in Punjab, the Shiromani Akali Dal
(Amritsar) president, Simranjit Singh
Mann, emerged as the victor in the
Sangrur Lok Sabha constituency, the
bastion of Chief Minister Bhagwant
Mann, defeating AAP candidate Gur-
mail Singh in a neck-and-neck fight.

AAP won Rajinder Nagar assembly by-
election by 11,555 votes, party MLA
Saurabh Bhardwaj said on Sunday.
After multiple rounds of counting,
AAP’s Durgesh Pathak secured 40,319
votes, BJP leader Rajesh Bhatia was in
second place with 28,581 votes.
The ruling YSR Congress Party’s Me-
kapati Vikram Reddy secured a big win
in Atmakur bypoll in AP, winning by a
margin of 82,888 votes. Reddy polled
1,02,241 votes while his closest rival
and BJP candidate G Bharat Kumar
Yadav secured only 19,353 votes.
Congress candidate Shilpi Neha Tirkey
won the by-election to Jharkhand’s
Mandar seat on Sunday, defeating her
nearest rival, BJP’s Gangotri Kujur, by a
margin of 23,517 votes, an official said.
Shilpi Neha, daughter of ex-legislator
Bandhu secured total of 95,062 votes.
BJP won 3 out of 4 in Tripura bypolls in 4 As-
sembly constituencies and Congress bagged
one. Chief Minister and BJP candidate Manik
Saha won in Town Bordowali, in Agartala con-
stituency, Sudip Roy Barman of the Congress
won, BJP’s Swapna Das won in Surma, and
BJP’s Malina Debnath won from Jubarajnagar.
Manik Saha, a RS MP, was appointed CM last
month after Biplab Deb’s sudden resignation.
He had to win this bypoll to continue as CM.

Khairthal (Alwar): On Sunday afternoon at the
railway station of the town, a woman from nearby
village Tatarpur jumped in
front of a goods train going
from Delhi to Jaipur along
with her son and daughter. In
the accident, the mother-son
died on the spot, while the
daughter ran away by freeing
her hands. The reasons for the suicide are not
yet known. GRP SHO Mohan Singh said that the
incident took place at 1:20 pm.

steps taken in the last
eight years in terms of
women safety, health
and nutrition have
yielded positive results.
He was addressing
the inaugural function
of a zonal meet on the
achievements of the de-
cision taken in the field
of women  child devel-
opment since 2014 here.
Munjapara said that
due to the Beti Bachao
Beti Padhao campaign,
the sex ratio in the
country has improved.
He said that one stop
centers to prevent gen-
der-based violence are
helping women and
girls a great deal, add-
ing that working wom-
en’s hostels are also be-
ing built in the state.
“Continuous efforts
are being made to pro-
vide basic facilities in
Anganwadi centres,”
he said. He said that 68
per cent of the benefi-
ciaries of Mudra Yoja-
na are women.

12-yr-old playing in a park ‘molested’
by a bike-borne miscreant, say cops

Jaipur: A 12-year-old
minor girl was allegedly
molested by an uniden-
tified man in Jaipur’s
Pratap Nagar area, po-
lice said on Sunday
.
Police informed the
girl had gone to a park
in Pratap Nagar Sec-
tor-8 when a biker
came and suddenly mo-
lested the girl.
“The incident oc-
curred on June 13 when
the girl was returning
from a nearby park.
Suddenly, a bike-borne
miscreant came and
molested the girl. The
accused fled from the
spot when the girl re-
sisted and shouted.
Later, she narrated the
incident to her moth-
er,” said Pratap Nagar

“The family mem-
bers of the victim had
filed an FIR in the po-
lice station. CCTV foot-
age is being gathered to
nab the accused,” added

WOMAN RAPED ON
PRETEXT OF JOB
Jaipur: A 26-year-old
woman was allegedly raped
in the Sindhi Camp area on
the pretext of providing a
job, police said on Sunday.
Police informed the victim
had come from Jhunjhunu
for an interview, but instead,
the accused took her to a
hotel and raped her. The
accused has been identi-
fied as Naresh Singh (45),
a resident of Pilani town in
Jhunjhunu. The victim runs a
parlour in the same area.
Foreign cyber fraudster arrested in
Delhi for duping people of crores

