Lauding those who are
actively working to pro-
tect the tigers, Prime
Minister Narendra
Modi on Friday said that
India has at present 52
tiger reserves and that
innovative measures
are being undertaken to
involve local communi-
ties in tiger protection.
Taking to Twitter,
Modi said, “On Interna-
tional Tiger Day, I laud
all those who are active-
ly working to protect
the tiger. It would make
you proud that India
has 52 tiger reserves
covering over 75,000 sq.
km. Innovative meas-
ures are being under-
taken to involve local
communities in tiger
protection.” According
to the Tiger census re-
port of India released in
2020, India has around
70% of the world’s tiger
population. The report
also stated that India
has 8% of the world’s
biodiversity
.
International Tiger
Day is an annual cele-
bration to raise aware-
ness for tiger conserva-
tion, held annually on
29 July
. The day was de-
cided in 2010 at the Saint
Petersburg Tiger Sum-
mit in Russia. The main
purpose of this day is to
increase public aware-
ness and support for ti-
ger conservation, as
well as to advocate a
global system for safe-
guarding tigers’ natural
habitats.

Al-Qaeda-linked terror
module busted in Assam
Guwahati (ANI): In a
major crackdown in
the northeastern state
of Assam, 11 persons
were detained for their
alleged links with
global terror outfits
including Al-Qaeda in
Indian Sub-continent
(AQIS) and Bangla-
desh-based Ansarul-
lah Bangla Team
(ABT). One of the per-
sons detained was also
a Madrassa teacher in
the state.
According to the po-
lice, the 11 persons, who
were detained on
Thursday from Assam’s
Morigaon, Barpeta,
Guwahati and Goalpara
districts, are “connect-
ed to Islamic fundamen-
talism” having links
with AQIS and ABT.
Further action will be
taken as per the law.
Chief Minister Himan-
ta Biswa Sarma, while
coming down heavily
on the “Jihadi mod-
ules” in the state, said
that a lot of informa-
tion is expected from
these arrests.
Chennai (PTI):PMNar-
endra Modi on Friday
said the ruling NDA has
changed the notion that
a strong govt means it
should control every-
thing and everyone and
hailedthespreeof secto-
ral reforms, insisting it
has opened up new ave-
nuesandgiventhemuch
required infra push.
A strong government
does not control every-
thing or everyone. It
controls the system’s
impulse to interfere. It
is one that is not restric-
tive but responsive, he
said in his address at
the 42nd Convocation
of Anna University, Ta-
mil Nadu’s premier
technical varsity
.
“A strong govern-
ment does not move into
every domain. It limits
itself and makes space
for people’s talents. A
strong government’s
strength relies in its hu-
mility to accept that it
cannot know or do eve-
rything. This is why you
see reforms in every
sphere that make great-
er space for the people
and freedom”, he said.
“The scrapping of
nearly 25,000 compli-
ances is boosting ease
of living. Removal of
angel tax, removal of
retrospective tax and
reduction of corporate
tax are encouraging in-
vestments and indus-
try
,” he said.

New Delhi (PTI): In a
bid to empower women
from low-income
groups, Greenpeace In-
dia has delivered bicy-
cles to over 450 women
labourers in Delhi and
Bengaluru as part of
the ‘power the pedal’
campaign.
Focusing on the issue
of gender equality in
mobility, the campaign
aims to create a com-
munity of 5,000 cyclists
of female domestic la-
bourers, who will act as
changemakers on the
streets, fighting pollu-
tion and climate
change, Greenpeace In-
dia, an environmental
organization, said in a
statement.
Most of the women
who participated in the
campaign are aged be-
tween 40 to 50 years and
the majority of them
walk to their workplace
as they cannot afford to
avail any other modes
of transport, it said.
Nandi (48) and her
husband Amarkant (54),
who reside in a slum in
south Delhi, cycle 20 to
25 kilometers every day
to sell balloons in differ-
ent markets across the
national capital.
“We don’t have any
other option. Over the
years, the city has got
fancy air-conditioned
buses and metro. We are
not even allowed to trav-
el with balloons. We felt
like those modes of
commuting were never
meant for people like
us,” Nandi said.
Pavitra (41), a domes-
tic worker who partici-
pated in the campaign
in Delhi, said walks
more than two kilome-
ters every day to reach
her workplace in
Kailash Colony
.
Domestic workers
who have been cycling
to their workplaces are
now able to commute in
the city better. I had to
walk every day because
I can’t afford to have my
own private transport. I
am hardly making mon-
ey to get necessities like
food. Public transport is
not an option as it will
consume more time,”
she said.
Talking to PTI,
Greenpeace India’s
campaign manager Avi-
nash Chanchal said by

clist communities, the
organisation is attempt-
ing to challenge the car-
centric infrastructure

