FOREWORD
Here is another edition of Digest of Local Government Statistics for year
2017, an annual publication by the State Bureau of Statistics aimed at
presenting information on the activities of the sixteen (16) Local Governments,
the Local Government Training School, Ilawe – Ekiti and the Local
Government Service Commission, Ado - Ekiti.
This publication, which is the sixth (6th
) in the series, is divided into eight
sections covering Population and Land Mass, Personnel Records, Public
Finance, Infrastructure and Public Utilities, Self Help/Community Development
Projects, Hotels and Tourist centres, Traditional Institution and Political
Structure, Agricultural and other major products as well as Public health of each
Local Government in Ekiti State for the year 2017.
The data set and information on the inter-relationship of basic socio-
economic indicators affecting development at the various Local Government
levels were considered. Some diagrammatic illustrations in form of graphs and
charts were used for easy assessment and appreciation of the varied results.
This publication will no doubt be of immense relevance not only to the
Government and decision makers but also to Researchers, Planners, Organized
Private Sector and Local/International Donor Agencies.

SECTION ONE: POPULATION AND LAND MASS
1.1 POPULATION
This section displays the population and land mass of all the 16 Local
Governments in Ekiti State. Using the 2006 population census conducted
March/April 2006 as the base year; projection was done for year 2015, 2016,
2017, and 2018 respectively. The total population of Ekiti which was 2,398,957
in 2006 rose to 3,225,365 in 2015 and further to 3,438,537 in 2017. Through all
the years, Ado Local Government has the highest population with 483,099 for
2017 representing 14.05% followed by Ijero Local Government with 314,459
(9.15%) of the total population and Ekiti West with 254,546 (7.40%) of the total
figure for 2017 while Ilejemeje has the least population figure with 61,594
amounting to 1.79% of the population for year 2017.
It is worthy to note that except for Ikere and Efon Local Governments,
the male population is higher than their female counterpart in all Local
Governments. Thus, the record revealed that there are more male in Ekiti State
than female. This is shown in table 1.2.
1.2 LAND MASS
The total land mass of Ekiti is 5805.843km2
of which Ikole Local
Government has the highest landmass with 874.94km2
which represents about
15.07% of the State Land Mass seconded by Oye Local Government with
661.91km2
(11.40%). Ado Local Government occupies 345.25km2
(5.95%) as
the 9th largest land mass, while Ilejemeje Local Government with 96.96km2
(1.67%) has the smallest land mass in Ekiti State. This is presented in a bar
chart shown below.

1.3 DISTANCE OF LOCAL GOVERMENT HEADQUARTERS TO
THE STATE CAPITAL
The distance (in kilometer) from each of the Local Government
headquarters to the State capital shows that Ekiti East (Omuo) is the farthest
with 64.65km seconded by Ikole Local Government with 49.85km, Efon Alaaye
is the third farthest with 47.00km while Ikere and Ekiti S/W(Ilawe) are the
closest towns to the State capital (Ado – Ekiti) with 13km each.

SECTION TWO: PERSONNEL RECORDS
2.1 PERSONNEL DISTRIBUTION BY AGE
This section contains detailed information about the staff for all 16 Local
Government Councils in Ekiti State for the year 2014. The local government
service currently has a staff strength of 17,605of which 523 (3.06%) represented
people below age 20 years, 412 (2.41%) were between the age 20-24 years, 635
(3.72%) were between 25-29 years, 2,416 (14.16 %) were between 30-34 years,
2,997 (17.45 %) were staff between 35-39 years, 3,760 (22.03%) were between
40-44 years old, 3,045 (17.84%) were between 45-49 years of age, 2,261 (13.25
%) were between 50-54years, 917 (5.37%) were between 55-59 years, 60 years
and above were just 119 (0.70%). This is shown in the table and graph below;

Generally, females were more in the Local Government service with
9,320 (54.61%) than their male counterparts with 8,419 (45.39%).
2..2 PERSONNEL DISTRIBUTION BY NATURE OF APPOINTMENT
The table below shows that 17,057 (99.95%) of the total no of staff of the Local
Government are on permanent appointment while 4 (0.02%) of the total staff
strength are on contract appointment.

