preme Court Tuesday
fined eight political par-
ties including the BJP
and the Congress for
failing to comply with
the court’s order to fur-
nish details of candi-
dates with criminal
backgrounds on their
official websites in the
Bihar Assembly Elec-
tions.
These political par-

to disclose information
about such candidates
in newspapers as well

New Delhi: Forthcoming census will be the first digital
census and there is a provision for self-enumeration
for it, the Centre told LS on Tuesday in response to a
question by Shashi Tharoor on whether there will be
any changes or any additional information required in
the 2021 Census as compared to previous editions. The
Centre said a mobile app for the collection of data and
a census portal for management and monitoring of vari-
ous census related activities have been developed.
New Delhi: The government has not taken any decision
on preparing a National Register of Indian Citizens
(NRIC) for the whole country, Union Minister Nityanand
Rai said in Parliament on August 10. He, however, said
the government has decided to update the National
Population Register (NPR) under the Citizenship Act,
1955, along with the first phase of Census 2021.

the petition filed by lawyer
and Bharatiya Janata Party
(BJP) leader, Ashwini
Kumar Upadhyay, seek-
ing a direction to debar
convicted MLAs and MPs
from contesting elections
for life and setting up of
special courts and speedy
disposal of cases against
them. “Why the report
has not been filed? When
this matter started, we are
assured that the Govern-
ment is very serious about
this issue and wanted
to do something. But
nothing has happened. No
progress so far. When you
(CBI) are reluctant to even
file the status reports,
what can you expect us
to say?” the CJI observed
this, after expressing its
displeasure over the way
the CBI failed to file its sta-

General of all High Courts
are required to submit a
chart of judges, pending

struck at Canara Bank
ATM in Jaipur’s Ram-
ganj area and tried to
break it open using an
axe. The incident hap-
pened around 3 pm on
Monday night.

shaw drivers present

police. Soon the Ram-
ganj police, patrolling
nearby, arrived but the

Kota: A minor girl has
accused a youth, also a
minor and with whom
she had befriended on
social media sometime
ago, of raping her on
knife point. Enraged
over the incident, peo-
ple led by the local
councillor laid a siege
to Dadabadi police sta-
tion and demanded ear-
ly action.
According to reports,
the girl is a 10th class
student and simultane-
ously works in a private
hospital here. She has
alleged that she was re-
turning after duty as
usual on Sunday when
the boy accosted her
midway, forcibly took
her to Chachet and
raped her there on knife
point. The culprit also
threatened to kill her
father and brother if
she revealed it to any-
body, she added.

and nine years drowned on Tuesday after
one of them slipped into a water-filled illegal
mine and the other tried to save him in Astoli
village of neighbouring Bundi. Five children
drowned in Dausa in three separate incidents
on Tuesday. Of these, two are real brothers
and one is a child of the same family, who
was originally from Gadhora village. A young
boy was caught into deep waters in the
Getolav area in Dausa. A teenager died after
he slipped into rainwater in Dhaud village of
Lalsot. After 20 hours of rescue the divers
took out the body of Naresh from Bhomada
dam in Rajsamand.
Barmer: A 23-year-old woman was allegedly
gang raped in front of her husband by three
persons on Barmer-Sindhari road under
Sindhary police station area in Barmer,
police said. Incident took place on Tuesday
afternoon. Police, however, arrested all the
three accused while one has been on run.

Sharma said that the victim is native of UP
and is residing in a locality of Barmer city
along with a man. Sharma said that the
victim is living in a live-in-relationship but

Jaipur: A fashion designer has registered a case
against her fiance and his family members for
allegedly demanding a dowry of Rs 65 lakh before
marriage to set up business. The 24-year old girl said
that she was engaged to Abhimanyu, a resident of
Kota but he and his family members started demand-
ing dowry of Rs 65 lakh before marriage so that he
can set up a business in Kota. The demand troubled
her father and he fell sick, family decided to take
legal action against them. The girl filed an Istaga in
court; an FIR was registered with Pratap Nagar police
station against Abhimanyu, Vijay, Anirudh and others.

