The metropolitan magistrate in Dadar rejected the bail plea of Sumer Merchant, stating that photographs of the spot submitted by the police show that there is no such blind spot. BJP MP Girish Bapat passes away after prolonged illness Pune (PTI): BJP Lok Sabha member from Pune and former state minister Girish Bapat passed away at a hospi- tal here on Wednesday after a prolonged ill- ness. The 72-year-old BJP leader, ailing for the last one-and-a-half years, was admitted to the ICU of Deenanath Man- geshkar Hospital in critical condition and was on life support. “Today is a sad day. Senior BJP leader and MP Girish Bapat left us today. For the last one and half years, he was undergoing treatment,” said Jagdish Mulik, BJP city unit president said on Wednesday af- ternoon, adding that Bapat’s last rites would be performed at Vai- kunth crematorium in the evening. Bapat had served as the MLA from Kasba Peth constituency in Pune five times. He was elected to Lok Sabha in 2019. Bapat’s last public ap- pearance was on Febru- ary 26 when he cast vote for the Kasba Peth As- sembly bypoll sitting in a wheelchair with his nasal cannula on. The Opposition then accused the BJP of playing with Bapat’s health. Despite his ill health, Bapat had addressed BJP workers briefly at Kesariwada. The senior BJP lead- er enjoyed a good rap- port with Opposition leaders as well and was looked upon as a men- tor by many politicians from Pune district. “In his long political career of four decades, Bapat always took an all-inclusive stand. The news of his demise is extremely saddening,” NCP chief Sharad Pa- war tweeted. After winning the Kasba Peth bypoll, Con- gress candidate Ravin- dra Dhangekar visited Bapat’s residence to seek his blessings. Born on September 03, 1950, in Talegaon Dabhade in Pune dis- trict, Bapat worked with the Rashtriya Swayamsewak Sangh in his initial years. During the Emergen- cy, he was lodged in Na- shik jail for 19 months. He became a corpora- tor of PMC in 1983 and after 12 years he was elected as MLA from the Kasba Peth constit- uency . Now, stored wa- ter in the seven reser- voirs that supply water to Mumbai is down to 37% of the total capaci- ty, less than the 40% from this time last year. Stored water down to 37% from 97% in Mumbai’s seven reservoirs Mumbai: With a water shortage rearing its head in Taloja, Shiv Sena - Uddhav Balasaheb Thackeray leader Gurunath Patil has raised concerns over the situation in Khargar’s Dhamole village. Most of the 60-odd families who live in Dhamole are from tribal communities. Patil has written to the Panvel Municipal Corporation (PMC), asking that a water tanker be sent to the village. “There are around 60 tribal families residing in Dhamole village, and they are not getting enough water to meet their daily needs. Since they reside in a hilly area, it is very difficult for them to go to other places and bring water. I have requested the civic administration to send at least one water tanker every day for their daily needs,” Patil said. The Uddhav Thacker- ay-led Shiv Sena-NCP- Congress government in Maharashtra col- lapsed in June 2022 with the rebellion of Sena leader Eknath Shinde, who then formed the new government with BJP’s Fadnavis as depu- ty chief minister. “We (Shiv Sena lead- ers of the Shinde camp) and Devendra ji had meetings. (Current Chief Minister) Eknath Shinde and I held 100- 150 meetings in two years (to bring down the Thackeray govern- ment),” Sawant told re- porters in Osmanabad on Tuesday . “On (now Deputy CM) Devendra Fad- navis’s orders, Shiv Sena and BJP came to- gether in Osmanabad Zilla Parishad....It start- ed from there,” Sawant said. The onion prices that reached around Rs12 to Rs14 per kg in the wholesale market dropped to Rs8 to Rs10 per kg on Tuesday . The good arrival has brought down its prices in both wholesale and retail markets. “The an- nual season for new on- ion has already begun and the largest whole- sale market for potatoes arrived last week,” a trader said. At present, the large onions are command- ing a price of Rs9-11 per kg. However, the small- er ones are available at a lower price of around Rs7-9 per kg. There has been a glut in the market this year, leading to shoddy pric- es for farmers. Earlier this month, irate farmers had shut down an onion auction at the Lasalgaon Agri- culture Produce Market Committee (APMC), Asia’s largest onion market, after per-kg price of onion came down to Rs2-4. This had prompted Deputy Chief Minister Devendra Fadnavis to assure