2.3 PERSONNEL DISTRIBUTION BY QUALIFICATION
Total Graduates in the Local Government Service is 3,574 which accounted for
20.94% of the total staff strength. There were 6,689 non graduates above school
certificate level which represents 39.20% of the Local Government staff.
Those with school certificate and below were 6,802 represented 39.86 %. See
the table below

2.4 OFFICERS LEAVING SERVICE
A total of 213 Local Government staff of which 111 were male left the
service due to one reason or the other in 2017. For instance, the highest number
i.e 92 (43.19%) left the service on voluntary retirement. This is followed by
those who left on compulsory retirement numbering 82 (38.50%). Others were
death and resignation which accounted for 12.21% and 6.10 % respectively. The
bar chart below shows the graphical presentation.

2.5 PERSONNEL STATISTICS BY GENDER AND TRAINING PROGRAMME
ATTENDED IN 2017
A total of 1230 staff attended one training or the other in the year under
review with 422 males and 808 females. Out of this total, 1120 (91.06%) staff
attended Local Service Training School. Others were 110 (8.94%) who went for
study leave with pay.

SECTION THREE: FINANCE
3.1 REVENUE GENERATED
This sub-section, discusses the revenue generated by each Local
Government for the reference year-2017.
From record gotten, all the sixteen (16) Local Governments got their
highest revenue from the Federal allocation with N21.73b or 90.71% of the total
revenue. FAAC Augumentation was N1.08b or 4.51% followed by VAT of
N685m or 2.86%. IGR amounted to N198m or 0.83%, statutory allocation was
N32.3m or 0.13% and others were N229m or 0.96%. See Table 3.4 for further
details.

3.2 BUDGETARY PERFORMANCE IN EKITI STATE
Record gathered on budget performance in respect of sectors displays that
the Economic sector got N4.74b (57.28%), followed by General Administration
with N1.61b (19.51%). Social sector had N1.1b (12.94%), Environmental
Sector accounted for N849m (10.26%) and others had N1.26m or (0.02%).

3.3 RECURRENT BUDGET PERFORMANCE
Irepodun/Ifelodun Local Government estimated N319m but eventually
spent N901m, representing 282.91% performance, Ekiti South West Local
Government estimated N1.71b but spent N1.64b i.e 96.13% of the budgeted
amount, Efon Alaaye Local Government, estimated N1.38b but spent N1.21b
thereby achieving 87.34% of its recurrent budget for the year. All other Local
Governments with the exception of Ikere, Ekiti West and Ise/Orun achieved
above 50% of their recurrent budget for the year 2017. Table 3.1 sheds more
light on this.
3.4 CAPITAL BUDGET PERFORMANCE
From the records gotten, it is observed that Ekiti South-West Local Government
estimated N2.85b but spent N2.43b which is 85.19% performance, Ikere Local
Government estimated N382m but spent N283m which is 74.11% performance
and Ekiti West Local Government estimated N771m but spent N352m which is
45.66% performance. All other Local Government achieved far less than 50%
of their capital budget for the year 2017. Table 3.1 sheds more light on this.

SECTION FOUR: INFRASTRUCTURE AND PUBLIC UTILITIES
This section discusses the distribution of infrastructure and public utilities
such as Roads, Water sources, Electricity etc among Local Governments in
Ekiti State for the year 2017.
4.1 ROAD NETWORK
SUMMARY OF ROAD CONSTRUCTION IN EKITI STATE LOCAL
GOVERNMENTS IN 2017

The table above shows the summary of roads construction in all the
sixteen Local Governments in the State by category in the year under review. It
is worthy of note that existing road covered about 992.81km (70.28%), while
additional 284km (20.10%) were newly constructed. Also, 135.81km (9.61%)
roads were rehabilitated during the year. This makes a total of 1,412.62km road
network across all the sixteen (16) Local Governments in the State.
4.2 VILLAGES CONNECTED BY ELECTRICITY, 2017
Out of the 59 Towns and villages served with electricity as at 2017, the
State Government (Electricity Board) sponsored 24 (40.68%) towns/villages,
Local Government sponsored 26 (44.07%) towns/villages, PHCN sponsored 9
(15.25%) towns/villages. There was no record of community sponsored
electricity as displayed in the table below and the chart that followed.