Ajmer: Ajmer police and Military Intelligence on Tues-
day busted a gang that duped people on the pretext
of getting them jobs in Indian Army. A broker and two
Army Men were arrested. Ajmer SP Jagdish Chandra
Sharma said that Bhupendra, a resident of Nagaur,
submitted a complaint at the Gandhinagar police
station alleging how his cousin was duped in the
name of Army recruitment. Acting on his complaint, a
trap was laid and decoys were used to arrest conman
Manohar Tanwar and Krishna Kumar Sharma, a naik
in the Army. After interrogation, Subedar Jitendra
Singh, who was questioned and later arrested.

rival of Sawan, the
season of Teej festi-

Department will

paign against those

state, but how posi-
tive the results of
these campaigns are,
it is based on the ac-
tion taken so far in

challans have not been
presented in the court.
At the same time,
investigation is still
going on in more than
1,100 cases. The maxi-
mum number of cases
were registered by the team
of Chief Medical and Health
Department, Jaipur. This team
registered a case against 214
out of 746 samples.
AWAITING STRONG,
DECISIVE ACTION
The reports received from the Medi-
cal and Health Department, from
December 2019 to January 2021,
show that out of all the cases that
have been caught in the entire state,
the department has not taken action
even in 50 percent of the cases. At the
same time, shops are running haphaz-
ardly. According to the data received
from the Medical and Health Depart-
ment, action could not be taken in these
cases even in 50 percent of the cases.

scheme under which
free LPG cylinders
were provided to
poor households worked won-
ders for the BJP in the 2017 UP
assembly elections. In the first
year of its launch on May 1, 2016,
2.2 crore cylinders were distrib-
uted against a target of 1.5 crore.
By October 2017, a total of 3
crore cylinders were distribut-
ed, a bulk of which went to wom-
en belonging to Scheduled
Castes and Scheduled Tribes.
The scheme launched from Bal-
lia came as a boon to below pov-
erty line families and made
cooking smoke-free for them.
On Tuesday
, the Prime Minis-
ter launched Ujjwala 2.0, about
seven months ahead of 2022 elec-
tions. The eye is obviously on
Bundelkhand as the scheme was
launched from Mahoba. It is ex-
pected to have an equally posi-
tive impact on BJP’s prospects in
UP as it targets women voters by
making life easy for them. Other
political parties will find it diffi-
cult to counter this poll-winning
move by the Prime Minister.

have a penchant
to keep candi-
dates with clean
image out of poli-
tics, preferring those with
criminal antecedents in-
stead. Efforts were being
made for the last several
years to discourage all the
political parties from field-
ing criminals in elections.
While the results have been
encouraging, the practice
has not completely stopped.
The Supreme Court has now
cracked the whip to ensure
that the polity remained
clean.
On Tuesday a Supreme
Court Bench headed by Chief
Justice NV Ramana said that
state governments cannot
withdraw criminal cases
against sitting MPs and
MLAs without prior sanc-
tions from their respective
high courts. The statement
was based on a report sub-
mitted by amicus curiae Vi-
jay Hansaria. The report said
that there has been a 17 per
cent jump in criminal cases
pending against sitting and
former MPs and MLAs in
less than two years.
Governments in most
states, including Uttar
Pradesh, have no qualms
about withdrawing criminal
cases against their MPs and
MLAs. The amicus curiae’s
report said that UP seeks to
withdraw 76 cases against
BJP MLAs, including those
accused in Muzaffarnagar
riots. Karnataka wants to ex-
onerate 61 legislators. Such
legislators are an asset for a
party in election season.
In another attempt to de-
criminalize politics, a Bench
of Justices Rohinton Fali Na-
riman and BR Gavai imposed
a fine of Rs 1 lakh and Rs 5
lakhs on nine political par-
ties, including the Congress,
BJP and CPM, for “not mak-
ing public criminal records
of their candidates”.
The apex court and Elec-
tion Commission alone can’t
cleanse the system. We, the
voters, should join this clean-
liness drive.

