reserves the
right to carry out the tests by any of the three methods, and the Bidder/Contractor shall
comply with such opinion, without claiming any compensation or addition. All plugs
should be fixed prior to the testing operation.
Drainage pipelines shall be tested at 0.15 bar for 6 hours.

BUILDING WORKS INTENT OF SPECIFICATION The intent of this Specification covers the following items related to the LDC Building and the related civil works in accordance with the design and structural analysis and as shown on the approved drawings as required for the tendered Project, as well as all auxiliary works. All works shall be carried out in full compliance with all local rules and regulations and the project General Specifications. GENERALINFORMATION The LDC Building shall normally be designed as reinforced concrete framed building with reinforced monolithic concrete Foundations, Columns, Beams and Slabs. Roofs shall be flat concrete roofs, with a minimum slope to support effective drainage of rainwater. Outer walls and walls of fire zones shall be executed as insulated concrete panels or as double skin masonry walls. Alternatively or where specifically tendered for, the LDC building may be designed as a composite building (steel/concrete) based on the relevant sections of the Specification and in accordance with its design aspects and applicable intended functionality. PERFORMANCEREQUIREMENTS General The primary emphasis on the design of the LDC Building shall be based on its intended applications – i.e. as a Center for Information and Communications purposes. Such requirements on the LDC Building shall reflect the adaptability and suitability of the type of building to be applied – i.e. its structural systems, architectural provisions including its functional aesthetic finishes. Though the design provisions and considerations to be made for the LDC Building shall reflect its intended varied applications, such characteristics considerations shall not undermine the Building Code requirements on strength and serviceability constrains for such.

CIVIL Page 6 of 35 CONCRETEREQUIREMENTS The minimum requirements for concrete and reinforcement steel strength for sub structural and super-structural works of the LDC Building shall be as follows: Beams, slabs, columns - Concrete Grade C 40, characteristic cube strength at 28 days = 40 N/mm2 Prefabricated units - Concrete Grade C 40, characteristic cube strength at 28 days = 40 N/mm2 Hollow Core Units - Concrete Grade C 50, characteristic cube strength at 28 days = 50 N/mm2 Reinforcement (*) : High Yield Steel Bars as per BS 8110 & BS 4449 : DIN 1045 & DIN 488/ DIN EN ISO 15630-1 Yield Strength * : Minimum value 460 N / mm2 Tensile Strength * : Minimum value 483 N / mm2 Strands for Pre-Stressing DIN EN ISO 15630 and DIN 10138 / BS 896- 1980 Water - Potable water *Minimum value to be considered for routine testing only, for further testing, BS 4449 is to be observed. ROOFING WORKS General The scope covered by this Article comprises those services necessary for roofing, such as sealing, caulking, wind tightening and insulating roofs against heat transfer, and sheet metal work. All waterproofing materials shall be obtained from one source. Where different sources are used, the manufacturer shall provide a compatibility statement for FEWA’s approval. Materials The materials to be used for roofing and sheet metal work comprise the following: a) Adhesives and felts b) Thermal insulation c) Vapour barrier d) Bitumen e) Sealing compound f) Copper, lead, plastic, zinc, galvanised sheet metal, etc., for flashing g) Roofing tiles/screed

CIVIL Page 7 of 35 h) Factory prefabricated and/or assembled panels. i) Execution All work shall be executed by skilled workers in a workmanlike manner. Prior to the start of execution the Bidder/Contractor shall verify that all conditions are suitable for the timely and effective carrying out of his work. Roof Penetrations Roof penetrations shall normally be avoided. Up-Side-Down (Inverted) Roofing System For concrete roofs, a so-called "up-side down" roofing system shall be provided. The roof build up shall be as follows: Provide 2% slopes towards rainwater drains by adding a light weight sloped concrete screed. Roof slab to be treated with one coat of oxidized bituminous, grade 115/15 prior to casting the light weight concrete. Smoothly trawled light weight shall receive 2 coats of water proofing primer before applying the waterproof membrane. The minimum properties of the materials used shall be as below: Light weight screed of cellular concrete with a minimum thickness of 50 mm should be smoothly trawled. Dry density of light weight concrete shall range between –800 and 1200 kg/m3. ( light weight screed could be replaced by protection cement screed C20 with minimum thickness of 50 mm). Oxidized Bituminous material, grade 115/15, applied directly on the RC slab at a rate of at least 2 kg/m2 , melting point is not less than 115o C. Waterproofing membranes, one layers of at least 4 mm thickness, tropical grade bituminous felt, reinforced with a 180 g/m2 non woven polyester inlay, torch applied and with following further minimum characteristics: Softening point (R & B) of coating mixture >150o C ASTM D 36 Penetration (DOW) at 25o C 18 +/- 5 dmm ASTM D 5 Water absorption < 0.15% ASTM D 570 Tensile strength at break 800 N / 50 mm (long) 600 N / 50 mm (transversal) ASTM D 146, UEAtc Elongation at break > 50 (long) > 55% (transversal) ASTM D 146, UEAtc Tear resistance Longitudinal 193 N Transversal 200 N UEAtc

CIVIL Page 8 of 35 Puncture resistance Static L 4 Dynamic I 4 UEAtc Permeability of membrane to water Absolute impermeable Resistance to ageing due to UV No signs after testing ASTM G 53 Dimensional stability after 28 days at 70o C -+/- 0.5% (long) +/-0.5% (transversal) Insulation boards shall be of extruded closed cell polystyrene, at least 50 mm thick and of 32 kg/m3 density with a compressive strength of 250 kPa. The thermal conductivity shall be less than 0.030 W/m K at 24o C mean temperature. Geotextile fabric separation layer shall be placed between insulation boards and protection tiles The geotextile used shall be non-woven type, containing an UV- inhibitor and shall comply with the following properties: Properties Test Method Limit Unit Unit Weight Nominal 150 g/m2 Thickness under 200 kN/m2 Calculated average 0.48 Mm Elongation at maximum load > 60 % Tiles shall be 50 x 50 x 5 cm pre-cast, compressed, high quality cement tiles with white cement in order to achieve a light and heat reflective colour. Tiles shall be loosely laid on the top of the geotextile fabric. Aluminium flashing of 1.5 mm thick and 15-20 cm height shall be provided and pointed with approved sealant. Water Test for Water Proof System. Upon completion of the water proofing membranes as well as on completion of all roofing work, including the installation of tiles, the Bidder/Contractor shall make provisions for and carry out water testing. The Bidder/Contractor shall notify FEWA immediately upon the completion of each roof and shall submit a preliminary time schedule of testing for review. All testing shall be carried out by hose soaking only with drains left plugged and closed at all times. Tests shall be carried out only in the presence of FEWA or his designated representatives who shall determine starting dates of testing, total time periods of soaking and precautionary measures to be taken for the protection of other work. The entire roof area including all penetrating items shall be soaked in the following general manner, with final instructions given by FEWA. Over uninterrupted surface, water shall be applied evenly in a deluging force creating a sheeting or blanketing of water over the intersection of new roof construction. Cants including roofing above the high point, pitch-pockets, vents, etc., shall be deluged in the same manner whether on vertical
  • 9. E1009 - VOL IV - SEC 2.01 - CIVIL_01 VOL IV PART. TECH. SPEC. CIVIL Page 9 of 35 surfaces or not, directing the water into clamping and hold-down devices, trim and flashing stops. Areas of leakage shall be properly marked, recorded, repaired, and tested again by the Bidder/Contractor to the satisfaction of FEWA including additional repair to the same area as may be required for acceptance by FEWA. Each testing time shall be directed by FEWA and shall not be less than 48 hours. Contractor to submit a 10 (ten) year warranty from the date of P.A.C., covering materials and workmanship, for the roof waterproof system. SUBSTRUCTUREWATERPROOFINGSYSTEM This section shall cover all substructure waterproofing works, including continuous water proofing tanking system, treatment to horizontal and vertical areas, “negative” waterproofing to secant walls or dead shuttering, etc., together with all related details and protection works. Whenever possible, all waterproofing materials shall be obtained from one source. If a different source has to be used, the manufacturer shall provide a compatibility statement for FEWA’s approval. Materials Primer : Solvent based bituminous primer to ASTM D41, with following properties: Specific Gravity : > 0.8 Service Temperature : +5 to +55o C. Membranes shall be double layer self adhesive elastomeric sheet membranes with reinforcement core of 150 g/m2 non-woven spun-bonded polyester mat and a surface finish of smooth polypropylene with a 150 mm wide selvage strip to provide a bitumen-to- bitumen contact at the overlaps with following properties: Thickness of one layer 2 mm Tensile strength of reinforcement (ASTM D412) Longitudinal >55. N/mm2 Transverse >44N/mm2 Tear resistance of reinforcement (ASTM D1004) Longitudinal >117 N Transverse >126 N Elongation of rubber-bitumen : Compound ( ASTM D412) >1500% Membrane ( ASTM D638) 300% Puncture resistance (ASTM E154) >690 N/65mm Water absorption (ASTM D570) <0.15% Softening point (ASTM D36) 100-110 C

