Mumbai: Maharashtra
has reported two fatalities
suspected to be caused
by influenza. One of them,
a 74-year-old man, died
of the H3N2 sub-type
while the other victim was
infected by coronavirus
as well as the influenza
virus, state Health Minis-
ter Tanaji Sawant told the
Assembly on Wednesday.
An official said one of the
two deceased, a 23-year-
old MBBS student, died
due to a mixed infection
caused by coronavirus
and H3N2. Sawant said
state health machinery
has been put on alert with
361 cases of influenza in-
fections being reported in
the state, and guidelines
will be issued in next
two days. Minister also
advised the use of masks
in crowded places and
social distancing. “Two
persons have died due
to influenza, including
a 23-year-old first-year
student of MBBS in
Ahmednagar. He tested
positive for COVID-19 as
well as H1N1 and H3N2
viruses. Another victim
is a 74-year-old man
from Nagpur who died of
H3N2,” Sawant said.

Sawant on Wednesday
joined Eknath Shinde-
led Shiv Sena in the
presence of CM Shinde.
Sawant was an MLC
of then united Shiv
Sena and was cabinet
minister for public
health from 2014 to 2018
in the Devendra Fadan-
vis-led government. He
was dropped from the
cabinet and denied tick-
et for legislative council
election by Uddhav
Thackeray in 2018.
His ‘entry program’
was held at Balasaheb
Bhavan in Mumbai. Ad-
dressing a presser,
Sawant stressed that
Shiv Sena Chief Balasa-
heb Thackeray and
Thackeray Group Chief
Uddhav Thackeray gave
him a lot. “But I have
been retired since last
three years. I don’t want
a ministerial post, I
want a job. I was made a
MLA. Thank you very
much. But since the last
three years, I have been
given retirement. I
wanted to work. But
now I will get a job
through Chief Minister
Eknath Shinde. I don’t
want to become a minis-
ter. I want to work. I
gave an online letter to
Uddhav Sahab saying,
Give me work,” said
Deepak Sawant.
On this occasion,
Eknath Shinde wel-
comed Deepak Sawant
in his party and said
that no one can stop a
worker. “Today former
health minister Dr.
Deepak Sawant has
joined Shiv Sena. When
he was a minister, he
also went to villages and
worked in remote areas
to reduce malnutrition
in Palghar, Melghat and
other districts of the
state. The concept of tel-
emedicine was his. He
identified problems in
government hospitals
and found solutions for
them,” Shinde said.

cant development, the
Bar Council of India
(BCI) has decided to
permit foreign lawyers
and law firms to prac-
tise in areas such as for-
eign law, international
legal issues and arbitra-
tion matters, which it
said will be mutually
beneficial for lawyers
from India and abroad.
With that objective,
apex bar body has noti-
fied Bar Council of In-
dia Rules for Registra-
tion, Regulation of For-
eign Lawyers, Foreign
Law Firms in India, 2022.

rules notified said the
law practice in India
will be opened for “for-

of practice of foreign
law; diverse interna-

the government, SC said on Wednesday in sharp remarks
while hearing a case on the Shiv Sena coup. Calling for a
trust vote just on grounds of differences within a ruling
party can topple an elected government, said the court.
Hearing the Sena versus Sena case, the Supreme Court
made strong observations on Governor Bhagat Singh
Koshyari’s role in the Maharashtra vote that unseated the
Uddhav Thackeray-led government last year.

CM solicits funds from JICA

visit to India, Dr Aki-
hiko Tanaka, President
of Japan International
Cooperation Agency
(JICA) visited projects
like Mumbai Trans Har-
bour Sealink, which is
funded by JICA.
During the courtesy
visit, Tanak also met
with Chief Minister
Eknath Shinde at his of-
fice. CM Shinde solicit-
ed funds for two more
projects: underground
Metro line 11 (Wadala
CSMT) and Mumbai-
Goa coastal highway
greenfield project, con-
firmed an official at the
Mantralaya.
Recently, the Mum-
bai Metro Rail Corpora-
tion (MMRC) undertak-
ing line 3 has been giv-
en the responsibility of
the Metro line 11 pro-
ject from the Mumbai
Metropolitan Region
Development Authority
(MMRDA). JICA has
funded the under-
ground Metro 3.
The second project,
the proposed coastal
highway along the sea-
coast, is modelled on
the lines of the road
linking California’s
coastal road. Mean-
while, the JICA presi-
dent also visited the
MTHL site along with
MMRDA Commission-

Physical test criteria to recruit
transpersons in police fixed

Nagpur: The Maha-
rashtra Home Depart-
ment has fixed physical
test criteria for recruit-
ment of transpersons
into the police force,
days after the state gov-
ernment told the Bom-
bay High Court that it
will create a new win-
dow for such candi-
dates, an official order
said. Under the
transgender category,
the candidates will need
to self-identify them-
selves as male or female
and can accordingly ap-
pear for the physical
test, the order said.
The Maharashtra po-
lice recently undertook
an exercise to fill 18,331
posts, mostly consta-
bles, in the force. As
part of the fitness test,
male candidates had to
cover 1,600 metres with-
in a time frame, while
women aspirants were
asked to run 800 metres.
The jobseekers also had
to take part in a shot put
throw.
As per the new norms
for transpersons, for a
self-identified female
candidate, the height
should not be less than
158cm, while it has to be
a minimum of 165 cm
for a self-identified
male, the home depart-
ment order said. As
part of the physical
tests, self-identified
male candidates will
have to take part in the
1,600-metre and 100-me-
tre runs. The shot put
weight is 8 kg for such
candidates, said an of-
ficial.
For self-identified
women candidates, the
running distances are
800 metres and 100 me-
tres, while the shot put
weight has been kept at
4 kg, said the official.
Chest criteria will
not be considered for
transgender candi-
dates, the official added.
The physical test
norms were decided on
the basis of a report
submitted by a six-
member panel, includ-
ing two doctors and a
psychologist, formed by
the state government.

ghar district.
The BVA has claimed

and 970 grams of gold
from his possession. The
agency got a tip-off about
a drug trading racket
in the Kalyan Shilphata
area, he said. An NCB
team detained Khan and
recovered 1.1kg charas
from his shop and another
70gm charas from his
house, worth Rs2.5 lakh
in total, the official said.

manded that the gov-
ernment withdraw a
Government Resolu-
tion (GR) about re-
cruitment on a con-
tractual basis.
However, Deputy
Chief Minister Deven-
dra Fadnavis said it
was the right decision,
and also pointed out
that it had been taken
by the previous MVA
government of which
Pawar was a part.

expressed concern about the
rise in the attacks on police
personnel in the state, and
said it could impact their
morale. Raising the issue in
the Assembly, Pawar claimed
that in the last three months
there have been more than
30 such incidents, where
cops have been mowed
down or dragged along with
moving vehicles. The gov-
ernment should take strict
action so that the perpetra-
tors are not emboldened and
charge sheets should be filed
speedily in these cases, he
urged.

