EUA has published a preview of the results of the latest edition of its Big Deals survey. The large-scale initiative covers 31 consortia in Europe, representing universities and other organisations, responsible for the negotiation of Big Deal contracts with publishers. The preliminary results show that more than one billion euros are spent every year across Europe in electronic resources, of which more than 700 million go to periodicals alone. These numbers are subject to an average annual increase of 3.6%. Notably, universities support about 72% of these costs. The survey results illustrate EUA’s contribution to increasing transparency in the publishing area, particularly from the point of view of universities. This aim is also in line with the recent complaint that EUA presented to the European Commission, DG Competition, on the lack of transparency and competition in the academic publishing market in Europe and beyond. Conducted in 2018, this is EUA’s second Big Deals survey. The first edition was published early last year. Not only has the number of surveyed consortia increased from 27, but the quality of the data gathered has improved greatly. EUA will link the outcomes of this survey with other key areas in its work, namely institutional policies on Open Access, research assessment methodologies and its impact analysis of Plan S . The full survey report will be published in April 2019 on the occasion of the EUA Annual Conference.

EUA has carried out a study on the organisation of doctoral education in Europe. The outcomes of the study will inform future activities of EUA and its Council for Doctoral Education (EUA-CDE). The latter brings together a community of academic leaders and doctoral education professionals from more than 230 universities in over 30 countries. The final report will be published in beginning of 2019.

Discussions on the simplification of the rules for participation take on strategic relevance in the run-up to the 9th EU Framework Programme for Research and Innovation (Horizon Europe or FP9). This is because they have the potential to increase the added value and improve the efficiency and impact of EU funding. Missed opportunities for impactful simplification directly translate into significant costs at all stages of the project life cycle. As the largest beneficiaries of Horizon 2020, universities are a key stakeholder and unique partner for EU institutions seeking to improve and simplify Framework Programme rules. In 2016, EUA launched the EUA Member Consultation on the Horizon 2020 Mid-Term Review, which addressed several aspects of Framework Programme simplification and revealed the need for further research into beneficiary opinions. In Autumn 2017, a second guided opinion poll aimed at collecting specific evidence about opportunities to further simplify and enhance the efficiency of the EU Framework Programme was launched. This survey also assessed the impact of changes to the Horizon 2020 Model Grant Agreement introduced in 2017. Complemented by expert advice from the EUA simplification group, the results of these consultations inform the recommendations put forward in this report, the EUA paper on EU Funding Simplification, and more generally in EUA’s wider campaign for sufficient, sustainable and simple EU Funding for Universities.

What is the impact of the economic crisis on Europe’s universities? EUA has been monitoring the evolution of public funding to higher education systems in Europe since its onset in 2008 and has published several reports. The EUA Public Funding Observatory report gives the opportunity to look at the data per country and per year. The monitoring is conducted in close cooperation with EUA’s collective members, the National Rectors’ Conferences, which report on developments within their national higher education systems on a regular basis. The continuous feedback from various sources provides up-to-date reports of the situation and highlights the evolution of public funding for the university sector across Europe.