HC junks DCF’s order
putting in abeyance
permission to DDA
New Delhi (PTI): The
Delhi High Court on
Friday set aside an or-
der of the Deputy Con-
servator of Forests
putting in abeyance
the permission grant-
ed to the Delhi Devel-
opment Authority
(DDA) for transplanta-
tion of over 600 trees
for the construction of
stormwater drain at
Dwarka’s sector-8 to
cater to water dis-
charge from the Indira
Gandhi International
Airport.
Justice Najmi Wa-
ziri allowed the plea
by DDA seeking
permission for trans-
plantation of 637
trees and felling of 56
others and asked the
Deputy Conservator
of Forests to supervise
the felling or trans-
plantation of trees by
DDA for its project.
The counsel for
DDA said that their
“writ petition has
been allowed” and
the court has “set
aside the DCF’s June
29 order whereby
the DDA’s permission
for felling/ transplan-
tation of trees had
been kept in abey-
ance”.
DDA, represented
through standing
counsel Prabhsahay
Kaur, said the project,
costing Rs 88.56 crores,
required permission
from the Deputy
Conservator of For-
ests (West Forest
Division) of the Delhi
government for the
transplantation of 637
trees and felling of 56
others.
While the permis-
sion was earlier grant-
ed, it has now been
arbitrarily put in
abeyance through a
June 29 letter of DCF,
thereby stalling the
progress of the public
project indefinitely,
DDA said.

inal conspiracy and

matter for August 4,
when the court will hear
augments on the quan-
tum of sentence to be

that excess coal alloca-

of GIL in spite of the
fact that the excess allo-

Delhi HC dismisses plea
to relax cut-off percentile
New Delhi (ANI): The
Delhi High Court on Fri-
day dismissed a Public
Interest Litigation (PIL)
filed by three doctors
who sought the quash-
ing of regulation 9(3) of
the postgraduate Medi-
cal Education (Amend-
ment) Regulations 2018
to the extent that it pro-
vides for minimum
marks of 50th percentile
as a mandatory require-
ment for the admission
to postgraduate courses.
The bench of Justice
Satish Chandra Shar-
ma and Justice Subra-
moniam Prasad on Fri-
day while dismissing
the petition said, “the
question of quashing
the statutory provision
in the peculiar circum-
stances of the case does
not arise merely be-
cause a large number of
seats are lying vacant.”
The court also observed
that the lowering of the
standards of medical
education has the po-
tential of wreaking
havoc in society at
large-- due to the risk
that the practice of
medicine entails-- as it
involves in its ambit the
matter of life and death
and therefore it would
be unconscionable for
this court to interfere in
the standards duly
.
“This court therefore
cannot issue a manda-
mus directing the re-
spondents to fill up the
seats, especially when
the persons concerned
have not obtained the
minimum percentile as
this court is dealing
with admissions to post-
graduate courses in
various medical colleg-
es and there can’t be any
compromise on the is-
sue of quality of doc-
tors/ specialists as it in-
volves the risk of hu-
man lives,” the Court
said in its judgement.

4 teams of UP Police
to find kidnapped
rape survivor
Shahjahanpur (PTI):
Four teams have been
constituted to trace the
school teacher who was
allegedly raped and
kidnapped by the hus-
band of her school
manager here, police
said on Friday
.
This development
took place after the in-
tervention of Uttar
Pradesh Finance Minis-
ter Suresh Khanna.
Four teams have
been constituted by the
police to search for a
22-year-old teacher of a
village in Tilhar police
station, Superinten-
dent of Police (Rural)
Sanjeev Bajpai told
PTI. The police are on
the job and the teacher
will be found soon, the
SP said.
According to the fa-
ther of the woman, he
had met the state fi-
nance minister on
Thursday following
which the in-charge of
Tilhar police station
was directed to find her
immediately
.
Quoting the FIR
lodged in this connec-
tion, the SP said the ac-
cused had taken the
teacher to Shahjahan-
pur for some work
where he raped her in a
hotel and filmed it.
The accused repeat-
edly exploited her by
threatening to kill her
family members and
make the video viral if
she told anyone about
the incident.
When the woman
told her family about
the incident two days
ago, they went to the
man’s house where
they were threatened
and sent back. Follow-
ing this an FIR was
lodged on Wednesday
night, they said.
The accused alleged-
ly abducted the woman
from her house when
he got to know about
the police complaint,
the SP said. A case was
lodged against the man
under sections 376
(rape), 366 (kidnap-
ping) and 506 (criminal
intimidation) of the In-
dian Penal Code (IPC),
police said.

a substantial hike of around
41 percent. Elderly comprise
10.1percentof thepopulation.
With an increased elderly
population comes increased
problems faced by them.
These problems are physical,
emotional and mental in na-
ture. While bodily health is-
sues can be addressed more
easily because of improve-
ments in the country’s health-
care, the mental and emotion-
al health areas need better
attention. India’s only centre

care opened in Lucknow. An-
other specialized centre is
coming up in Bengaluru.
Mental and emotional
health requires educating
the youth and others in soci-
ety not to scoff and avoid sen-
iors feeling lonely and de-
pressed about their helpless
state. Most complaints from
senior citizens pertain to the
younger generation, includ-
ing children, being too occu-
pied pursuing their own in-
terests to think about the el-
derly. A national survey has
found that mobile phones are
keeping children away from
their elderly parents. When
left without a partner, cou-
pled with children unwilling
to share time with their par-
ents, the problem becomes
more acute and leads to a
feeling of loneliness, stress,
anxiety and depression.