The table above shows that out of 719 communities being served by
water in 2017, a total of 336 (46.73%) communities got served with hand dug
well, 165 (22.95%) communities were served with Bore hole, 88 (12.24%)
communities used spring/stream as their source of water supply, 58(8.07%)
communities were served with pipe borne water, 51 (7.09%) communities had
rivers as their source of water and 7 (0.97%) communities were served with
other sources not specified.

SECTION FIVE
SELF HELP/COMMUNITY DEVELOPMENT FACILITIES
This section discusses the self-help/community development facilities
executed and enterprises in different Local Government of Ekiti State. Record
gathered indicated that there were 13,196 Community Development facilities
in various communities in Ekiti State such as Pharmacy shops, Motor parks,
Open stalls, Saw mills, Bakery, Town halls, etc. See details in the table below

SECTION SIX: HOTELS AND TOURIST CENTRES
6.1 HOTELS
Hotels and Tourist Centres are places where people can visit for
relaxation, playing and amusements. They equally provide
lodging/accommodation facilities, etc. Hotels and Tourist Centres also serve as
source of revenue for the government.
There were 153 functional and 3 non-functional hotels in Ekiti State in 2017.
Ado Local Government had the highest number of hotels (41) and Ilejemeje had
the least number of hotels (1). The functionality is presented in the table below
with graphical illustration.

6.2 TOURIST CENTRES
A total of 33 tourist centres were recorded in Ekiti state in the year 2017 of
which 31(93.94%) are functional and 2 (6.06%) are non-functional. Oye Local
Government had the highest number of 8 Tourist centres while Gbonyin local
Government had the least number of 1 toursist centre. Ekiti West, Ikere and
Irepodun/Ifelodun Local Governments had 2 Tourist centres each. The summary
information on the functionality of the Tourist Centres is presented in the table
below and illustrated graphically for further information;

SECTION SEVEN: TRADITIONAL INSTITUTION AND
POLITICAL STRUCTURE
7.1 TRADITIONAL INSTITUTION
This section of the publication focuses on the traditional settings and
political structure in the Local Government areas of Ekiti State as at 2017.
Record on traditional rulers received showed that there were 33 (25.38%) first
class traditional rulers, 35 (26.92%) second class traditional rulers and 62
(47.69%) third class traditional rulers. This is presented in the table and pie
chart below;

7.2 POLITICAL STRUCTURES
The number of Local Government political appointees classified by
gender and local government is presented in the table and bar chart shown
below. The record showed that 27 (11.54%) were female and 207 (88.46%)
were male out of 234 appointees in the year 2017.

Out of the 177 political wards in the State, Ado Local Government
had the highest number of 13 wards, followed by Ekiti East, Ijero, Ikole and
Oye with 12 wards each while Ekiti S/W, Ekiti West, Ido/Osi, Ikere,
Irepodun/Ifelodun and Moba Local Government have 11 wards each; and Efon
Alaaye, Emure, Gbonyin, Ilejemeje and Ise/Orun Local Governments have 10
wards each.
There were 207 number of polling units in Ado Local Governments
which was the highest, followed by Oye with 190 polling units and Ekiti S/W

Local Government with 188 polling units. Ikere had 87 polling units which was
the least number among Local Government Areas of the State.
The table below shows the list of Local Government Chairmen for the
year 2017 and of all the 16 Local Government areas, only Gbonyin Local
Government has a female chairman.

SECTION EIGHT: AGRICULTURAL AND OTHER MAJOR
PRODUCTS
8.1 AGRIC PRODUCTS
In this section, major foods, cash crops and other products found in each
Local Government were presented. The table of analysis showed that yam,
cassava and maize were predominant in all the local Government of Ekiti State;
Kolanut could be found in Ekiti East, Ekiti West, Emure, Ido/Osi, Ikere,
Irepodun/Ifelodun, Ise/Orun, Moba and Oye Local Governments. Rice was
predominant in Efon Alaaye, Ekiti West, Emure, Ikere and Irepodun/Ifelodun
Local Governments.

