2. SUMMARY OF PROJECT PROGRESS SINCE THE
START
Relevant country background
Turkmenistan is one of the most politically isolated countries in the
world. The importance of Turkmenistan in Central Asia is crucially
linked to its vast energy reserves.
Since independence, Turkmenistan has experienced limited political
reform and the nature of the relation between government and
citizens has changed little over the past sixteen years.
On 21 December 2006, President Niyazov died unexpectedly and
the powers of acting president were transferred by the National
Security Council to Gurbanguly Berdymukhammedov, at the time
First Deputy Chairman of the Cabinet of Ministers. The People’s
Council (Halk Maslahati) amended the constitution to legitimise the
succession, and selected six candidates to stand in the presidential
elections set for 11 February 2007. Berdymukhammedov was
elected president of Turkmenistan.
As president, Berdymukhammedov has pledged to reverse some of
the most unpopular social policies (pensions, education, health)
enacted by his predecessor after 2002. He has also maintained that
he would continue many of the other policies of Niyazov in the
social sphere (notably free of charge provision of gas, electricity
and water to all citizens within certain parameters).
From the very beginning of its independent statehood,
Turkmenistan has proclaimed and maintained a foreign policy of
neutrality. Nevertheless, the credibility of Turkmenistan’s self
proclaimed foreign policy strategy of neutrality was severely tested
in the most recent political crisis (February 2008) with Iran, after
Turkmenistan unilaterally and suddenly cut gas supplies to a
brother Muslim state, Iran. The crisis resulted in rising security
tensions in the border region between the two countries.
Turkmenistan is rich in energy resources. Oil and gas revenues
have been steadily growing as a result of favourable international
market prices. Both official statistics and international statistics
claim double digit annual growth rates for the economy. However,
official statistics and estimates by international organisations
diverge significantly on the exact annual GDP growth rates, with a

range varying from 10% to over 20 % annual growth, the higher
rates being claimed by official statistics.
The second largest revenue source, after oil and gas, is agriculture.
Main revenue crops are cotton, which is cultivated for exports, and
wheat. Though private ownership of agricultural land was legalised
in 1997, the state continues to apply strict controls on agricultural
production.
Much of the revenue from the exports of oil, gas and cotton is
primarily invested in the construction of palaces, water fountains,
parks to embellish the main cities, most notably Ashgabat. These
lucrative construction projects are awarded to foreign companies
which make use of foreign workers and thus do not generate jobs
for the local population.
As with other Central Asians countries, independent Turkmenistan
has inherited a basic social infrastructure from the Soviet Union.
This infrastructure, even in present times, continues to provide the
local population with essential communal services (public water,
electricity, gas). However, Turkmenistan due to its peculiar climatic
features (desert covers over half of the country) and geographic
location experiences shortages with its supply of drinking water.
Unlike other Central Asian republics, Turkmenistan
telecommunication and postal services are significantly
underdeveloped. Only a very small percentage of the population
(less than 1%) has regular access to Internet. Mobile phone users
are few. Licenses were never granted by the Ministry of
Communications to international postal services, such as DHL or
FedEX.
Although state revenue from oil and gas exports has steadily
increased in recent years, household incomes remain low and the
purchasing power of the local population is actually declining.
Salaries of public servants have been increased by an average of
10% during 2007 but the inflation rate in the same year is
estimated at approximately 20%.
The commercial foreign exchange rate for the US$ has been
liberalised with the establishment of private foreign exchanges
points in Ashgabat and other main cities which has annulled the
exchange rate gap between black market and official rate, resulting
in the sizable shrinking of this currency black market.

Current state of affairs in the relevant sector
The International Technical Assistance Co-ordinating Unit (ITACU),
which is a separate department of the administration of the Cabinet
of Ministers, holds responsibility for co-ordinating all EU technical
assistance to Turkmenistan.
In December 2007, the director of ITACU, Mr. Palvan Taganov, was
appointed as Chairman of the national Chamber of Commerce and
Industry and ever since the position of director has remained
vacant.
During February 2008, Mr Khojamyrat Geldimuradov, the National
Co-ordinator, was appointed to the new position of Minister of
Finance, following the political decision to split the former Ministry
of Finance and Economy in two separate entities: Ministry of
Finance and Ministry for Economic Development. Mr. Gurbamurat
Gurbanmuradov, formerly Deputy Minister of Economy and
Finance, was appointed to the new position of Minister for
Economic Development.
The ITACU is supported by an EC-funded technical assistance
project under the Tacis Action Programme (AP) 2005: Support to
National Co-ordinating Unit, widely referred to with the acronym
TANCU. The TANCU project has, since its first inception in 2000,
provided not only capacity building assistance to the national
authority in the programming dialogue with the EC, but also, due
to the lack of more appropriate structures on the ground, has
provided direct support to the Commission, notably in the spheres
of information analysis, co-ordination with other donors and
logistics.
A National Tempus Office (NTO) is also operating and is temporarily
located in the premises of TANCU. Besides co-ordinating the
Tempus activities in-country, the NTO is also involved in providing
support to the management of the ERASMUS External Co-operation
Window.
In late January 2008, the Ministry of Foreign Affairs (MFA)
appointed a national direct counterpart to the EHP in the person of
the First Deputy Minister, Mr Vepa Hadjiev. The latter also holds
responsibility for relations with all EU institutions at a political level
and will be the main interlocutor for the Caspian Programme as

well. The appointment of Mr Hadjiev to these new responsibilities
has, however, not yet been confirmed through official written
communication (verbal note) by the MFA.
Weekly meetings of the EU Member States Missions take place
every Thursday at the French Embassy (which represents the
Slovenian Presidency of the Council). EHP and TANCU are regular
participants to the meetings.
Co-ordination among donor missions and projects in the field is not
structured. Occasional donor co-ordination meetings are convened
by the UN Resident Co-ordinator Office. Information sharing is
more often carried out through informal contacts.
The donor community is small in Turkmenistan. Only the United
Nations (UN) family (UNDP,UNICEF, UNHCR,UNODC,UNFPA), the
Organisation for Security and Co-operation in Europe (OSCE), have
permanent full-fledged missions. The European Bank for
Reconstruction and Development (EBRD) has a small country
office. The United States Agency for International Development
(USAID) has a country representative office, with one international
director, a part-time international information officer, and four full-
time national technical staff (economics, health, civil
society/democracy, education). The Asian Development Bank
(ADB), International Organisation for Migration (IOM), World Health
Organisation (WHO) and the World Bank (IBRD) have liaison
offices. No bilateral aid agencies, except for USAID, are
represented in the country.
The Tacis AP 2005 only started implementation in October 2007
with the TANCU project.
Funded from the same AP is a new Tacis project for 2 million EURO
which is scheduled to start activities in the field, early March 2008.
The project, titled Support to further Economic Reforms and
Sustainable Agricultural Development, which was originally
designed to have two local partner institutions –i.e. Ministry of
Agriculture (MoA) and MoEF- may now face the problematic
situation of having de facto three partner institutions, following the
very recent reallocation of functions previously pertaining to the
MoEF now divided between two ministries- i.e. Ministry of Finance
and Ministry for Economic Development.
The formulation of the first Action Programme (AP 2007) under the
new Development and Cooperation Instrument (DCI) has been
finalised and late February all translated documentation was