THE DARK TRIAD
or every action there is an
equal and opposite reaction,
says Newton’s third law of
motion. Every dark night is
followed by a bright dawn. A
sinusoidal curve must have
crests and troughs of equal
amplitude at periodic inter-
vals. These are some univer-
sal axioms accepted without
any challenge. So is the coex-
istence of ‘good’ and ‘bad’ in
our daily life.
Arguably, one can never
find people with either com-
plete pitch-black or lily-white
traits. Instead, people show-
ing varied shades of grey is
more common.
Having said that, it is quite
common that we do come
across a vast array of people
exhibiting devilish behav-
iour in our professional sur-
roundings. And, for them an
eerie term called ‘Dark Tri-
ad’ is used to describe the
mix of malevolent personal-
ity traits these people have,
making it difficult to deal
with them. They can become
suddenly volatile, arrogant,
or domineering often disre-
garding the presence of peo-
ple with mellower traits in
their surroundings.
The term Dark Triad was
first used by Delroy L. Paul-
hus and Kevin M. Williams in
one of their papers published
in 2002 and has been thereaf-
ter frequently used to de-
scribe people with three dis-
tinct yet related personality
traits: Narcissism, Machia-
vellianism, and Psychopathy
.
It is thus a distil of these
three personality traits meet-
ing at a common intersec-
tion, operating as a continu-
um. Let’s deep dive into each
of these traits:
Psychopathy: Character-
ized by impulsivity, callous-
ness, detachment, remorse-
lessness, lack of empathy,
and conscience. But these
people can also be charismat-
ic, deceptive, and manipula-
tive. This is considered the
darkest or worst trait that
makes the Dark Triad.
Machiavellianism: Char-
acterized by being excessive-
ly domineering, critical,
negative, sneaky, manipula-
tive, immoral, selfish, and
emotionally detached.
Narcissism: Character-
ized by being egoistic, arro-
gant, hypersensitive to criti-
cism, and having an inflated
view of themselves. They
tend to be exploitative, boast-
ful, and aggressive. They dis-
play a grandiose sense of
self-importance, total ab-
sence of empathy, and enti-
tlement. People displaying a
toxic combination of these
traits can undermine their
colleagues, potentially poison
a healthy environment, and
destroy team spirit – essential
elements to have a flourish-
ing, successful organization.
Being ‘triadic’ can for a short
duration help people intimi-
date or ploy to move up in an
organization and gain upper
hand in their career progres-
sion but they don’t last long.
Identifying persons with
dark triad traits can be diffi-
cult as they can be deceptive
and lace their behaviour with
fake charm for selfish gains.
However, they don’t possess
the ability to retain their ve-
neer for too long and eventu-
ally burn themselves out.
Some of these incredibly
duplicitous people may be
coaxed to change, but the
likelihood of that happening
is quite rare as these sinister
traits are usually deeply in-
grained and highly resistant
to external factors.
Managing Dark Triad peo-
ple is complex and not easy
. It
requires deft handling and
smart skill to assertively deal
with behaviour that can fluc-
tuate wildly
.
Just like for every yin there
has to be a yang, Light Triad
– opposite of Dark Triad – has
gained credence in recent
times. Easytodecipherpeople

Ahmedabad (PTI): A

Friday deferred to Sat-

bail pleas of social ac-
tivist Teesta Setalvad
and former Gujarat
DGP RB Sreekumar, ar-
rested for allegedly fab-
ricating evidence to

in the 2002 post-
Godhra riots cases.
The order on the bail
applications of Setal-
vad and Sreekumar,
who were arrested in
late June and currently
lodged in jail under ju-
dicial custody, has been
deferred multiple times
this week.
The court of Addi-
tional Principal Judge
DD Thakkar was origi-
nally scheduled to give
its ruling on Tuesday
. It
was first deferred to
Thursday, then Friday
and now Saturday.
The court said the order
was not yet ready
.
The judge had last
week reserved his order
after hearing argu-
ments from the coun-
sels appearing for Setal-
vad, Sreekumar and the
prosecution.
Besides the duo, for-
mer IPS officer Sanjiv
Bhatt is also an accused
in the case and all three
were arrested by the

Kochi (PTI): The Kerala

seeking a standard
protocol for conducting
examinations across
the country in view of
a recent incident at a
NEET exam centre in
the state where female
candidates were made
to remove part of their
undergarments to
appear for the test. A
division Bench of the
High Court deferred the
hearing in the matter to
the first week of August.
Besides formulation of
a standard protocol for
exams across India, the