Record also indicated that Coca could be found in Ado, Ekiti West,
EkitiS/W, Emure, Ido/Osi, Ikere, Irepodun/Ifelodun, Ise/Orun and Oye Local
Governments while Oil palm is found in Ekiti S/W, Gbonyin, Irepodun/Ifelodun

Local Governments of Ekiti State. See the above table for details.
8.2 HANDCRAFTS
The people of various Local Governments in the State are blessed with
handcrafts most of which are shown in the table below. Blacksmithing is
predominant in Ado, Ekiti East, Gbonyin, Ido/Osi, Ikere, Irepodun/Ifelodun and
Moba Loca Governments as Mat Weaving can be found in Efon Alaaye, Ekiti
S/West, Ekiti West, Emure and Ijero Local Government. Also Pottery can be
found in Ikole, Oye and Ilejemeje Local Governments.

9.1 HEALTH FACILITIES
From the record gotten, a total of 203 health facilities are currently available in
Ekiti state. Of this 203 health facilities, 177 (87.19%) are owned by the
government while the remaining 26 (12.81%) are owned by private individuals
or corporation. This is displayed in the table and graph below;

9.2 HEALTH WORKERS
For the year 2017, a total of 2,522 health workers were recorded of which 242
(9.60%) are males and 2280 (90.40%) are females. It can therefore be said
categorically that the health sector have more female workers than male.

Digest of Local Government Statistics 2017 Ekiti State Bureau of Statistics 5 SECTION ONE: POPULATION AND LAND MASS 1.1 POPULATION This section displays the population and land mass of all the 16 Local Governments in Ekiti State. Using the 2006 population census conducted March/April 2006 as the base year; projection was done for year 2015, 2016, 2017, and 2018 respectively. The total population of Ekiti which was 2,398,957 in 2006 rose to 3,225,365 in 2015 and further to 3,438,537 in 2017. Through all the years, Ado Local Government has the highest population with 483,099 for 2017 representing 14.05% followed by Ijero Local Government with 314,459 (9.15%) of the total population and Ekiti West with 254,546 (7.40%) of the total figure for 2017 while Ilejemeje has the least population figure with 61,594 amounting to 1.79% of the population for year 2017. It is worthy to note that except for Ikere and Efon Local Governments, the male population is higher than their female counterpart in all Local Governments. Thus, the record revealed that there are more male in Ekiti State than female. This is shown in table 1.2. 1.2 LAND MASS The total land mass of Ekiti is 5805.843km2 of which Ikole Local Government has the highest landmass with 874.94km2 which represents about 15.07% of the State Land Mass seconded by Oye Local Government with 661.91km2 (11.40%). Ado Local Government occupies 345.25km2 (5.95%) as the 9th largest land mass, while Ilejemeje Local Government with 96.96km2 (1.67%) has the smallest land mass in Ekiti State. Digest of Local Government Statistics 2017 Ekiti State Bureau of Statistics 6 1.3 DISTANCE OF LOCAL GOVERMENT HEADQUARTERS TO THE STATE CAPITAL The distance (in kilometer) from each of the Local Government headquarters to the State capital shows that Ekiti East (Omuo) is the farthest with 64.65km seconded by Ikole Local Government with 49.85km, Efon Alaaye is the third farthest with 47.00km while Ikere and Ekiti S/W(Ilawe) are the closest towns to the State capital (Ado – Ekiti) with 13km each. The local government service currently has a staff strength of 17,605of which 523 (3.06%) represented people below age 20 years, 412 (2.41%) were between the age 20-24 years, 635 (3.72%) were between 25-29 years, 2,416 (14.16 %) were between 30-34 years, 2,997 (17.45 %) were staff between 35-39 years, 3,760 (22.03%) were between 40-44 years old, 3,045 (17.84%) were between 45-49 years of age, 2,261 (13.25 %) were between 50-54years, 917 (5.37%) were between 55-59 years, 60 years and above were just 119 (0.70%). For instance, the highest number i.e 92 (43.19%) left the service on voluntary retirement. This is followed by those who left on compulsory retirement numbering 82 (38.50%). Digest of Local Government Statistics 2017 Ekiti State Bureau of Statistics 1 2 SECTION THREE: FINANCE 3.1 REVENUE GENERATED This sub-section, discusses the revenue generated by each Local Government for the reference year-2017. From record gotten, all the sixteen (16) Local Governments got their highest revenue from the Federal allocation with N21.73b or 90.71% of the total revenue. FAAC Augumentation was N1.08b or 4.51% followed by VAT of N685m or 2.86%. IGR amounted to N198m or 0.83%, statutory allocation was N32.3m or 0.13% and others were N229m or 0.96%. See Table 3.4 for further details. Fig. C1 3.2 BUDGETARY PERFORMANCE IN EKITI STATE Record gathered on budget performance in respect of sectors displays that the Economic sector got N4.74b (57.28%), followed by General Administration with N1.61b (19.51%). Social sector had N1.1b (12.94%), Environmental Sector accounted for N849m (10.26%) and others had N1.26m or (0.02%).