Budget all-inclusive, growth
on track, promises Fadnavis

Mumbai: Deputy Chief
Minister Devendra Fad-
navis on Wednesday
said the state Budget
presented by him for
2023-24 was all-inclusive
with provisions for the
welfare of farmers,
women as well as infra-
structure development.
The state’s economic
growth rate of 6.8% this
fiscal was good in light
of the previous two-
three years, said Fad-
navis, who holds the fi-
nance portfolio, while
replying to the debate
on budget in the Legis-
lative Assembly
.
“In 2020-21, it (growth
rate) was negative 7.2%,
in 2021-22 it was 9.1%
and 6.8% in 2022-23,” he
said.
The fiscal deficit was
within limit, Fadnavis
added.
He will table an ac-
tion-taken-report on the
budget in 2024 before
presenting the next
Budget, he said.
He highlighted the
Namo Shetkari Sanman
scheme introduced by
the budget under which
farmerswillgetRs6,000,
in addition, to the
Rs6,000 given by the
Central government.
“When farmers lose
their crop to unseason-
al rains and hailstorm,
Rs12,000 will come in
handy for re-sowing,”
Fadnavis said, adding
that “at least a start has
been made (regarding
giving aid to farmers).”

Pieces of woman’s body found,
daughter arrested for murder

Mumbai: The decom-
posed body of a 55-year-
old woman was found
cut into pieces at a
house in the Lalbaug
area of Mumbai’s Da-
dar on Tuesday night.
The crime has sent
shock waves in the city
.
Police have arrested
the woman’s 23-year-old
daughter Rimple Jain,
an official said on
Wednesday. They sus-
pect the suspect stayed
with the dead body for
over two months and
have detained her for
questioning.
While some parts of
the highly-decomposed
body were found
wrapped in a plastic bag
kept inside the cup-
board of her tenement
in Lalbaug area, other
parts were found
dumped in a water tank,
the official said.
He said Rimple was
found sitting inside the
room when police
knocked on her door on
Tuesday night.
A police officer from
the local Kalachowkie
police station identified
the deceased woman as
Veena Prakash Jain.
She used to stay in Vi-
rar but around 16 years
ago, after her husband
passed away, she moved
to Peru Compound at
Lalbaug to move closer
to her brother, the po-
lice said.
Over the past two
months, whenever
Veena’s brother went to
meet his sister, Rimple
would say she was sleep-
ing or had gone out.
When this continued
over a period of time,
the brother got suspi-
cious. On Tuesday, the
brother sent his son to
meet Veena, but Rimple
did not allow him to
meet her, the police said.
Veena’s nephew then
went to the local Kala-
chowkie police station
following which the po-
lice team reached the
house.
On conducting a
search of the house,
they found Veena’s
body parts in the cup-
board. When they asked
Rimple about it, she
said she was unaware
of it. The victim’s
brother identified the
body following which a
murder case was regis-
tered at the Kalachowk-
ie police station.
Police are awaiting a
postmortem report and
investigating the crime,
the official said, adding
a case of murder was
registered.

Thane: A 27-year-old
man, who was arrested
for allegedly raping a
17-year-oldgirl,hasbeen
acquitted by a special
court in Thane district.
The order by Special
(POCSO) Judge VV
Virkar was passed on
March 06 and a copy
was made available on
Tuesday
. While reading
out the verdict, he ob-
served the two are now
married and that the
prosecution had failed
to prove the charges.
As per the prosecu-
tion, the man from
Nanded often visited his
relative’s home in
Thane where the girl,
then a Class XI student,
lived and the two be-
came friends. In Decem-
ber 2017, they eloped to
Nanded where the man
rapedhertwice,claimed
the prosecution.
On the girl’s return,
her parents approached
the police. A case was
registered under the
Protection of Children
from Sexual Offences
(POCSO) Act and the
Indian Penal Code, lead-
ing to the man’s arrest.
The judge said the
girl categorically stated
that she had gone with
the man on her own as
her father was opposed
to their relationship. In
such a case no conclu-
sion can be drawn that
the man kidnapped her,
said the judge. The
court said it was not
even proved that the girl
was a minor at the time.
The judge also noted
that the two are now
married and living to-
gether. “It is thus clear
that it was a case of a
consensual relation-
ship,” she said in order.

Nagpur: The Enforce-
ment Directorate (ED)
is carrying out search-
es at 11 locations across
India, including Nag-
pur office of the Church
of North India (CNI), in
connection with a case
registered in Bhopal,
an official said on
Wednesday
.
ED officials said the
searches are tied to a
cheating case regis-
tered against PC Singh,
bishop of the CNI's Ja-
balpur Diocese. The of-
fice of CNI, a Protestant
denomination, located
in the Sadar area in the
city is being searched,
an official said. In Sep-
tember 2022, Singh had
been detained at the
Nagpur airport in Ma-
harashtra for question-
ing after an offence was
registered against him.
Madhya Pradesh po-
lice at the time had re-
covered around Rs1.6
crore in Indian and for-
eign currencies from
the bishop's residence
in Jabalpur. Singh was
then in Germany
.
The case against
Bishop Singh was regis-
tered in July 2022 after
it was alleged that he
had indulged in finan-
cial misconduct in run-
ning an educational so-
ciety, of which he was
the chairman.
ED officials said an
investigation showed
thatRs2.7crorecollected
as students' fees by the
society's various institu-
tions between 2004-05
and2011-12wasallegedly
transferred to religious
institutions, misused
and spent by the bishop
for personal needs. A
part of the money was
also transferred to CNI's
Nagpur office, they said.

