A BAD AUGURY
itch Ratings downgrading USA’s sovereign
credit rating from AAA to AA+ for “erosion
of governance” and “ballooning fiscal defi-
cit” sends a very negative message about the world’s
biggest economy. Earlier in 2011 Standard and Poor’s
had downgraded US’s credit rating for the same rea-
sons. Fitch said in a statement that the ratings down-
grade reflects the expected fiscal deterioration over
the next three years, a high and growing general gov-
ernment debt burden, and the erosion of governance
relative to AA and triple AAA rated peers over the
last two decades.”
The US had been facing standoffs between White
House and the House of Republicans over default in
debt payment. This year the borrowing limit was
raised at the last minute of the June 1 deadline. The
deadlock was over Republicans’ demand for steep
spending cuts.
These are bad times for President Joe Biden who
also faces the challenge of rising popularity of his
predecessor Donald Trump whose indictments may
not be able to stop him.

of the big cats brought from Namibia and SouthAfrica
wasfounddeadattheKunoNationalPark.Thedeathof
Dhatri,afemale,takesthetallyofcheetahdeathstonine.
Thecauseofherdeathwasbeinginvestigated.Withthis
the Kuno Park is now left with 14 cheetahs---seven
males, six females and a female cub. They are healthy,
an official statement said. The nine cheetahs that have
diedincludedsixadultsandthreecubsborninIndia.The
cheetahreintroductionprogramme,thefirstintheworld,
was flagged off by

ber 2022.

cats is full of chal-

deaths. Some South

ous concerns” over
the project’s manage-
ment”. In a letter to the Supreme Court these experts
have said that these deaths could have been prevented.

knows that
language is
powerful. If
your parents
addressed you as a child
with loving, supportive
words, your life by all odds
has turned out better than
someone whose parents
used abusive words. But
this effect is magnified
hugely by AI — in fact,
language lies at the heart of
AI, because through so-
called “large languages”
AI models reality.
This needs a little ex-
plaining to grasp the full
impact this can have. AI
works by imitating how
the human brain functions,
and the human brain works
according to how con-
sciousness functions.
Right now, you are not see-
ing reality as it exists. You
are seeing it through the
lens of your conscious-
ness. Two people seeing
the same sunset, for exam-
ple, will find it beautiful,
boring, depressing, garish,
or of total indifference de-
pending on the state of
awareness being applied.
Now go a step deeper. If
the two people watching a
sunset consist of an ancient
Egyptian worshiping the
sun god Ra and a modern
astronomer researching so-
lar flares, two divergent
models of reality clash.
The religious model of the
ancient Egyptian has no
relevance to modern as-
tronomy and vice versa.
We all possess ingrained
models of reality that we
mistake for reality itself. If
person A is a miser or rac-
ist or afraid of the dark,
while person B is generous
or tolerant or a night owl,
reality must comply with
the model imposed on it —
we are talking about some-
one’s personal reality.
AI uses the power of su-
per computers to switch to
any model instantly. It has
no conditioned model
from the past. This kind of
flexibility is inherent in the
human brain and therefore
in consciousness. You
have the potential to shift
your model of personal re-
ality by going to the source
of every personal reality,
which is language. This
notion that language is the
very source of personal re-
ality forms an amazing
link between AI and the
ancient rishis, or seers, of
Vedic India. They were the
first to trace not just per-
sonal reality but the infi-
nite scope of reality itself
back to the subtlest vibra-
tions in Nature.
Quantum physics also
traces reality back to the
subtlest vibrations, or rip-
ples, in the quantum field.
But there’s a critical differ-
ence. In the Vedic model,
these vibrations have
meaning. They aren’t ran-
dom but constitute the
building blocks of a human
universe. The universe is
human because the only
cosmos we can experience,
either directly or through
scientific instruments,
means something to us.
When you ask an AI bot
a question, it organizes it
into the suitable large lan-
guage (or constellation of
words) that apply. Let’s
take a simple example that
is already in use in a sui-
cide prevention program
known as Never Alone. A
caller phones in and begins
talking. The words being
used will indicate to a com-
puter program how serious
the suicidal threat actually
is. If the words are only
pink flags, help can be giv-
en at the level of AI feed-
back. However, if there are
red flag words, immedi-
ately a human therapist
comes on the line to help.
This procedure imitates
what we do all the time. In
a relationship arguments
can occur within the
bounds of a healthy, happy
relationship. If too many
arguments occur, and they
become more serious,
hurtful, or stubborn, the
model of the relationship
changes — words have
shifted to a new reality for
both partners. If the argu-
ments become red flags
(let’s say that one spouse
has cheated on the other),
then words once again
shift each person’s reality,
and if the breach isn’t
healed, divorce will occur
because two people no
longer share the same real-
ity about their relationship.
AI is modeled on the
workings of the brain, but
this is only the tip of the
iceberg, because con-
sciousness transcends the
brain’s mechanical func-
tions. Babies are born with
extraordinary predisposi-
tions from day one, when
the brain hasn’t even fully
matured. Musical and
mathematical geniuses,
potential schizophrenics,
future visionaries, unfold
as the brain matures, guid-
ed by a predisposition,
even though psychologists
and geneticists cannot ex-
plain how or why.
Beyond such extremes,
every child exhibits a set of
predispositions, such as
being introverted or extro-
verted, which will last a
lifetime. How does this
relate to language? De-
pending on your innate
traits, you will hear the
same words differently
from someone who isn’t
the same as you. Your per-
sonal reality will be shaped
by the words you hear ver-
sus the words you ignore.
Then a second filter is
triggered. What weight do
you ascribe to the words
you hear? Say “bad girl” to
an introverted three-year-
old, and it can be emotion-
allydevastating,whiletoan
extroverted child the same
wordsmightbelaughedoff.
Let’s take a leap past in-
dividual examples. Every-
one needs to accept that
their personal reality was
shaped through the inter-
pretation of words. With-
out a word for it, experi-
ences can’t exist. Homo
sapiens as a species doesn’t
just use language; we are
language, and so is every-
thing we experience.
The problem is that eve-
rything we’ve discussed so
far happens unconsciously,
which is where AI comes
in. AI can make you con-
scious about words in a
way that is masked by your
unconscious conditioning,
habits, predispositions, so-
cial influences, family up-
bringing, education, and
more. By asking the right
questions, you can sort out
the model of reality that
you have been obeying,
generally without even
knowing it. The next step
is to reshape your personal
reality by investigating the
words you want to encour-
age and reject those that
are self-defeating, harm-
ful, and toxic.
There’s much more to
say about this subject, but
one thing is clear already.
Even at this early stage of
AI impacting normal life,
the potential for transfor-
mation is vast. AI can be
your research assistant, per-
sonal confidante, healer, or
guru. It all depends on the
level of self-awareness you
aim for, and if we are lucky,
as AI unfolds it will usher
in higher consciousness for
untold millions of people.