Digest of Local Government Statistics 2017 Ekiti State Bureau of Statistics 1 3 3.3 RECURRENT BUDGET PERFORMANCE Irepodun/Ifelodun Local Government estimated N319m but eventually spent N901m, representing 282.91% performance, Ekiti South West Local Government estimated N1.71b but spent N1.64b i.e 96.13% of the budgeted amount, Efon Alaaye Local Government, estimated N1.38b but spent N1.21b thereby achieving 87.34% of its recurrent budget for the year. All other Local Governments with the exception of Ikere, Ekiti West and Ise/Orun achieved above 50% of their recurrent budget for the year 2017. Table 3.1 sheds more light on this. 3.4 CAPITAL BUDGET PERFORMANCE From the records gotten, it is observed that Ekiti South-West Local Government estimated N2.85b but spent N2.43b which is 85.19% performance, Ikere Local Government estimated N382m but spent N283m which is 74.11% performance and Ekiti West Local Government estimated N771m but spent N352m which is 45.66% performance. All other Local Government achieved far less than 50% of their capital budget for the year 2017. Table 3.1 sheds more light on this. Fig. C2

Digest of Local Government Statistics 2017 Ekiti State Bureau of Statistics 1 4 SECTION FOUR: INFRASTRUCTURE AND PUBLIC UTILITIES This section discusses the distribution of infrastructure and public utilities such as Roads, Water sources, Electricity etc among Local Governments in Ekiti State for the year 2017. 4.1 ROAD NETWORK SUMMARY OF ROAD CONSTRUCTION IN EKITI STATE LOCAL GOVERNMENTS IN 2017 Table D1 The table above shows the summary of roads construction in all the sixteen Local Governments in the State by category in the year under review. It is worthy of note that existing road covered about 992.81km (70.28%), while additional 284km (20.10%) were newly constructed. Also, 135.81km (9.61%) roads were rehabilitated during the year. This makes a total of 1,412.62km road network across all the sixteen (16) Local Governments in the State. 4.2 VILLAGES CONNECTED BY ELECTRICITY, 2017 Out of the 59 Towns and villages served with electricity as at 2017, the State Government (Electricity Board) sponsored 24 (40.68%) towns/villages, Local Government sponsored 26 (44.07%) towns/villages, PHCN sponsored 9 (15.25%) towns/villages. There was no record of community sponsored electricity as displayed in the table below and the chart that followed. They equally provide lodging/accommodation facilities, etc. Hotels and Tourist Centres also serve as source of revenue for the government. There were 153 functional and 3 non-functional hotels in Ekiti State in 2017. Ado Local Government had the highest number of hotels (41) and Ilejemeje had the least number of hotels (1). The table of analysis showed that yam, cassava and maize were predominant in all the local Government of Ekiti State; Kolanut could be found in Ekiti East, Ekiti West, Emure, Ido/Osi, Ikere, Irepodun/Ifelodun, Ise/Orun, Moba and Oye Local Governments. Rice was predominant in Efon Alaaye, Ekiti West, Emure, Ikere and Irepodun/Ifelodun Local Governments.