transmitted to the Government of Turkmenistan (GoT) for its
signature. The total budget of the AP 2007 is 6 million EURO.
Priorities are human rights, institutional strengthening and policy
support, education.
Terms of Reference are currently under preparation for two main
projects under the AP 2007: Strengthening the National Capacity of
Turkmenistan to Protect and Promote Human Rights (2 million
EURO) and Support to Modernization of the Education System (1.5
million EURO). The former will be implemented through grant
agreement by United Nations Development Programme (UNDP). For
the implementation of the later, a restricted tender procedure will
be launched by the European Training Foundation (ETF).
Related programmes and other donor activities EC-funded programmes
Tempus
The programme has 14 on-going projects in the country (see annex
5) of which 9 are up to three-year long Joint European Projects
(JEP) funded from the APs 2003, 2004, 2005, 2006. While 5 are
one-year long Standard Complementary Mechanism (SCM) projects.
The JEPs tend to focus on curricular reform, notably modernisation
of curricula, European Credit Transfer System and recognition of
degrees. The SCM projects focus on the second Tempus national
priority, which is governance reform.
Both types of projects have mobility schemes targeting specialists
(from ministries) and teachers. The implementation of the mobility
schemes is severely constrained as selected teachers require final
approval from the International Department of the Ministry of
Education (MoE).
In the early months of 2008, according to the NTO, most teachers
were denied such approval and could therefore not travel abroad.
The next call for proposal, under Tempus IV, is scheduled to take
place in April 2008.
Erasmus Mundus External Cooperation Window
Nine priority areas for co-operation are concerning Turkmenistan.
Notably agricultural sciences; architecture and urban planning;
business and management sciences; education and teacher

training; engineering and technology; geography and geology; law;
medical sciences; social sciences.
The first call for proposal was folded in February 2008 and
Turkmenistan submitted three applications. Evaluation of the
proposals is still on-going.
Policy Advice Programme (PAP)
One project is on-going: Legal reform development: international
arbitration law implemented in partnership with the Ministry of
Justice and the Legal Faculty of the Turkmen State University.
Two new projects are in the pipeline, also funded from the AP
2005: Standards and Certification Development to be implemented
in partnership with “Turkmen Standartlary” and Science,
Technology, Education which will have the Supreme Council for
Science and Technology as the main partner.
EC Thematic Budget Lines
Currently there is only one project being implemented by UNDP in
partnership with the Turkmen Deaf & Blind Society. This is
Promoting Employment Opportunities for Hearing Impaired People
in Turkmenistan. The project has a value of 100 thousands Euro.
The EC has expressed concern about the visibility of this project.
Support to the Development of National Statistics
A new project is due to start in 2008 which is funded from the AP
2005 (track 2). The design of the new project is expected to be
informed by the knowledge acquired during the implementation of
the previous phase (AP 2003) and to focus on building the capacity
of the State Statistics Organisation in the application of modern
and sound techniques in data collection, verification and
classification for the analysis by decision-makers without
duplicating with UNDP activities (see below).
Central Asia Drug Action Programme (CADAP)
This is a regional programme for all 5 Central Asian Republics.
Currently, the third and fourth phases of the programme are being
implemented in parallel (CADAP 3 and 4). The total financial
window for Turkmenistan under CADAP 3 and 4 is approximately
500 thousands EURO.
In Turkmenistan activities include counter narcotics training to
border guards and customs officials, support to local communities

to reduce drug demand along trafficking routes (pilot zone Kunia-
Urgench on the Turkmen-Uzbek border), strengthening of forensic
capacities, supporting the establishment of a drug abuse
monitoring system (DAMOS), further training of Drug Profiling Units
(DPUs) personnel at Turkmenbashi International Airport and
Turkmenbashi Seaport, a drug prevention and treatment project in
the selected prison of Tejen, drafting of an action plan for the
establishment of a sustainable drug information system.
The implementing agency is UNDP.
Border Management Central Asia (BOMCA)
Like CADAP, this is also a regional programme for all 5 Central
Asian Republics. The fifth phase of the programme (BOMCA 5) is
currently under implementation. Under BOMCA 5, activities
implemented or under implementation in Turkmenistan include
reinforcing the Border Crossing Points (BCP) at Kunia-Urgench and
Tinchlik (Turkmen-Uzbek border), integrated border management
and human rights training to border guards and customs also on
the Turkmen-Uzbek border (Farab), support for reinforcing the
Border Guards Dog Training Veterinary Unit in Manysh and the
State Border Service Training Centre in Ashgabat.
EU Water Initiative (EUWI)
The second meeting of the EU-CA Joint Expert Working Group was
held in Bishkek on 30.01.08. At the meeting the initiation of a
national policy dialogue with Turkmenistan on water management
was explored.
Central Asia Invest Projects
The programme is funded under the regional AP 2007. A restricted
call for proposals for the five Central Asian countries with deadlines
mid-February 2008 (concept note) and mid May 2008 (full
application) was launched.
Trans Eurasia Information Network 2 (TEIN 2)
TEIN is an information and communication network linking research
and education communities in different Asian countries with a
large-scale internet connection. TEIN 2 applies the same concept to
the countries of Central Asia. In Turkmenistan, the project partner
will be the Supreme Council for Research and Technology. The
programme will complement the achievements of the current Nato-
funded Silk Highway programme, due to phase-out mid-2008. As
part of the on-going feasibility study, a mission of two international
experts visited Turkmenistan in the last week of February.

EBRD
The EBRD financial portfolio for 2008 is US$ 24 million. The
technical assistance component, involves short-term inputs in the
spheres of prudential management, sourcing opportunities for the
textile sector, financial regulations. Under consideration is the
provision of technical assistance to the State Statistics Committee
and to establish a micro-finance facility through the banks. Pending
the results of the planned visit of EBRD President to Turkmenistan
in mid-March, a technical assistance provision for the establishment
and management of a Foreign Investors Council might be in the
pipeline for the 2009 portfolio.
OSCE
There are about 17 on-going technical assistance projects managed
by OSCE in Turkmenistan during 2008, including one on co-
operation in the areas of security, combating organised crime and
trafficking drugs (complementary to BOMCA/CADAP) and one to
support the implementation of confidence and security building
measures under the Vienna document (exchange of military
information, mutual observation of military activities). Within the
current portfolio, technical assistance is also provided to support
legal reform (drafting legislation on electoral procedures, drafting
Criminal Procedure Code, creating a comprehensive electronic legal
database with the Ministry of Justice).
UNDP
The country programme of UNDP in Turkmenistan is structured
around three thematic areas, notably development of economic and
social policies and plans, basic social services and environment.
Under the first theme UNDP has three on-going capacity building
projects in the areas of statistics –the first to improve government
finance statistics, implemented with the Ministry of Finance, the
second to improve the institutional capacity of the State Statistics
Organisation and the third supports the preparation of a social-
economic statistical guide.
UNICEF
The primary focus of UNICEF activity is primary and secondary
education in the regions (Velayats). In this area UNICEF has
financed the training of core administrative staff of the MoE in the

Velayats on budget administration. The training was implemented
by the Institute of Educational Planning. Staff development
recommendations were also produced.
In the area of legal reform, UNICEF works with the National
Institute for Democracy and Human Rights (under the President of
Turkmenistan) to review existing legislation for the juvenile justice
system and to draft new legislation compliant with Turkmenistan
international agreements in this sphere.
With funding from a private foundation (IKEA foundation), UNICEF
also carried out and published a study on working children in
Turkmenistan which can provide a significant analytical input for
the design of future vocational education projects in the country.
USAID
The priorities of USAID intervention are health, education,
economic reforms and civil society development.
In the sphere of education USAID has implemented a four year
project (2003-07)-i.e. Participation Education and Knowledge
Strengthening Project (PEAKS)-which has focused on improving in-
service teacher education, increasing parent and community
involvement in schools and strengthening school management and
financing systems in the regions. A similar five year programme
will be launched by June 2008. Implementer will be the consulting
firm Creative Associates.
In the sphere of economic reforms, the focus has ben on private
sector development in agriculture through the farmer to farmer and
aglinks regional projects. Another area has been financial
accounting standards where USAID has signed a memorandum of
understanding with UNDP.
A new regional programme for the five Central Asian Republics,
including Turkmenistan, and titled Economic Reforms to Enhance
Economic Competitiveness (EREC) is to be launched by the end of
the first half of 2008. A specific objective of the programme is to
provide assistance to strengthen sustainable institutional capacity
for fiscal management.
World Bank (IBRD)
An interim Country Assistance Strategy is under preparation and
will be presented in May 2008.