red-handed with `3 lakh

tion Bureau (ACB) for
allegedly taking a bribe
of `3 lakh in Jaipur on
late Thursday evening.

spector Jaipur (East) was
demanding `3 lakh in
lieu of allowing the com-
plainant to run his liquor
shop smoothly.
After verification of
the complaint, a trap was
laid and the accused of-
ficer was caught red
handed while taking the
bribe amount of Rs 3
lakh. “The inspector was
arrested and is being in-
terrogated,” he added.

tioned Rs 1,974.07 crore
to the Rajasthan govern-
ment under the Rural In-
frastructure Develop-
ment Fund (RIDF) for
2023-24. NABARD Ra-
jasthan Chief General
Manager Dr Rajiv Si-
wach said Rs 930.44
crore has been sanctioned
for three rural drinking
water supply projects in
Ajmer, Jalore, and Kota
districts. Further, Rs
926.48 crore was sanc-
tioned for the construc-
tion of 676 rural roads in
the desert and tribal areas
of the state.
Earlier, Rs 117.15
crore had been sanc-
tioned for the construc-
tion of 104 veterinary
hospitals and 431 sub-
centres in all districts of
the state. He said drink-
ing water projects are
expected to provide
clean and potable water
to 2.87 lakh households,
whereas rural road pro-
jects will improve con-
nectivity in 1,229 vil-
lages across 12 districts.
“NABARD is also
supporting the state in
bringing 4.28 lakh hec-
tares under micro-irriga-
tion with a support of Rs
740 crore from the Micro
Irrigation Fund,” he said.

eration of the Blind in
New Delhi, a statement
from the President’s Sec-
retariat said.
On this occasion, the
President said, “Provid-
ing a dignified life to per-
sons with disabilities is
the responsibility of the
entire society. We have to
ensure that they get prop-
er education, employ-
ment opportunities, ac-
cessible public places,
and a safer and better
life,” the statement said.
The President urged
visually impaired people
to believe in their own
abilities. She said that in
Indian culture, disability
has never been consid-
ered as a hindrance in
acquiring knowledge and
achieving excellence.