CIVIL Page 10 of 35 Chemical resistance (ASTM D543) To conform Membranes shall be applied to all sub-structural concrete elements in contact with soil, including raft foundation, spread footings, strip footings, pile caps, tie beams, ground beams, ground slabs, columns below ground, etc., and further as membrane for tanking systems for tunnels, trenches, underground water tanks. All other underground concrete services like boundary wall, chain link fence, car shed, light poles, ducts Inspection chambers etc.,.Shall be externally protected by 2 coats of cool tar extended epoxy resin coating with minimum total dry film thickness of 300 microns. Protection Boards to be used shall be pre-moulded semi-flexible and vapour-proof, water and puncture resistant bituminous protection boards, compatible with the waterproofing system. In vertical areas at least 3.5 mm thick protection boards conforming to following properties shall be applied: Density >1.2 kg/m3 Bitumen content >60 % Softening point (ASTM D-36) >150o C Water absorption (ASTM D-507) <0.50% Puncture resistance (ASTM E-154) >700 N Protection Screed shall normally protect all horizontal waterproofing membranes and consist of a 50mm thick aggregate – sand - cement screed, which shall be laid over the membrane immediately after installation. Minimum strength of the screed shall be 20 N/mm2 . Mastic to seal joints and chases shall be cold or warm applied bituminous or rubber- bitumen compounds, with a heat resistance of up to + 60 C and a specific resistance to salts, mild acids and alkaline. Adhesives for fixing of protection boards shall be bituminous or neoprene based and must be compatible with both the waterproofing membrane and the protection board. Installation Surface Preparation All surfaces to receive waterproofing membranes shall be smooth, free from oil, grease, release agent, curing compound and other contamination. Protrusions shall be removed and honeycombs, holes, cavities and cracks shall be filled with an appropriate repair mortar. 25 x 25 mm chamfers shall be provided at external corners and similar mortar fillets shall be prepared at internal corners. Dust and other loose material shall thoroughly be removed. Primer

Primer shall not be applied when there is risk of rain or dust storm. Membrane Application Reinforcing Strips: Apply 300mm wide reinforcing strips of the membrane to all internal and external corners. Main Membrane: Apply the membrane as per the manufacturer’s technical data sheet, going over the reinforcing strips. Extend the horizontal membrane minimum 150mm beyond blinding and overlap with the vertical membrane as shown on detail drawings. Protection Course On vertical areas apply the protection board onto the membrane using a proprietary bituminous or neoprene adhesive as per the manufacturer’s technical data sheet. The semi-flexible boards shall be turned around the corners and cut and bent to conform to structural contours wherever possible. Temporary supports may be necessary until backfilling operations (or concreting in case of negative waterproofing onto secant piles/permanent forms) in order to hold the boards in place, and can be removed when these operations are in progress. Backfilling shall be done in a controlled manner to avoid risk of dragging boards down. On horizontal surfaces, the screed shall be laid over the membranes as protection course. While laying the screed, damages to the membrane must be avoided. Before placing screed, the surface of the membrane shall be cleaned and cleared of any debris and foreign objects. Retaining wall of adjacent structures shall be provided with sliding courses to enable safe vertical movement between the retaining walls and the final concrete surfaces of the main structure without causing damage to the water proofing system. Pile Head Protection / Water Proofing System All pile heads shall be treated in the following manner: Fix a swelling vinyl easter based gasket which shall be stretched until tout, then warped around the pile head and the two ends shall be overlapped and stapled. Pour shrinkage compensated, high strength (60 N/mm2 ), very low permeability micro concrete (DIN-1048) or cementitious grouting with the necessary curing as recommended by the manufacture. Fix the water proofing membrane over blinding concrete and extend it 50 mm on pile perimeter (round edge).

Panels, tiles, carpets, etc., to be made out of wood, marble, natural stone, glass, ceramic, cement and sand mix, plastic, textile, etc., shall be standardized and shall comply with the referring standards acceptable to FEWA. If not specified in the referring standards the following min. properties are required: Flags and tiles shall be either vitrified tiles or earthenware tiles, with sharp, straight, parallel, non-crumbling edges, free from soluble salts and other detrimental constituents; free from cracks and blisters; rear and side surface capable of bonding efficiently for placing, laying and jointing. Glass mosaic stones of stained crude glass do not require sharp and parallel edges or smooth top surfaces. Marble aggregate for ceramic tiles and ceramic work shall be of size, colors and kind approved by FEWA. Putties used for placing panels or tiles shall retain their plasticity and ensure adequate bond to the panels/tiles and to the base. Mortar and adhesives shall not alter or damage the top surface of the panels, tiles, etc. Flooring out of plastic shall be temperature-resistant within the limits of - 30°C and + 70°C, waterproof and resistant to the penetration of liquids (Test as per ASTM C413), abrasion-resistant (Test as per ASTM C944), flame-proof, pigment or color proof to light, evenly colored throughout, resistant to chemicals, fats, slight acids and alkaline, odourless, easily laid and flexible, non-porous and slip-proof (at least as per the requirements of the Transport Road Research laboratory -TRRL). Generally the ratio resin to filler shall not be less than 1 : 5, and shall be made from solvent free epoxy resins. Adhesives and joint fillers shall be waterproof and shall ensure a firm and durable bond. They shall not adversely affect either the flooring or the underlays or the base and shall be odourless once applied. Underlays of all kind shall provide an intimately bonding case compatible with the adhesives proposed to be used. They shall not decompose change nor change their texture nor rot. They shall be adequately resistant to ageing and shall not be conductive to contamination by insects and fungi. Fillers and leveling compounds shall have a firm and durable bond to the base, and shall have no adverse effect on base, adhesive, underlays, or covering.

