Replying to the question, Parlia- mentary Affairs Minis- ter Shanti Dhariwal said that 2,427 cases of online fraud have been registered in the State in which 207 people have been arrested and in 253 cases, challan has been presented, in 1,841 cases FR has been imposed. He said that investigation is going on in 333 cases of on- line fraud. He said that 4,405 cases of cybercrime have been filed in which 1,474 people were ar- rested and challans were produced in 1,443 cases and in 2,278 cases FR was imposed. Inves- tigation is going on in 684 cases. Dhariwal re- plied that the cases of online fraud and cyber thugs are investigated by trained officers. On the criteria of qualifi- cation, Dhariwal said that officers and em- ployees are trained. The proposals for prosecution sanction of 636 accused are pending from 2019 to 2022. Of the 2,475 prosecu- tion sanctions, approval was given against only 1,645 accused. Meanwhile, BJP MLA Ramlal Sharma raised the issue of pay grade of Police Consta- ble in the House saying that “pay grade of 3600 should be given”. Guv’s address a ‘bundle of lies’, says MLA Jingar First India Bureau Jaipur: Speaking on the Governor’s address, MLA Arjun Lal Jingar said that “the address is a bundle of lies”. MLA Arjun Lal Jingar MLAs’ RESIGNATION Uproar in Assembly over privilege motion on PIL by Deputy LoP Rathore Naresh Sharma and Aishwary Pradhan Jaipur: The Opposi- tion BJP created uproar in the Assembly on Tuesday against the breach of privilege mo- tion moved by inde- pendent legislator San- yam Lodha against the filing of a PIL in the High Court over the res- ignation of 81 MLAs. Deputy Leader of Op- position Rajendra Rathore filed the PIL last month seeking di- rection to the Legisla- tive Assembly Speaker to decide on the resig- nations given by MLAs of the ruling Congress party on September 25. Speaker CP Joshi al- lowed Sanyam Lodha to speak on the breach of privilege motion after the Zero Hour on Tues- day, a move opposed by Rathore. Irked by the inter- ruption, the Speaker said he was conduct- ing the house as per the rules and Rathore cannot dictate him. An argu- ment between the both con- tinued. The house is run by the rules and not by your will. You cannot dic- tate me, Joshi told Rathore. In September, 81 MLAs submitted their resignations while boy- cotting the Congress Legislature Party meet- ing called to decide on Chief Minister Ashok Gehlot's successor. Sev- enty of these 81 MLAs are from Congress. They withdrew the res- ignations earlier this month. As Rathore and other members continued the uproar, the speaker asked him to read rule 157 of the procedure and conduct of the busi- ness of the Rajasthan Legislative Assembly . The BJP members also stormed to the well briefly. When Rathore did not adhere to the Speaker, Joshi himself read the rule aloud. However, Rathore con- tinued to oppose. No ‘cleaning fee’ instructions given to civic bodies: Dhariwal First India Bureau Jaipur: Urban Develop- ment Minister Shanti Dhariwal said in the Vidhan Sabha on Tues- day that no separate in- structions have been issued to the urban bod- ies regarding the collec- tion of cleaning fee and it is not being recovered from any urban body in Rajasthan. Dhariwalwasanswer- ingsupplementaryques- tions of the legislators inthisregardduringthe Question Hour. He said that under Rajasthan Municipal Act-2009, Mu- nicipal Corporation, Municipal Council and Municipalities have the right to make bylaws for solid waste manage- ment work in public in- terest. He said that there is definitely a provision in the Municipality Act for the urban bodies to collect the cleaning fee in their area. He said that the ex- ecutive officer of the concerned municipali- ty or the municipal commissioner has the right to impose this fee in his area. But it is not being recovered any- where in the state. Fines or penalties are defi- nitely being taken for throwing garbage. Ear- lier, in a written reply to the original question of MLA Sandeep Sharma, Dhariwal said that cleaning fee is not being collected by any munic- ipality in Kota district. Sanyam Lodha corners both Govt, Opp over price of gravel in State First India Bureau Jaipur: CM Ashok Ge- hlot’s advisor MLA San- yam Lodha on Tuesday claimed that the Con- gress party will be at a loss if the prices of the gravel are not reduced. Speaking during the de- bate on the Governor’s address regarding the prices of gravel, Lodha said that Rs 480 to Rs 650 per tonne is being charged for gravel in Rajasthan. “Why are such situa- tions being allowed to develop in the state? Is it because the contractor is close to both the po- litical parties?,” Lodha asked. He said that grav- el in Maharashtra is Rs 55 a ton, in Gujarat it is Rs 150 a ton, then why are the prices skyrock- eting in Rajasthan? Whether the crop of gravel got damaged or frost got on the gravel, due to which there was a shortage of gravel, he quipped. MLA Lodha said that goons sitting in number- less vehicles attack trac- tor drivers in the state. He said that the situa- tion is such that wheth- erthepolicecomeornot on Sanyam Lodha’s call, but the gravel mafia comes