Short-term technical assistance inputs are presently being provided
in the sphere of foreign exchange policy and anti-money
laundering.
The World Bank is also the implementing agency of the Avian
Influenza Control and Human Pandemic Preparadness and
Response project. The project is funded through the Avian and
Human Influenza Facility (AHI). Half of the budget or
approximately US $ 1 million is financed by the EU Single Donor
Trust Fund.
3. SUMMARY OF PROJECT PLANNING FOR THE
REMAINDER OF THE PROJECT
Mobilisation
The Co-ordinator and Project Director participated in briefing meetings
organised by AIDCO D/2 in Brussels on 14 and 15 January.
The project activities in the field started with the arrival of the Co-
ordinator in Ashgabat on 31 January, one day after obtaining a letter of
invitation from the MFA of Turkmenistan. The TANCU project assisted
with the entry visa applications for the Co-ordinator, his family and the
Assistant Project Director from ABG, Ms Julia Taranenko, who arrived in
Ashgabat on 30 January to support the start-up activities during the first
week.
The start of project activities was co-ordinated by AIDCO D/2 with the
visit of Mr Mario Ronconi, Deputy Head of Unit, who also arrived in the
country on 31 January for a two-day mission.
In addition, the project start coincided with a three-person mission from
the European Training Foundation (ETF) visiting Ashgabat and other
cities to prepare the Terms of Reference of the new project Support to
Modernisation of the Education System (see above, Current State of
Affairs in the Relevant Sector, last paragraph).
On 31 January Mr Ronconi introduced the Co-ordinator to the EU Member
States Representative Missions and on 1 February to the First Deputy
Minister of Foreign Affairs, Mr Vepa Hadjiev, and to the UN permanent
mission in Ashgabat.
On 1 February, the Co-ordinator also participated in a joint meeting with
ETF and a World Bank mission on education together with Mr Ronconi
and Mr Wilson from TANCU.

Office premises
During the second part of January the Deputy Co-ordinator, Ms Valeria
Danilchenko, carried out an initial survey of available options for the
office premises. These were visited by the Co-ordinator and the Assistant
Project Director on 31 January.
Visibility, accessibility, conditions, space and price of the rent are all
equally important criteria in the selection of the office and, as it turned
out, none of the visited premises met the combination of requirements
set by the ToR (section 6.2) with the need for the premises to be
operational before the official opening by Ms Ferrero Waldner,
Commissioner for External Relations, set for 9 April.
The issue of identification of suitable and timely available office premises
for the project was raised by Mr Ronconi in the meeting of 1 February
with Mr Vepa Hadjiev, the First Deputy Minister of Foreign Affairs.
In the two weeks following the meeting, the MFA support has been
crucial in the identification of an appropriate option for the premises,
which were finally identified by 14 February. These are located at the
second floor of the Hotel Mizan, not far from the President Hotel and
UNODC mission in a rapidly developing district of the city where most
foreign embassies, international organisations and government
institutions are to be located in the near future.
The premises have a total space of 306 m², with size of pure office
facilities of approximately 220 m² and belong to the Ministry of Finance.
The rental price is approximately 130.000 TMM /m² and below current
market prices for office space. The office needs small refurbishment,
notably painting of the walls and refitting of the floors, and to be
furnished and equipped. Request for approval of the office facilities,
jointly with all supporting documentation, was submitted to the EC Task
Manager and approved end February.
A contract will be signed in March between the project (which has in the
meantime has been registered as a juridical person) and the Ministry of
Finance. The time estimated for refurbishing and equipping the office is
approximately four weeks, due to the insufficient equipment and
furniture stocks in the country and the need to import most equipment
items.
It is also foreseen that the NTO (2 staff persons) will transfer to the new
premises of the project. This arrangement has been agreed between the
NTO and the Co-ordinator and it is strongly supported by AIDCO D/2 and
Directorate H (Education).

In the interim period the project team is using the office facilities of the
TANCU project.
Non-key experts and support staff
The positions of non key-experts (situation analyst,
translator/interpreter, information officer) were advertised by ABG, with
support from the Deputy Co-ordinator and TANCU, on Neutral
Turkmenistan during January.
Approximately 30 applications were received and interviews with pre-
selected candidates for the three positions of non-key experts were held
between 1 February and 8 February.
Among non pre-selected candidates several met the profiles for the
support staff positions of office manager and receptionist. Candidates for
these positions were interviewed between 8 February and 12 February.
The documentation for approval of the selected non-key experts was
submitted to the EC Task Manager and approved end February.
4. PROJECT PROGRESS IN REPORTING PERIOD

Co-operation with TANCU
A close and fruitful co-operation has been established in the inception
period between the staff of the EHP and the TANCU team.
TANCU has provided the EHP team with a temporary room, furnished and
equipped with telecommunications and one personal computer and
printer. Some technical problems have affected access to internet in the
initial two weeks, but the situation has now modestly improved with the
installation of a TV reception antenna on the roof.
The TANCU Team Leader and the Co-ordinator of the EHP project meet
on a daily basis to share information. Daily contacts also take place
between the two teams.
Both teams genuinely co-operate in raising awareness among local
stakeholders of the role of the new EHP as liaison office between the EC
and the GoT. The liaison, protocol and information functions of the EHP

will become more tangible to the local stakeholders after the separate
office for the EHP is officially opened in early April.
Professional communication
It will be the responsibility of the Co-ordinator to ensure that
communication of the EHP team with local stakeholders, both written and
verbal, meets the expected standards of politeness, accuracy and clarity
while being modulated to the sensitivities of the different range of target
groups that the project activity will address.
In the case of particular institutions, notably the MFA, the practice of
sending advance drafts of written communication for comments before
finalisation, has already been established by the project.
Internal guidelines for classification and dissemination of information will
also have to be established notably in relation to the nature and subject
of information that the EHP will be managing (e.g. confidential vs non
confidential and technical vs political).
Visibility
With facilitation from AIDCO D/2, contacts have already been established
during the inception period with the EC press department in Brussels to
explore legitimate practical options for the regular transfer of information
and visibility materials to the EHP in Ashgabat.
EHP issued its first press release providing information on the purpose,
budget and start date of the Tacis project Support to further Economic
Reforms and Sustainable Agricultural Development.
The issue of EU visibility for EC-funded projects was raised by the Co-
ordinator in a meeting with the UNDP mission.

and economic conditions, with a specific attention to the regions
(Velayats). Updated and regular information on other donor programmes
in the country is also to be provided through this activity.