Thana Police have ar-
rested a foreign nation-
al in connection with a
cyber fraud case. The
accused was arrested
from Delhi on charges
of duping crores of ru-
pees from people.
“The accused have
been identified as Van
Ali Diyara, a West Afri-
can national. Van Ali
used to chat with people
posing as a girl and he
is a professional cyber
fraudster. He used to
make calls to victims
through fake sim cards
and lured them with
sending parcels from
foreign,” said police.
“The accused duped
several people of crores
of rupees on the pretext
of gifts. Two other ac-
cused in the matter
have already been ar-
rested,” added police.

Jhunjhunu MP Naren-
dra Kumar once again
stoked a controversy
by calling Mahatma
Gandhi the murderer
of Subhash Chandra
Bose, a video of which
has gone viral.
The video surfaced a
day after the MP got
his tongue slipped and
called his own party as
the enemy of the Con-
stitution.
Sources said that the
video is of the pro-
gramme held in Bakra
village of Jhunjhunu
in which he was a
guest. He is purport-
edly seen telling in the
video, “You all know
who was to become the
Prime Minister after
independence. But
Gandhiji first persuad-
ed Subhash Chandra
Bose, then got him
killed. Gandhiji did all
this work.”
The MP has given
controversial state-
ments in the past also.
However, the party
does not take action
against him for such
absurd statements.
A week ago, the
Jhunjhunu MP was
seen having an argu-
ment with the mem-
bers of the SFI who
were protesting
against the Central
Government’s military
recruitment scheme

More than 14.75 lakh
beer bottles (worth
more than Rs 23 crores)
are being consumed in
the state at present.
There has been a tre-
mendous demand for
beer in the summer sea-
son this year and with-
in 81 days from April to
June 20, about 1 crore
cartons of beer have
been sold across the
state, according to the
report of Rajasthan
State Beverage Corpo-
ration Ltd (RSBCL).
The sale of beer is 160
percent more than the
sale in the last two
years.

after the woman’s hus-

Town of Alwar district.
According to the po-
lice, the victim was al-
legedly harassed by the
husband and father-in-
law,followingwhich,she
committed suicide.
“The accused hus-
bandhasbeenidentified
as Imtiyaz (23), a resi-
dent of Sikrawa village
in Nuh district. The ac-
cused got married to
Manisha in March 2021.
Manisha was harassed
over dowry demands by
her husband and in-
laws,” police said.
“The victim was also
sexuallyharassedbyher
father-in-law. Imtiyaz
pronounced ‘Talaq’
three times and threw
her out of his house.
Even the father-in-law
kept a bad eye on the

to bear the brunt in the upcoming assembly elec-

Sadiq Khan during the huge state level women’s
conference and talent award ceremony held by
Minority Morcha at a resort on Sunday. Khan said
that the state government has not implemented
any scheme for the upliftment of minorities in the
last three and a half years, while more than 30
seats are dominated by the minority community.
Along with this, the appointments of minority
classes in various departments were also banned,
for which a state-level agitation would be orga-
nized by the Morcha soon.

day attacked the Union
govt over Agnipath
scheme, and called it a
Nakalchi Bandar, or a
copycat, for exporting
ideas from foreign na-
tions to draft policies.
The govt has taken
the attitude of a ‘Na-
kalchi Bandar’, But this
is Hindustan. Some-
times it gives the exam-
ple of America in the
context of agriculture
laws and at other times
talks about Israel in ref-
erence to military ser-
vice, he said at a press
conference at PCC head-
quarters here.
He said that when ag-
riculture laws were be-
ing opposed in the coun-
try, the govt had cited
the example of Ameri-
ca, saying corporates
there are engaged in
agriculture sector in
one way or another.
Now the example of
Israel is being given
with an argument that
there is compulsory mil-
itary service. But this is
Hindustan. Situations
in Israel and India are
different,whiledemand-
ing from the centre to
withdraw the scheme,
he said that it will weak-
en the defence forces.