army soldiers have already
been Talibanized, he could go
ahead with his plans to sup-
port the Afghan rebels. It

prising former diplomats, po-
litical analysts and others.
During his recent visit to
PeshawarwiththePrimeMin-
ister,ImranKhan,theTaliban
were reportedly assured that
as soon as they occupy major
cities, Pakistan would accord
recognition to the Afghan Tal-
iban as the legitimate rulers
of Afghanistan.
China would soon follow
its ally
. Earlier, Pakistan had
recognized the Taliban gov-
ernment during 1996-2001
and had allowed its embassy
in Islamabad. It had also ac-
cepted them as the legitimate
rulers of the Islamic Emirate
of Afghanistan.
Earlier, American intelli-
gence agencies have been
able to trace the existence of
as many as 100 stingers with
the rebel forces; but follow-
ing the high-level visit of the
Taliban delegation to China,
more high-tech SAM are be-
ing inducted to augment its
capacity to challenge US
bombers. In 2020, as many as
two jests were downed by the
rebel forces, though Ameri-
can confirmed that only one
of its planes had crashed in
eastern Afghanistan near
Ghazni. The American offic-
er, Col Sonny Leggett stated:
“While the cause of the crash
is under investigation, there
are no indications the crash
wascausedbyenemyfire.”He
also denied the Taliban’s
claim that an additional air-
craft too had crashed. The
Americans had also rejected
the widely reported news of
the downing of the aircraft in
the social media about a
Bombardier E-11A - the type
of jet used by the US Air
Force for electronic surveil-
lance over Afghanistan.The
Afghan authorities in Kabul
had initially said the crashed
plane belonged to state-
owned airline Ariana, but the
company quickly issued a
rebuttal that s all its planes
were accounted for.
NO DEARTH OF
WEAPONS
It is estimated that the Chi-
nese authorities have decid-
ed to dump their surplus
weapons in Pakistan and Af-
ghanistan. Since China has
already embarked upon a
massive modernization plan
for the next two decades to
overtake its military might
the US-led western forces. Its
present weapons and ammu-
nition need to be dumped;
and thus Pakistan and Af-
ghanistan become the desti-
nation for its dated military
equipment.
In a document available in
the public domain, the Chi-
nese Communist Party has
not defined what it means by
its ambition to have a “world-
class” military; but it ap-
pears that China’s national
strategy is to develop a mili-
tary by mid-century that is
equal to—or in some cases
superior to—the US military,
or that of any other great
power that China views as a
threat to its sovereignty, se-
curity, and development in-
terests.
The Chinese duplicity is
quite known to India. There-
fore, India is not surprised by
these developments, though
a high-level Russian diplo-
mat in New Delhi, roman Ba-
bushkin, recently stated, “We
have got some real experi-
ence in Afghanistan..”
Vijay Gokhle, a former for-
eign secretary
, in his recently
published book, “How Chi-
nese Negotiate Game with
India”, reveals the game plan
Chinese play in the region.
However, it was not surpris-
ing when he said, “China
used its “close connections”
with Left parties in India to
“build domestic opposition”
to the Indo-US nuclear deal
between 2007 and 2008. Gokh-
le, however, did not share the
information about how Chi-
na had funded and trained
Naga and Mizo insurgents
during the sixties and seven-
ties. He also exposes how
China used the Russians to
stall the listing of the Jaish-
e-Mohammed chief, Masood
Azhar. The Chinese had
claimed that Pakistan had
reliably assured them that
the “JeM was defunct” and
that “Masood Azhar had ‘re-
tired’”. India obviously did
not buy that line. It may be
recalled that Gokhale was
one of the lead negotiators
for the Indian government
when Azhar was designated
global terrorist at the UNSC
in May 2019.

speaking population,
which TMC can appeal
to, politically

litical history as the Left
(CPM) has ruled both

New Delhi: The Cen-
tral government on
Tuesday, informed the
Delhi High Court that
Twitter had “prima fa-
cie” complied with the

