Regulations require that you follow specific procedures when preparing
hazardous materials and hazardous waste for non-bulk shipment.
This training program covers the job-specific requirements for those who
prepare non-bulk packages for shipment, including:
• Identifying and classifying hazardous materials
• Proper packaging procedures
• Markings and labels
The goal of this program is to teach employees to be aware of the proper
procedures for non-bulk shipments and to respect the potential hazards of
the material they work with to ensure safe transportation.

What is non-bulk packaging?
• A maximum capacity of 450 L (119 gallons) or less as a receptacle for
liquid.
• A maximum net mass of 400 kg (882 pounds) or less and a maximum
capacity of 450 L (119gallons) or less as a receptacle for a solid; or
• A water capacity of 454 kg (1,000 pounds) or less as a receptacle for a
gas.
Proper identification and classification of a hazardous material is important
because it will determine how the material is packaged, labeled, and marked
for shipping.

The identification number begins with “UN” or “NA” as listed in column 4 of the Hazardous
Materials Table.
• UN identification numbers may be used for domestic and international shipment .
• NA identification numbers may only be used for shipments within the United States.
Identification numbers help emergency response personnel identify the material if a
hazardous materials incident occurs.

Most hazardous materials are classified into one of three packing groups according to
their degree of danger. The packing group alerts emergency response personnel to
the degree of hazard associated with the material involved.
• Packing Group I means great danger.
• Packing Group II is for medium danger.
• Packing Group III represents minor danger.

Hazard Class Labels are very similar to placards in design and shape. They
are attached to the outside of the package to warn you of the contents inside.
Hazard warning labels are required on most non-bulk packages and some
bulk containers. They identify the primary and secondary hazards of the
material and may give handling information.
Column 6 of the Hazardous Materials Table lists what labels are required on
hazardous material packages.

The information communicated by shipping papers, placards, markings, and
labels is used by the many people who come in contact with the shipment.
This information communicates:
• Whether the material must be segregated during transportation or storage,
• The route the vehicle may take,
• Procedures emergency response personnel need to follow,
• The safety and health risks for anyone who comes in contact with it, and
more. Basically, it tells you what the contents are and their potential
hazards.