ACTIVITY 2: SUPPORT TO THE COMMISSION IN PLANNING EC
ASSISTANCE
Key issues
AIDCO will be the direct recipient of this activity and indirect
beneficiaries will be RELEX, DG TREN, DG H. The Country Strategy Paper
(CSP) and Indicative Programme (IP) 2007-10 are finalised and agreed.
The AP 2007 is drafted and has been submitted to GoT for endorsement.
It is anticipated that the project activity in 2008 will therefore focus on
supporting the drafting of project Terms of Reference (ToR) and, pending
signature by GoT of the AP 2007, on supporting the preparation of the
AP 2008.
Expected results
• Planning and programming support provided to the EC
• Improved co-ordination between EC, Member States and other donor
programmes
Sub-activity 2.1 - Providing background analysis for CSPs,
IPs, APs, ToRs
Description: the project team will provide separate analytical inputs on
the aspects of the local policy context which are relevant to the priorities
identified in the CSP and IP 2007-10 to support the preparation of the AP
2008. The project will also support the elaboration of project term of
references by providing detailed background information on the policy
and institutional context of the relevant sectors. Special attention will be
paid to lessons learnt in the relevant sector from the implementation of
past projects.

develop a standardised project review format, in consultation with ROM,
which will collect, assess and classify technical information on on-going
projects on a periodical base between monitors visits.

organisations and diplomatic missions, the public. The approach to
information dissemination needs to be diversified and tailored to the
different target groups, both in terms of dissemination instruments and
quality of contents. It will be of significant importance to progressively
reach the regions beyond the city of Ashgabat.

for sometimes and it is not even installed. The IDEA system requires
regular in-service training inputs to be maintained and is perceived as
not being user friendly. The presentation and contents of information are
also apparently not responsive to the local stakeholder information
requirements. A central database therefore needs to be developed from
scratch based on lessons learnt form previous projects and a clear
identification of the type of information expected by local stakeholders.
The TANCU project has just recently proposed to the National Co-
ordinator a new language (DELPHI) and template for a database on EC
assistance. The proposal will be reviewed by EHP and efforts and
resources will be combined with TANCU to develop one only central
database for EC assistance to be stored in the EHP.

Key issues
Experience shows that too much time and other resources are spent by
new projects to set up functioning office facilities and recruit support
staff in the inception phase. These resources could be used more
efficiently if transitional logistical support is provided in-country and the
projects are facilitated in their initial contacts with the project partners
that, in accordance with the financing agreements, should provide
appropriate office accommodation for the duration of the project but
often are constrained to do so. In addition, projects often need
transitional office support in the final month of implementation.
Expected results
• Improved implementation of the Tacis/DCI programmes
Sub-activity 4.1 - Providing transitional facilities to the
Tacis/DCI projects
Description: transitional accommodation will be provided including
two dedicated working places equipped with two PCs and one printer,
access to telephone line, copier, fax and scanner. Cost of paper and
international telecommunications will be on the budget of the
respective projects. The guest projects will also have access to other
facilities such as database on interpreters/translators, car hire, private
accommodation opportunities, computer and stationary suppliers. The
EHP team will also assist with establishing contacts with project
partners and other relevant stakeholders.

issues; facilitating communication with local partner institutions and
with the respective EC task manager; acting as mediator between
conflicting parties (if there are such).

NTO budget. The location of the NTO in the premises of the EHP will
contribute to enhance the visibility of EC programmes in the country and
enhance their efficiency through better co-ordination and management of

provided to Policy Advice Programme (PAP) projects, IBPP, etc.

5.5 CONSTRAINTS, RISKS AND ASSUMPTIONS
5.5.1 Constraints
We have identified two main constraints that might affect the operation
of the EHP during the implementation phase, at least at an early stage.
The first is related to obtaining, in a timely fashion, the necessary
authorisations from the Ministry of Communications to install a satellite
for high-speed internet communication. The second concerns the freedom
of movement of the staff of the EHP in the regions, outside Ashgabat.
The latter is indeed of crucial importance to the success of some of the
planned activities, notably in the spheres of public information and
situation analysis. In order to overcome these potential obstacles and to
gain the necessary support from the GoT for the full implementation of
the EHP planned activities, the project will build on the good cooperation
already established with MFA during the inception phase by reinforcing
the existing formal and informal communication links with this
institution.
5.5.2 Risks and Assumptions (in addition to those identified
by ToR and methodology & organisation)
Risks
• The juridical status of the EHP (service status as all other
technical assistance projects) becomes an obstacle to co-
operation with MFA
• Role of the EHP is not acknowledged in the ToRs of other
Tacis/DCI projects, notably the right of the EHP to participate in

Description: the information strategy should have two main aims:
make EU programme activities known to the public and
acknowledging the funding from the EU. The strategy will consist of
two main activity components. The first is to facilitate the flows of
information towards the various target groups. The second is to
enhance the visibility of the information materials produced in the

framework of EU assistance. Key target groups, dissemination
instruments, tools to co-ordinate visibility efforts of on-going
Tacis/DCI projects, main outputs, will be identified and defined in

Task Manager, the strategy will be presented in a round-table with
the concerned projects teams.

SUMMARY OF PROJECT PROGRESS SINCE THE START Relevant country background Turkmenistan is one of the most politically isolated countries in the world. The importance of Turkmenistan in Central Asia is crucially linked to its vast energy reserves. Since independence, Turkmenistan has experienced limited political reform and the nature of the relation between government and citizens has changed little over the past sixteen years. On 21 December 2006, President Niyazov died unexpectedly and the powers of acting president were transferred by the National Security Council to Gurbanguly Berdymukhammedov, at the time First Deputy Chairman of the Cabinet of Ministers. The People’s Council (Halk Maslahati) amended the constitution to legitimise the succession, and selected six candidates to stand in the presidential elections set for 11 February 2007. Berdymukhammedov was elected president of Turkmenistan. As president, Berdymukhammedov has pledged to reverse some of the most unpopular social policies (pensions, education, health) enacted by his predecessor after 2002. He has also maintained that he would continue many of the other policies of Niyazov in the social sphere (notably free of charge provision of gas, electricity and water to all citizens within certain parameters). From the very beginning of its independent statehood, Turkmenistan has proclaimed and maintained a foreign policy of neutrality. Nevertheless, the credibility of Turkmenistan’s self proclaimed foreign policy strategy of neutrality was severely tested in the most recent political crisis (February 2008) with Iran, after Turkmenistan unilaterally and suddenly cut gas supplies to a brother Muslim state, Iran. The crisis resulted in rising security tensions in the border region between the two countries. Turkmenistan is rich in energy resources. Oil and gas revenues have been steadily growing as a result of favourable international market prices. Both official statistics and international statistics claim double digit annual growth rates for the economy. However, official statistics and estimates by international organisations diverge significantly on the exact annual GDP growth rates, with a 5
  • 6. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 range varying from 10% to over 20 % annual growth, the higher rates being claimed by official statistics. The second largest revenue source, after oil and gas, is agriculture. Main revenue crops are cotton, which is cultivated for exports, and wheat. Though private ownership of agricultural land was legalised in 1997, the state continues to apply strict controls on agricultural production. Much of the revenue from the exports of oil, gas and cotton is primarily invested in the construction of palaces, water fountains, parks to embellish the main cities, most notably Ashgabat. These lucrative construction projects are awarded to foreign companies which make use of foreign workers and thus do not generate jobs for the local population. As with other Central Asians countries, independent Turkmenistan has inherited a basic social infrastructure from the Soviet Union. This infrastructure, even in present times, continues to provide the local population with essential communal services (public water, electricity, gas). However, Turkmenistan due to its peculiar climatic features (desert covers over half of the country) and geographic location experiences shortages with its supply of drinking water. Unlike other Central Asian republics, Turkmenistan telecommunication and postal services are significantly underdeveloped. Only a very small percentage of the population (less than 1%) has regular access to Internet. Mobile phone users are few. Licenses were never granted by the Ministry of Communications to international postal services, such as DHL or FedEX. Although state revenue from oil and gas exports has steadily increased in recent years, household incomes remain low and the purchasing power of the local population is actually declining. Salaries of public servants have been increased by an average of 10% during 2007 but the inflation rate in the same year is estimated at approximately 20%. The commercial foreign exchange rate for the US$ has been liberalised with the establishment of private foreign exchanges points in Ashgabat and other main cities which has annulled the exchange rate gap between black market and official rate, resulting in the sizable shrinking of this currency black market. 6