gress party, one major
resentment among the
grand old party’s ‘old
faithfuls’ is the issue
of high command giv-
ing preference to ‘out-
siders’ i.e. leaders who
have not originally
been with Congress,
and ignoring old, loyal
leaders. After the ap-
pointment of Navjot
Singh Sidhu as the
President of Punjab
Congress, there has
been an outrage
among the leaders.
Sidhu had joined
the Congress four
years ago, just before
the Punjab Assembly
elections. Before that
he was in BJP and
used to abuse Con-
gress fiercely. He had
made major attacks on
Sonia and Rahul as
well as late Rajiv Gan-
dhi. But within four
years, he has managed
to climb the ranks
from being a member
of party to a minister
to now becoming the
state president.
Not only Captain
Amarinder Singh is
angry with this, but
MPs like Manish
Tewari are also angry
and there is resent-
ment in other states
as well.
Similarly, Congress
appointed Revanth
Reddy, state president
in Telangana. He too
left the Telugu Desam
Party and joined the
Congress four years
ago in 2017. Within
four years, he reached
the chair of the state
president. On the oth-
er hand, in Maharash-
tra too, Nana Patole,
who left the BJP three
years ago and joined
the Congress, has be-
come state president.
In these three years,
he contested Lok Sab-
ha by-election once on
a Congress ticket from
his traditional
B h a n d a r a - G o n d i a
seat. Then in 2019 he
contested the Nagpur
seat against Nitin
Gadkari and contested
the Assembly elec-
tions in 2019, became
the Assembly speaker
and now he has be-
come state president.
It is true that he has
been in the Congress
earlier, but despite
this, there is resent-
ment among the party
leaders for being pro-
moted so quickly. The
Congress had similar-
ly made Dr Ajay Ku-
mar the state presi-
dent, after he left the
Jharkhand Vikas Mor-
cha and joined the
party nearly two years
back.
But it is not just
Congress that is wit-
nessing an influx of
defectors, the Bharati-
ya Janata Party is also
treading the same line
as Congress. Earlier,
to go to any higher
post in BJP, it was nec-
essary that the leader
should be associated
with Rashtriya Sway-
amsevak Sangh. But
now this measure has
been abolished. Now
if a big leader of a
party comes to BJP,
who fits into BJP in
terms of electoral pol-
itics or social balance,
then he is being given
a higher post immedi-
ately.
In the last three
months, three instanc-
es of this have been
seen. The BJP first
made former Con-
gressman Himanta
Biswa Sarma the chief
minister of Assam. He
left the Congress and
joined the BJP six
years back.
In West Bengal,
Shubhendu Adhikari,
who left the Trina-
mool Congress and
joined the BJP six
months ago, was made
the leader of the legis-
lative party. Now he is
the leader of 75 BJP
MLAs and as such is
also the Leader of the
Opposition.
After Assam and
Bengal, the party
made Basavaraj Bom-
mai the chief minister
of Karnataka after
Bommai left the Janta
Dal fold and joined the
Saffron party.

New Delhi: As of July 25, 20.32 L tests and 7.08
L hospital admissions related to COVID-19 were
authorised under the Ayushman Bharat-Pradhan
Mantri Jan Arogya Yojana, the government in-
formed Parliament on Tuesday. Public health be-
ing a state subject, the response to the COVID-19
pandemic is primarily directed by the state
governments, Minister of State for Health Bharati
Pravin Pawar said in a written reply to a question
in the Rajya Sabha. The National Health Authority
(NHA) has been providing support to the states
and Union territories for free testing.
Coimbatore: The Directorate of Vigilance and
Anti-Corruption on Tuesday registered a case
against former Minister S P Velumani for alleged-
ly abusing his position and allotting tenders. He is
the second AIADMK leader to face action after the
DMK assumed office in May. While the anti-graft
agency conducted searches in 52 premises
across Tamil Nadu and questioned Velumani, a
AIADMK strongman, the opp condemned action.
New Delhi: Delhi reported 52 fresh coronavirus
cases and one new fatality on Tuesday, with the pos-
itivity rate at 0.08 per cent, ac-
cording to data shared by the
Health Department. Forty-five
patients recovered from the
infection in the last 24 hours,
taking the total number of re-
coveries in the city to 14,11,280. Delhi had reported
39 Covid cases and one fatality on Monday.
New Delhi: As many as 3,05,938 vax doses have
been administered to pregnant women till August 4,
out of which 3,05,482 lk ben-
eficiaries have received first
dose and 456 have received
both doses, the RS Sabha said
on Tuesday. In a reply to a
question, Minister of State for
Health Bharat Pravin Pawar said about 91,104 doses
have been administered to transgenders.
Jammu: Police on Tuesday said one of the two
terrorists killed in an encounter in Jammu and Kash-
mir’s Rajouri district last week had travelled to Pa-
kistan on a valid Indian passport in February 2018.