COVID UPDATE: 100+ CASES PER DAY IN
LAST SIX DAYS IN STATE; ACTIVE CASES 858
Jaipur: The number of corona cases is increasing
continuously. The state recorded 161 new cases
on Sunday. This is the highest so far this month.
More than 100 new cases are being received daily
since last 6 days. According to the report, max-
imum 66 new cases have been found in Jaipur
district. In other districts, 24 in Jodhpur, 22 in
Bikaner, 12 in Alwar, 10 in Ajmer, 7 in Nagaur, 7 in
Bhilwara. At present there are 858 active cases.
Ajmer: A railway officer in Ajmer has filed a case against
his cousin for allegedly molesting his three daughters.
Police informed the victim had even complained that
his cousin had an affair with his wife. “The victim has
filed an FIR against his cousin brother stating that the
accused molested his 3 daughters  used to make
obscene remarks on them. The daughters had even
informed the father that her mother had an illicit affair
with the accused,” police said. “The three daughters are
living with the father, while her mother is living separate-
ly due to a matrimonial dispute,” police added.

Jaipur: Raj High Court’s benches in Jodhpur and
Jaipur will be again see activity. The Rajasthan High
Court will reopen from today after the summer

held in the High Court from 8 am to 1 pm, but now
hearings will happen from 10:30 am to 4:30 pm wit

TALKS IN C’GARH
tarting with the UNHDR of 1948,
the 1966 International Covenant
on Economic, Social and Cul-
tural Rights, the Vancouver
Summit of 1976, which laid the
foundations of the United Na-
tions Human Settlements Pro-
gram or UN-Habitat, and the Is-
tanbul Declaration on Human
Settlements in June 1996 which
‘endorsed the universal goals of
ensuring adequate shelter for all
and making human settlements
safer, healthier and more livea-
ble, equitable, sustainable and
productive’, India has affirmed
its commitment to ‘adequate
shelter and services as a basic
human right and has been in the
forefront of global dialogues on
shelter and housing. This was
followed up with a firm commit-
ment in 2015 to comply with the
SDGs by 2030. The eleventh Sus-
tainable Development Goal gives
a call ‘for building sustainable
cities and communities — a key
part of which is high-quality af-
fordable housing’.
Fortuitously, the eleventh
SDG coincided with the Prad-
han Mantri Awas Yojana
(PMAY) announced in the same
year, which set itself a very am-
bitious target of Housing for All
by 2022. Even though the gap
between expectations and per-
formance is substantial, and we
are nowhere close to the target,
it is, without doubt, the most ef-
fective affordable housing inter-
vention in the country
. It is also
imperative that we place the
PMAY in perspective as this was
the twenty-first attempt on ad-
dressing this issue – and has
tried to learn from the multiple
failures and (some) successes of
the previous interventions.
THE TWENTY-ONE
INTERVENTIONS IN
AFFORDABLE HOUSING
In the immediate aftermath of
Partition, land parcels were al-
lotted to migrants in several
towns of Punjab (which then
included Haryana) and Delhi as
well as in the suburbs of Kolka-
ta. The focus was on individual
ownership with basic common
infrastructure provisioned by
the local authorities. Under the
first five-year Plan, subsidised
housing for industrial workers
in new townships was taken up,
followed by schemes for LIG,
MIG, plantation workers, Rent-
al Housing for state govern-
ment employees, slum clear-
ance, sites and services, Indira
Awas, JNURM, homeless work-
ers in rural areas, night shel-
ters for pavement dwellers (il-
lustrative list). In fact, the Plan-
ning Commission and the Un-
ion government offered a new
version of the extant schemes
every passing year, but the core
issue - the mismatch between
the demand for affordable hous-
ing for new migrants to urban
centres which were the magnets
of growth, and the supply which
was restricted to government
interventions – was not ad-
dressed because the political
economy continued to be in the
‘license permit mode’. Moreo-
ver, the slum dweller and the
informal settler were treated
either as encroachers to be re-
moved from public lands or as
beneficiaries to whom patron-
age was to be extended in lim-
ited doses. Therefore, there was
a big gap between our policy
statements in international fo-
rums and action on the ground.
Urbanization was never really
recognized as a Growth Driver,
and employment generation
and infrastructure programs
were funded in the rural areas
to ‘arrest’ migration to the cit-
ies. True, development authori-
ties like the DDA in Delhi start-
ed offering Self Financing
schemes from the seventies, but
one had to be a regular employ-
ee of a government department,
or an Income Tax paying profes-
sional to avail of these, and the
slums /informal colonies con-
tinued to grow.
SLUMS AND
INFORMAL COLONIES
It is important to make a distinc-
tion between slums and infor-
mal colonies. Slums are occu-
pied by the poorest of the poor-
maids, drivers, plumbers, wash-
ermen, cobblers and other self-
employed professionals at the
Bottom of the Pyramid, and
usually on public lands – wheth-
er of Railways, Port authorities,
or areas earmarked for parks by
municipal authorities, or on em-
bankments, whereas informal
colonies are ‘unauthorised colo-
nies on private agricultural
lands’ or erstwhile industrial
estates in which the land use
pattern has not been changed.
However, there is an element of
ownership and a property right,
and ‘these informal settlements’
are generally occupied by the
lower or middle classes who
have the resources to make ‘puc-
ca buildings’.
Another distinction that
needs to be made is between
housing needs for the rural and
urban poor. While in rural are-
as, land is (still) not a major is-
sue, and funds are required only
for the building material, with
labour component coming in
from the MGNREGA, the main
issue in urban areas is that of
land. Thus, in rural areas, the
panchayat can offer community
land, and the state can provide
the resources: in the urban are-
as, the land costs are so high,
that there is no option but to
grow vertical, and this calls for
a partnership between the state,
the market, financial institu-
tions, civil society and the stake-
holders themselves.
THE BIG PICTURE
Before we proceed further, let us
also spend some time on under-
standing the Big picture and the
complexities of this sector. As
per the last census (2011) the
country had 246.74 million
households of which 78.86 mil-
lion were categorised urban. At
least twenty percent of this pop-
ulation were living in Malin
Bastis (MBs) or Jhuggi Jhompri
(JJ) clusters – and the figure for
Mumbai was as high as 40%.
While is true that after the
launch of PMAY in 2015, there
would have been some relief,
this is quite close to the picture
on the ground. At the same time,
there were over one million un-
occupied flats in urban areas.