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 Current state of affairs in the relevant sector The International Technical Assistance Co-ordinating Unit (ITACU), which is a separate department of the administration of the Cabinet of Ministers, holds responsibility for co-ordinating all EU technical assistance to Turkmenistan. In December 2007, the director of ITACU, Mr. Palvan Taganov, was appointed as Chairman of the national Chamber of Commerce and Industry and ever since the position of director has remained vacant. During February 2008, Mr Khojamyrat Geldimuradov, the National Co-ordinator, was appointed to the new position of Minister of Finance, following the political decision to split the former Ministry of Finance and Economy in two separate entities: Ministry of Finance and Ministry for Economic Development. Mr. Gurbamurat Gurbanmuradov, formerly Deputy Minister of Economy and Finance, was appointed to the new position of Minister for Economic Development. The ITACU is supported by an EC-funded technical assistance project under the Tacis Action Programme (AP) 2005: Support to National Co-ordinating Unit, widely referred to with the acronym TANCU. The TANCU project has, since its first inception in 2000, provided not only capacity building assistance to the national authority in the programming dialogue with the EC, but also, due to the lack of more appropriate structures on the ground, has provided direct support to the Commission, notably in the spheres of information analysis, co-ordination with other donors and logistics. A National Tempus Office (NTO) is also operating and is temporarily located in the premises of TANCU. Besides co-ordinating the Tempus activities in-country, the NTO is also involved in providing support to the management of the ERASMUS External Co-operation Window. In late January 2008, the Ministry of Foreign Affairs (MFA) appointed a national direct counterpart to the EHP in the person of the First Deputy Minister, Mr Vepa Hadjiev. The latter also holds responsibility for relations with all EU institutions at a political level and will be the main interlocutor for the Caspian Programme as 7

The appointment of Mr Hadjiev to these new responsibilities has, however, not yet been confirmed through official written communication (verbal note) by the MFA. Weekly meetings of the EU Member States Missions take place every Thursday at the French Embassy (which represents the Slovenian Presidency of the Council). EHP and TANCU are regular participants to the meetings. Co-ordination among donor missions and projects in the field is not structured. Occasional donor co-ordination meetings are convened by the UN Resident Co-ordinator Office. Information sharing is more often carried out through informal contacts. The donor community is small in Turkmenistan. Only the United Nations (UN) family (UNDP,UNICEF, UNHCR,UNODC,UNFPA), the Organisation for Security and Co-operation in Europe (OSCE), have permanent full-fledged missions. The European Bank for Reconstruction and Development (EBRD) has a small country office. The United States Agency for International Development (USAID) has a country representative office, with one international director, a part-time international information officer, and four full- time national technical staff (economics, health, civil society/democracy, education). The Asian Development Bank (ADB), International Organisation for Migration (IOM), World Health Organisation (WHO) and the World Bank (IBRD) have liaison offices. No bilateral aid agencies, except for USAID, are represented in the country. The Tacis AP 2005 only started implementation in October 2007 with the TANCU project. Funded from the same AP is a new Tacis project for 2 million EURO which is scheduled to start activities in the field, early March 2008. The project, titled Support to further Economic Reforms and Sustainable Agricultural Development, which was originally designed to have two local partner institutions –i.e. Ministry of Agriculture (MoA) and MoEF- may now face the problematic situation of having de facto three partner institutions, following the very recent reallocation of functions previously pertaining to the MoEF now divided between two ministries- i.e. Ministry of Finance and Ministry for Economic Development. The formulation of the first Action Programme (AP 2007) under the new Development and Cooperation Instrument (DCI) has been finalised and late February all translated documentation was 8
  • 9. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 transmitted to the Government of Turkmenistan (GoT) for its signature. The total budget of the AP 2007 is 6 million EURO. Priorities are human rights, institutional strengthening and policy support, education. Terms of Reference are currently under preparation for two main projects under the AP 2007: Strengthening the National Capacity of Turkmenistan to Protect and Promote Human Rights (2 million EURO) and Support to Modernization of the Education System (1.5 million EURO). The former will be implemented through grant agreement by United Nations Development Programme (UNDP). For the implementation of the later, a restricted tender procedure will be launched by the European Training Foundation (ETF). Related programmes and other donor activities EC-funded programmes Tempus The programme has 14 on-going projects in the country (see annex 5) of which 9 are up to three-year long Joint European Projects (JEP) funded from the APs 2003, 2004, 2005, 2006. While 5 are one-year long Standard Complementary Mechanism (SCM) projects. The JEPs tend to focus on curricular reform, notably modernisation of curricula, European Credit Transfer System and recognition of degrees. The SCM projects focus on the second Tempus national priority, which is governance reform. Both types of projects have mobility schemes targeting specialists (from ministries) and teachers. The implementation of the mobility schemes is severely constrained as selected teachers require final approval from the International Department of the Ministry of Education (MoE). In the early months of 2008, according to the NTO, most teachers were denied such approval and could therefore not travel abroad. The next call for proposal, under Tempus IV, is scheduled to take place in April 2008. Erasmus Mundus External Cooperation Window Nine priority areas for co-operation are concerning Turkmenistan. Notably agricultural sciences; architecture and urban planning; business and management sciences; education and teacher 9
  • 10. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 training; engineering and technology; geography and geology; law; medical sciences; social sciences. The first call for proposal was folded in February 2008 and Turkmenistan submitted three applications. Evaluation of the proposals is still on-going. Policy Advice Programme (PAP) One project is on-going: Legal reform development: international arbitration law implemented in partnership with the Ministry of Justice and the Legal Faculty of the Turkmen State University. Two new projects are in the pipeline, also funded from the AP 2005: Standards and Certification Development to be implemented in partnership with “Turkmen Standartlary” and Science, Technology, Education which will have the Supreme Council for Science and Technology as the main partner. EC Thematic Budget Lines Currently there is only one project being implemented by UNDP in partnership with the Turkmen Deaf & Blind Society. This is Promoting Employment Opportunities for Hearing Impaired People in Turkmenistan. The project has a value of 100 thousands Euro. The EC has expressed concern about the visibility of this project. Support to the Development of National Statistics A new project is due to start in 2008 which is funded from the AP 2005 (track 2). The design of the new project is expected to be informed by the knowledge acquired during the implementation of the previous phase (AP 2003) and to focus on building the capacity of the State Statistics Organisation in the application of modern and sound techniques in data collection, verification and classification for the analysis by decision-makers without duplicating with UNDP activities (see below). Central Asia Drug Action Programme (CADAP) This is a regional programme for all 5 Central Asian Republics. Currently, the third and fourth phases of the programme are being implemented in parallel (CADAP 3 and 4). The total financial window for Turkmenistan under CADAP 3 and 4 is approximately 500 thousands EURO. In Turkmenistan activities include counter narcotics training to border guards and customs officials, support to local communities 10