farmers that Na- tional Agricultural Co- operative Marketing Federation of India Ltd (NAFED) has pur- chased 18,743 quintals of the key pantry staple from the market, and would likely purchase more. UNSEASONAL RAIN HIT 19K FARMERS IN PALGHAR Palghar (PTI): As many as 18,869 farmers have lost their crops and agricultural produce due to unseasonal rains between March 01 and 19 in Palghar district, as per an official release. Due to the spell, winds, and dew, crops and agricultural produce across 3,502.83 hectares of land were destroyed. The destruction is more than 33% of the agricul- tural and horticultural produce, the release said. An assistance of Rs7,87,36,125 has been sought from the gov- ernment for the farmers affected by the unsea- sonal rains and other calamities, it said. Onion prices that reached around Rs12-14 per kg have dropped to Rs8-10 per kg . —FILE PHOTO First India Bureau Mumbai: A govern- ment white paper on the key projects that “left the state”--includ- ing the Vedanta Fox- conn one, Tata’s Airbus unit and the bulk drug park--will be released within seven to eight days, state Industries Minister Uday Samant has said. Notably, this comes five months after Sa- mant first announced the paper in November. That the time, he had announced that it wouldbeoutinamonth. The Shinde govern- ment had come under pressure from the Op- position after Vedanta Foxconn and the Tata Airbus project opted to shift to Gujarat. After all this time, Sa- mant has reportedly told the media that the “report is being print- ed”. Notably, the paper could have been tabled at either of the two ses- sions of the state legis- lature, which occurred in the interim. Samant attributed the delay to the fact that the state had sought re- sponses from the firms involved. He had also said a three-member committee headed by a retired judge would be set up to look into why big-ticket projects had left Maharashtra. According to the Noise Pollution Rules, the tribunal ruled in August that the maxi- mum allowed noise lev- el in residential areas during the day should be 55 dB and during the night it should be 45 dB. The Maharashtra Pollution Control Board (MPCB) has been instructed by the tribu- nal to bring the noise pollution within per- missible limits within three weeks. Failure to do so will result in the tribunal taking action against the defaulting agency. Prior to the tri- bunal’s ruling, AVP Partners’ counsels Ativ Patel and Siddhant Buxy, representing HCC, argued that any adverse ruling against their client would be a violation of natural justice as they were not given a chance to be heard. A Joint Technical Committee (JTC) had recommended on De- cember 20, 2011 that around 35.60 km of the coastal road be con- structed, involving a cost of around Rs5,303 crore. The project is supposed to provide benefits like easy ac- cess to basic services and various products, access to improved health and education facilities, strengthen- ing of the economy by easy transportation of various materials of daily use, etc. The proposed con- nectivity project in Mumbai is expected to reduce commuting time by 70% and fuel consumption by 34%, while also reducing carbon footprint. The Municipal Corporation of Greater Mumbai (MCGM) was allowed by the Supreme Court to proceed with the pro- ject, which was halted by a Bombay High Court order. However, contractor HCC has ex- pressed concern that the Board may take co- ercive action against it in the future. The Na- tional Green Tribu- nal’s Pune bench noted that the prescribed noise levels cannot be maintained due to the construction activity, but also acknowledged that higher noise levels already existed due to traffic and sea waves. Pratik Permey, who identifies as trans, took to Twitter to voice their discomfiture. “I was invited to the Ambedkar Memorial Lecture as a represent- ative of the students’ union, to welcome the guests and do some for- malities. When I reached the venue, around 6 pm I showed up in my usual outfit of a blouse and a skirt,” they said. The event was an hour late to begin, and about five minutes be- fore it started, a profes- sor and a few members of the organizing com- mittee asked them to leave and come back after changing into something more appro- priate. They told me, “for an event like this, you can- not wear something like that,” Permey, said, adding that it was not okay for the institute to curb what students wear. “I really felt violated and humiliated. My right and my freedom were curbed. I was not