also seeks a direction

the affected female
candidates to re-appear

New Delhi: The politi-
cal wind is blowing in
the opposite direction
in Bihar. The rule of op-
position parties across
the country is in danger
but the rule of BJP in
Bihar seems to be in
danger. Chief Minister
Nitish Kumar is prepar-
ing to give a blow to his
ally BJP once again.
The case of Chirag Pas-
wan and former Union
Minister RCP Singh is
not over yet. It is said
that Nitish feels that the
BJP first tried to de-
stroy his party with the
help of Chirag Paswan
and then through RCP
Singh. Both these
shocks have been borne
by Nitish in some way.
Hence, before the BJP
makes a third attempt to
end their political exist-
ence, they can try to
shore up the BJP
.
Nitish has started in-
dicating this. When
Prime Minister Naren-
dra Modi reached Patna
on July 12, Nitish wel-
comed him but no adver-
tisement was given in
any newspaper about
hiswelcomeandhispro-
gram. After that, Nitish
also welcomed and sup-
ported Draupadi Mur-
mu in the presidential
election but did not at-
tend her swearing-in
ceremony
. Before that,
Nitish did not attend the
farewell ceremony of
former President Ram
Nath Kovind. Think,
while in a grand alli-
ance with RJD and Con-
gress, Nitish supported
RamNathKovindonthe
grounds that he was the
governor of Bihar. But
he did not participate in
the farewell ceremony
of the same individual
when he retired from an
even grander position
i.e. that of the President
of India.
According to sources,
Nitish Kumar has made
up his mind to let go of
the BJP and there is no
effect of the persuasion
of Dharmendra Prad-
han, sent twice as a mes-
senger. It is also being
told that all the talks
have been done between
Nitish and Lalu Prasad
regarding the new gov-
ernment and the elec-
toral synergy ahead of
it. There are two types
of news about the agree-
ment between the two.
There is a news that Nit-
ish will remain CM and
as before, Tejashwi will
become the Dy CM and
after the next election,
Nitish will hand over
the command to him.
According to the oth-
er news, this time Nitish
will make Tejashwi the
CM and himself will
prepare for the Lok Sab-
ha elections by taking
both the parties along.
RJD has 80 MLAs and
JD(U) 45. Apart, 16
MLAs of Left and 19
MLAs of Congress are
also with them.

Mumbai: The Maha-
rashtra government
under CM Eknath
Shinde will witness the
swearing in of fewer
than 15 new cabinet
ministers, most likely
on August 3, in a plan
that is being light hu-
mouredly termed as
the Teen-Tera gambit.
A source said, “Thir-
teen new cabinet mem-
bers are to be sworn in
immediately and likely
to include seven BJP
ministers and six min-
isters from the Eknath
Shinde faction.”
BJP high command’s
instruction to blood
new and young faces
will be reflected in the
cabinet with stalwarts
like Chandrashekhar
Bawankule (former
Energy Minister) and
Sudhir Mungantiwar
(former Finance Min-
ister) unlikely to find a
place in the new coun-
cil of ministers.
Another senior lead-
er, Girish Mahajan,
who served a minister
in the Fadnavis helmed
Maharashtra govern-
ment between 2014 and
2019 paid a visit to New
Delhi in a last-ditch ef-
fort to seek inclusion
into the proposed Ma-
harashtra cabinet of
ministers as also to
clear some misgivings
regarding his flamboy-
ant political image, it
is reliably learnt.
BJP’s state president
Chandrakant Dada Pa-
til, who served as Rev-
enue Minister under
the Fadnavis govern-
ment is expected to be
the exception to the
‘new faces’ diktat by
the high command,
considering the clean
image he maintained
during his previous
stint in the council of
ministers. Former BJP
minister Ashish
Shelar, who was ac-
commodated by then
BJP CM Devendra Fad-
navis in the previous
BJP-led government,
barely three months
before the 2019 assem-
bly polls, may also be
re-inducted.

plea filed by Shashi Kant Rai, an additional district and ses-

he "reasonably believes" there is an "institutional bias" against
him as he concluded the trial in a POCSO case involving the

New Delhi (PTI): Four
Military Intelligence of-
ficers suspended for al-
legedly being part of a
WhatsApp group with a
Pakistani agent as a
member have ap-
proached the Supreme
Court on Friday seeking
review of its order dis-
missing a challenge to
their suspension.
The officers had ap-
proached the Supreme
Court claiming that
they were not given any
hearing before being
suspended pending the
Courtof Inquiryagainst
them. The officers' peti-
tion was rejected by the
Supreme Court which
disagreed with their
contention that before
suspending them pend-
ing the Court of Inquiry
,
an opportunity of hear-
ing was required to be
afforded to them.
Even under Regula-
tion 349 also, there is no
requirement of such a
procedure to be fol-
lowed. The petitioners
can be suspended pend-
ing the Court of Inquiry
,
which as stated by Tush-
ar Mehta, learned So-
licitor General, has al-
ready been constituted
andinquiryisgoingon,
the bench of Justices M
R Shah and B V Na-
grathna held on July 14.
The officers have now
filed a review petition
claiming that inquiry
and investigation are
two different proce-
duresaccordingtoarmy
law. They said the Court
of Inquiry (COI) is a
fact finding tool which
is a pre-stage to disci-
plinary proceedings.
On the basis of con-
clusions reached by the
COI, the commanding
officer can decide to pro-
ceed with disciplinary
proceedings and carry
out investigation under
Army Rule 22 and while
doing so he can decide to
suspend the soldiers un-
der his jurisdiction
pending investigation
and not during Court of
Inquiry, the petition
said.TheysaidCOIisan
action administrative in
nature to assist the deci-
sion making process at
the prior stage on mak-
ing any conclusions
with regards to suspen-
sion, military custody
or arrest.
They said investiga-
tion is a post-stage re-
quirement when a deci-
sion related to military
custody has been origi-
nated through the Court
of Inquiry conclusions.
Both the procedures
underinquiryandinves-
tigations give statutory
protection and safe-
guards to person subject
totheArmyActof rights
of being heard, it said.
Thus this Hon'ble
Court has erred in its
decision that the sus-
pension of petitioners
as correct and legal
pending the Court of In-
quiry proceedings
which was not even
concluded.
OFFICERS’ VERSION
Terming their
suspension orders
illegal and suffer-
ing from proce-
dural infirmity , the
officers said the
decision making
process of the
competent author-
ity was against
law and arbitrary
by denying them
opportunities of
being heard.
The Solicitor General has
made a submission of very
serious allegation which is not
justified with the suspension
orders placed on records, it
said.
The officers were suspended
in May this year. They have
claimed that they were ordered
by their superiors to hand over
their personal mobile phones
which they did without any
hesitation.
‘Bal joined IAF to fight