CIVIL Page 13 of 35 Execution Prior to the start of his operation the Bidder/Contractor shall verify that all conditions are suitable for the timely and effective carrying out of his work. All work shall be carried out by skilled workers in a workman-like manner. Manufacturer’s instructions shall be adhered to: Preparation of Surface Before wall surfaces are covered with tiles, flags or mosaic to be set in normal mortar bedding, a sprayed coating of cement mortar shall be applied to the base. Where an adequate bond between the bedding mortar and the base is not ensured by the envisaged mode of execution, special measures shall be provided, e.g., roughening, over-stretching of the base, or coarse-plastering of the complete surface, or chemical bounding. Where no adequately even surfaces are available, special provisions shall be made to compensate for this, e.g. rendering coats, screed, etc. The concrete surface to which tiles, flags, ceramics, etc., are to be placed, shall be roughened and cleaned to produce the specified surface condition. Prior to the placing of tiles, the concrete surface shall be kept thoroughly wet for a period of 24 hours. The screed coat of mortar shall consist of one part of Portland cement and four parts of sand and shall be worked to a true, level or plumb surface, finishing approximately 15 mm below finished level for floors, borders, and thresholds and approximately 10 mm back of finished face of bases and other vertical surfaces. Placing In interior finishing work, all tiles, flags, and mosaic shall only be set and laid after the fixing of window and door frames and trims, stop rails, electrical and plumbing installations as well as the application of plaster unless otherwise specified. All tiles, flags, mosaic, or the like shall be set or laid in normal mortar bedding unless otherwise specified, plumb, in true alignment and horizontal or at the slope specified, without any projections, with regard to any specified reference and level lines. In wall coverings, projections shall be allowed only to the extent dictated by the particular type of tile or slab specified.

CIVIL Page 14 of 35 The mortar composition shall be as follows: MORTAR APPLICATION CEMENT/SAND MIX RATIO (Parts by Volume) Sprayed coat 1 : 2 to 2 : 3 Rendering coat (reinforced and plain) 1 : 3 to 1 : 4 Setting and laying - inside 1 : 4 to 1 : 6 - outside 1 : 4 to 1 : 5 For the setting and laying of glass tiles, glass wall panels and glass mosaic the manufacturers processing technical data sheet shall be observed. The thickness of the mortar bedding for tile and flag covering shall be at least 10 mm, on an average 15 mm in wall and 25 mm in floors, unless otherwise specified. Large-size and prefab elements with coverings of tiles, flags, and mosaic shall be additionally secured. For the setting and laying of tiles, flags, and mosaic by the thin bed process the manufacturer's processing instructions shall be observed. Jointing The widths of joints shall suit the type of tiles and flags used, the purpose and stress of the coverings and the type of jointing chosen. The joints shall be equal in width and shall be in accordance with the directions of FEWA. Jointing shall be by the washing-in method, unless otherwise specified. Special waterproof joint filter shall be used in jointing unless otherwise specified. For jointing wall coverings of glass walling panels, permanently elastic sealing compounds shall be used. All parting, expansion and connecting joints shall be closed with suitable sealing compounds unless other means are specified, e.g. elastic joint sections, open joints, etc. Parting joints in buildings shall extend into the wall and floor coverings at the same point and in an adequate width. No mortar bridging shall occur. The expansion joints of the coverings shall penetrate to the bonding surface. All partition walls of tiles and cellular walling stones shall be suitably reinforced to ensure their stability. The reinforcement shall be protected from corrosion. Application of flooring in staircases, main entrances, corridors, offices and any other area indicated in specification, schedule of finishing etc.

Underlays shall be arranged so that their joints and seams will be staggered to the flooring joints and seams and no unevenness or joints will show on the flooring. All underlays and floorings to be fixed with adhesive shall be glued on in such a way that a firm bond will be assured on the entire surface. The courses shall be laid towards the main window wall; in halls and corridors, however, in the longitudinal direction, unless otherwise specified. Deviations in color which are not due to the flooring pattern shall not be allowed if marring the overall appearance of the flooring. Courses with pattern repeats shall be laid so as to suit these. Where courses run towards doors, recesses and the like, they shall be laid so as to cover also the floor areas of such door openings, recesses, etc. Strips or slabs may be used as coverings of such floor areas only if specified. Where the courses do not run towards doors, recesses and the like, the floor areas of such door openings, recesses, etc., may be covered with flooring strips unless otherwise specified. Ceramic tiles, skirting shall be fixed in main entrance, corridors, offices, etc,. and ceramic treads, risers, skirting shall be fixed in the staircases. Any adhesive lodged on the flooring shall be removed at once. Where floorings are raised in grooves on walls, they shall be precisely fitted together in the corners of the grooves by inserting adapter sections, if necessary. Fittings of Cover Strips and Nosing All skirting boards and cover strips shall be snugly fitted and durably fastened. Wooden cover strips shall be mitred at covers and joints. They shall be fixed at distances not exceeding 60 cm. Stair tread nosing and other edging of metal shall be screw-fastened at distances not exceeding 18 cm unless another means, e.g., anchoring, is specified. Any plastics or rubber nosing in stairs shall be fixed to the treads of the steps only. The Bidder/Contractor shall carry out all work, which is described in particular hereafter: Marble work, ceramic wall tiling, ceramic floor finishes, PVC tiles, terrazzo tiles and terrazzo skirting, vinyl tiles, carpet flooring, cement screed, heavy duty tiles, cement screed on sound absorbing components, dividing strip, joints of cement screed, increase of thickness of cement screed, subdividing of cement screed, etc.

CIVIL Page 16 of 35 Preparing Concrete Floors for Screeds The surface of concrete floors to receive screeds will be roughened by mechanically removing the latency after the initial set of concrete. Floors will be thoroughly swept and hosed down with clean water before the screed is laid. Immediately before laying the screed, approved bonding agent shall be applied over the sub-floor. Plastic Flooring Where specified or as an alternative, a seamless wearing course may be provided for switchgear rooms or similar areas. The proposed plastic floor shall offer a high resistance to wear and shock, and shall have a high anti-slip properties. Further details: Basis two component epoxy resin Specific gravity at least 2 Bending tensile strength 350 kg/cm2 E-module 1.0 x 10.5 kg/cm2 Shrinkage none Thickness of layer min. 5 mm Appearance effect and color to the discretion of FEWA. Screed Cement screed shall be laid directly on cleaned rouphened concrete floor slab in a sound, true and level layer. For good adhesive, the cleaned surface of floor slab shall be moistened and applied with approved bonding agent which shall be adequately brushed into the surface of the concrete floor slab just before the start of laying the screed in the portion ready in hand to avoid danger of screed cracking and lifting. At the wall sides and around the columns, expansion joints shall be provided. Joint filler of bituminous fiberboard 10 mm thick sealed with cold-poured, high-duty seal shall be used for such joints. The screed shall be spread on the moistened floor, evened by straight-edge and shot by use of vibration plate. Screed shall be topped by use of non-abrasive additives according to manufacturer's technical data sheet. Non-abrasive additives shall not be used if floor covering is applied. Until the screed has stiffened, the surface shall receive a fine steel float finish. The screed areas during construction / casting shall be subdivided in areas not exceeding 12 m2 . The screed shall be kept moist for a minimum of 7 days and shall be protected by approved methods. Minimum requirements are: Cement : Type I as per ASTM C 150