The fire in Anand
Nagar gutted more
than 3,000 houses made
up of plastic sheets

On Tuesday afternoon,
the area was crowded

standers and visitors,

children from neigh-
bouring areas, had
gathered. More than 50
big trees were scorched
but still standing on
the land.
There were at least
four fire brigade vehi-
cles put on standby
mode while authorities
were making rounds.
Many local NGOs were

hand as they distrib-
uted clothes, medicines
and water along with
snacks and meals.
The BMC had made
temporary housing and
food arrangements for
slum dwellers. But most
of the residents opted to

where their houses

Mumbai: The recent

monly known as Quad, the
nuclear-powered submarine
deal between the US, UK and
Australia is a new irritant for
China in the Indo-Pacific re-
gion. Reacting to the deal
China warned that the three
countries were treading a
“path of error and danger”.
The nuclear subs are being
sold under a different tripar-
tite security pact between the
Australia, UK and the US
(AUKUS). The pact envis-
aged, among other things, as-
sisting Australia in acquir-
ing nuclear submarines to
counter China’s hegemonic
designs in the region. When
signed in September 2021 the
pact was described as “a pow-
erful statement about the pri-
ority of the Indo-Pacific”.
Of particular interest in
AUKUS is the provision of
‘assisting’ Australia to ac-
quire the Virginia-class at-
tack submarines for which
that country will be spending
an astronomical $368 billion
over the next three decades.
To add to the bitterness of
the deal is the possibility that
these are going to second
hand submarines.
China sees AUKUS as a
threat and an illegal act of
nuclear proliferation. The
plan, China has reportedly
said, “constitutes serious nu-
clear proliferation risks, un-
dermines international non-
proliferation system, fuels
arms races, and hurts peace
and stability”. The Ameri-
cans note the Chinese build-
up and have sought informa-
tion from Beijing about its
intentions. The deal has up-
set France which was plan-
ning to supply its own sub-
marines but the arrange-
ment was abruptly cancelled
by Australia.

has been imposed by the Kol-
kata Police, supporters of the
Students’ Federation of In-
dia (SFI) recently marched to
the West Bengal Assembly
demanding student union
elections in colleges and uni-
versities of the state.
The student bodies affili-
ated to the Left parties in the
state have begun forcing the
government to hold students’
union elections across col-
leges and universities, which
have been in a “spot” since
2013. Earlier, when the SFI
had begun marches as part
of the Vidhan Sabha Abhi-
yan from Sealdah and How-
rah to the West Assembly,
several of the outfit’s activ-
ists were detained.
The activists went all the
way in order to meet Assem-
bly Speaker Biman Banerjee
and West Bengal education
minister, Bratya Basu, to
hand over a memorandum
for student union polls in the
state’s colleges and universi-
ties. Students Federation of
India (SFI) state committee
member Subhajit Sarkar
said the SFI members also
gathered at Sealdah station
to join the main rally near
Bowbazar crossing.
However, some of the rally-
ists were stopped before pro-
ceeding towards the Bow-
bazar area as they got down
from the train in Sealdah sta-
tion by policemen deployed
at the spot, SFI leader
Anandarupa Dhar alleged.
“They have lifted some of our
comrades in prison vans as
they alighted from the train
in the most undemocratic
manner. But we are deter-
mined to take out the rally.
This is our right,” she added.
The rally was taken out to
“Save the education sector
from the fascist forces like
BJP at Centre and TMC in
state are bent on privatisa-
tion of education system ig-
noring the interest of poor
students, immediate holding
of student union polls in
state-run and state-aided
higher educational institu-
tions and to stop the rolling
out of New Education Policy,
2020 draft which is aided by
the ruling TMC in Bengal,”
Sarkar alleged.
Plagued by a number of al-
legations, raids and arrests
of important leaders by the
central agencies, and pro-
tests by many sections of the
people on the eve of the state-
wide panchayat elections, the
TMC government in West
Bengal now faces the wrath
of college students over non-
execution of polls for almost
a decade.
Outfits such as the Student
Federation of India (SFI) of
the CPI(M) and All India
Democratic Students’ Organ-
isation (AIDSO) of the
SUCI(C), have been holding
protests, demanding student
union elections, across uni-
versities, colleges and the
streets of Kolkata. Last Fri-
day, the SFI organised a
march to the state Legislative
Assembly on the demand.
However, the state educa-
tion minister, Bratya Basu,
has clarified that these col-
lege elections won’t be held
before the three-tier pan-
chayat polls, expected to be
held in May. “We will hold
student union elections. But
since panchayat elections are
also due soon, we have to give
priority to the latter. I’m
hopeful that we can hold stu-
dent union elections after the
panchayat polls are over,”
Basu said.
Basu also added that stu-
dent elections across campus-
es in the state will be held on
separate days. “Elections in
colleges and universities in
north Bengal, south Bengal
and other belts will be held on
different days, though I
haven’t yet spoken to Chief
Minister Mamata Banerjee
about this,” said Basu. In July
last year, he had said the state
government was very keen on
conducting elections across
colleges and universities in a
“free and fair” manner, and
expressed hope that the stu-
dents’outfitsof allOpposition
parties would participate.
However, there is no re-
ported clarity over the fact
when the students’ polls will
be held. In fact, all eyes are
now on the rural or the pan-
chayat elections which actu-
ally means a lot for the ruling
party and before the Lok
Sabha it is definitely a show
of strength. Politically, the
rural elections will mean a
lot for the ruling TMC more
so when the Congress-Left
combine grabbed the Sagar-
dighi bypoll seat recently
.
It may be mentioned that
till 2010, students’ polls were
being held in West Bengal on
a regular basis. Till 2013, stu-
dents’ polls were being held
regularly, however, since
then the polls schedule has
been affected.
In February 2013, violence
triggered over college elec-
tions at Garden Reach in Kol-
kata, in which one policeman
was shot dead. After this, the
West Bengal government an-
nounced a state-wide suspen-
sionof collegeunionelections
for six months. Then, the ir-
regularities started. After
2016, no election was conduct-
edinuniversitiesandcolleges
of the state. In 2019, student
elections were reintroduced,
beginning with four stand-
alone universities. But this
processgotinterruptedbythe
Covid pandemic.