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 to reduce drug demand along trafficking routes (pilot zone Kunia- Urgench on the Turkmen-Uzbek border), strengthening of forensic capacities, supporting the establishment of a drug abuse monitoring system (DAMOS), further training of Drug Profiling Units (DPUs) personnel at Turkmenbashi International Airport and Turkmenbashi Seaport, a drug prevention and treatment project in the selected prison of Tejen, drafting of an action plan for the establishment of a sustainable drug information system. The implementing agency is UNDP. Border Management Central Asia (BOMCA) Like CADAP, this is also a regional programme for all 5 Central Asian Republics. The fifth phase of the programme (BOMCA 5) is currently under implementation. Under BOMCA 5, activities implemented or under implementation in Turkmenistan include reinforcing the Border Crossing Points (BCP) at Kunia-Urgench and Tinchlik (Turkmen-Uzbek border), integrated border management and human rights training to border guards and customs also on the Turkmen-Uzbek border (Farab), support for reinforcing the Border Guards Dog Training Veterinary Unit in Manysh and the State Border Service Training Centre in Ashgabat. EU Water Initiative (EUWI) The second meeting of the EU-CA Joint Expert Working Group was held in Bishkek on 30.01.08. At the meeting the initiation of a national policy dialogue with Turkmenistan on water management was explored. Central Asia Invest Projects The programme is funded under the regional AP 2007. A restricted call for proposals for the five Central Asian countries with deadlines mid-February 2008 (concept note) and mid May 2008 (full application) was launched. Trans Eurasia Information Network 2 (TEIN 2) TEIN is an information and communication network linking research and education communities in different Asian countries with a large-scale internet connection. TEIN 2 applies the same concept to the countries of Central Asia. In Turkmenistan, the project partner will be the Supreme Council for Research and Technology. The programme will complement the achievements of the current Nato- funded Silk Highway programme, due to phase-out mid-2008. As part of the on-going feasibility study, a mission of two international experts visited Turkmenistan in the last week of February. 11
  • 12. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 EBRD The EBRD financial portfolio for 2008 is US$ 24 million. The technical assistance component, involves short-term inputs in the spheres of prudential management, sourcing opportunities for the textile sector, financial regulations. Under consideration is the provision of technical assistance to the State Statistics Committee and to establish a micro-finance facility through the banks. Pending the results of the planned visit of EBRD President to Turkmenistan in mid-March, a technical assistance provision for the establishment and management of a Foreign Investors Council might be in the pipeline for the 2009 portfolio. OSCE There are about 17 on-going technical assistance projects managed by OSCE in Turkmenistan during 2008, including one on co- operation in the areas of security, combating organised crime and trafficking drugs (complementary to BOMCA/CADAP) and one to support the implementation of confidence and security building measures under the Vienna document (exchange of military information, mutual observation of military activities). Within the current portfolio, technical assistance is also provided to support legal reform (drafting legislation on electoral procedures, drafting Criminal Procedure Code, creating a comprehensive electronic legal database with the Ministry of Justice). UNDP The country programme of UNDP in Turkmenistan is structured around three thematic areas, notably development of economic and social policies and plans, basic social services and environment. Under the first theme UNDP has three on-going capacity building projects in the areas of statistics –the first to improve government finance statistics, implemented with the Ministry of Finance, the second to improve the institutional capacity of the State Statistics Organisation and the third supports the preparation of a social- economic statistical guide. UNICEF The primary focus of UNICEF activity is primary and secondary education in the regions (Velayats). In this area UNICEF has financed the training of core administrative staff of the MoE in the 12
  • 13. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 Velayats on budget administration. The training was implemented by the Institute of Educational Planning. Staff development recommendations were also produced. In the area of legal reform, UNICEF works with the National Institute for Democracy and Human Rights (under the President of Turkmenistan) to review existing legislation for the juvenile justice system and to draft new legislation compliant with Turkmenistan international agreements in this sphere. With funding from a private foundation (IKEA foundation), UNICEF also carried out and published a study on working children in Turkmenistan which can provide a significant analytical input for the design of future vocational education projects in the country. USAID The priorities of USAID intervention are health, education, economic reforms and civil society development. In the sphere of education USAID has implemented a four year project (2003-07)-i.e. Participation Education and Knowledge Strengthening Project (PEAKS)-which has focused on improving in- service teacher education, increasing parent and community involvement in schools and strengthening school management and financing systems in the regions. A similar five year programme will be launched by June 2008. Implementer will be the consulting firm Creative Associates. In the sphere of economic reforms, the focus has ben on private sector development in agriculture through the farmer to farmer and aglinks regional projects. Another area has been financial accounting standards where USAID has signed a memorandum of understanding with UNDP. A new regional programme for the five Central Asian Republics, including Turkmenistan, and titled Economic Reforms to Enhance Economic Competitiveness (EREC) is to be launched by the end of the first half of 2008. A specific objective of the programme is to provide assistance to strengthen sustainable institutional capacity for fiscal management. World Bank (IBRD) An interim Country Assistance Strategy is under preparation and will be presented in May 2008. 13

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 Short-term technical assistance inputs are presently being provided in the sphere of foreign exchange policy and anti-money laundering. The World Bank is also the implementing agency of the Avian Influenza Control and Human Pandemic Preparadness and Response project. The project is funded through the Avian and Human Influenza Facility (AHI). Half of the budget or approximately US $ 1 million is financed by the EU Single Donor Trust Fund. 3. SUMMARY OF PROJECT PLANNING FOR THE REMAINDER OF THE PROJECT Mobilisation The Co-ordinator and Project Director participated in briefing meetings organised by AIDCO D/2 in Brussels on 14 and 15 January. The project activities in the field started with the arrival of the Co- ordinator in Ashgabat on 31 January, one day after obtaining a letter of invitation from the MFA of Turkmenistan. The TANCU project assisted with the entry visa applications for the Co-ordinator, his family and the Assistant Project Director from ABG, Ms Julia Taranenko, who arrived in Ashgabat on 30 January to support the start-up activities during the first week. The start of project activities was co-ordinated by AIDCO D/2 with the visit of Mr Mario Ronconi, Deputy Head of Unit, who also arrived in the country on 31 January for a two-day mission. In addition, the project start coincided with a three-person mission from the European Training Foundation (ETF) visiting Ashgabat and other cities to prepare the Terms of Reference of the new project Support to Modernisation of the Education System (see above, Current State of Affairs in the Relevant Sector, last paragraph). On 31 January Mr Ronconi introduced the Co-ordinator to the EU Member States Representative Missions and on 1 February to the First Deputy Minister of Foreign Affairs, Mr Vepa Hadjiev, and to the UN permanent mission in Ashgabat. On 1 February, the Co-ordinator also participated in a joint meeting with ETF and a World Bank mission on education together with Mr Ronconi and Mr Wilson from TANCU. 14