allowed to represent,” the student leader said, adding, “Apart from be- ing an indigenous trib- al person, I am also queer. (The incident made me feel that) my queerness was not al- lowed to represent or rather I was not al- lowed to because of my queerness.” A professor respond- ed saying that TISS is known for its inclusive nature and that author- ities would look into any incidents of al- leged discrimination. TISS is perhaps the only institution in the country with a gender- neutral hostel. TISS is known for its inclusive nature with all support- ive mechanisms in place for students of all genders and identities to co-exist, the profes- sor said. However, they are still waiting for Solan- ki’s family to lodge a formal police complaint against his hostel mate who was named in his “suicide note”. The Special Investi- gation Team (SIT) look- ing into Solanki’s death on Monday said a note, mentioning the name of an engineering stu- dent who lived on the same floor of the hostel, was recovered on March 03 from the room of the deceased. Police are analysing the handwriting in the alleged suicide note by comparing it with Solanki’s handwriting, the official said. “Police are seeking answer papers or some other documents sub- mitted by the deceased in his handwriting to IIT Bombay,” he added. Solanki, a first-year student of the B Tech (Chemical) course, allegedly committed suicide by jumping off the seventh floor of a hostel building located on the campus on February 12. His family had claimed he faced dis- crimination at the IITB for belonging to a Scheduled Caste com- munity and suspected foul play in his death. Bodyguard of former minister found dead Tolls on Mumbai-Pune Expressway to rise 18% from Sat First India Bureau Mumbai: The roughly 1.5 lakh vehicles that traverse the country’s first access-controlled road will now have to shell out more for the privilege, with tolls on the Mumbai-Pune Ex- pressway rising 18% from April 01. According to a senior official of the Maha- rashtra State Road De- velopment Corporation (MSRDC), the toll in- creases by 6% annually but it is implemented cumulatively at 18% af- ter every three years, in keeping with a govern- ment notification from August 09, 2004. The toll will not be revised in 2026, mean- ing the new rates will remain in place until 2030, the official added. About 95km long, the six-lane Mumbai-Pune Expressway was fully operationalized in 2002. Toll is collected at five toll plazas. Additional Sessions Judge PM Gupta, in his order of Tuesday , grant- ing bail to the accused Altaf Badshah directed that he should be re- leased after furnishing a bond of Rs50,000. On March 15 last year, a group of people severely beat a boy in the Bhiwandi area ac- cusing him of theft. The boy died of the injuries sustained during the beating. The court noted that the accused has no criminal antecedents and that a co-accused in the case has already been granted bail. Since the investiga- tion is complete and the chargesheet has been filed, his further custo- dy is not required, said the judge. First India Bureau Palghar: The illegal dredging of sand from the Vaitarna river is threatening the safety of the rail bridge be- tween Vaitarna and Sa- fale stations, in Palghar district, police said on Wednesday. Vaitarna and Saphale railway stations lie next to Virar on the western line of the Mumbai sub- urban network. A criminal offence was registered against two persons recently at Mandvi police station under section 151 of the Railways Act (Dam- age to or destruction of certain railway properties), various sections of the Indian Penal Code, and the Environment Protec- tion Act for illegal sand mining. “During the inspec- tion of the bridge on Monday, police found a suction pump was pull- ing out sand from the Vaitarna river. The pump was found mounted on a boat in the vicinity. The sand was being collected and heaped at the site,” he said. Police destroyed the suction pump and the boat. No arrest has been made so far in the case, a police officer said. First India Bureau Thane: A special court in the state has convict- ed a 20-year-old man un- der the Protection of Children from Sexual Offences (POSCO) Act for raping a 14-year-old girl in 2018 and sen- tenced him to rigorous imprisonment for seven years. Judge V V Virkar, of a special court on Tues- day imposed a fine of Rs6,000 on the convict. The incident oc- curred in Navi Mumbai on July 19, 2018, when the accused lured the girl, a student of class 9, out of her