sion of India (ECI) has
cited its lack of jurisdic-
tion during non-election
periods and limited
powers to de-register
parties for not being
able to act against caste-
based rallies outside of
the Model Code of Con-
duct, in a counter affida-
vitfiledintheAllahabad
High Court last month.
Hearing a petition
filed by Lucknow-based
advocate Moti Lal Ya-
dav in 2013, the Luc-
know Bench of the High
Court had asked the
Commission in Janu-
ary to submit its re-
sponse to the plea that
the ECI should bar po-
litical parties that hold
meetings on caste and
religious lines from
elections. The petition-
er had also asked that
ECI deregister such
parties.
The ECI affidavit,
filed by the Uttar
Pradesh Joint Chief
Electoral Officer on be-
half of the poll panel
on February 16, stated
that the Commission
does not have the pow-
er to act against rallies
along caste lines that
occur outside of the
MCC period, which is
from the announce-
ment of an election till
its completion.
The ECI “has no ju-
risdiction to restrict the
convening of meetings
and rallies on caste
lines by political par-
ties during a non-elec-
tion period and to ban
them from contesting
the subsequent elec-
tion,” the affidavit said.

day directed the residents of the JJ cluster in
Yamuna floodplains to vacate their jhuggis within
three days. The High court also directed the Delhi
Development Authority (DDA) to go ahead with

Viral woes: Cases rising
due to H3N2, Covid,  H1N1
A majority of H1N1 cases are from Tamil Nadu (545), Maharashtra (170)
New Delhi Agencies:
India is currently wit-
nessing a surge in viral
infections caused by
H3N2, Covid-19 and
swine flu. Real-time sur-
veillance by the Inte-
grated Disease Surveil-
lance Programme
(IDSP) shows that 955
cases of H1N1, also re-
ferred to as swine flu,
have been reported by
states till February 28.
A majority of H1N1
cases are reported from
Tamil Nadu (545), Ma-
harashtra (170), Gujarat
(170), Kerala (42) and
Punjab (28), the health
ministry said.
It added that the ID-
SP-IHIP (integrated
health information
platform) data from
health facilities indi-
cates that during the
month of January, 3.97
lakh cases of acute res-
piratory illness/influ-
enza (ARI/ILI)-like ill-
ness were reported that
increased to 4.36 lakh
during February. “In
the first nine days of
March, 1.33 lakh ARI/
ILI cases were report-
ed,” said an official.
Be it swine flu, Influ-
enza A subtype H3N2 or
Covid-19, all are spread
mainly through virus
droplets. Wearing a
mask can help reduce
the risk of infection
caused by them, said
another senior doctor.

The accused have been

Ali (29) of Haryana, and
Sagar Bagga (30) of Delhi,
they said. One laptop and
five mobile phones used by
the accused in the crime
have been recovered,

official said today. “Doctors

year-on-year in February
to 10.98 lakh tonnes on
higher imports of crude
palm oil, according to in-
dustry body SEA. In a
statement, the Solvent
Extractors’ Association of

that edible oil imports
rose to 10,98,475 tonnes
in February from 9,83,608
tonnes in the year-ago
period. Imports of non-
edible oil fell to 16,006
tonnes in February from

New Delhi (PTI): Con-
tracting for the third
month in a row, India’s ex-
ports declined by 8.8% to
$33.88 billion in February
due to slowdown in global
demand, even as the trade
deficit touched about a
year low of $17.43 billion
during the month, accord-
ing to official data released
on Wednesday
.
Imports also declined by
8.21% to $51.31 billion as
against $55.9 billion record-
ed last year.
Cumulatively, however
during April-February this
fiscal, the country’s overall
merchandise exports rose
by 7.5% to $405.94 billion.
Imports during the period
increased by 18.82% to
$653.47 billion.
The merchandise trade
deficit for the April-Febru-
ary this fiscal stood at
about $247.53 billion.
The country’s exports
had contracted by 6.58% to
$32.91 billion in December
2022. In February 2022, the
trade deficit was $18.75 bil-
lion. Last time, it was in
January 2022 when the
trade deficit touched $17.42
billion. Commerce secre-
tary Sunil Barthwal said
that going by the trend, In-
dia’s goods and services
exports will cross $750 bil-
lion in 2022-23.
Export sectors that re-
corded negative growth
during the 11-month period
of this fiscal included engi-
neering goods, gems and
jewellery, cotton yarn/fab-
rics/made-ups, and plastic
and linoleum.
Engineering exports
dipped to $98.86 billion dur-
ing April-February 2022-23
from $101.15 billion in the
same period last fiscal. In
the same period, gems and
jewellery shipments de-
clined to $35.21 billion from
$35.32 billion during April-
February 2022-23.
Sectors which recorded
positive growth included
petroleum products, chem-
icals, pharma, electronic
goods, rice, ready-made
garments of textiles.
Gold imports during
April-February this fiscal
contracted to $31.72, as
against $45.12 billion.