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 Office premises During the second part of January the Deputy Co-ordinator, Ms Valeria Danilchenko, carried out an initial survey of available options for the office premises. These were visited by the Co-ordinator and the Assistant Project Director on 31 January. Visibility, accessibility, conditions, space and price of the rent are all equally important criteria in the selection of the office and, as it turned out, none of the visited premises met the combination of requirements set by the ToR (section 6.2) with the need for the premises to be operational before the official opening by Ms Ferrero Waldner, Commissioner for External Relations, set for 9 April. The issue of identification of suitable and timely available office premises for the project was raised by Mr Ronconi in the meeting of 1 February with Mr Vepa Hadjiev, the First Deputy Minister of Foreign Affairs. In the two weeks following the meeting, the MFA support has been crucial in the identification of an appropriate option for the premises, which were finally identified by 14 February. These are located at the second floor of the Hotel Mizan, not far from the President Hotel and UNODC mission in a rapidly developing district of the city where most foreign embassies, international organisations and government institutions are to be located in the near future. The premises have a total space of 306 m², with size of pure office facilities of approximately 220 m² and belong to the Ministry of Finance. The rental price is approximately 130.000 TMM /m² and below current market prices for office space. The office needs small refurbishment, notably painting of the walls and refitting of the floors, and to be furnished and equipped. Request for approval of the office facilities, jointly with all supporting documentation, was submitted to the EC Task Manager and approved end February. A contract will be signed in March between the project (which has in the meantime has been registered as a juridical person) and the Ministry of Finance. The time estimated for refurbishing and equipping the office is approximately four weeks, due to the insufficient equipment and furniture stocks in the country and the need to import most equipment items. It is also foreseen that the NTO (2 staff persons) will transfer to the new premises of the project. This arrangement has been agreed between the NTO and the Co-ordinator and it is strongly supported by AIDCO D/2 and Directorate H (Education). 15
  • 16. Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 In the interim period the project team is using the office facilities of the TANCU project. Non-key experts and support staff The positions of non key-experts (situation analyst, translator/interpreter, information officer) were advertised by ABG, with support from the Deputy Co-ordinator and TANCU, on Neutral Turkmenistan during January. Approximately 30 applications were received and interviews with pre- selected candidates for the three positions of non-key experts were held between 1 February and 8 February. Among non pre-selected candidates several met the profiles for the support staff positions of office manager and receptionist. Candidates for these positions were interviewed between 8 February and 12 February. The documentation for approval of the selected non-key experts was submitted to the EC Task Manager and approved end February. 4. PROJECT PROGRESS IN REPORTING PERIOD See also Annex 2. Project progress report (form 2.2). Annex 3. Resource utilisation report (form 2.3). Annex 4. Output performance report (form 2.4). Co-operation with TANCU A close and fruitful co-operation has been established in the inception period between the staff of the EHP and the TANCU team. TANCU has provided the EHP team with a temporary room, furnished and equipped with telecommunications and one personal computer and printer. Some technical problems have affected access to internet in the initial two weeks, but the situation has now modestly improved with the installation of a TV reception antenna on the roof. The TANCU Team Leader and the Co-ordinator of the EHP project meet on a daily basis to share information. Daily contacts also take place between the two teams. Both teams genuinely co-operate in raising awareness among local stakeholders of the role of the new EHP as liaison office between the EC and the GoT. The liaison, protocol and information functions of the EHP 16

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 will become more tangible to the local stakeholders after the separate office for the EHP is officially opened in early April. Professional communication It will be the responsibility of the Co-ordinator to ensure that communication of the EHP team with local stakeholders, both written and verbal, meets the expected standards of politeness, accuracy and clarity while being modulated to the sensitivities of the different range of target groups that the project activity will address. In the case of particular institutions, notably the MFA, the practice of sending advance drafts of written communication for comments before finalisation, has already been established by the project. Internal guidelines for classification and dissemination of information will also have to be established notably in relation to the nature and subject of information that the EHP will be managing (e.g. confidential vs non confidential and technical vs political). Visibility With facilitation from AIDCO D/2, contacts have already been established during the inception period with the EC press department in Brussels to explore legitimate practical options for the regular transfer of information and visibility materials to the EHP in Ashgabat. EHP issued its first press release providing information on the purpose, budget and start date of the Tacis project Support to further Economic Reforms and Sustainable Agricultural Development. The issue of EU visibility for EC-funded projects was raised by the Co- ordinator in a meeting with the UNDP mission. 17

ACTIVITY 1: SITUATION ANALYSIS Key issues The direct recipients of this activity are the EC policy-making and programme management officials, respectively in RELEX and AIDCO. They expect regular and updated information on the development of the national context, notably the institutional context and the political, social and economic conditions, with a specific attention to the regions (Velayats). Updated and regular information on other donor programmes in the country is also to be provided through this activity. Expected results • Updated information and precise policy analysis inputs on the country social and economic environment provided to the EC Sub-activity 1.1 - Providing monthly background information Description: the information will be structured in monthly reports with a standard template with headings reflecting the specific information needs identified by the ToRs for this sub-activity, including social-economic situation, with particular attention to the regions, legal framework and public administration structure and staffing, civil society development and human rights. A list of referenced sources of information will be attached to each report together with a critical appraisal of each source. Such an approach will allow for the identification and assessment of trends in the situational development overtime, by facilitating comparison of contents. In addition, the team will raise awareness of the EC on potential relevant topics for the programming of technical assistance that deserve further investigation. Surveys and studies can also be implemented to provide a further, more in-depth, analysis of developmental trends identified in the quarterly situational reports. Outputs: • Background surveys and study reports on specific topics requested by the EC Sub-activity 1.3 - Providing information about developments in regions Description: this sub-activity will be an extension of sub-activities 1.1 and 1.2. The collection of information on developments in the regions will require a specific approach and a degree of political support by the GoT. It will store information on the situational developments in Turkmenistan from identified sources. It will contain a section with critical assessment of the identified sources of information and topical sections (e.g. macro- economic situation, social, education, public administration, regions). All information will be available in English, referenced and preceded by a short notice about the contents and the relevance. The database will be made accessible by internet to the EC through a customised login system. The Country Strategy Paper (CSP) and Indicative Programme (IP) 2007-10 are finalised and agreed. The AP 2007 is drafted and has been submitted to GoT for endorsement. It is anticipated that the project activity in 2008 will therefore focus on supporting the drafting of project Terms of Reference (ToR) and, pending signature by GoT of the AP 2007, on supporting the preparation of the AP 2008. Expected results • Planning and programming support provided to the EC • Improved co-ordination between EC, Member States and other donor programmes Sub-activity 2.1 - Providing background analysis for CSPs, IPs, APs, ToRs Description: the project team will provide separate analytical inputs on the aspects of the local policy context which are relevant to the priorities identified in the CSP and IP 2007-10 to support the preparation of the AP 2008. The project will also support the elaboration of project term of references by providing detailed background information on the policy and institutional context of the relevant sectors. Special attention will be paid to lessons learnt in the relevant sector from the implementation of past projects. Outputs: • Background analysis reports tailored to address the needs related to the preparation of AP 2008 and ToRs for AP 2007 and AP 2008. Sub-activity 2.1.1-collecting and translating background documentation Sub-activity 2.1.2-preparing background notes on sector context and lessons learnt in the sector from implementation of other projects Sub-activity 2.2 - Supporting the Commission in preparation of missions Description: Technical, logistical and administrative support will be provided to EC officials. 20