CIVIL Page 17 of 35 Sand : Shall comply to BS-1200 Water : Potable water Thickness of screed : 50 mm or 75 mm if including earthing mesh. Reinforcement: Nominal, to prevent cracking, but not less than a galvanized steel mesh of 8 mm at 200 mm c/c, if no earthing mesh will be provided in the screed Aggregates : maximum size to be used 10 mm. Compressive strength :Mminimum of 35 N/mm2 . Raised Modular Computer Flooring The raised modular flooring shall be formed from panels internally insulated to prevent distortion and heat transference under fire conditions. Panels shall be with stringer to a constant module and to incorporate an integral perimeter support detail to minimise panel edge deflection. Each panel shall be easily removable and completely interchangeable. In all rooms where control, protection or other types of cubicles shall be installed, the Bidder/Contractor shall co-ordinate the cubicle size and the panel layout in order to avoid adaptation works and provision of fillers at Site. Panels shall be protected at their bottom and sides by galvanized steel pan and locked firmly in position without screwing or bolting. When removed, no lateral movement is to occur in remaining adjacent panels. Panels shall not be wedged against or held in position by, peripheral walls or partitions. Each panel shall be supported on all four corners of the underside and shall be capable of bearing a single load of 3 kN positioned anywhere on its top surface with maximum deflection no greater than 2.5 mm. Vertical supports shall be capable of supporting 4 kN concentrated load. Panels shall not rock on their supports and tolerances in level between the top surfaces of adjacent panels shall not exceed 0.7 mm. The raised floor as a whole shall be level within a tolerance no greater than 2.5 mm in 12 metres. The supporting pedestal shall be capable of adjustment to accommodate discrepancies in sub-floor levels of plus/minus 30 mm. The prop shall be designed as to provide continuous earthing throughout the flooring installation for static electricity dispersion. Surfaces of the panels shall be covered to FEWA's requirements and edge lipping shall be a rapid with galvanized steel sheet / section firmly bonded into position. Electrical panels, boards, units, etc, shall be supported on separate steel framing/structure rest and fixed directly into the concrete floor by approved expanded anchor bolts. Where applicable, perforated floor tiles shall be provided for ventilation or gas extraction.

CIVIL Page 18 of 35 Following minimum requirements shall be kept: Floor panel material Non-combustible synthetic anhydrite, underlined by 0.5 mm galvanised steel pan Floor system covering anti-static PVC covering Floor panel size 600 x 600 mm Concentrated load > 3 kN Distributed load ³ 3010 kN/m2 Supports ³4 kN Fire resistance of the complete flooring system: F 30, according to DIN-4102 Clearance between sub-floor and underside of raised floor > 800 mm (or as per the requirements) Thickness Minimum of 25 mm Guarantee: The Bidder/Contractor shall provide a guarantee for 5 years from the date of P.A.C. for the adhesion of the anti-static PVC-floor covering Cold-applied Seal for Vertical, Horizontal or Sloping Joints A self-curing polysulphide cold-applied sealant shall be applied by either trowel or caulking gun according to the type of joint to which it is to be applied. For concrete, brickwork or other porous surfaces, a thin brush coat of primer shall be applied to the clean and dry joints and shall be allowed four hours to dry before the application of the compound. Care shall be taken to compact the compound well into the corners of the joints to ensure that no air pockets are formed. To obtain clean straight edges, masking tape may be applied to both sides of the opening before priming commences. The physical properties of the compound shall be minimum: Hardness : shore a durometer 20-25 Elongation : 300%. Shall not stain on concrete, brick, stone, marble, aluminium, etc., shall be resistant to petroleum derivatives, acids, fats, alkalis and high temperature liquids. Application: connections plaster to concrete, metal to plaster and metal to concrete. Chemically Resistant Insulation General All materials to be used for acid-proof insulation shall be of the best quality and fully resistant to the physical, chemical and mechanical strains to which they are specified to

The instructions and directions of the Manufacturer of the acid-proof materials shall be fully observed where these materials are being used. Floors In order to guarantee a smooth flow of liquids on the floors, they have to be constructed with a gradient of at least 1%. The surfaces of the sub-base for acid-proof materials shall be even and receive a wood floater finish. Any latency or scum of cement shall be removed from the surface before applying acid-proof materials. Floor drains shall be of such construction that an accurate and tight connection between the liquid-proof insulation on top of the floor and the drain is achieved. Preferably, the drains shall consist of two parts; the lower part of which to be connected to the insulation. Alternatively, the drains of a single part shall have a collar on the top to achieve a solid connection to the insulation. Attention shall be paid to penetration through acid-proof basins, floors, etc., for a tight and liquid-proof connection. The pipes penetrating such floors or walls shall either be encased in a separate jacket pipe or furnished with collar plates. Walls Walls for acid-proof insulation shall be plumb, even and smooth. They shall be free of mould, oil or other release agents, which could adversely affect adhesion. Honeycombs and burrs have to be removed prior to application of any acid-proof materials. However, if the surfaces are too smooth to guarantee a safe adhesion of coatings, they shall be roughened by way of sand- blasting. Basins and Pits Basins and pits must be waterproofed and their concrete shall be with no cracks or fissures occurring in the structure. Groundwater or any other humidity from the soil must not penetrate into the concrete and therefore any such constructions shall be insulated from the outside against water penetration. The inside surfaces shall be of the same quality as stipulated above for walls and floors. Channels and gutters Bottoms of channels and gutters shall be constructed with a gradient to the drains. Sizes of channel and gutter sections shall be adapted to the dimensions of the acid-proof tiles in order to avoid cutting of tiles. The surface of the sub-base for acid-proof work must be absolutely dry before applying the acid-proof material. The ambient temperature shall, in general, not be below 10°C, particularly if synthetic resin materials are being used. The pot-life of the materials must be adapted to the ambient climatic conditions.