A 4-member GST appellate
tribunal likely in each state
New Delhi (PTI): A
4-member appellate tribu-
nal is proposed to be set up
in each state to streamline
and expedite the dispute
resolution process with re-
gard to Goods and Services
Tax (GST), according to an
official.
Each state appellate tri-
bunal would have two tech-
nical members (one officer
each from the centre and
states) and two judicial
members, the official said.
A division bench com-
prising two members -- one
technical and one judicial
— will decide the appeals
brought before it.
As per the proposal, each
state appellate tribunal
will have two division
benches and thus will be
able to deal with more ap-
peals, the official noted.
There will also be a na-
tional appellate tribunal,
which would be set up in
Delhi, and comprise one
judicial member and one
technical member.
The national appellate
bench will mainly look into
appeal cases on disputes
between the department
and assessee over the ‘place
of supply’ under the GST
regime. It, however, will
not take up any appeal with
regard to divergent rulings
by state appellate tribu-
nals, the official added on
Wednesday

(provisional) against the US
dollar on Wednesday amid a
strong greenback against major
currencies overseas and una-

the interbank foreign exchange,
the domestic unit opened strong
at 82.32 against the dollar and
traded in a range of 82.30 and
82.62. It finally settled at 82.62
(provisional) against the Ameri-
can currency, a fall of 25 paise
against its previous close.

state in Mumbai, the
former chief minister
said the unity of MVA
was not for forming a
government but to save
democracy

At the meeting, sen-
ior Congress leader
Ashok Chavan said
MVA will contest the lo-
cal bodies’ elections to-
gether in an alliance.
“I appeal to all the
three parties to unite
and work together irre-
spective of whether you
get a ticket to contest
elections to local bodies,

Sabha. If we don’t unite
at the grassroots, 2024
will be the last election

The MVA was formed
after the 2019 Maha-
rashtra Assembly elec-
tions when Shiv Sena
(undivided) fell out
with ally BJP, which
had emerged as the sin-
gle largest party. It
joined hands with ideo-
logically incompatible
Congress and National-
ist Congress Party
(NCP) to form a coali-
tion government, which
remained in power till
June 2022.
“We have fought
against each other for
so long, so it is difficult
to unite at the local level
but we have to work to-
wards it,” Thackeray
said and thanked his
supporters for backing
him in MVA.
“I will never let down
the confidence they
have in me,” he said.

Maharashtra political

The Bandra Kurla Com-
plex (BKC) bullet train sta-
tion will have six platforms,
and each platform is approx-
imately 414 m, sufficient to
accommodate a 16-coach
bullet train. The station will
have connectivity with the
Metro and road transport.
This station is the only un-
derground station on the
Mumbai-Ahmedabad High-
Speed Rail corridor, and it is
planned at a depth of about
24m below the ground level.
The station will have a total
of three floors.
It will be developed over a
cumulative floor area of ap-
proximately 2,00,000 sqm
and will house “state of the
art” amenities including
waiting areas, a business-
class lounge, a nursery, re-
strooms, smoking rooms,
and information kiosks.
HCC and MEIL had pre-
sented the lowest bid when
the NHRSCL had invited
tenders for construction of
the station. Reportedly, the
bids were scrutinised by Ja-
pan International Coopera-
tion Agency
.
Other bidders for the pro-
ject were Afcons Infrastruc-
ture Ltd, which quoted
Rs4,217 crore and, LT Ltd,
whose bid was Rs4,590 crore.
Lowest bidder chosen by project’s funding
body Japan International Cooperation
Agency after scrutinization procedure
The construction firm won the contract with a bid of `3,681 crore.