The President appreci-
ated the National Federa-

making society more in-
clusive.
The President also said
that “the government is
making continuous ef-
forts for empowerment
of persons with disabili-
ties through various ini-
tiatives. She expressed
confidence that the Na-
tional Federation of the
Blind would continue its
endeavour in collabora-
tion with the Govern-
ment and the society to-
wards achieving the goal
of overall development
and empowerment of the
visually impaired peo-
ple,” the statement

pm on Thursday for a so-
lution to the impasse in
the House.
The Chairman said he
has already given a ruling
and cannot accept the de-
mand of opposition
members for discussion
under Rule 267 on the
Manipur violence.
Dhankhar said he has al-
ready said that the dis-
cussion under Rule 176
will not be restricted to
2.5 hours and he will al-
locate as much time as
required but his sugges-
tion has not fructified.
Derek O’Brien said the
Opposition members
want a discussion and
people want to listen to
the MPs. He said Ma-
nipur needs consolation.

ister Yogi Adityanath
said on Thursday that
there is a need to increase
mineral production by
marking new mining
blocks while emphasising
on increasing the produc-
tion of M-sand to mini-
mise the adverse environ-
mental impact on rivers.
During a high-level
meeting with the officials
of the Geology and Min-
ing Department, the CM
reviewed the functioning
of the department and is-
sued necessary directives.
He also examined the
presentations made by of-
ficials of the department.
The CM said that
dredging the rivers in the
state has to be completed
on time while complying
with the orders of the Na-
tional Green Tribunal
(NGT) as it will not only
solve the problem of
floods, but will also help
in channelising the rivers.
He directed the Mining
and Irrigation Department
to prepare a comprehen-
sive action plan together.

He laid special empha-
sis on finding alternative
resources and setting up
brick kilns, instead of ex-
tracting soil from fertile

At least 17 people were
injured on Thursday dur-
ing clashes with security
forces in Manipur’s Bish-
nupur and Churachand-
pur districts ahead of a
mass burial of victims
killed in the ethnic vio-
lence, officials said.
The clashes were re-
ported in Kangvai (Bish-
nupur) and Phougakchao
(Churachandpur). As a
result of the fresh vio-
lence, the district authori-
ties of Imphal East and
Imphal West have can-
celled the curfew relaxa-
tions, earlier announced
from 5 a.m. in morning to
8 p.m in the evening.
Before the clashes, the
mass burial of 30-35 Ku-
ki-Zomi victims, which
was scheduled to take
place in Tuibuong, Chu-
rachandpur, on Thursday,
was postponed after the
High Court of Manipur
had earlier in the day or-
dered to maintain status
quo at the proposed bur-
ial sites.

RS PASSES BILL TO PROVIDE
FIXED 50-YEAR PRODUCTION
LEASE FOR OFFSHORE MINERALS
New Delhi: The Rajya Sabha
on Thursday passed the Off-
shore Areas Minerals (Devel-
opment and Regulation) Amendment
Bill, 2023 to provide a fixed 50-year
production lease for offshore minerals.
The Bill, which seeks amendment to
the Offshore Areas Mineral (Develop-
ment and Regulation) Act, 2002, was
passed by a voice vote as the Opposi-
tion staged walkout from the House
and did not participate in debate. Re-
plying to debate, Coal and Mines Min-
ister Pralhad Joshi said the Bill aims to
create a transparent auction route for
the allocation of mines. Bill also seeks
to provide for grant of production lease
to private sector only through auction
by competitive bidding.