by-elections, the results of
which were declared on
Sunday. The result was
surprising as Rampur is a
Muslim majority constitu-
ency. Muslims in Rampur,
according to the 2011 cen-
sus, comprised 50.57 per-
cent, while Hindus were
45.97 percent in a popula-
tion of 2,335, 819. The 41.39
percent voter turnout in
Rampur was decidedly low
compared to 63.19 percent
in 2019. Asim Raza polled
3.25 lakh and Lodhi 3.67
lakh. Ghanshyam Lodhi
who won the Rampur seat
underplayed the commu-
nal factor when he said
that the district symbolis-
es religious harmony. The
SP claimed that its voters
were prevented from cast-
ing their votes, hence the
low turnout.
The BJP also registered
a historic victory in an-
other SP stronghold ----
Azamgarh. The seat was
held by SP president Akh-
ilesh Yadav who vacated it
after his victory in the as-
sembly elections from the
Karhal constituency. The
blame for Azamgarh loss
can easily be placed on the
Bahujan Samaj Party
whose candidate Guddu
Jamali cut into SP votes.
What is mystifying is
Akhilesh’s reluctance to
campaign for his cousin
Dharmendra in Azam-
garh. Nor did he visit Ram-
pur even once for the
campaigning.

partment officials for
allegedly facilitating
fictitious refunds of
TDS deducted for sev-
eral assessee by misus-
ing system access of
senior officers, officials
said on Sunday
.
The probe agency
filed the FIR based on a
complaint from Joint
Commissioner of In-
come Tax, Muzaffarna-
gar against three group
C officials of the In-
come Tax department
who allegedly managed
to dupe the department
by allegedly misusing
RSA tokens of assess-
ing officers to work out
and generate fictitious
refunds of Tax Deduct-
ed at Source (TDS).
RSA tokens are
unique and time-syn-
chronous solutions that
automatically change a
user's password every 60
seconds. Following the
FIR, the agency had car-
ried out searches at mul-
tiplelocations,theysaid.
The Central Bureau
of Investigation (CBI)
has named three I-T of-
ficials -- Abhay Kant,
Saurabh Singh and Ro-
hit Kumar -- in connec-
tion with the case along
with nine beneficiaries