  • 1. First India Bureau Mumbai: Maharashtra has reported two fatalities suspected to be caused by influenza. One of them, a 74-year-old man, died of the H3N2 sub-type while the other victim was infected by coronavirus as well as the influenza virus, state Health Minis- ter Tanaji Sawant told the Assembly on Wednesday. An official said one of the two deceased, a 23-year- old MBBS student, died due to a mixed infection caused by coronavirus and H3N2. Sawant said state health machinery has been put on alert with 361 cases of influenza in- fections being reported in the state, and guidelines will be issued in next two days. Minister also advised the use of masks in crowded places and social distancing. “Two persons have died due to influenza, including a 23-year-old first-year student of MBBS in Ahmednagar. He tested positive for COVID-19 as well as H1N1 and H3N2 viruses. Another victim is a 74-year-old man from Nagpur who died of H3N2,” Sawant said. Shock to Uddhav as loyalist Sawant joins Shinde! Kartikey Dev Singh Mumbai: In a setback to Uddhav Thackeray, former Maharashtra health minister Deepak Sawant on Wednesday joined Eknath Shinde- led Shiv Sena in the presence of CM Shinde. Physical test criteria to recruit transpersons in police fixed First India Bureau Nagpur: The Maha- rashtra Home Depart- ment has fixed physical test criteria for recruit- ment of transpersons into the police force, days after the state gov- ernment told the Bom- bay High Court that it will create a new win- dow for such candi- dates, an official order said. Under the transgender category, the candidates will need to self-identify them- selves as male or female and can accordingly ap- pear for the physical test, the order said. The Maharashtra po- lice recently undertook an exercise to fill 18,331 posts, mostly consta- bles, in the force. As part of the fitness test, male candidates had to cover 1,600 metres with- in a time frame, while women aspirants were asked to run 800 metres. The jobseekers also had to take part in a shot put throw. As per the new norms for transpersons, for a self-identified female candidate, the height should not be less than 158cm, while it has to be a minimum of 165 cm for a self-identified male, the home depart- ment order said. As part of the physical tests, self-identified male candidates will have to take part in the 1,600-metre and 100-me- tre runs. The shot put weight is 8 kg for such candidates, said an of- ficial. For self-identified women candidates, the running distances are 800 metres and 100 me- tres, while the shot put weight has been kept at 4 kg, said the official. Chest criteria will not be considered for transgender candi- dates, the official added. The physical test norms were decided on the basis of a report submitted by a six- member panel, includ- ing two doctors and a psychologist, formed by the state government. Budget all-inclusive, growth on track, promises Fadnavis First India Bureau Mumbai: Deputy Chief Minister Devendra Fad- navis on Wednesday said the state Budget presented by him for 2023-24 was all-inclusive with provisions for the welfare of farmers, women as well as infra- structure development. The state’s economic growth rate of 6.8% this fiscal was good in light of the previous two- three years, said Fad- navis, who holds the fi- nance portfolio, while replying to the debate on budget in the Legis- lative Assembly . “In 2020-21, it (growth rate) was negative 7.2%, in 2021-22 it was 9.1% and 6.8% in 2022-23,” he said. The fiscal deficit was within limit, Fadnavis added. He will table an ac- tion-taken-report on the budget in 2024 before presenting the next Budget, he said. The crime has sent shock waves in the city . Police have arrested the woman’s 23-year-old daughter Rimple Jain, an official said on Wednesday. They sus- pect the suspect stayed with the dead body for over two months and have detained her for questioning. While some parts of the highly-decomposed body were found wrapped in a plastic bag kept inside the cup- board of her tenement in Lalbaug area, other parts were found dumped in a water tank, the official said. He said Rimple was found sitting inside the room when police knocked on her door on Tuesday night. A police officer from the local Kalachowkie police station identified the deceased woman as Veena Prakash Jain. She used to stay in Vi- rar but around 16 years ago, after her husband passed away, she moved to Peru Compound at Lalbaug to move closer to her brother, the po- lice said. Over the past two months, whenever Veena’s brother went to meet his sister, Rimple would say she was sleep- ing or had gone out. When this continued over a period of time, the brother got suspi- cious. On Tuesday, the brother sent his son to meet Veena, but Rimple did not allow him to meet her, the police said. Veena’s nephew then went to the local Kala- chowkie police station following which the po- lice team reached the house. On conducting a search of the house, they found Veena’s body parts in the cup- board. When they asked Rimple about it, she said she was unaware of it. The victim’s brother identified the body following which a murder case was regis- tered at the Kalachowk- ie police station. Police are awaiting a postmortem report and investigating the crime, the official said, adding a case of murder was registered. While reading out the verdict, he ob- served the two are now married and that the prosecution had failed to prove the charges. As per the prosecu- tion, the man from Nanded often visited his relative’s home in Thane where the girl, then a Class XI student, lived and the two be- came friends. In Decem- ber 2017, they eloped to Nanded where the man rapedhertwice,claimed the prosecution. On the girl’s return, her parents approached the police. A case was registered under the Protection of Children from Sexual Offences (POCSO) Act and the Indian Penal Code, lead- ing to the man’s arrest. The judge said the girl categorically stated that she had gone with the man on her own as her father was opposed to their relationship. In such a case no conclu- sion can be drawn that the man kidnapped her, said the judge. The court said it was not even proved that the girl was a minor at the time. The judge also noted that the two are now married and living to- gether. “It is thus clear that it was a case of a consensual relation- ship,” she said in order. ED officials said the searches are tied to a cheating case regis- tered against PC Singh, bishop of the CNI's Ja- balpur Diocese. The of- fice of CNI, a Protestant denomination, located in the Sadar area in the city is being searched, an official said. In Sep- tember 2022, Singh had been detained at the Nagpur airport in Ma- harashtra for question- ing after an offence was registered against him. The students had no idea of how to enter exam halls at their des- ignated centres on Wednesday. The fire in Anand Nagar gutted more than 3,000 houses made up of plastic sheets and temporary sheds. On Tuesday afternoon, the area was crowded as hundreds of by- standers and visitors, including women and children from neigh- bouring areas, had gathered. More than 50 big trees were scorched but still standing on the land. There were at least four fire brigade vehi- cles put on standby mode while authorities were making rounds. Many local NGOs were seen lending a helping hand as they distrib- uted clothes, medicines and water along with snacks and meals. The BMC had made temporary housing and food arrangements for slum dwellers. But most of the residents opted to sit on the piece of land where their houses were until a day ago. Soon after, three other persons went in to rescue him and ended up fainting. 