house under some pretext and raped her, the prosecution told the court. A case was registered at Vashi police station under POCSO Act and Indian Penal Code. The prosecution has proved the charges against the accused be- yond reasonable doubt for which he needs to be convicted and sen- tenced, the judge noted in the order. The In- ternational Monetary Fund forecasts that India’s GDP will increase by 6.1% this year and 6.8% next year, mak- ing it one of the world’s fast- est-growingeconomies.Other international commentators have offered even more effu- sive forecasts, declaring the arrival of an Indian decade or even an Indian century . In fact, India is barreling down a perilous path. All the cheerleading is based on a disingenuousnumbersgame. More so than other econo- mies, India’s yo-yoed in the three calendar years from 2020 to 2022, falling sharply twice with the emergence of COVID-19 and then bouncing back to pre-pandemic levels. Its annualized growth rate over these three years was a feeble 3.5%, about the same as in the year immediately preceding the COVID crisis. All forecasts of higher fu- ture growth rates are extrap- olating from the latest pan- demic rebound. Yet, even with pandemic-related con- straints largely in the rear- view mirror, the economy slowed in the second half of 2022, and that weakness has persisted this year. Describ- ing India as a booming econ- omy is wishful thinking clothed in bad economics. Worse, the hype is masking a problem that has grown over the 75 years since inde- pendence: anemic job crea- tion. Over the next decade, India will need 200 million more jobs, on net, to employ those who are of working age and seeking work. But this challenge is virtually insur- mountable, considering that the economy failed to add any net new jobs over the past decade, when 7-9 million ad- ditional jobseekers were en- tering the market each year. This demographic pres- sure often boils over, fueling protests and episodic vio- lence. In 2019, 12.5 million people applied for 35,000 job openings in the Indian rail- ways: a job promised for eve- ry 357 people who sought one. In January 2022, the railway authorities announced that they were not ready to make the job offers. The applicants went on a rampage, burning train cars and vandalizing railway stations. With urban jobs scarce, tens of millions of workers returned during the pandem- ic to eking out meager liveli- hoods in agriculture, and there many have remained. India’s already distressed ag- riculture sector now employs 45% of the country’s work- force. Farming families suf- fer from stubbornly high un- deremployment, with many members sharing limited work on plots rendered stead- ily smaller through genera- tional subdivision. The epi- demic of farmer suicides persists. To those anxiously seeking support from rural employment-guarantee pro- grams, the government un- conscionably delays wage payments, triggering recur- rent protests. India’s heroic run with startup unicorns is also fad- ing. The sector’s recent boom relied on cheap funding and a surge of online purchases by a small number of cus- tomers during the pandemic. But most startups have dim prospects for achieving prof- itability in the foreseeable future. Purchases by the small customer base have slowed, and funds are drying up – even for firms like ed- tech giant Byju. Looking past the illusion created by India’s rebound from its COVID depths, the country’seconomicprognosis appears bleak. As the demand for jobs continues to grow, the economy will struggle ever- more to supply decent, honor- ableemployment.Ratherthan indulge in wishful thinking and gimmicky industrial in- centives,policymakersshould aim to power economic devel- opment through investments in human capital and by bringing more women into the workforce. A bench led by Chief Justice of India DY Chandrachud noted the Centre’s submission saying that they are not inclined to entertain this plea. The Centre has submitted that the government does support uniform laws but such an intervention can only be through legislation. The average increment in 2022 was 9.4%, Deloitte India Talent Outlook 2023 stated on Wednesday . The study found that in 2023 increments are expect- ed to be lower across al- most all sectors, compared to 2022 actual increments. While the Life Sciences sec- tor is expected to witness the highest increments in 2023, the IT sector will like- ly witness a major drop in increments as compared to last year, the study said. Additionally, attrition