were killed in a gunbattle with security forces in

CONG DIDN’T GIVE
RESERVATION TO OBCS
FOR 40 YRS: GOVT
New Delhi: The Congress did not give
reservation to the OBCs for almost 40
years and it was finally granted by a
government supported by the BJP, Un-
ion minister Bhupender Yadav said in
Parliament on Tuesday. Speaking in the
Lok Sabha on the Constitution (127th
Amendment) Bill, he said the Kaka
Kalelkar Commission had suggested
reservation for the OBCs in the 1950s,
but the Congress did not implement it
for almost four decades. Not only this,
the Congress also did not implement
the recommendations of the Mandal
Commission for six years, which was
eventually done by a government
supported by the BJP, Yadav said. It
was the Narendra Modi government
that gave constitutional status to the
National Commission for Backward
Classes, which the Congress did not

Rajya Sabha on Monday when the

tary party meeting of the BJP in this
monsoon session of Parliament, and
asked Parliamentary Affairs Minister

Opposition had moved a statutory
resolution asking that the Bill be sent
to a Select Committee first, while the
resolution was defeated and the Bill
was passed by voice vote, the thin

with “at least 20 MPs missing” ac-

SCs, STs TO BE ENUMERATED IN 2021: GOVT
New Delhi: The government has decided as a matter of policy not to
enumerate caste-wise population other than SCs and STs in census, the
Lok Sabha was informed on July 20. Union Minister of State for Home
Nityanand Rai also said that according to the provisions of the Constitu-
tion, the seats are reserved for SCs and STs in LS and in the assemblies
in proportion, as nearly as may be, to their population. Rai said in census,
the castes and tribes specifically notified as SC and ST are enumerated.

Court issued bail to
an accused Parasram
Bishnoi in the Bhan-
wari Devi abduction
and murder case, the
Rajasthan High
Court Tuesday grant-
ed the relief to 6
more accused.
The same order of
the apex court in the
case of Bishnoi be-
came the ground to
bail for these six ac-
cused also.
With this, eight of
the 17 accused in the
case are out on bail
including Reshmar-
am. A decision on the
bail application of
one of the main ac-
cused Mahipal Mad-
erna, however, could
not be taken on Tues-
day. He is currently
out on interim bail
for treatment. He also
had moved a bail plea
but the court will
take it up for hearing
on August 23.
The arguments in
the Supreme Court
by Parasram’s coun-
sel Mahesh Jethma-
lani formed the base
of all these bails.
It may be noted
that Jethmalani had
argued in the court
that the trial had
started after four
years of filing of the
case and Bishnoi had
been under judicial
custody since 2012.
He had further ar-
gued that the evi-
dence related to him
has already been
completed by the
court and nothing
has been left on his
part,whichcouldpre-
vent him from grant-
ing bail. On the same
ground,it wasargued
on behalf of the peti-
tioners that they have
served over 9 years in
judicial custody with
no clue about the con-
clusion of trial of the

66LNP of Ghamudwali police station area of the dis-
trict. The mother-in-law of the victim is old that she
cannot walk. Monica Pal, 27, was married to Vijay
Pal seven years ago and was mentally disturbed
since last few days. She has three daughters, two 6
and 4 years old and one 7 months old. There were
two daughters in the room when Monica hanged
herself. After seen hanging mother, both the daugh-

Jaipur: The Rajasthan government has intro-
duced a scheme to provide interest-free loan up
to Rs 50,000 to street vendors, people in the
age group of 18-40 years working in the service
sector and unemployed of urban areas hit by
Covid-19-induced financial crisis. In compliance
with the budget announcement made by Chief
Minister Ashok Gehlot, the finance department is-
sued a circular regarding the Indira Gandhi Urban
Credit Card Scheme- 2021 last week. The scheme
is aimed at financially supporting and encourag-
ing street vendors, youths providing services in
informal sector such as hairdressers, rickshaw
pullers, potters, carpenters, cobblers, masons,
tailors, painters, plumbers, electricians etc. for
self employment, according to the circular issued
on August 7. They will get interest free loan up to
Rs 50,000 without guarantee in one year.
Ajmer: A young man, accused of theft, was beaten
to death in Ajmer. He had entered a shop with the
intention of stealing and was caught by the shop
owner and his family. The whole family beat up the
man identified as Ishaad Ali, 20, a resident of Garib
Nawaz Colony. The mother of the accused pleaded
with folded hand not to kill her son and hand him
over to the police, but the angry people did not listen
him. They took him away and told the mother that
he was handed over to the police. When she reached
the police station, she could not find her son.