Lieutenant Advitiya
Bal, who was one of the
two IAF pilots killed in
a plane crash on Thurs-

over the way he died
while flying an ailing
aircraft instead of
fighting enemies.
He also urged Prime
Minister Narendra
Modi and Defence Min-
ister Rajnath Singh to
immediately retire the
entire fleet of ageing
MiG-21 jets so that no
more young lives are
lost. The IAF pilots
were killed Thursday
night when their twin-
seater MiG-21 trainer
aircraft crashed dur-
ing a training sortie
near Barmer. Wing
Commander M Rana
from Himachal
Pradesh was the sec-
ond pilot.
Our child was pas-
sionate about fighting
enemies on the battle-
field, but after his death
in the crash, his goal
will remain unful-
filled, his uncle Kara-
mveer, who is a retired

I want to request the
prime minister and de-
fence minister to retire
the MiG-21 (fleet) so
that no more young-

parts of Jammu

INDIAN AIR FORCE SAYS WILL RETIRE
ALL SQUADRONS OF MIG-21 BY 2025
‘WHEN WILL THIS FLYING COFFIN BE
REMOVED FROM OUR FLEET?’: GANDHI
New Delhi: Amid recent crashes involving its vin-
tage Russian combat aircraft fleet, the Indian Air
Force is now going to retire one more squadron
of the MiG-21 Bison aircraft by September 30.
On Thursday evening, a MiG-21 Type 69 Trainer
aircraft crashed in Barmer, Rajasthan killing both
the pilots including a youngster Flight Lieuten-
ant A Bal and Wing Commander Rana. The 51
Squadron based out of Srinagar air base is being
number plated on September 30. After this, only
three squadrons of the planes would be left in
service and would be phased out by the year
2025, sources in the IAF told ANI.
New Delhi: A day after two IAF pilots were killed
in a MiG-21 trainer aircraft crash, BJP MP Varun
Gandhi called the plane a flying coffin and asked
when will the frequent crashing
aircraft be removed from our fleet.
The IAF said the aircraft was on a
sortie from Utarlai air base and the
accident took place at around 9.10
pm in which both the pilots lost their
lives. “The whole country is shocked
and saddened by the incident in
Barmer yesterday. For a few years now, the MiG-
21 has been involved in frequent accidents. The
aircraft alone has claimed the lives of about 200
pilots,” Gandhi said in a tweet in Hindi.

quite a con-

the media
realm of the
nation. Known
for its crisp,
in-depth and fair cover-
age, ‘News18 India’ has
left all other main-

hind in the race to be
the number one in
viewer preference over
the past four weeks and
has emerged as the ‘nu-

daily dose of
political and
other news.
In fact, starting from
26th week, where the
channel was still
pitched at the top, as re-
gards TRP, with over 8
crore viewers converg-
ing on to the channel’s
feed; the channel rose
to over 8.3 crore view-
ers over the next 7 days,
i.e. in 27th week. This
progression continued
in the 28th week as well
with over 8.5 crore
viewers and finally, for
the recently ending
29th week of the year,
the channel stood at a
handsome 8.7 crore
viewers, thus becoming
the number one chan-
nel, week after week, in
viewer preference.
Interestingly, other
mainstream channels
like Aaj Tak, Republic
Bharat, India TV, TV9
Bharatvarsh, Zee News
and others were still far
behind i.e. They have
not even touched the 8
crore viewer mark!
Notably
, in the region-
al space, the TV18
Broadcast Limited
group operates a Guja-
rati business news chan-
nel, CNBC Bajar, a Mar-
athi general news chan-
nel, News18 Lokmat
operates 10 regional
news channels under
the News18 umbrella.
In fact, observers
claim that it is for the
masterful strategy
hard work of CEO Ra-

nel is going from
strength to strength
will continue to do so
riding on Joshi’s ro-
bust planning and ex-