CIVIL Page 20 of 35 JOINERY General This chapter applies to all parts of work for which joinery will be used, i.e. carpentry for permanent features and excluding form-work, shuttering, etc. Material For structural components remaining visible after installation, the Bidder/Contractor shall use a suitable type of hard wood (solid timber) of his choice unless a particular wood is specified. Timber and other hard wood material shall be straight, kiln-dried sound, bright, of mature growth, well seasoned and conditioned to suit the particular purpose for which it is to be used. The material shall be cleanly sawn, square edged, and free from injurious shakes, splits, warps, wanes and knots, soft spots and rot, incipient decay and all other defects. For the structural components which will be concealed after installation, e.g., in the case of built-in cupboards, wardrobes or wall linings, either the type of wood specified for the unconcealed structural components (spruce, fir, pine or a wood of at least equal quality) or an equally suitable material may be proposed by the Bidder/Contractor. The timber shall be in a suitable condition so that the components made of it will neither crack, warp nor twist. The moisture content of timber assemblies, when leaving the manufacturers works, shall be as follows (referred to the over dry weight): 8 to 12% for interior finish components -10 to 15% for structural parts in permanent connection with the outside air. Plywood and wood chip boards, all surfaces to the veneered or seal coated shall be adequately closed. Wooden fibre boards, veneers, coating slabs and coating foils of plastics shall be suitable for their intended applications. Adhesives (glues) must not cause any discoloration/other damage, and sealing compounds shall be resistant to atmospheric influences, shall not harden and not be aggressive. Coating materials shall form a good bond with the base. Surface shall be brush able/ insensitive to wiping contact and all fittings such as hinges, hooks, anchors, locks, handles key plates, keys, etc., shall be of stainless steel. Execution The Bidder/Contractor shall prepare shop drawings in accordance with the architectural design and the static analysis, which are subject to approval. All structural components shall be jointed and glued in groove and tongue system and shall not wrap or crack under any circumstances including stresses due to temperature

All timber connections and mitres shall be accurately fitted. The surface exposed to view shall be trimmed, e.g., by planning and grinding. There shall be no plane cutting marks. Solid timbers shall be joined in such a way that in the event of variations of air humidity, the wood is free to swell and shrink without affecting the joint. Framing timbers shall not be butted. All edge surfaces of plywood, wood-chip boards and composite slabs exposed to view shall be veneered or provided with banding (insets or strips). On sealed, veneered and coated surfaces joints and irregularities of the base shall not show even after final drying. All grained veneers shall be protected against tearing. All timbers ultimately in contact with outside air or permanently with particularly humid air or connected to masonry or concrete shall be treated on all sides with suitable wood preservative before being inserted. The manufacturer instructions have to be observed. Interior Flush Doors Interior flush wooden doors shall be of sizes and types to be approved. Doors shall be equivalent and equal to solid core doors. Face veneer shall be standard thickness, properly dried selected as specified, laid with grain at right angles to the grain of the cross bands. Cross bands shall be thoroughly kiln-dried hardwood approximately 2 mm thick, extending the full width of the door and laid with the grain at right angles to the face veneers. Core and edge bands shall be low density thoroughly kiln-dried wood blocks not more than 6 mm wide, joints well staggered and in random lengths. Stile edges shall be kiln-dried having a total width of 32 mm finished to match veneer faces. Core and edge bands shall be glued together with approved adhesives. Total thickness of flush doors to be of 45 mm. Door frames to be hardwood, 45 mm thick, width of frame shall be equal to width of wall + finishing thickness, with stainless steel ironmongery to the approval of FEWA. Finish - Laminated surface, hardwood lapping, aluminium locking plate or high glossy polyurethane lacquer paint finish as selected by FEWA. All doors shall be field measured and numbered with respective doors which shall be cut to net size by the Manufacturer prior to pre-finishing, allowing 3 mm clearance on top side and bottom side as per threshold detail.

Kitchen doors further have to be fire rated as per the local civil defence requirements. Toilet doors and partitions shall be made of PVC boards/water proofed material. Door Stops and Checks The door stops shall be polished stainless steel, mounted by expanded type rawl plugs inserted in the concrete/masonry 15 cm above the floor, or as directed. Pedal door checks, in stainless steel and rubber shoe, shall be provided for entrance and corridor doors. GLAZING Clear safety glass, at least 8 mm thick, of an approved manufacturer shall be utilised for doors, and reflected glass of an approved manufacturer shall be utilised for windows. The thickness of each glass sheet pertains to the sizes of the opening, but shall be not less than 6 mm. Outer glass panels shall be heat strengthened high performance reflected glass. The double glazing system for windows shall be at least (6 + 12 + 6) mm. The glazing shall provide an attenuation factor Rw of not less than 35 dB. ROOM DESIGNATION SIGNS Each room shall have room designation signs. These signs shall be of aluminium, plates with minimum thickness of 2 mm, fastened to the doors with stainless steel screws. They shall be approximately 9 cm high with a minimum length of approximately 25 cm. Each sign shall have room names in both Arabic and English with Arabic characters on the top. English letters shall be engraved approximately 2.5 cm high and filled with black enamel paint and the Arabic characters shall be of the same proportion and finish. Final designations and Arabic translation shall be approved by the end user. ESCAPE PASSAGES Passages and ways leading to exits and emergency exits shall be clearly marked by significant symbols and signs both in English and Arabic. Distances and locations should be foreseen as per civil defense requirements. All doors must be equipped with escape facilities. HSE REQUIREMENTS Specifying emergency response equipment for the LDC Building such as, but not limited to: Breathing Apparatus First Aid Kits Spillage Control Kits/Products

The type/nature of equipment used in the building, the normal/average occupancy of the building, location of the building, etc. Provision of the appropriate emergency response equipment in terms of its quantity and the placement/location of such equipment should be according to the specific risk assessment done for the prospective activities in the LDC building, giving due consideration to the applicable laws and regulations such as civil defence requirements, for example, as one of the control measures. 1.6. UNDERGROUND CABLES CIVIL WORKS GENERAL This part of the Specification shall cover all items related to civil works for underground cables. Works shall include, but not be limited to the following: geo-technical investigations, soil thermal resistivity measurements, design of civil works, provision of access roads and supply of materials as/and where required. All works shall further be carried out in full compliance with all local authorities rules and regulations. All civil works to be performed in connection with the cable laying work, i.e. excavations, road crossings, pits, cable tiles, covering slabs, cable and other markers, station entries and any further pertinent work, shall be designed and executed based on the following specification. SCOPE AND DETAILS The Scope of Works shall comprise of, but not be limited to the construction of joint pits (housings), pits (housings) for gauge panels, oil pressure tanks and cross-link boxes, foundations for sealing ends, their steel supporting structures, supply and installation of cable cover tiles, route and pit markers, road crossings, road and pavement re- instatement, fencing, landscaping, etc. Applicable Standards The basic applicable standards for civil works related to cable installations are: Soil investigations are to be performed in accordance with DIN-4020, DIN-4021 or BS- 5930 and BS-1377, and soil report shall provide sufficient information on the subsoil conditions. Application of other standards shall be subject to approval prior to the performance of the site and laboratory tests.