After Virendra Singh
left for a ‘long leave’
nearlytwomonthsback,
the charge was handed
over to an ‘outsider’ and
2011 junior IAS, Ab-
himanyu Kumar.
In a story on June 19,
First India had raised
the issue that Alok Gup-
ta should be given the
additional charge,
stressing that it was not
right to hand over the
charge to an officer,
who was ‘imported’ to
the department, spe-
cially when Gupta was
already in a better posi-
tion and experinced to
handle the task. In the
bureaucratic circles of
the state, the DoP’s ac-
tion, that kept Alok
Gupta away from what
would have been his
‘natural claim’, was
considered to be as in-
justice with Gupta.
Meanwhile, Virendra
Singh is now preparing
to return to his ‘parent
cadre’ - Maharashtra
and to expedite the pro-
cess, he has extended
his leaves four times in
the past two months.
The state government
has given its NOC too
and only a formal order
from the Government
of India is awaited now.
Therefore, correcting
its old mistake, the DoP
has given the charge to
Alok Gupta.
It is notable that even
though the additional
charge lies with Ab-
himanyu Kumar, the
work in the department
is more or less stalled
and he is unable to ad-
dress the files.
Now, Alok Gupta has
taken the additional
chargeof boththewings
and he has become the
‘all in one’ of the IT de-
partment and it is being
hoped that under him
the IT department’s
stalled work will gain
momentum. It is being
expected from the 1996
batch official Alok Gup-
ta that with his experi-
ence and capabilities,
he will be able to cor-
rect the course of IT
department.

Arora said that all 180

Sharma said that due
to irregular supply of
the vaccine to, it is not
possible to administer
even 2 lakh doses per
day while the state has
the capacity to adminis-
ter 15 lakh doses per
day
.
“In August, 80 lakh
beneficiaries of the
state have to be given
the second dose, while
about 2.44 crore people
are proposed to get the
first dose,” he said.
Sharma said that so
far, more than 3.54 crore
people have been vacci-

Lehariya sarees and lehnga-
choli/ paushak are the dress of
the day as it mehndi on the
hands and decoration
around with marigold
flowers. Women open
their fasts in the evening
with prayer and feast in

Shringar. This festival calls for
being one’s best at the festival
and women make the most out
of the occasion.
Decking up oneself is the
most colourful and vibrant
ritual of the Teej Festival is
called Teej Shringar. It is per-
formed with a lot of craze and
enthusiasm by the women.
They make proper schedules
for the festival well in advance.
Both married and unmarried
women and girls love to dress
up like newlywed brides. The
festival of Teej is dedicated to
women as they observe fast for
a healthy and long life of their
husbands. The women are free
to do as they please. They get
ready in the following manner:
CLOTHES
On Teej, unmarried and mar-
ried women dress up in bright
clothes, mostly wearing green
as it is considered auspicious
and symbolizes Haryali Teej or
the month of Sawan. Usually,
they wear sarees, suits and le-
hengas. Some women prefer
wearing expensive designer
wear while others love to wear
their wedding attire and feel
like a newlywed again.
JEWELLERY
After selecting their dress the
women choose their jewellery.
Married women usually prefer
heavy necklaces and bangles;
some lucky women also re-
ceive beautiful jewellery from
their husbands as gifts for
Teej. On Teej, shops get stocked
up with colourful glass and
metal bangles. Women visit
these shops to buy bangles to
match their perfect outfits.
When it comes to Teej
Shringar, women want eve-
rything to be perfect and in
sync.
MEHENDI OR HENNA
Teej Shringar is not
complete without the
application of intri-
cate Mehendi or
henna designs on
hands and feet.
Young girls and
women fondly ap-
ply Mehendi a
day in advance
and some even
get their husband’s
name written. In villages,
