Strategically, it requires the successful development and management of the capabilities covering methods, processes, standards and frameworks, IT systems and people skills that underpin an CISO’s ability to conduct not just an Agricultural census but all of our new statistical initiatives.
An analysis of the changes that your country plans/can introduce regarding the Census Tabulation, Dissemination and Archiving in the next census of agriculture.

Overall Census Constraints and Challenges
The baseline budget assigned to conducting a Population and Housing Census was not enough to effectively carry out all phases of the census let alone the inclusion of Several Agricultural Census forms.
Tabulation
While the CISO had Capable staff of carrying at the Agriculture Census Tabulation, the organisation didn’t have the capacity to do both the Agriculture and Population & Housing tabulations while simultaneously compiling and publishing all other regular statistical series. Additional funding was required and the tabulation was outsourced to one of the CISO staff to tabulate after hours. This enabled him to stay on top of his daily responsibilities and ensure his 3 statistics series where published on time.
Dissemination
A majority of Agricultural stakeholders had Low statistical Literacy which in turn reduced the effectiveness of disseminating agriculture data.
Archiving
The archiving phase of the census could have been handled better. The process should have taken place through out all phases of the Census instead of waiting until the end, after completing the dissemination phase. The reality of operating in a small NSO is that staff are stretched thin over multiple outputs and this makes it easy for things to slip through the cracks when time is short. Unfortunately, Archiving is one of the first things to be dropped when time runs out and the pressure piles on.