The particular requirements of the CIRIA Guide, “Guide to Concrete Construction in the Gulf Region”, and Digest 250 of Building Research Establishment Digest, latest issues, shall also be taken into consideration. No concreting shall be commenced in any portion of the work until the preparations and the concrete mix design have been approved, and permission been granted by FEWA. Structural Steel Works shall be designed and executed according to Euronorm and/or AISC /BS group of standards, latest editions. Specific Requirements Minimum Concrete properties shall be as follows: Concrete for blinding Grade 20 28 day strength 20 N/mm2 Concrete for General Works Grade 40 28 day strength 40 N/mm2 ) Concrete cover nominal For Concrete in touch with soil (walls, beams, etc.) 75 mm Reinforcement (*) - High Yield Steel Bars as per BS 4449 - Reinforcing Steel Fabrics DIN 488/ DIN EN ISO 15630-1 Yield Strength * - Minimum value 460 N / mm2 Tensile Strength * - Minimum value 483 N / mm2 Strands for Pre-Stressing - DIN EN ISO 15630 and DIN 10138 / BS 896- 1980 Water - Potable water * Minimum value to be considered for routine testing only, for further testing, BS 4449 is to be observed In general, Moderate Sulphate Resistant Cement (MSRC) as per ASTM C 150, type 2, shall in general be used for all concrete works. Cement shall be of recent manufacture and shall be used within a period of 3 months from production. In other areas, where no aggressiveness of soil is proven by soil investigation, Ordinary Portland Cement (OPC) may be used after FEWA’s written consent and approval. In areas where sulphate resistance is predominantly required as proven by soil investigation, Sulphate Resisting Cement (SRC) or other alternatives can be used after FEWA's written consent and approval. Before use of reinforcement, any matter liable to impair the bond shall be removed from the steel, i.e. dirt, grease, organic matter, rust, etc. Particular care shall be taken to

CIVIL Page 25 of 35 ensure that the reinforcing bars are given the shape (including diameter of curvature), length and position conforming to the reinforcement drawings. Steel fabrics shall be in accordance with DIN-488, Grade B St 500M or equivalent. Steel fabrics shall not be welded or heat-treated in any other way. All edges of lids, recesses, pits, trenches, slabs, etc., shall be protected by angle irons of at least 50 x 50 x 5 mm. All steel structures, angle irons and other related steel parts and steelwork shall be hot- dip galvanised and further corrosion protected with protective coatings. All reinforced concrete in aggressive conditions shall be made completely waterproof by utilising dense concrete satisfying the durability requirements by the applicable standards and the CIRIA Guide. Should the groundwater level be higher than 50 cm below the bottom of the structure, an approved tanking system, considering possible water pressure at relevant depths, shall be applied. Structural parts of foundations as well as other concrete members in touch with soil or reaching into groundwater shall be protected by means of an approved waterproof tanking system, considering possible water pressure at relevant depths. SCREED If required, a min. 40 mm cement screed shall be laid in pits to suitable slope to the sump pit. This shall be finished with a wooden trowel. EARTHWORKS AND EXCAVATIONS The Bidder/Contractor shall carry out all kind of earth and rock-work works required within the Project, either by manpower or use of fuel driven machinery and tools acceptable to FEWA. Works shall include, but not be limited to: Trench excavation for services, including clearing and grubbing, excavation of top soil Demolition of existing structures, removal of obstacles and archaeological findings Backfilling, including replacement of material. The Bidder/Contractor shall fully inform himself concerning the nature of the ground likely to be encountered during operations, and the excavation of ground of any nature and all types of soil likely to be met with and shall be included in his offer. No claims for extras on any account whatsoever shall be accepted. No increase in price for excavation in sand dunes, hard ground or rock, pumping water well point systems, cutting and rein- statement of any concrete, asphalt or tiled surfaces or any other cause shall be granted. This refers also to green areas, where the Bidder/Contractor is obliged to check with the authorities concerned if reinstatement may become necessary. All relevant costs (if any) shall be included in the Contract Price.

CIVIL Page 26 of 35 The trenches shall be located exactly within the approved reservation, the sides shall be straight and free from any sharp material/edges likely to injure the cable or accessories, the bottom shall be firm and of smooth contour and shall be free from any sharp material/ pebbles, etc., and likely to damage the cables. Where trenches pass from a footpath to a roadway, or at other positions where a change of level is necessary, the bottom of the trench shall rise and fall gradually. The Bidder/Contractor shall take all precautions necessary to prevent or minimise damages to road or ground surface due to a slip or breaking away from the sidewalls of the trench. The Bidder/Contractor shall deal with and dispose of water so as to prevent any risk of the cables and other materials, which are to be laid in the trenches being detrimentally affected. He shall provide all pumps, well points and appliances required, and shall carry out all necessary pumping and bailing. The Contract Price shall allow for all such equipment and operations. Excavation in paved side-walks shall be carried out with special care. When removing paving slabs, the Bidder/Contractor shall take the necessary precautions to avoid breakage. All slabs removed during performance of the work shall be re-established or replaced. Where sand dunes exist in the cable routes as finally approved, they shall be cleared to the normal ground level. Where the existing ground level is much higher than the final future ground level, cables shall be laid to a depth measured from the final future ground level. The amount of additional excavation shall be included in the Contract Price. CABLE CROSSINGS Road Crossing At crossing points with highways and roads, the Bidder/Contractor shall provide separate ducts for each cable circuit plus one spare circuit in the required positions. Unless a larger size is considered necessary, ducts shall consist of PVC pipes with a minimum internal diameter of 200 mm and a minimum wall thickness of 5 mm. The pipes shall be encased in concrete grade C 40 providing at least 15 cm cover to the ground and 10 cm between the pipes. Duct marker shall be provided from the start and end of the duct installed in road crossings. The ducts shall be of reinforced concrete laid on lean concrete foundations based on compacted subsoil before being embedded in dense concrete. The ends of the ducts shall protrude at least to a distance of 1.0 m beyond the road or walkway limits. Works shall include all work involved, e.g. cutting and reinstatement of the road according to the requirements of the Municipality or other concerned authorities, coating of the concrete, backfilling, compaction, etc.*

CIVIL Page 27 of 35 The Bidder/Contractor shall clean and prove the ducts by drawing a mandrel of slightly lesser diameter than that of the duct itself immediately before pulling-in cables. Pipes or ducts not used shall be sealed by an approved method before backfilling. Excavation for road crossings shall be carried out in line with the instructions of concerned authorities, targeting to leave at least half of the road open to the traffic at all times. Where asphalt surfaces were broken, the Bidder/Contractor shall either fill up plain concrete from the ducts to the level of the original road build-up, or re-build the road in accordance with the requirements of the concerned authorities. If roadwork are ongoing or scheduled, the Bidder/Contractor shall be bound to co- ordinate all his work for road crossings with the relevant road constructor. The costs for complete reinstatement works after crossing of roads, including topping and reinstatement of the surfaces, are to be borne by the Bidder/Contractor. If the Authorities object to execution of the road crossing as described above, the Bidder/Contractor shall consider other non-destructive methods, such as drilling, or pressing method satisfying the local authorities requirements. In using such methods, due care shall be exercised to locate any underground services which may not be shown on available local authorities records. In case of damage to any such existing services the contractor is responsible for all reinstatement works and consequential damages to the satisfaction of the concerned authorities. CONCRETE SLAB PROTECTION Concrete slab protection shall be provided above the cover tiles in all the sections of the cable trench passing in the roadway. CABLES SUPPORTED ON RACKS OR TRAYS The Bidder/Contractor shall supply all racks, trays and supporting steelwork for the cables supplied and installed under this Contract. Non-magnetic clamps must be used for this purpose, to brace the cables against dynamic impulse forces during short-circuits. The spacing of cable-supporting steelwork shall be to the approval of FEWA. Wherever cables and accessories are installed and exposed to direct solar radiation, sun shields of approved material and design shall be applied and installed. Within the stations, movable footbridges shall be provided in order to enable the Bidder’s/Contractor's and any maintenance personnel to step over the cables; number and design shall be subject to approval. All iron parts such as footbridges, cable-supporting structures, etc., shall be corrosion protected as described hereinafter and shall be properly grounded. This is also valid for all nuts and bolts unless they are of stainless steel.