23 BOOKED FOR STEALING POWER IN THANE DIST Thane: A case has been registered against nearly two dozen persons for allegedly stealing electricity worth nearly Rs3 lakh in Thane district, an official said on Wednesday. The official said that the alleged power theft was recently detected in the Titwala area during an inspection by officials from the state-run distribution company Ma- havitaran. Based on a com- plaint, the police booked 23 persons, he said. FIRE BREAKS OUT AT RESI BUILDING, 3 KIDS IN HOSP Mumbai: Around 80 persons were rescued while ten including three children were hospitalized after a fire broke out at a seven-storey residential building in suburban Mulund, a civic official said. Fire Brigade vehicles rushed to the spot and extinguished the blaze within 15 to 20 minutes, he said. The flames, which erupted around 2.45 pm, were confined to electric wiring, installation, meters and switches in the com- mon meter cabin, he said. BANNED GUTKHA AND TOBACCO PRODUCTS SEIZED Palghar: Police have seized illegal gutkha and tobacco products worth over Rs11.66 lakh in the Palghar district of Maha- rashtra. The contraband was being smuggled into the state and a man has been arrested in connec- tion with the case. The seizure was made by local crime branch officials at a checkpost on the Mum- bai-Ahmedabad highway on March 13. The banned products were found in a small truck. TWO ARRESTED FOR CHASING WOMAN ON A BIKE Mumbai: Two persons were detained for al- legedly chasing a woman political leader on a bike, informed Dadar police. The arrests came after the leader had filed a complaint that the two men on a bike chased her and also made some offensive gestures. “A woman leader filed a complaint after two men on a bike chased her and made some gestures at her. We have registered a case against the accused,” an officer said. Pune (PTI): A 44-year- old software profession- al, his wife and their eight-year-old son were found dead in their flat in the Aundh area of Pune city on Wednes- day, police said. It seemed that the man first killed his wife andsonandthenhanged himself, they said. The deceased were identi- fied as Sudipto Ganguly , his wife Priyanka and his son Tanishk. “As the deceased cou- ple was not responding to phone calls, Sudip- to's brother who lives in Bengaluru asked a friend to visit the house. After finding the flat locked, he filed a missing person com- plaint,” said an official of Chatushringi police station. Reacting to the deal China warned that the three countries were treading a “path of error and danger”. The nuclear subs are being sold under a different tripar- tite security pact between the Australia, UK and the US (AUKUS). The pact envis- aged, among other things, as- sisting Australia in acquir- ing nuclear submarines to counter China’s hegemonic designs in the region. When signed in September 2021 the pact was described as “a pow- erful statement about the pri- ority of the Indo-Pacific”. Of particular interest in AUKUS is the provision of ‘assisting’ Australia to ac- quire the Virginia-class at- tack submarines for which that country will be spending an astronomical $368 billion over the next three decades. To add to the bitterness of the deal is the possibility that these are going to second hand submarines. China sees AUKUS as a threat and an illegal act of nuclear proliferation. The plan, China has reportedly said, “constitutes serious nu- clear proliferation risks, un- dermines international non- proliferation system, fuels arms races, and hurts peace and stability”. The Ameri- cans note the Chinese build- up and have sought informa- tion from Beijing about its intentions. The student bodies affili- ated to the Left parties in the state have begun forcing the government to hold students’ union elections across col- leges and universities, which have been in a “spot” since 2013. Earlier, when the SFI had begun marches as part of the Vidhan Sabha Abhi- yan from Sealdah and How- rah to the West Assembly, several of the outfit’s activ- ists were detained. The activists went all the way in order to meet Assem- bly Speaker Biman Banerjee and West Bengal education minister, Bratya Basu, to hand over a memorandum for student union polls in the state’s colleges and universi- ties. Students Federation of India (SFI) state committee member Subhajit Sarkar said the SFI members also gathered at Sealdah station to join the main rally near Bowbazar crossing. However, some of the rally- ists were stopped before pro- ceeding towards the Bow- bazar area as they got down from the train in Sealdah sta- tion by policemen deployed at the spot, SFI leader Anandarupa Dhar alleged. “They have lifted some of our comrades in prison vans as they alighted from the train in the most undemocratic manner. But we are deter- mined to take out the rally. This is our right,” she added. The rally was taken out to “Save the education sector from the fascist forces like BJP at Centre and TMC in state are bent on privatisa- tion of education system ig- noring the interest of poor students, immediate holding of student union polls in state-run and state-aided higher educational institu- tions and to stop the rolling out of New Education Policy, 2020 draft which is aided by the ruling TMC in Bengal,” Sarkar alleged. Plagued by a number of al- legations, raids and arrests of important leaders by the central agencies, and pro- tests by many sections of the people on the eve of the state- wide panchayat elections, the TMC government in West Bengal now faces the wrath of college students over non- execution of polls for almost a decade. Outfits such as the Student Federation of India (SFI) of the CPI(M) and All India Democratic Students’ Organ- isation (AIDSO) of the SUCI(C), have been holding protests, demanding student union elections, across uni- versities, colleges and the streets of Kolkata. Last Fri- day, the SFI organised a march to the state Legislative Assembly on the demand. However, the state educa- tion minister, Bratya Basu, has clarified that these col- lege elections won’t be held before the three-tier pan- chayat polls, expected to be held in May. “We will hold student union elections. But since panchayat elections are also due soon, we have to give priority to the latter. I’m hopeful that we can hold stu- dent union elections after the panchayat polls are over,” Basu said. Basu also added that stu- dent elections across campus- es in the state will be held on separate days. “Elections in colleges and universities in north Bengal, south Bengal and other belts will be held on different days, though I haven’t yet spoken to Chief Minister Mamata Banerjee about this,” said Basu. In July last year, he had said the state government was very keen on conducting elections across colleges and universities in a “free and fair” manner, and expressed hope that the stu- dents’outfitsof allOpposition parties would participate. However, there is no re- ported clarity over the fact when the students’ polls will be held. In fact, all eyes are now on the rural or the pan- chayat elections which actu- ally means a lot for the ruling party and before the Lok Sabha it is definitely a show of strength. Politically, the rural elections will mean a lot for the ruling TMC more so when the Congress-Left combine grabbed the Sagar- dighi bypoll seat recently . It may be mentioned that till 2010, students’ polls were being held in West Bengal on a regular basis. Till 2013, stu- dents’ polls were being held regularly, however, since then the polls schedule has been affected. In February 2013, violence triggered over college elec- tions at Garden Reach in Kol- kata, in which one policeman was shot dead. After this, the West Bengal government an- nounced a state-wide suspen- sionof collegeunionelections for six months. Then, the ir- regularities started. Sources No jurisdiction to act against parties for caste-based rallies in non-election time: EC New Delhi (Agencies): The Election Commis- sion of India (ECI) has cited its lack of jurisdic- tion during non-election periods and limited powers to de-register parties for not being able to act against caste- based rallies outside of the Model Code of Con- duct, in a counter affida- vitfiledintheAllahabad High Court last month. Hearing a petition filed by Lucknow-based advocate Moti Lal Ya- dav in 2013, the Luc- know Bench of the High Court had asked the Commission in Janu- ary to submit its re- sponse to the plea that the ECI should bar po- litical parties that hold meetings on caste and religious lines from elections. The petition- er had also asked that ECI deregister such parties. The ECI affidavit, filed by the Uttar Pradesh Joint Chief Electoral Officer on be- half of the poll panel on February 16, stated that the Commission does not have the pow- er to act against rallies along caste lines that occur outside of the MCC period, which is from the announce- ment of an election till its completion. The ECI “has no ju- risdiction to