Jaisalmer: Three
persons, including a
history-sheeter, were
arrested for torturing
a para teacher for al-
leged extra-marital tie
with a woman of their
village in Jaisalmer
district. Police have
launched a search
operation to nab
other accused in the
incident. The accused
stripped the teacher,
cut his hair and also
damaged a car he
was driving. Two ac-
cused climbed on the
car and jumped on it
in order to damage it.
They damaged wind-
screens and turned it
over. Teacher, who is
married and father of
two children.
Dungaprur: A grand ancient Panchmukhi Shivling
has been discovered during an excavation in the river
flowing near the Neelkanth Mahadev
temple in Nilapani Padardi in Dun-
garpur. The construction of a road
is being done on behalf of the Gram
Panchayat in the river. A kuccha road
was being made for the movement
of tractors and other vehicles in the
dry river to carry the material. The gravel deposited
over the river was being removed.
Lathi (Jaisalmer): An open auction of Tharparkar animals
was organized under the supervision of the committee
constituted by the university at Tharparkar Livestock
Research Center. Dr Vishnu Kumar
informed that a total of 29 cattle
farmers from Punjab and Chhattis-
garh, including Jaisalmer, Jodhpur,
Barmer, Nagaur, Sikar and Ganga-
nagar participated in the auction. A
total of 17 Tharparkar cows were
sold through auction. In which 8 calves, 6 calves and 3
cows were sold. Cow No. 722 acquired the highest bid in
the auction. It was bought by Bhagwan Singh, a resident of

from the seven cities
were pressed into ser-

broke out in The
Bharatpur Central Co-
operative Bank at the
powerhouse intersec-
tion of the city on Sat-
urday afternoon. The
fire brigade brought the
fire under control. How-
ever, the reason for the
fire is still not known.
But the surprising
thing is that there was a
scam of Rs 26 crores in
this bank, which was
under investigation.
Important documents
have been destroyed in
the bank fire. In such a
situation, it becomes
suspicious as to wheth-
er the fire incident oc-
curred on its own or
was orchestrated.
The bank was closed
on Saturday due to the
holiday
, while Sunday is
a usual off. In such a

died in a road accident
when a bike collided
head-on with another
motorcycle near Prata-
pura on Jaipur-
Bhilwara Mega High-
way in Tonk on Satur-
day night. The de-
ceased have been iden-
tified as Kamal (30), a
resident of More,
Pradhan (26), a resi-
dent of Dechwas and
Bhanwar Lal (42), a
resident of Ma-
hadevpura village.
“The two speeding
bikes lost their bal-
ance and collided
head-on. The collision
was so strong that both
the vehicles were se-
verely damaged in the
mishap,” said Diggi
Police Station In-
Charge Satyanarayan
Chaudhary.
“Kamal and Pradhan
died on the spot, while
Bhanwar Lal Jat suc-
cumbed to injuries dur-
ing treatment. The mor-
tal remains of the de-
ceased were handed
over to the family mem-
bers after the post-mor-
tem was conducted,”
added police.

that whatever Gehlot
has said was correct.
“Whatever he said
was right. What was
wrong in that?” he said