PM Modi to address first all-India District Legal Services Authorities meet

  • 1. New Delhi (PTI): Prime Minister Naren- dra Modi will address the inaugural session of the first national meet of District Legal Services Authorities at Vigyan Bhawan on Sat- urday, his office said. The first ever nation- al level meet of District Legal Services Authori- ties (DLSAs) is being organised from July 30- 31 at Vigyan Bhawan by National Legal Services Authority (NALSA), a statement from the Prime Minister’s Office (PMO) said. Prime Minister Modi will address the inaugu- ral session of the meet at 10 AM on Saturday . The meet will delib- erate on creation of an integrated procedure in order to bring homoge- neity and synchronisa- tion across DLSAs, the statement said. There are a total 676 DLSAs in the country . TOP TWEETS KARNATAKA AREAS SLOWLY TURNING INTO COMMUNAL HOTSPOTS he simmering com- munaltensioninKar- nataka is taking the shapeof targetedkill- ings on both sides of the religious divide. The killings maybefalloutof personalenmity butinthesurchargedatmosphere rumour mills work in overdrive to vitiate the atmosphere until a motive is established. Two days after a Bharatiya Ja- nata Yuva Morcha worker Praveen Nettaru was hacked to death in Bellare, a Muslim youth Mohammed Fazil was killed at his home near Mangalore. Each such killing only exacerbates hatebetweencommunitiesinthe BJP-ruled southern state for whichpanacealiesnotinimport- ing UP-like justice but impartial investigation and ensuring that the smallest provocative attempt is firmly dealt with irrespective of which community is the per- petrator. A biased approach will provide a fertile ground for hate. Karnataka Chief Minister Ba- savaraj Bommai has promised fair and quick investigation in Fazil’s murder just as was done in the case of Nettaru’s hacking. Prevention of such acts will be a better option. T n 2021 India’s el- derly population was estimated to be around 138 mil- lion. Of this 71 million are females and 67 million are males. This is pro- jected to increase to 194 mil- lion by the end of the decade, a substantial hike of around 41 percent. Elderly comprise 10.1percentof thepopulation. With an increased elderly population comes increased problems faced by them. These problems are physical, emotional and mental in na- ture. While bodily health is- sues can be addressed more easily because of improve- ments in the country’s health- care, the mental and emotion- al health areas need better attention. India’s only centre for geriatric mental health- care opened in Lucknow. An- other specialized centre is coming up in Bengaluru. Mental and emotional health requires educating the youth and others in soci- ety not to scoff and avoid sen- iors feeling lonely and de- pressed about their helpless state. Most complaints from senior citizens pertain to the younger generation, includ- ing children, being too occu- pied pursuing their own in- terests to think about the el- derly. A national survey has found that mobile phones are keeping children away from their elderly parents. When left without a partner, cou- pled with children unwilling to share time with their par- ents, the problem becomes more acute and leads to a feeling of loneliness, stress, anxiety and depression. Psychiatrists advise that seniors should stay abreast with not only technology but also keep themselves involved inactivitieslikechess, puzzles, quiz, musicandgardeningetc. to delay the onset of degenera- tive diseases like Alzheimer’s, Parkinson’s and dementia. Still, a gadget is no substitute for a human. Hence, attitude towards silvers must change. BETTER MENTAL CARE FOR ELDERLY Psychiatrists advise that seniors should stay abreast with not only technology but also keep themselves involved in activities like chess, puzzles, quiz, music etc. to delay the onset of degenerative diseases I THE DARK TRIAD or every action there is an equal and opposite reaction, says Newton’s third law of motion. Every dark night is followed by a bright dawn. A sinusoidal curve must have crests and troughs of equal amplitude at periodic inter- vals. These are some univer- sal axioms accepted without any challenge. So is the coex- istence of ‘good’ and ‘bad’ in our daily life. Arguably, one can never find people with either com- plete pitch-black or lily-white traits. Instead, people show- ing varied shades of grey is more common. Having said that, it is quite common that we do come across a vast array of people exhibiting devilish behav- iour in our professional sur- roundings. And, for them an eerie term called ‘Dark Tri- ad’ is used to describe the mix of malevolent personal- ity traits these people have, making it difficult to deal with them. They can become suddenly volatile, arrogant, or domineering often disre- garding the presence of peo- ple with mellower traits in their surroundings. The term Dark Triad was first used by Delroy L. Paul- hus and Kevin M. Williams in one of their papers published in 2002 and has been thereaf- ter frequently used to de- scribe people with three dis- tinct yet related personality traits: Narcissism, Machia- vellianism, and Psychopathy . It is thus a distil of these three personality traits meet- ing at a common intersec- tion, operating as a continu- um. Let’s deep dive into each of these traits: Psychopathy: Character- ized by impulsivity, callous- ness, detachment, remorse- lessness, lack of empathy, and conscience. But these people can also be charismat- ic, deceptive, and manipula- tive. This is considered the darkest or worst trait that makes the Dark Triad. Machiavellianism: Char- acterized by being excessive- ly domineering, critical, negative, sneaky, manipula- tive, immoral, selfish, and emotionally detached. Narcissism: Character- ized by being egoistic, arro- gant, hypersensitive to criti- cism, and having an inflated view of themselves. They