CIVIL Page 28 of 35 CABLE ENTRANCES AT PITS Special care shall be taken that all cable entries to joint pits, and cables passing fire rated partition walls and sections, whether utilized or not, are durably and permanently sealed against water penetration to the satisfaction of FEWA. All such entrances shall be rechecked and sealed again before issuance of the Final Acceptance Certificate. For this purpose, a complete multi cable transit system adaptable to different installation requirements shall be supplied and assembled. The cable sealing system shall consist of galvanized or stainless steel frames or flanges to be fixed at partition wall (fire section) with provision of spares for cables for the final extension of the respective recesses. The steel frames of the sealing system shall be filled with modular packing blocks made out of elastic fire proof and rodent resistant material of different sizes, to accommodate the respective cables passing through the walls. Removable compression plates of end packing press wedges shall seal the complete cable transit system against water pressure and fire. A complete set of different sized cable adapter blocks inclusive tools, tapes, etc., shall be supplied. (Amount and size of spare blocks according to final extension requirement). Each cable, when completely installed, shall have permanently attached to it at each end and at intermediate positions - as may be considered necessary by FEWA – non-corrodible metal plates with the identification number of the cable, voltage, rating, conductor size and make engraved or permanently stamped on. The cable identification numbers shall comply with the cable schedules, which shall be prepared by the Bidder/Contractor according to the actually laid cables. These cable schedules shall indicate the cable numbers, cable sizes, voltage, conductor size, termination and connections at each end of the cable route. All cables in cable pits and at entry to building blocks shall be labeled utilizing the aforementioned type of label. A complete and detailed list of tools and equipment required for sealing the cables shall be submitted. LADDERS Ladders for Link Box Pits, etc., shall be constructed of aluminium stringers and rungs. Stringers shall be of hollow sections 50 x 30 x 3 mm with a width of 450 mm; rungs shall be 20 mm diameter at distances of 0.3 m, and shall be anchored to hooks from the roof slab or in the wall. Isolation material shall be used to avoid contact between dissimilar metals. CABLE ROUTE MARKERS Concrete cable route markers shall be installed after all reinstatement has been carried out. STEEL STRUCTURES

CIVIL Page 29 of 35 The supply and installation of all required hot dip galvanised and suitably painted steel structures for supporting cables, sealing ends near the equipment room, and other installations in relation to the cable laying shall also be included. PAINTING All paint or coating works shall be executed in compliance with this Specification and Manufacturer’sspecificinstructions. DRAINAGE WORKS GENERAL This part of the Specification shall cover all items related to drainage works for the Project. Works shall include all items required for the tendered Project, as well as all auxiliary works. All works shall further be carried out in full compliance with all local rules and regulations and the Specification shall further be read, if applicable for the Project. The work to be carried out under this Article comprises various kinds of drainage culverts, pipes, and the like, including all accessories such as inspection shafts, etc., if not otherwise specified. Upon architectural design the Bidder/Contractor shall prepare a schematic diagram of the drainage system to be executed. The diagram shall show material and dimensions of pipes to be used and the proportion of slope, as well as, the invert level at all connection points. The flow diagram and proposed installation and materials are subject to approval, both of FEWA and the relevant local authorities. MATERIALS Materials and components, which the Bidder/Contractor shall supply and install shall be in accordance with the local regulations and standards acceptable to FEWA. They shall be standardised and adequate for the purpose required. Culverts, frames, gullies, manhole covers, sand, grease and petrol traps, shall be of ductile iron and shall be coated with a protective coating of tar-based composition. The minimum quality requirements of the drainage pipes, unless as required by design analysis for such, shall be as follows: Above ground drainage pipes shall be UPVC complying to BS 4514 or equivalent with solvent welded joints / push fit rubber ring joints.

CIVIL Page 30 of 35 Waste branch pipes shall be UPVC/ABS/MUPVC complying to BS 3505/3506/5255 or Polypropylene complying to BS 5254 or equivalent with solvent welded joints/push fit rubber ring joints. Under ground drainage pipes shall be UPVC complying to BS 4660 or equivalent with solvent welded joints / push fit rubber ring joints. Under ground drainage pipes between Manholes shall be UPVC Class-16 with solvent welded joints / push fit rubber ring joints. Above ground rain water pipes shall be UPVC complying to BS 4576 or equivalent with solvent welded joints / push fit rubber ring joints. The exposed rain water pipes shall be painted, matching the surrounding finish, subject to FEWA’s approval. However, underground rain water pipes shall be same as underground drainage pipes specified above. Pre-cast concrete pipes, if applicable, shall comply to British Standards, Code of Practice (BS CP) 556. EXECUTION Special care shall be taken to avoid any damage during transport, loading and off- loading, storage, etc. Storing of pipes along side trenches shall be done only for the shortest time possible before placing into the trench. All pipes shall be checked for defects and damages prior to placing. Manual and mechanical tools and hoist for lifting and lowering of pipes shall allow for smooth and continuous moving. During connection of pipe sections, the contact surfaces carrying sealing compounds shall be kept clean; all open ends for later connections shall be closed to avoid entering of soil or other contamination into the bores. After placing, each pipe section shall be thoroughly checked as to alignment, level and slope. Pipe supports shall be constructed to guarantee the uniform transmission of loads. Neither line nor point bearing of loads will be allowed. The bearing section for supported circular profiles shall cover at least an arc of 60° if not otherwise specified. The trench bottom shall not be loosened by any means. If, however, loosening occurs, the loosened soil shall be excavated and replaced by non-cohesive soil, which shall then be compacted, all at the expense of the Bidder/Contractor. Supports in sand or coarse sand shall be executed by forming the bed according to the shape of the pipe to be laid to allow each pipe section support along its full length.