in India reached 19.7% in 2022, up from 19.4% in 2021, it stated. The Deloitte India Talent Outlook 2023 study is based on a survey in January 2023. This new transmis- sion corridor of 400 KV will help meet the city’s growing electricity demand and enhance electricity distribution to as high as 15,000MW in future. —FIB OTHER STORIES ‘RBI EXPECTED TO DELIVER 25 BPS HIKE NEXT WEEK’ Mumbai (PTI): The Re- serve Bank may go for a fi- nal 25 basis points increase in the current rate hike cycle next week and a re- duction would come in only by the end of third quarter of FY24, econo- mists at Axis Bank said on Wednesday . As per reports, RBI offi- cials met economists on Tuesday, and the latter have suggested the central bank to go for a 25 basis points hike in key rates. The RBI has been hiking rates with an eye to tame inflation, which mostly re- mained beyond the upper tolerance limit of 6%. “I am leaning towards a further and final 0.25 per- centage point hike in rates,” Chief Economist at Axis Bank Saugata Bhat- tacharya said, adding that the hike will tame the stub- bornly high core inflation. He also said the slow- down in growth visible in anecdotal evidence at pre- sent, coupled with some cool down in inflation, should prompt the six- member Monetary Policy Committee to cut rates by the end of the third quarter of FY24. He also noted that it is too early to change the “withdrawal of accommo- dation” stance of the RBI and that some tweaks can be expected in the way it is communicated at the next review on April 6. The RBI will shift the stance to “neutral” in June review. Bhattacharya said there is anecdotal evidence pointing to signs of slow- down in growth, which makes him peg the FY24 real GDP growth estimate at 6%, much below the RBI's own estimate of 6.4%. He said the evidence in- cludes working capital cy- cles getting elongated, non- bank lenders not being able to pass on rate hikes to their borrowers for fear of losing business, low-cost automobile sales getting impacted largely because of higher compliance costs pushing up prices of end goods, and, low and mid- level housing projects wit- nessing sluggish sales and enquiries. From a net importer of coal, India is moving to- wards becoming a net ex- porter of non-coking coal, Joshi said. The minister also assured of an uninter- rupted supply of coal in the approaching summer sea- son — when the peak de- mand is expected to be 229 GW during April. Domestic demand for coal is estimated to reach 1,087 million tonnes in the ongoing financial year. The industry meets some parts of its requirements through imports. India's cumulative total estimated coal reserve as of April 1, 2022, was 3.61 lakh million tonnes (MT). On a question related to imports, he said India’s im- ports of substitutable coal were 90 MT, which will be stopped by 2025-26 when the country will start ex- porting the dry fuel. GOVT LAUNCHES 7TH ROUND OF COAL MINE AUCTIONS New Delhi (PTI): Defence Minis- ter Rajnath Singh on Wednesday launched the seventh round of auctions for commercial mining of coal blocks, putting 106 mines under the hammer. Of the total mines offered under the seventh round, 61 blocks are partially explored and 45 mines are fully explored. As many as 95 non- coking coal mines, 10 lignite mines and one coking coal mine are being offered in the latest round of auction. At the interbank foreign exchange market, the domestic unit opened sharply lower at 82.26 and touched an intra-day high of 82.23 and a low of 82.37 against the greenback. It finally ended at 82.31 (provisional), register- ing a fall of 15 paise over its previous close of 82.16. Maruti Suzuki India sells over 25 lakh units New Delhi (PTI): Au- tomaker Maruti Suzuki India Ltd on Wednesday said it has crossed the 25 lakh units milestone of cu- mulative exports. The com- pany , which started exports with shipments to Bangla- desh and Nepal in 1986-87, said it currently exports to nearly 100 countries, in- cluding markets in Africa, Latin America, Asia, and the Middle East. The 2.5 millionth landmark vehi- cle is a Maruti Suzuki Bale- no, shipped from Gujarat's Mundra Port to Latin America, the company said in a statement. No charge on normal UPI payment: NPCI New Delhi (PTI): National Payments Corporation of India (NPCI) on Wednes- day said there is no charge for the bank account to bank account-based UPI payments or normal UPI payments. However, interchange charges are only applicable for the prepaid payment instruments (PPI) mer- chant