tend to be exploitative, boast- ful, and aggressive. They dis- play a grandiose sense of self-importance, total ab- sence of empathy, and enti- tlement. People displaying a toxic combination of these traits can undermine their colleagues, potentially poison a healthy environment, and destroy team spirit – essential elements to have a flourish- ing, successful organization. Being ‘triadic’ can for a short duration help people intimi- date or ploy to move up in an organization and gain upper hand in their career progres- sion but they don’t last long. Identifying persons with dark triad traits can be diffi- cult as they can be deceptive and lace their behaviour with fake charm for selfish gains. However, they don’t possess the ability to retain their ve- neer for too long and eventu- ally burn themselves out. Some of these incredibly duplicitous people may be coaxed to change, but the likelihood of that happening is quite rare as these sinister traits are usually deeply in- grained and highly resistant to external factors. Managing Dark Triad peo- ple is complex and not easy . It requires deft handling and smart skill to assertively deal with behaviour that can fluc- tuate wildly . Just like for every yin there has to be a yang, Light Triad – opposite of Dark Triad – has gained credence in recent times. Easytodecipherpeople having Light Triad traits dis- play overt faith in humanity , believe in collective benefits instead of just oneself, and considerpeopleareinherently good.Hence,if everonethinks negativeforcesareoverpower- inghaveconfidencethatmany Light Triad personalities would come to the fore to bal- ance the situation out and bring in the equilibrium that the cosmos yearns for. The order on the bail applications of Setal- vad and Sreekumar, who were arrested in late June and currently lodged in jail under ju- dicial custody, has been deferred multiple times this week. The court of Addi- tional Principal Judge DD Thakkar was origi- nally scheduled to give its ruling on Tuesday . It was first deferred to Thursday, then Friday and now Saturday. The court said the order was not yet ready . The judge had last week reserved his order after hearing argu- ments from the coun- sels appearing for Setal- vad, Sreekumar and the prosecution. Besides the duo, for- mer IPS officer Sanjiv Bhatt is also an accused in the case and all three were arrested by the Ahmedabad city crime branch under sections 468 (forgery for purpose of cheating) and 194. Court order on Setalvad, Sreekumar bail now on Saturday Mumbai (PTI): Activ- ist Arun Ferreira, an accused in the Elgar Parishad-Maoist links case, told a spe- cial NIA court here on Friday that the electronic evidence (emails), relied on by the prosecution, was obtained without proper authorisation. The National Investi- gation Agency (NIA), however, contended that the emails were not intercepted, but were downloaded during the investiga- tion by following due procedure. Ferreira told the NIA court that he had filed an application two months ago seeking direction to the pros- ecution for produc- ing an order from a competent authority for carrying out such interception. FERREIRA CLAIMS NIA INTERCEPTED EMAILS Teesta Setalvad Kochi (PTI): The Kerala High Court on Friday deferred the hearing to next week on a plea seeking a standard protocol for conducting examinations across the country in view of a recent incident at a NEET exam centre in the state where female candidates were made to remove part of their undergarments to appear for the test. A division Bench of the High Court deferred the hearing in the matter to the first week of August. Besides formulation of a standard protocol for exams across India, the public interest litigation also seeks a direction to the National Testing Agency (NTA) to permit the affected female candidates to re-appear for the exam in view of the “traumatic” situation. KERALA NEET ROW: HC DEFERS HEARING ON PIL Sharat K Verma New Delhi: The politi- cal wind is blowing in the opposite direction in Bihar. The rule of op- position parties across the country is in danger but the rule of BJP in Bihar seems to be in danger. Chief Minister Nitish Kumar is prepar- ing to give a blow to his ally BJP once again. The case of Chirag Pas- wan and former Union Minister RCP Singh is not over yet. It is said that Nitish feels that the BJP first tried to de- stroy his party with the help of Chirag Paswan and then through RCP Singh. Both these shocks have been borne by Nitish in some way. Hence, before the BJP makes a third attempt to end their political exist- ence, they can try to shore up the BJP . Nitish has started in- dicating this. When Prime Minister Naren- dra Modi reached Patna on July 12, Nitish wel- comed him but no adver- tisement was given in any newspaper about hiswelcomeandhispro- gram. After that, Nitish also welcomed and sup- ported Draupadi Mur- mu in the presidential election but did not at- tend her swearing-in ceremony . Before that, Nitish did not attend the farewell ceremony of former President Ram Nath Kovind. Think, while in a grand alli- ance with RJD and Con- gress, Nitish supported RamNathKovindonthe grounds that he was the governor of Bihar. But he did not participate in the farewell ceremony of the same individual when he retired from an even grander position i.e. that of the President of India. According to sources, Nitish Kumar has made up his mind to let go of the BJP and there is no effect of the persuasion of Dharmendra Prad- han, sent twice as a mes- senger. It is also being told that all the talks have been done between Nitish and Lalu Prasad regarding the new gov- ernment and the elec- toral synergy ahead of it. There are two types of news about the agree- ment between the two. There is a news that Nit- ish will remain CM and as before, Tejashwi will become the Dy CM and after the next election, Nitish