CM’s statement. He
said that the CM has
said both were involved
in the conspiracy, and
he also believes this.
The minister was in
Kota on Sunday.
Dhariwal also target-
ed former MLA and
BJP leader Prahlad
Gunjal, saying that the
game of hooliganism
and capturing people’s
plots in Kota has now
been destroyed. “We
will eradicate this hoo-
liganism completely.
Instead of putting a
hurdle in developmen-
tal works through ob-
scene language, politics
should be carried out in
a proper and positive
manner,” he stressed.
In response to the
question related to Gun-
jal’s allegations on Dha-
riwal over latter’s an-
cestral property Dhari-
wal said that those mak-
ing baseless and petty
allegations should
know that the papers of
all these properties of
mine have been scruti-
nised even by Bhairon
Singh Shekhawat and
anyone is free to get any
information from any
municipal records re-
garding my plot that I
bought and leased. “But
the accused should
show the documents of
their house made on the
master plan road,” Dha-
riwal challenged.
Reacting to L S Speak-
er Om Birla’s remark
regarding water crisis
in Kota due to financial
mismanagement, Dha-
riwal said that officers
might have given wrong
feedback to Birla.
The Minister an-
nounced that an
amount of Rs 330 crore
will be spent for second
phase of AMRUT yojna
for the construction of
30 to 40 high-level wa-
ter reservoirs. Along
with this, the amount
will be spent on water
distribution.
Speaking over ongo-
ing projects, Dhariwal
claimed that oxyzone
park being built at a
cost of Rs 100 crore on
Jhalawar road in Kota
will be a unique park in
the world  it will be
ready by December this
year. The park will have
an artificial canal, mod-
ern  heritage statues,
grass fields, an open
banquet hall etc.

of Mahi project in Ban-
swara district.
This work will in-
crease the efficiency of
irrigation water of
about 80,000 hectares of
land, through which
farmers located in the
command area of the
project located in Ban-
swara, Ghatol, Garhi,
Anandpuri, Bagidaura,
Talwara, Arthuna
tehsils of Banswara dis-
trict will be benefitted
as they will be ensured
of the water required
for irrigation.
With the approval of
CM Gehlot, a total 7 ca-
nal systems including
left and right main ca-
nal, which will be
strengthened and reno-
vated. In this, the right
main canal and its ca-
nal system from RD 0 to
71.62 km Karanpur dis-
tributary and its distri-
bution system, Geno-
ra, Loharika, Asoda
and Khogan distribu-
taries and its distribu-
tion system, Narvali
distributary, Kan-
dav minor, Jag-
pura canal, Ha-
ron canal and
the work of re-
pair of its distri-
bution system
will be done.
Additionally, the
repair and restora-
tion work of Left
main canal 0 to 15 km
and Bhungra canal
distribution network,
15 km to 36.12 km,
Chincha distrib-

minister’ wants to get
this officer removed
from the important post.
The leader, for as long as
he was a minister, never

favourite officer from

new minister has come

hence the disgruntled
minister is pressurising
new minister to remove
the officer. The ‘dis-
gruntled minister’ also
raised this issue during

Udaipur, but such is the

the new minister has
n’t been able to gather
courage to take on the

content by removing
the officer.

In the budget 2022-23,
Gehlot had announced
to carry out various de-
velopment works at the
Mahila Chikitsalaya at
Sanganeri Gate.
It is worth noting that
a 116-metre high world-
classIPDtowerandother
medical facilities are
under construction in
Sawai Mansingh Hospi-
tal premises. The total
project cost would be
around Rs 588 crore.
With its construction,
facility of 1,200 beds will

ensured by CM Gehlot
by providing free treat-
ment up to Rs.10 lakh to
the people through
Mukhyamantri Chi-
ranjeevi Swasthya
Bima Yojana. Along
with this, accident in-

ties are being pro-

matter? Is the Jat factor
of 2023 elections also a
reason for this?”
However, sources
close to the top echelons

claim that despite all
this, Gehlot can take
any major decision be-
fore June 30.