restrict the convening of meetings and rallies on caste lines by political par- ties during a non-elec- tion period and to ban them from contesting the subsequent elec- tion,” the affidavit said. Real-time sur- veillance by the Inte- grated Disease Surveil- lance Programme (IDSP) shows that 955 cases of H1N1, also re- ferred to as swine flu, have been reported by states till February 28. A majority of H1N1 cases are reported from Tamil Nadu (545), Ma- harashtra (170), Gujarat (170), Kerala (42) and Punjab (28), the health ministry said. It added that the ID- SP-IHIP (integrated health information platform) data from health facilities indi- cates that during the month of January, 3.97 lakh cases of acute res- piratory illness/influ- enza (ARI/ILI)-like ill- ness were reported that increased to 4.36 lakh during February. “In the first nine days of March, 1.33 lakh ARI/ ILI cases were report- ed,” said an official. INDIA ADDS 23 NEW UNICORNS IN 2022 Mumbai (PTI): India overtook China by adding 23 unicorns in 2022 while the neighbouring country created 11 such startups with valuation of $1 bil- lion or more. For the sec- ond time in a row, India topped China creating 23 unicorns in 2022, taking the total number of such high-value companies to 96, as against China’s 11 in the year, said a reporty by IVCA-Bain Co. However, this year’s number is just half of the unicorns created in 2021 when it stood at a record 44, which took the overall number to 73 in that year. According to the report, nine of the 23 unicorns added in the year have emerged from cities out- side of the top 3 metros, indicating a shift to more democratic funding geo- graphically. This means that funding to startups in non-metros grew to 18% of the total inflows share. In a statement, the Solvent Extractors’ Association of India on Wednesday said that edible oil imports rose to 10,98,475 tonnes in February from 9,83,608 tonnes in the year-ago period. The initiative follows concerns raised by several stakeholders around misuse of users data and spying by pre-installed apps. —PTI OTHER STORIES TRADE DEFICIT NARROWS TO $17.43 BILLION EXPORTS DIP FOR THIRD STRAIGHT MONTH New Delhi (PTI): Con- tracting for the third month in a row, India’s ex- ports declined by 8.8% to $33.88 billion in February due to slowdown in global demand, even as the trade deficit touched about a year low of $17.43 billion during the month, accord- ing to official data released on Wednesday . Imports also declined by 8.21% to $51.31 billion as against $55.9 billion record- ed last year. Cumulatively, however during April-February this fiscal, the country’s overall merchandise exports rose by 7.5% to $405.94 billion. Imports during the period increased by 18.82% to $653.47 billion. The merchandise trade deficit for the April-Febru- ary this fiscal stood at about $247.53 billion. The country’s exports had contracted by 6.58% to $32.91 billion in December 2022. In February 2022, the trade deficit was $18.75 bil- lion. Last time, it was in January 2022 when the trade deficit touched $17.42 billion. Commerce secre- tary Sunil Barthwal said that going by the trend, In- dia’s goods and services exports will cross $750 bil- lion in 2022-23. Export sectors that re- corded negative growth during the 11-month period of this fiscal included engi- neering goods, gems and jewellery, cotton yarn/fab- rics/made-ups, and plastic and linoleum. Engineering exports dipped to $98.86 billion dur- ing April-February 2022-23 from $101.15 billion in the same period last fiscal. In the same period, gems and jewellery shipments de- clined to $35.21 billion from $35.32 billion during April- February 2022-23. Sectors which recorded positive growth included petroleum products, chem- icals, pharma, electronic goods, rice, ready-made garments of textiles. Gold imports during April-February this fiscal contracted to $31.72, as against $45.12 billion. Each state appellate tri- bunal would have two tech- nical members (one officer each from the centre and states) and two judicial members, the official said. A division bench com- prising two members -- one technical and one judicial — will decide the appeals brought before it. As per the proposal, each state appellate tribunal will have two division benches and thus will be able to deal with more ap- peals, the official noted. There will also be a na- tional appellate tribunal, which would be set up in Delhi, and comprise one judicial member and one technical member. The national appellate bench will mainly look into appeal cases on disputes between the department and assessee over the ‘place of supply’ under the GST regime. It, however, will not take up any appeal with regard to divergent rulings by state appellate tribu- nals, the official added on Wednesday . Gill alleged that Shaw knows influen- tial people and the al- legations against her are baseless and vexa- tious. She also alleged that she was falsely im- plicated in the present FIR by Shaw’s friend, the complainant, on Shaw’s instructions to fulfil his “personal ven- detta” and “harass and trap Gill”. Gill in her plea asked that the police not press charges against her. First India Bureau Mumbai: A court on Wednesday remanded Sadanand Kadam, an ‘aide’of Shiv Sena -UBT leader Anil Parab, in 14- day judicial custody in an alleged money laun- deringcaseconnectedto the construction of a resort at Dapoli. Kadam, arrested by the Enforcement Direc- torate on March 10, was produced before a spe- cial judge, MG Desh- pande, for Prevention of Money Laundering Act cases at the end of his ED custody . Besides Kadam, the ED has also arrested former sub-divisional officer Jairam Desh- pande and interrogated Parab, a former Maha- rashtra minister. Enforcement Directo- rate (ED) has alleged that a resort in Dapoli, was constructed in vio- lation of coastal regula- tion zone (CRZ) norms. The ED has accused the owner, Parab, of getting “illegal permission” from the local sub-divi- sional office to convert agriculture-only land into non-agricultural use and construct the resort. The agency has also alleged that Parab ob- tained “illegal” permis- sion from the state Rev- enue Department to construct a twin bunga- low over land falling under CRZ-III, which is a no-development zone. In January, the ED had attached Sai Resort at Dapoli in the coastal Ratnagiri district of Maharashtra, worth more than Rs10 crore, as part of a money laun- dering probe against Parab and others. If we don’t unite at the grassroots, 2024 will be the last election and we will go towards dictatorship,” he said. Yusuf Khan, the ac- cused, was the one who took a screenshot of Kolhe’s message sup- porting suspended Bharatiya Janata Party leader Nupur Sharma and instigated others to target him, the agency told a special NIA court here in a written reply to the bail plea. Kolhe, who had shared social media posts backing Sharma over the latter’s contro- versial comments about Prophet Mohammed, was killed in Amaravati city on June 21, 2022. The probe agency has arrested more than ten persons in the case. Khan, booked under the Unlawful Activities (Prevention) Act (UAPA) besides Indian Penal Code sections re- lated to murder, said in his bail application filed through advocate Shehzad Naqvi that he was not a “Tablihgh Ja- mat” member as claimed by the NIA. The Bandra Kurla Com- plex (BKC) bullet train sta- tion will have six platforms, and each platform is approx- imately 414 m, sufficient to accommodate a 16-coach bullet train. The station will have connectivity with the Metro and road transport. This station is the only un- derground station on the Mumbai-Ahmedabad High- Speed Rail corridor, and it is planned at a depth of about 24m below the ground level. The station will have a total of three floors. It will be developed over a cumulative floor area of ap- proximately 2,00,000 sqm and will house “state of the art” amenities including waiting areas, a business- class lounge, a nursery, re- strooms, smoking rooms, and information kiosks. HCC and MEIL had pre- sented the lowest bid when the NHRSCL had invited tenders for construction of the station. Reportedly, the bids were scrutinised by Ja- pan International Coopera- tion Agency . Other bidders for the pro- ject were Afcons Infrastruc- ture Ltd, which quoted Rs4,217 crore and, LT Ltd, whose bid was Rs4,590 crore.