Administrative support will also be provided, including for preparation of meetings agendas, the practical arrangement of meetings and the drafting of minutes, notes. The project will also assist international and local consultants under other EC-funded projects both in the inception and final implementation stage. Outputs: • EC missions and consultants are assisted and results are supported and followed-up Sub-activity 2.2.1-providing technical support Sub-activity 2.2.2-providing logistical support Sub-activity 2.2.3-providing administrative support Sub-activity 2.2.4-participating in missions, if so requested Sub-activity 2.3 - Providing technical reviews of projects and programmes Description: the development of this sub-activity requires close co- ordination with the Result Oriented Monitoring (ROM) project in order not to duplicate but to complement activities. The anticipation is that, with the inception of the EHP, the TANCU project will progressively refocus on its original ToR, notably on the institutional strengthening of ITACU, including in the sphere of monitoring and evaluation. EHP, instead, will develop a standardised project review format, in consultation with ROM, which will collect, assess and classify technical information on on-going projects on a periodical base between monitors visits. Outputs: • timely and high quality translations of EC programme and projects documents in both Turkmen and Russian languages 5.3 ACTIVITY 3: IMPLEMENTATION OF VISIBILITY AND INFORMATION STRATEGY Key issues The main broad categories of target groups for this activity will be the executive and elected state officials, the media, the international organisations and diplomatic missions, the public. The approach to information dissemination needs to be diversified and tailored to the different target groups, both in terms of dissemination instruments and quality of contents. It will be of significant importance to progressively reach the regions beyond the city of Ashgabat. Expected results • Increased visibility of EC assistance in Turkmenistan Sub-activity 3.1 - Developing and implementing an information strategy Description: the public information strategy will incorporate a strong visibility component and will aim at tailoring the information flows to different target groups. The successive TANCU projects had developed over the years the IDEA database but this has not been in use for sometimes and it is not even installed. The IDEA system requires regular in-service training inputs to be maintained and is perceived as not being user friendly. The presentation and contents of information are also apparently not responsive to the local stakeholder information requirements. A central database therefore needs to be developed from scratch based on lessons learnt form previous projects and a clear identification of the type of information expected by local stakeholders. The TANCU project has just recently proposed to the National Co- ordinator a new language (DELPHI) and template for a database on EC assistance. The proposal will be reviewed by EHP and efforts and resources will be combined with TANCU to develop one only central database for EC assistance to be stored in the EHP. 23

These resources could be used more efficiently if transitional logistical support is provided in-country and the projects are facilitated in their initial contacts with the project partners that, in accordance with the financing agreements, should provide appropriate office accommodation for the duration of the project but often are constrained to do so. In addition, projects often need transitional office support in the final month of implementation. Expected results • Improved implementation of the Tacis/DCI programmes Sub-activity 4.1 - Providing transitional facilities to the Tacis/DCI projects Description: transitional accommodation will be provided including two dedicated working places equipped with two PCs and one printer, access to telephone line, copier, fax and scanner. Cost of paper and international telecommunications will be on the budget of the respective projects. The guest projects will also have access to other facilities such as database on interpreters/translators, car hire, private accommodation opportunities, computer and stationary suppliers. The EHP team will also assist with establishing contacts with project partners and other relevant stakeholders. Outputs: 24

Notes and minutes of the meetings will be prepared by the EHP co-ordinator. These will be made available, on request, to the EC task manager. Moreover, the EHP Co-ordinator will participate in all projects Steering Committee meetings and will prepare briefing notes on the meetings upon request of the EC task manager. The filing system will be structured by sector of intervention and a system of filing cards indicating project title, project number, start date/end date, project budget, year of the Action Programme, title and author of the report, file code/number, will be prepared to identify and locate the files. EU visibility guidelines will be applied to the formats of the reports filed. Types of facilitating actions, may include organising discussions and experts opinions and providing additional background information on specific issues; facilitating communication with local partner institutions and with the respective EC task manager; acting as mediator between conflicting parties (if there are such). Outputs • Technical problems on specific issues addressed • Communication with local partner institutions and EC Task Manager improved • Conflicts between parties (if they arise) addressed and successfully mediated Sub-activity 4.5 - If necessary, providing central support facilities for other EC programmes Description: the EHP will provide central support facilities to the NTO including dedicated office space, access to telecommunications and office equipment throughout the duration of the project. Costs of telecommunications and stationery used by the NTO staff will be on the NTO budget. The location of the NTO in the premises of the EHP will contribute to enhance the visibility of EC programmes in the country and enhance their efficiency through better co-ordination and management of information. When necessary, transitional support facilities will also be provided to Policy Advice Programme (PAP) projects, IBPP, etc. Outputs: • Office accommodation and facilities are provided to the NTO staff throughout the duration of the project • If necessary, transitional office accommodation and facilities are provided to other programmes Sub-activity 4.6 - Europa House will be a single contact point for EC projects Description: the office premises of the EHP will be refurbished and equipped and an official opening ceremony will be organised to raise public awareness of the Europa House as a focal point for information on EC assistance and co-ordination of EC-funded projects, with all the relevant logistical and professional capacity. 26

Implementation and Management Support Office in Turkmenistan – PROGRESS REPORT 1 Outputs: • Europa House is established and recognised by stakeholders as the single contact point for EC assistance to Turkmenistan Sub-activity 4.6.1 - equipping and managing the office Sub-activity 4.6.2 - preparation and implementation of opening ceremony 5.5 CONSTRAINTS, RISKS AND ASSUMPTIONS 5.5.1 Constraints We have identified two main constraints that might affect the operation of the EHP during the implementation phase, at least at an early stage. The first is related to obtaining, in a timely fashion, the necessary authorisations from the Ministry of Communications to install a satellite for high-speed internet communication. The second concerns the freedom of movement of the staff of the EHP in the regions, outside Ashgabat. The latter is indeed of crucial importance to the success of some of the planned activities, notably in the spheres of public information and situation analysis. In order to overcome these potential obstacles and to gain the necessary support from the GoT for the full implementation of the EHP planned activities, the project will build on the good cooperation already established with MFA during the inception phase by reinforcing the existing formal and informal communication links with this institution. 5.5.2 Risks and Assumptions (in addition to those identified by ToR and methodology & organisation) Risks • The juridical status of the EHP (service status as all other technical assistance projects) becomes an obstacle to co- operation with MFA • Role of the EHP is not acknowledged in the ToRs of other Tacis/DCI projects, notably the right of the EHP to participate in other projects Steering Committees • The visibility of information on EC assistance is diminished by the non-co-ordinated setting up of concurrent databases (i.e. TANCU, UN databases) Assumptions • The GoT remains committed to further develop the partnership with the EU • The EU Member States continue to support the objectives of the EHP 27

Optimally, they will be structured in line with the template of the situation analysis reports. Outputs of the database (formats for presentation of different pieces of information, database dissemination outputs, etc.) will also be identified and designed in close consultation with the EC Task Manager. Outputs: • Choice of software platform, parameters, formats, etc. 1.4.2 - planning and implementing regular reviews of information sources Description: the time frequency of reviews will be defined taking into account, whenever possible, at least for the media sources, the frequency of updates of the sources themselves. Modalities of the review processes will be agreed by the project team and formulated in written process guidelines. Outputs: • Time frequency of reviews defined • Written review process guidelines formulated and implemented 1.4.3 - filling-in and disseminating information Description: selection and input of various pieces of information for storage in the database will be managed by the Situation Analyst under the direct supervision of the Co-ordinator and the selection process will be informed by an assessment of the relevance and reliability of the information. A procedure for the input of data will be devised to ensure confidentiality and data protection. The frequency of updates will be determined by the frequency of the review process (1.4.2). The procedure for access to database contents and assignation of login passwords will be determined in close consultation with the EC Task Manager. The strategy will consist of two main activity components. The first is to facilitate the flows of information towards the various target groups. The second is to enhance the visibility of the information materials produced in the 33

Following approval by the EC Task Manager, the strategy will be presented in a round-table with the concerned projects teams. In order to provide this service in an effective way a network of regular contacts will have to be developed not only with the relevant departments of state and international institutions, but also with the management bodies of public venues.