first when called. Is it because the contractor is close to both the political parties? —Sanyam Lodha, Independent MLA Speaker CP Joshi reserves order in ‘privilege motion’ First India Bureau Jaipur: Speaker CP Joshi has reserved the decision on the breach of privilege motion moved by Sanyam Lod- ha with him. Joshi allowed Lodha to speak on the motion and later reserved his decision. He can now either ac- cept or reject the motion. In case of accepting the motion, the speaker has two options — he can send it to the committee or else can conduct discussion in the house. If there is discussion in the house, Rajendra Rathore will get a chance to present his point. Rathore was not al- lowed to present his side in the house on Tuesday. When the Speaker allowed Lodha to speak, an argument broke out between the speaker and Rathore. The Speaker said that he also wants the mem- bers of the house to un- derstand the process of breach of privilege mo- tion. The speaker clari- fied everything under the rules. The speaker defended the minister and also explained to him the way to answer the question. MLA PANA CHAND QUESTIONS OWN GOVT ON BARAN FLOOD ASSISTANCE Congress MLA Pana Chand Meghwal cornered his own Gov- ernment on the issue of assistance to the flood affected in Baran district. Disaster management and relief minister Govind Ram Meghwal replied to his question and said that he will take necessary action after taking full information from the MLA. Speaker CP Joshi also questioned the minister on this issue and asked for whom the government has made the rules. INDRAJ RAISES ERCP ISSUE, SAYS SHEKHAWAT MUST STICK TO HIS WORDS MLA Indraj Gurjar raised the issue of ERCP. He said in the House, “PM Modi had promised about ERCP during his Ajmer meeting. Union Jal Shakti Minister Gajendra Singh Shekhawat should stick to his word.” He said that if the central government announces ERCP, 13 districts will be benefited. Shekhawat recently said that instead of working on every issue related to water, be it Jaljivan Mission or ERCP, the Gehlot government is playing politics. He said that there was no decision on res- ignation of the MLAs for 180 days. “I said in the assembly that the matter is under judicial review. It is prohibited to raise any issue in the assembly which is in court. No such motion can be discussed in the Legislative Assembly,” he told reporters. He said that the next hearing in the court in the matter is on Febru- ary 13. Rathore said that the speaker has tried to show that he is higher than the Constitution. “There is a clear pro- vision in Rule 161. I was stopped from speaking my point,” he said. According to the Me- teorological Depart- ment, Peepalda in Kota, Mandrayal in Karauli and Kishanganj in Baran district recorded 14 mm rainfall each on Monday night. Khanpur in Jhala- war received 9 mm rain while Nadbai in Bharatpur received 8 mm rain, they said. The minimum temper- ature has dropped in Bikaner division due to the rain and hailstorms resulting from an ac- tive Western Distur- bance, the Met office said. This is one sector, where the working class will expect some relief and a big announcement… In this arti- cle, we shall discuss the exist- ing scenario and the expecta- tions vis-à-vis. RATIONALISE TDS AND PRODUCE MORE BUYERS By increasing the I-T slab, the working class must be al- lowed to save money and thus the budget must ensure that people have the capacity to buy in order to contribute to the economy of the nation and keep it moving. GST is a subject that affects one and all indirectly . Thus, the rates of commodities commonly used by the common man should be reduced. The pro- visions of the Capital Gains and Tax Deduction at Source (TDS) should be rationalised. TAX VERSUS RELAX According to the current re- gime, if one’s taxable income is up to `5 lakh per annum, he or she doesn’t come under the tax purview. And in the scenario, where the taxable income goes above `5 lakh, 20% rate is applicable. This is a huge matter of concern for those who fall under the tax bracket of `10 lakh per an- num. Consider this, if the working class intends to go for the new tax regime, it would mean that they give up the deductions available un- der Section 80 C, exemptions like HRA and others. This will not only increase the tax- able income and thus the amount of tax payable too. So, people are expecting a de- crease in these tax rates. CHANGE NEEDED IN NEW I-T REGIME Itmayberecalledthatthenew tax regime was brought into practice in 2020-21, as per re- ports,only18.75%Indianshad opted for this regime while around 60% of the taxpayers chosetooptfortheregulartax structure. In order to make the new I-T regime popular, Sitharamanshouldbeconcen- trating in this sector and in- clude some changes and give moresopstotheworkingclass in this regard. WIDER SCOPE FOR 80C It is now time to widen the scope of the popular weapon fortheworkingclassto“earn” some money . Section 80 C of- fers people deductions on sev- eral fiscal instruments like the LIC, ELSS, PPF etc and thus the number of people availing this facility is grow- ing by the minute. However, the limit of `1.5 lakh in 