CIVIL Page 31 of 35 Soil not usable for direct pipe laying shall be excavated on the trench bottom to place a supporting layer of sand, coarse sand or concrete, thoroughly compacted. The minimum thickness of such layer shall be 10 cm plus 1/10th of the pipe outer diameter. For concrete supports, a cement-mortar layer shall be applied before placing the pipes, to guarantee a uniform transmission of forces. Connections of through-pipes to inspection chambers or other structures shall be of flexible construction. TESTS AND PROPERTIES The minimum number of tests to be performed shall be as follows: One water tightness test for each diameter of non-reinforced concrete pipe One cracking and crushing test for each diameter of non-reinforced concrete pipe absorption and hydraulic test as per ASTM C 497-75 All drainage lines, joints and fittings must be tested before covering up with sand or approved soil by water and or by smoke Test at site shall be carried out in the presence of FEWA by an approved laboratory. All tests shall be recorded and countersigned by FEWA Representative, if successful. BRACED AND SHEETED TRENCHES (IF APPLICABLE) Open-cut trenches shall be braced and sheeted as may be necessary to protect persons, property, traffic or the work or to prevent caving and harmful sinking. The Bidder/Contractor shall be responsible for any damage done to roads, mains, cables, pipes, sewers, etc., by the execution of the work. When close sheeting is required, it shall be so driven as to prevent adjacent soil from entering the trench either below or through such sheeting. Where sheeting and bracing are used, the trench width shall be increased accordingly. FEWA reserves the right to order the sheeting to be driven to the full depth of the trench or to such additional depths as may be required for the protection of the works. Where the soil in the lower limits of a trench has the necessary stability, FEWA, at his discretion, may permit the Bidder/Contractor to stop the driving of sheeting at some designated elevation above the trench bottom. The granting of permission by FEWA, however, shall not relieve the Bidder/Contractor in any degree from his full responsibility under the Contract. Trench basing must be removed when the backfilling has reached the respective levels of such bracing. Sheeting must be removed after the backfilling has been completed or has been brought up to such an elevation as to permit its safe removal.

CIVIL Page 32 of 35 The cost of furnishing, placing and removing, the sheeting and bracing shall be included in the price bid for the work. DRAINAGE WORK REQUIREMENTS The work to be carried out under this Article comprises various kinds of drainage culverts, pipes and the like, including all accessories such as inspection shafts, etc. if not otherwise specified or as required in the project area. The work also includes supply, transportation, unloading and storage at site and placing according to drawings and specifications of all materials and components connected therewith. ACCESS COVERS Ductile iron access covers and frames shall be according to BS 497, except that the bituminous based protective coating shall not flow or chip when exposed to temperature in the range of 0 °C to 76 °C. Covers shall provide a clear opening of at least 600 mm. Heavy Duty Manhole Covers, Grade-A The access cover shall be suitable for heavy duty, fast moving wheeled traffic. The cover shall be double triangular/square or circular. Heavy duty covers shall be used for main road. Medium Duty Manhole Covers, Grade-B The access cover shall be suitable where heavy commercial vehicle would be exceptional. The cover shall be circular or rectangular. Medium duty covers shall be used for road and parking areas within the building compound. Medium duty covers shall be double sealed type or sealed with GRP sealing plate, if used within 5.0 Metres from the Sub-station Building. Light Duty Manhole Covers, Grade-C The access cover shall be suitable for pedestrian traffic only. The cover shall be rectangular. Light duty covers shall be double sealed type or sealed with GRP sealing plate and shall be used for paved areas inside the building compound. Light Duty Small Covers Access covers for Gully Traps, Valve Chambers, Inspection Chambers, Ventilating Chambers etc. shall be rectangular 300 x 300 mm.

CIVIL Page 33 of 35 Floor Drain Covers Floor drain covers shall be 150x150 mm or 200x200 mm, 0.60 mm thick, PVC, stainless steel or made from brass, chromium plated with strainer and cover. MAINTENANCE ACCESS Vertical drainage pipes at each floor shall be provided with cleaning eyes to each pipe and removable access covers/panels to pipe shaft. The finish of access covers/panels shall be according to FEWA’s approval. EARTHING OF METAL PARTS The Bidder/Contractor shall ensure electrical continuity of all metal parts installed by him. DESCRIPTION OF SANITARY SEWER Sanitary sewage from the building shall be collected in septic tank. The cleaned water shall then be disposed of in soakage pits. The whole sanitary sewer drainage system operates in gravity flow. Note: In case a public sewer is existing, only the respective connection must be provided. SEPTIC TANKS For the treatment of sanitary sewage, adequately sized septic tanks shall be constructed of cast in place concrete. They shall have approximately 3 chambers. Two manholes with cover and ventilation shall be provided above the end chambers for cleaning with mobile pump. Before the outlet in the last chambers, a screen board shall be provided to prevent the passage of floating matter into the discharge pipe. The size of septic tanks shall be based on a number of people assumed to be in the LDC Building in any frame of time and as per design analysis for such requirements. DISPOSAL OF STORM WATER In case a public storm water system exits, rain water pipes shall be connected; if not, rain water pipes shall be drained by gravel filled away soak pits. INSPECTION OF SEWER LINE All pipelines must be inspected and approved by FEWA before backfilling.

CIVIL Page 34 of 35 The pipeline, which is the straight part connecting between manholes, shall be tested after making the joints for bearing the pressure of a water head of 1.5 m in respect of pipes, as follows: The lower end of the pipe to be tested shall be closed with a solid plug, sealed by mortar or shall be closed by a rubber plug and the upper part of the pipe shall be fitted with a plug having an opening fitted with a funneled-top vertical pipe and then the pipeline shall be filled with water. FEWA will have the authority to make visual inspection of all lines and joints to ensure that there is no leakage. If, in the opinion of FEWA, after test, pipes show any unreasonable sign of moisture, then FEWA shall have the authority to reject or to instruct any measures deemed necessary to rectify such work at the Bidder’s/Contractor's expense. Any pipes, which show cracks, holes, or any other defect which FEWA deems to be in excess of a slight nature, FEWA shall have the authority to reject and instruct the Bidder/Contractor to remove and replace in a satisfactory manner. The Bidder/Contractor shall to exercise extreme care in fitting the necessary rubber rings and/or making the cement mortar joint, including connections to manholes and gullies and other appurtenances, in a manner to ensure that no leakage whatsoever occurs from the joints. Should such leakage occur, then the Bidder/Contractor shall remove and refit in a manner to the satisfaction of FEWA. The complete expenses of all tests, replacements and/or reparative work, etc., shall be borne by the Bidder/Contractor. In the event that after installation the pipe fails to meet the line test or other requirements, the Bidder/Contractor shall remove the defective pipe, except as noted below: At the request of the Bidder/Contractor and subject to approval of FEWA, the Bidder/Contractor may encase the defective portion of the pipe with a minimum of 15 cm of Class C 20 concrete, however no additional payment shall be made for this work. TESTING All testing of pipes and fittings shall be done at the cost of the Bidder/Contractor. The Bidder/Contractor shall also bear the cost of the sampling and of any certificate, which may be required. The number of samples as well as the testing procedure to be determined by FEWA. Pipes of different diameters shall be tested according to the requirements, or if not defined, according to the applicable ASTM Standards. The Bidder/Contractor shall test all drainage pipelines, joints, fittings before carrying out haunching or surrounding of pipes or backfilling trenches. The tests shall be carried out for all the drainage pipes and pipes between each two manholes or less in the presence and with the approval of FEWA, considering the following: Drainage pipelines and concrete works shall be clean and dry and the joints not covered with earth.

CIVIL Page 35 of 35 The underground water level shall be at the lowest possible level Air, smoke or water may be used for testing drainage pipe- lines and FEWA reserves the right to carry out the tests by any of the three methods, and the Bidder/Contractor shall comply with such opinion, without claiming any compensation or addition. All plugs should be fixed prior to the testing operation. Drainage pipelines shall be tested at 0.15 bar for 6 hours.