transactions and there is no charge to cus- tomers, NPCI clarified. NPCI has permitted the PPI wallets to be part of in- teroperable UPI ecosystem and levied 1.1% charge on unified payment interface (UPI) transactions above `2,000 while using PPI. “The interchange charg- es introduced are only ap- plicable for the PPI mer- chant transactions and there is no charge to cus- tomers, and it is further clarified that there are no charges for the bank ac- count to bank account- based UPI payments (i.E. Normal UPI payments),” it said. It also said that the Indian econ- omy will be moderately impacted by weak global demand and recession in large economies. Six product categories - petroleum, crude oil; coal, coke; diamond, precious metals; chemicals, pharma, rubber, plastics; electronics; and machinery - account for 82% of India's total merchandise imports.

A division bench of Justices SB Shukre and Miling Sathaye also stayed investigation into the case for four weeks. The bench was hear- ing a petition filed by Menon and her party colleague Manu Pillai seeking to quash the FIR (first information report) registered against them. The FIR was lodged on March 16, 2023, at the Andheri police station in suburban Mumbai on a complaint of AAP memberSanjayKamble. According to the complainant, who joined the AAP last year, on February 24 when the party's na- tional convenor and Delhi Chief Minister Arvind Kejriwal was in Mumbai along with his Punjab counterpart Bhagwant Mann, he (Kamble) raised an is- sue of mismanagement at a meeting. At that time Pillai al- legedly made casteist comments, he said. Following this, Kam- ble asked Menon to take action against her party colleague, as per the complaint. Later, on March 10, another meeting was held at AAP's Andheri office to discuss some organisational issues. However, when Kam- ble spoke at the meet- ing, Menon is alleged to have said that his men- tality was low, while Pillai assaulted him. Kamble was allegedly not allowed to leave the party office, where a lot of sloganeering took place. Based on the com- plaint, Menon and Pillai were booked under sec- tions 143 (unlawful as- sembly), 147 (rioting), 500 (defamation), 504 (intentional insult) and 506 (criminal intimida- tion) of the Indian Penal Code along with rele- vant provisions of the Scheduled Castes and the Scheduled Tribes (Prevention of Atroci- ties) Act, 1989. But the Modi government is scared of it. Why is the Modi government afraid of a JPC inquiry into the Adani scam?” Congress spokesperson Pawan Khera asked, address- ing a press conference here on Wednesday . “Who has invested Rs 20,000 crore in Adani Group of industries? This investment in- volves a citizen of Chi- na. Who is that person? Rahul Gandhi had raised this issue so that the people of the coun- try should be informed about it,” he said. Khera accused the Modi government of showing special favour to the Adani group. “Adani was given a loan from the SBI (State Bank of India). Prime Minister Narendra Modi pressured the Sri Lankan government to award power sector contracts in that coun- try to him. Modi lobbied for Adani to get the power supply contract in Bangladesh. Three patients suc- cumbed to the infection in the state--for the sec- ond consecutive day- -pushing up the toll to 1,48,441, said the depart- ment in a bulletin. On Tuesday, Maha- rashtrahadreported450 COVID-19 cases and three fatalities. According to the bul- letin, 11,628 COVID-19 tests were conducted in the last 24 hours, taking their cumulative count to 8,66,07,675. The Mumbai admin- istrative circle reported the highest 268 cases, followed by 130 in the Pune circle, 24 in Kol- hapur, 22 in Nashik, 12 in Nagpur, nine each in Latur, Akola and Au- rangabad circles, said the department. Anadministrativecir- cle consists of multiple districts. Of the eight circles, Kolhapur reported two deaths and the Mumbai circle one fatality . According to the bul- letin, Mumbai city wit- nessed 139 COVID-19 cases, but zero fatalities, taking the overall tally to 11,55,801, while the death toll remained un- changed at 19,747. The financial capital of the county has report- ed more than 100 cases for the fourth time in the last few days. The number of recov- eries rose to 79,92,045 af- ter 317 patients recuper- ated from the viral infec- tion during the day . State’s active caseload crossed the 2,500-mark (2,506) from 2,343 a day ago,saidthedepartment. As per the bulletin, recovery rate stood at 98.15%, while the case fatality rate was 1.82%.