will hand over the command to him. According to the oth- er news, this time Nitish will make Tejashwi the CM and himself will prepare for the Lok Sab- ha elections by taking both the parties along. RJD has 80 MLAs and JD(U) 45. Apart, 16 MLAs of Left and 19 MLAs of Congress are also with them. Renni Abraham Mumbai: The Maha- rashtra government under CM Eknath Shinde will witness the swearing in of fewer than 15 new cabinet ministers, most likely on August 3, in a plan that is being light hu- mouredly termed as the Teen-Tera gambit. A source said, “Thir- teen new cabinet mem- bers are to be sworn in immediately and likely to include seven BJP ministers and six min- isters from the Eknath Shinde faction.” BJP high command’s instruction to blood new and young faces will be reflected in the cabinet with stalwarts like Chandrashekhar Bawankule (former Energy Minister) and Sudhir Mungantiwar (former Finance Min- ister) unlikely to find a place in the new coun- cil of ministers. Another senior lead- er, Girish Mahajan, who served a minister in the Fadnavis helmed Maharashtra govern- ment between 2014 and 2019 paid a visit to New Delhi in a last-ditch ef- fort to seek inclusion into the proposed Ma- harashtra cabinet of ministers as also to clear some misgivings regarding his flamboy- ant political image, it is reliably learnt. BJP’s state president Chandrakant Dada Pa- til, who served as Rev- enue Minister under the Fadnavis govern- ment is expected to be the exception to the ‘new faces’ diktat by the high command, considering the clean image he maintained during his previous stint in the council of ministers. Former BJP minister Ashish Shelar, who was ac- commodated by then BJP CM Devendra Fad- navis in the previous BJP-led government, barely three months before the 2019 assem- bly polls, may also be re-inducted. A bench of Justices D Y Chandrachud and J B Pardiwala issued notices to the Ministry of Law and Justice, Bar Council of India and others on a plea filed by a lawyer. We will issue notice, the bench said. New Delhi: The Supreme Court dismissed a plea seeking review of its order upholding One Rank-One Pension (OROP) principle adopted by the Centre in its 2015 communication issued to the Chiefs of defence forces, saying it neither suf- fers from any Constitutional infirmity nor is it arbitrary. An SC bench said there was no merit in the review petition. New Delhi: The Supreme Court on Friday agreed to hear a judicial officer's plea challenging his suspension by the Patna High Court, presumably for deliver- ing a series of quick judgements, including in a POCSO case where he concluded the trial in a single day. A bench of Justices U U Lalit and S R Bhat issued notices, including to the state of Bihar, on the plea filed by Shashi Kant Rai, an additional district and ses- sions judge (ADJ) in Araria. Rai has claimed in his plea that he "reasonably believes" there is an "institutional bias" against him as he concluded the trial in a POCSO case involving the rape of a six-year-old girl in a single day. BIHAR JUDGE CLAIMS SUSPENDED FOR QUICK DELIVERY OF JUSTICE; SC NOTICE TO STATE New Delhi: The Supreme Court has asked six petitioners challenging the validity of certain provisions of the Places of Worship (Special Pro- visions) Act, 1991 to file an intervention in a pend- ing matter. Congress MPs staged a protest in front of the Gandhi statue in Parlia- ment complex demand- ing an apology from the government for Irani's confrontation with Con- gress president Sonia Gandhi on Thursday . The Congress MPs met in the Parliament and decided on their strategy at a meeting of Congress Parliamenta- ry Party chaired by So- nia Gandhi, after which they caused disruption in both houses of Parlia- ment with slogans against Irani and de- manding her sacking as a minister. The Congress has ac- cused Irani of heckling Sonia Gandhi inside the lower house. The party has already complained against Irani to Lok Sab- ha Speaker Om Birla with a demand that the matter be referred to the privileges committee for action against her. The Congress also took strong objection to the manner in which Union ministers Nir- mala Sitharaman and Piyush Goyal made ref- erences to party chief Sonia Gandhi in the Ra- jya Sabha. LoP in Rajya Sabha Mallikarjun Kharge sought to raise the issue inthehouse, butwasnot allowed to speak during the zero hour' under Rule 258. The officers had ap- proached the Supreme Court claiming that they were not given any hearing before being suspended pending the Courtof Inquiryagainst them. The officers' peti- tion was rejected by the Supreme Court which disagreed with their contention that before suspending them pend- ing the Court of Inquiry , an opportunity of hear- ing was required to be afforded to them. Even under Regula- tion 349 also, there is no requirement of such a procedure to be fol- lowed. The petitioners can be suspended pend- ing the Court of Inquiry , which as stated by Tush- ar Mehta, learned So- licitor General, has al- ready been constituted andinquiryisgoingon, the bench of Justices M R Shah and B V Na- grathna held on July 14. The officers have now filed a review petition claiming that inquiry and investigation are two different proce- duresaccordingtoarmy law. They said the Court of Inquiry (COI) is a fact finding tool which is a pre-stage to disci- plinary proceedings. On the basis of con- clusions reached by the COI, the commanding officer can decide to pro- ceed with disciplinary proceedings and carry out investigation under Army Rule 22 and while doing so he can decide to suspend the soldiers un- der his jurisdiction pending investigation and not during Court of Inquiry, the petition said.TheysaidCOIisan action administrative in nature to assist the deci- sion making process at the prior stage on mak- ing any conclusions with regards to suspen- sion, military custody or arrest.