80C has not changed for years. This is one sphere where the working class would expect Sitharaman to consider. Talk- ingof standarddeduction,the working class is also expect- ing a hike in this sector which is currently pegged at `50,000. TAX FILING EASE AND FASTER TAX REFUND In 2022, it took almost two to three months for the tax re- funds to actually happen, which had sent taxpayers into a tizzy. The CBDT, how- ever, has been considering and has already proposed a single ITR form for all while ITR-1 and ITR- 4 will remain. This may reduce the process- ing time of the tax return fil- ings and also assist taxpayers to receive refunds faster. IN THE COURTYARD ARMED FORCES CAN TAKE ACTION AGAINST THEIR OFFICERS FOR ADULTEROUS ACTS: SC New Delhi: The Supreme Court on Tuesday ruled that armed forces can take action against their officers for adulterous acts, as it clarified the landmark 2018 judgement that decriminalised adultery. A five-judge Constitution bench said its 2018 judgement was not concerned with the provisions of the armed forces acts. The top court, on a plea filed by NRI Joseph Shine, in 2018 had struck down Section 497 of the IPC dealing with the offence of adultery, holding it unconstitutional. GIVE LETTER OF AUTHORITY TO CBI TO ACCESS FOREIGN ACCOUNTS: SC TO NIRAV MODI KIN New Delhi: The Supreme Court on Tuesday suggested Mainak Mehta, the brother-in-law of fugitive diamantaire Nirav Modi who is an accused in the PNB fraud case, to give a “letter of authority” to CBI to access and probe his offshore bank accounts. The top court was hearing a CBI plea, filed through its Director, Banking Securities Fraud Branch, Mumbai, challenging the August 23, 2022 order of the Bombay High Court which had allowed Mehta to travel to Hong Kong and stay there for three months. SUPREME COURT TO HEAR IN MARCH PLEAS ON ELECTORAL BONDS SCHEME New Delhi: The Supreme Court has said that it will hear in March a batch of pleas challenging the govt’s Electoral Bond scheme which allows for anonymous funding to political parties. HOUSING URBAN AFFAIRS EXPENDITURE DECLINED IN 2022-23 New Delhi: Capital ex- penditure on Housing and Urban Affairs declined 32 per cent on a yearly basis in the first eight months of financial year 2022-23, the Economic Survey document showed on Tuesday. During the men- tioned period of 2022-23, the capex spending on housing and urban affairs was Rs 11,000 crore as against Rs 17,000 crore same period last year. The Survey argued that fiscal discipline will ensure signifi- cant fiscal space for policy action in uncertain times. New Delhi: Crypto- currencies have no intrinsic cashflows to them and the latest collapse of the crypto exchange FTX exposes the vulnerabilities in such investments, the Economic Survey said. “The recent collapse of the crypto exchange FTX and the ensuing sell-off in the crypto markets have placed a spotlight on the vulner- abilities in the crypto ecosystem,” the survey said. It added crypto assets are “self-refer- ential instruments” and do not strictly pass the test of being a financial asset because it has no intrinsic cashflows. The survey also cited how US regulators have disqualified Bit- coin, Ether and various other crypto assets as securities.

Retired army personnel shoots self in Jhunjhunu Manoj Tak Jhunjhunu: A retired army personnel shot himself dead in Gudha Gorji town of Jhunj- hunu district on Tues- day . In one in- cident a driver died dur- ing a head-on collision between two trucks due to the dense fog. In an- other incident, a man died when the tractor hit him from the back- side. According to the in- formation on Tuesday morning one truck was coming to Balotra. Po- lice said that due to the dense fog visibility was very low and due to this the truck head-on col- lided with another truck that was going to Gudamalani. Police said that the accident was so severe that the truck was totally dam- aged and the driver was badly stuck inside the truck. On getting in- formed police reached the spot and recovered the body. The Court also asked the Municipal Corpora- tion that before present- ing the affidavit in the Court, it should check the veracity of its facts. A division bench of Chief Justice Pankaj Mithal and Justice Shubha Mehta heard the matter related to making Jaipur a world class city and issued di- rections. During the hearing, amicus curiae Vimal Chaudhary said that there is no proper sys- tem of cleanliness in the city . On the other hand, on behalf of the Municipal Corporation, AAG Anil Mehta said that a sweeper has been ap- pointed at a distance of every one kilometer and cleaning is done by machines also. At the same time, he informed, an inspector has also been appointed in every ward to monitor the scavengers. He said that the Mu- nicipal Commissioner is also making surprise visits to city areas. AAG also wanted to present an affidavit in Court. On this, the Court first asked to check veracity of facts of affidavit. The Court said that there isn’t enough cleanliness anywhere except Gandhi Nagar. Also,VIPs passthrough the area and the com- monmanremainsstuck in traffic jam for hours. Rajendra Chhabra Jaipur: It has been one year on January 31, since senior IAS officer Usha Sharma took over as the Chief Secretary of the State. This one year has been full of ac- complishments and in this time frame, the big- gest accomplishment has been implementing the e-filing system in State work. Over one decade, while serving the Government of In- dia, she has observed and experienced, first- hand, the benefits of e- filing and paperless work. Thus, as soon as she took over the reins of administration in Rajasthan, she decided to enforce this system and for one year, she was completely en- grossed in it. She chaired several meet- ings with Secretaries and other officers dur- ing which, she came across objections too. However, finally, on January 1, 2023, an of- ficial order was issued in the entire Secretariat to adopt e-filing. And now, within one month, almost 80 per- cent of the work of the Secretariat is being conducted through e- filing, although practi- cal problems are being faced in enforcing e-fil- ing at the ministerial level and in the Finance Department. On the other hand, CS has tak- en it upon herself to get the system instilled in the offices of District Collectors and other im- portant offices. According to knowl- edgeable sources, now Rajasthan has been in- cluded in the handful of Indian states where e- filing system is in use. Through this initiative, Usha Sharma has defi- nitely added a golden chapter to the adminis- trative history of the State for which, she will be remembered for a long time. Sharma has also worked to keep the ad- ministration ‘smart and swift’. During the tenure of a few former Chief Secretaries, lacu- nae, lackadaisical work ethics, and irresponsi- ble behaviour in admin- istrative work were ob- served. In fact, the Sec- retaries had started taking CS’s office ‘tak- en for granted’. To in- still discipline, Sharma first ensured that offic- ers reach their desig- nated offices on time, and spend time in their offices. She holds 2-3 meetings with District Collectors through VC every month and thus, she knows firsthand what work is being done at what pace in the field. Through this, even the Collectors have started being vigilant and seri- ous towards their dis- tricts. Notably ,UshaSharma enjoys the complete trust and faith of CM Ashok Gehlot. CM sur- prised everyone when he reached Sharma’s chambers in May 17 and also gave a message to the State Bureaucracy on Usha Sharma’s im- portance. The Centre for Cyber Security , Counter Terrorism and Anti-In- surgency are being set up in the State with an objective to curb these crimes and to make peo- pleawareof them.Chief Minister Ashok Gehlot has approved Rs 18.40 crore to set up this Cen- tre and for equipment. Laboratories will be developed at different levels including State, Range/Commissioner- ate and District un- der this Centre with the CM’s ap- p r o v a l . The soft- w a r e will be developed in the lab for the State by contact- ing government agen- cies present in various states and countries for cyber security , crime in- telligence, research and prevention. State Govt has opened cyber police stations in all Raj dis- tricts. Necessary equip- menthavebeenprovided to these police stations for probing crimes. First India Bureau Jaipur: The Integrated Traffic Management System (ITMS) is being strengthened in the State to ease the in- creasing traffic pres- sure on the roads and to curb road accidents. Chief Minister Ashok Gehlot has approved an additional financial provision of Rs 100.99 crore. According to the pro- posal, this system will play an important role in taking immediate ac- tion against drivers vio- lating traffic rules and drunk driving on state highways and main roads in the state. Be- sides this, road acci- dents caused due to over speeding and over- loaded vehicles will also be curbed. Recently, the State Govtt opened State Road Safety Institute at HCMRIPA. It is also proposed to constitute Rajasthan Public Transport Authori- ty under the Road S a f e t y Act. CM SANCTIONS `100.99 CRORE TO FORTIFY TRAFFIC MGMT SYSTEM n According to the proposal, this system will play an important role in taking immediate action against drivers violating traffic rules and drunk driving on State Highways and main roads in State n Besides this, road accidents caused due to over speeding and overloaded vehicles will also be curbed z Various works will be done under ITMS including automatic traffic monitoring and violation detection system, speed violation detection system, red light violation system, various signs, CCTV surveillance system, traffic monitoring centre and e-challan. z The main objective of ITMS is timely and efficient disposal of challans, controlling serious road ac- cidents and bringing various departments of the state on a single platform with coordination for better functioning. Goyal was on the fifth senior most official in the bureaucracy of the State. He was han- dling the command of the Education Depart- ment from Au- gust-2021. Meanwhile, the ad- ditional charge of his post has been as- signed to Aparna Aro- ra, Additional Chief Secretary of Panchay- ati Raj Department.