BJP candidates Dinesh Lal Yadav “Nirahua” (Azamgarh) and Ghan- shayam Singh Lodhi (Rampur) defeated SP nominees Dharmendra Yadav and Asim Raja resp by margin of 8,679 and 42,192 votes. While Adityanath hailed 2 vic- tories as reflection of the 2024 general polls, SP chief termed results murder of democracy . Chandigarh: Dealing a severe blow to the ruling Aam Aadmi Party (AAP) in Punjab, the Shiromani Akali Dal (Amritsar) president, Simranjit Singh Mann, emerged as the victor in the Sangrur Lok Sabha constituency, the bastion of Chief Minister Bhagwant Mann, defeating AAP candidate Gur- mail Singh in a neck-and-neck fight. After multiple rounds of counting, AAP’s Durgesh Pathak secured 40,319 votes, BJP leader Rajesh Bhatia was in second place with 28,581 votes. The ruling YSR Congress Party’s Me- kapati Vikram Reddy secured a big win in Atmakur bypoll in AP, winning by a margin of 82,888 votes. Reddy polled 1,02,241 votes while his closest rival and BJP candidate G Bharat Kumar Yadav secured only 19,353 votes. Congress candidate Shilpi Neha Tirkey won the by-election to Jharkhand’s Mandar seat on Sunday, defeating her nearest rival, BJP’s Gangotri Kujur, by a margin of 23,517 votes, an official said. Shilpi Neha, daughter of ex-legislator Bandhu secured total of 95,062 votes. BJP won 3 out of 4 in Tripura bypolls in 4 As- sembly constituencies and Congress bagged one. Chief Minister and BJP candidate Manik Saha won in Town Bordowali, in Agartala con- stituency, Sudip Roy Barman of the Congress won, BJP’s Swapna Das won in Surma, and BJP’s Malina Debnath won from Jubarajnagar. Manik Saha, a RS MP, was appointed CM last month after Biplab Deb’s sudden resignation. He had to win this bypoll to continue as CM.   • 4. tarting with the UNHDR of 1948, the 1966 International Covenant on Economic, Social and Cul- tural Rights, the Vancouver Summit of 1976, which laid the foundations of the United Na- tions Human Settlements Pro- gram or UN-Habitat, and the Is- tanbul Declaration on Human Settlements in June 1996 which ‘endorsed the universal goals of ensuring adequate shelter for all and making human settlements safer, healthier and more livea- ble, equitable, sustainable and productive’, India has affirmed its commitment to ‘adequate shelter and services as a basic human right and has been in the forefront of global dialogues on shelter and housing. This was followed up with a firm commit- ment in 2015 to comply with the SDGs by 2030. The eleventh Sus- tainable Development Goal gives a call ‘for building sustainable cities and communities — a key part of which is high-quality af- fordable housing’. Fortuitously, the eleventh SDG coincided with the Prad- han Mantri Awas Yojana (PMAY) announced in the same year, which set itself a very am- bitious target of Housing for All by 2022. Even though the gap between expectations and per- formance is substantial, and we are nowhere close to the target, it is, without doubt, the most ef- fective affordable housing inter- vention in the country . It is also imperative that we place the PMAY in perspective as this was the twenty-first attempt on ad- dressing this issue – and has tried to learn from the multiple failures and (some) successes of the previous interventions. THE TWENTY-ONE INTERVENTIONS IN AFFORDABLE HOUSING In the immediate aftermath of Partition, land parcels were al- lotted to migrants in several towns of Punjab (which then included Haryana) and Delhi as well as in the suburbs of Kolka- ta. The focus was on individual ownership with basic common infrastructure provisioned by the local authorities. Under the first five-year Plan, subsidised housing for industrial workers in new townships was taken up, followed by schemes for LIG, MIG, plantation workers, Rent- al Housing for state govern- ment employees, slum clear- ance, sites and services, Indira Awas, JNURM, homeless work- ers in rural areas, night shel- ters for pavement dwellers (il- lustrative list). In fact, the Plan- ning Commission and the Un- ion government offered a new version of the extant schemes every passing year, but the core issue - the mismatch between the demand for affordable hous- ing for new migrants to urban centres which were the magnets of growth, and the supply which was restricted to government interventions – was not ad- dressed because the political economy continued to be in the ‘license permit mode’. Moreo- ver, the slum dweller and the informal settler were treated either as encroachers to be re- moved from public lands or as beneficiaries to whom patron- age was to be extended in lim- ited doses. Therefore, there was a big gap between our policy statements in international fo- rums and action on the ground. Urbanization was never really recognized as a Growth Driver, and employment generation and infrastructure programs were funded in the rural areas to ‘arrest’ migration to the cit- ies. True, development authori- ties like the DDA in Delhi start- ed offering Self Financing schemes from the seventies, but one had to be a regular employ- ee of a government department, or an Income Tax paying profes- sional to avail of these, and the slums /informal colonies con- tinued to grow. SLUMS AND INFORMAL COLONIES It is important to make a distinc- tion between slums and infor- mal colonies. Slums are occu- pied by the poorest of the poor- maids, drivers, plumbers, wash- ermen, cobblers and other self- employed professionals at the Bottom of the Pyramid, and usually on public lands – wheth- er of Railways, Port authorities, or areas earmarked for parks by municipal authorities, or on em- bankments, whereas informal colonies are ‘unauthorised colo- nies on private agricultural lands’ or erstwhile industrial estates in which the land use pattern has not been changed. However, there is an element of ownership and a property right, and ‘these informal settlements’ are generally occupied by the lower or middle classes who have the resources to make ‘puc- ca buildings’. Another distinction that needs to be made is between housing needs for the rural and urban poor. While in rural are- as, land is (still) not a major is- sue, and funds are required only for the building material, with labour component coming in from the MGNREGA, the main issue in urban areas is that of land. Thus, in rural areas, the panchayat can offer community land, and the state can provide the resources: in the urban are- as, the land costs are so high, that there is no option but to grow vertical, and this calls for a partnership between the state, the market, financial institu- tions, civil society and the stake- holders themselves. THE BIG PICTURE Before we proceed further, let us also spend some time on under- standing the Big picture and the complexities of this sector. As per the last census (2011) the country had 246.74 million households of which 78.86 mil- lion were categorised urban. At least twenty percent of this pop- ulation were living in Malin Bastis (MBs) or Jhuggi Jhompri (JJ) clusters – and the figure for Mumbai was as high as 40%. While is true that after the launch of PMAY in 2015, there would have been some relief, this is quite close to the picture on the ground. At the same time, there were over one million un- occupied flats in urban areas. This also means that between Rs 50,000 to Rs 70,000 crore of investment is not being put to productive use. Can this be addressed by Model Tenancy Act or by leasing them to state and Municipal authorities for social housing or by offering deep discounts and concessions to those willing to convert these into affordable rental units under PMAY? The result was surprising as Rampur is a Muslim majority constitu- ency. Muslims in Rampur, according to the 2011 cen- sus, comprised 50.57 per- cent, while Hindus were 45.97 percent in a popula- tion of 2,335, 819. The 41.39 percent voter turnout in Rampur was decidedly low compared to 63.19 percent in 2019. Asim Raza polled 3.25 lakh and Lodhi 3.67 lakh. Ghanshyam Lodhi who won the Rampur seat underplayed the commu- nal factor when he said that the district symbolis- es religious harmony. The SP claimed that its voters were prevented from cast- ing their votes, hence the low turnout. The BJP also registered a historic victory in an- other SP stronghold ---- Azamgarh. The seat was held by SP president Akh- ilesh Yadav who vacated it after his victory in the as- sembly elections from the Karhal constituency. The blame for Azamgarh loss can easily be placed on the Bahujan Samaj Party whose candidate Guddu Jamali cut into SP votes. What is mystifying is Akhilesh’s reluctance to campaign for his cousin Dharmendra in Azam- garh. Nor did he visit Ram- pur even once for the campaigning. He hails from Jharkhand and has been a MP from Hazari- bagh seat. But after the BJP fielded Drau- padi Murmu as its can- didate, the hope of that support is now over. Draupadi Murmu is a Santhal tribal and has been the governor of Jharkhand. She is going to be the first tribal president of the coun- try. Therefore, she will get full support of Jharkhand. There is a Congress government in this tribal-dominated state and the Congress has supported Yashwant Sinha’s candidature. But considering the im- portance of the tribal votes of Chhattisgarh, the party will have to take a decision. Murmu is the first tribal in the country to reach the highest posi- tion. In such a situa- tion, Congress as a party will have to re- consider its decision. Keep in mind that Con- gress has once already supported NDA’s presi- dential candidate APJ Abdul Kalam. Prior to that, the candidature of KR Narayanan was also supported by both Congress and BJP to- gether. Therefore, if Congress supports Draupadi Murmu too, then it will not be a big deal.