If your parents addressed you as a child with loving, supportive words, your life by all odds has turned out better than someone whose parents used abusive words. But this effect is magnified hugely by AI — in fact, language lies at the heart of AI, because through so- called “large languages” AI models reality. This needs a little ex- plaining to grasp the full impact this can have. AI works by imitating how the human brain functions, and the human brain works according to how con- sciousness functions. Right now, you are not see- ing reality as it exists. You are seeing it through the lens of your conscious- ness. Two people seeing the same sunset, for exam- ple, will find it beautiful, boring, depressing, garish, or of total indifference de- pending on the state of awareness being applied. Now go a step deeper. If the two people watching a sunset consist of an ancient Egyptian worshiping the sun god Ra and a modern astronomer researching so- lar flares, two divergent models of reality clash. The religious model of the ancient Egyptian has no relevance to modern as- tronomy and vice versa. We all possess ingrained models of reality that we mistake for reality itself. If person A is a miser or rac- ist or afraid of the dark, while person B is generous or tolerant or a night owl, reality must comply with the model imposed on it — we are talking about some- one’s personal reality. AI uses the power of su- per computers to switch to any model instantly. It has no conditioned model from the past. This kind of flexibility is inherent in the human brain and therefore in consciousness. You have the potential to shift your model of personal re- ality by going to the source of every personal reality, which is language. This notion that language is the very source of personal re- ality forms an amazing link between AI and the ancient rishis, or seers, of Vedic India. They were the first to trace not just per- sonal reality but the infi- nite scope of reality itself back to the subtlest vibra- tions in Nature. Quantum physics also traces reality back to the subtlest vibrations, or rip- ples, in the quantum field. But there’s a critical differ- ence. In the Vedic model, these vibrations have meaning. They aren’t ran- dom but constitute the building blocks of a human universe. The universe is human because the only cosmos we can experience, either directly or through scientific instruments, means something to us. When you ask an AI bot a question, it organizes it into the suitable large lan- guage (or constellation of words) that apply. Let’s take a simple example that is already in use in a sui- cide prevention program known as Never Alone. A caller phones in and begins talking. The words being used will indicate to a com- puter program how serious the suicidal threat actually is. If the words are only pink flags, help can be giv- en at the level of AI feed- back. However, if there are red flag words, immedi- ately a human therapist comes on the line to help. This procedure imitates what we do all the time. In a relationship arguments can occur within the bounds of a healthy, happy relationship. If too many arguments occur, and they become more serious, hurtful, or stubborn, the model of the relationship changes — words have shifted to a new reality for both partners. If the argu- ments become red flags (let’s say that one spouse has cheated on the other), then words once again shift each person’s reality, and if the breach isn’t healed, divorce will occur because two people no longer share the same real- ity about their relationship. AI is modeled on the workings of the brain, but this is only the tip of the iceberg, because con- sciousness transcends the brain’s mechanical func- tions. Babies are born with extraordinary predisposi- tions from day one, when the brain hasn’t even fully matured. Musical and mathematical geniuses, potential schizophrenics, future visionaries, unfold as the brain matures, guid- ed by a predisposition, even though psychologists and geneticists cannot ex- plain how or why. Beyond such extremes, every child exhibits a set of predispositions, such as being introverted or extro- verted, which will last a lifetime. How does this relate to language? De- pending on your innate traits, you will hear the same words differently from someone who isn’t the same as you. Your per- sonal reality will be shaped by the words you hear ver- sus the words you ignore. Then a second filter is triggered. What weight do you ascribe to the words you hear? Say “bad girl” to an introverted three-year- old, and it can be emotion- allydevastating,whiletoan extroverted child the same wordsmightbelaughedoff. Let’s take a leap past in- dividual examples. Every- one needs to accept that their personal reality was shaped through the inter- pretation of words. With- out a word for it, experi- ences can’t exist. Homo sapiens as a species doesn’t just use language; we are language, and so is every- thing we experience. The problem is that eve- rything we’ve discussed so far happens unconsciously, which is where AI comes in. AI can make you con- scious about words in a way that is masked by your unconscious conditioning, habits, predispositions, so- cial influences, family up- bringing, education, and more. By asking the right questions, you can sort out the model of reality that you have been obeying, generally without even knowing it. The next step is to reshape your personal reality by investigating the words you want to encour- age and reject those that are self-defeating, harm- ful, and toxic. There’s much more to say about this subject, but one thing is clear already. Even at this early stage of AI impacting normal life, the potential for transfor- mation is vast. AI can be your research assistant, per- sonal confidante, healer, or guru. It all depends on the level of self-awareness you aim for, and if we are lucky, as AI unfolds it will usher in higher consciousness for untold millions of people. PTI Jaipur NABARD has sanc- tioned Rs 1,974.07 crore to the Rajasthan govern- ment under the Rural In- frastructure Develop- ment Fund (RIDF) for 2023-24. NABARD Ra- jasthan Chief General Manager Dr Rajiv Si- wach said Rs 930.44 crore has been sanctioned for three rural drinking water supply projects in Ajmer, Jalore, and Kota districts. Earlier, Rs 117.15 crore had been sanc- tioned for the construc- tion of 104 veterinary hospitals and 431 sub- centres in all districts of the state. He said drink- ing water projects are expected to provide clean and potable water to 2.87 lakh households, whereas rural road pro- jects will improve con- nectivity in 1,229 vil- lages across 12 districts. “NABARD is also supporting the state in bringing 4.28 lakh hec- tares under micro-irriga- tion with a support of Rs 740 crore from the Micro Irrigation Fund,” he said. DROUPADI MURMU, PRESIDENT “Identify new mining blocks to increase mineral production” Agencies Lucknow Uttar Pradesh Chief Min- ister Yogi Adityanath said on Thursday that there is a need to increase mineral production by marking new mining blocks while emphasising on increasing the produc- tion of M-sand to mini- mise the adverse environ- mental impact on rivers. During a high-level meeting with the officials of the Geology and Min- ing Department, the CM reviewed the functioning of the department and is- sued necessary directives. He also examined the presentations made by of- ficials of the department. The CM said that dredging the rivers in the state has to be completed on time while complying with the orders of the Na- tional Green Tribunal (NGT) as it will not only solve the problem of floods, but will also help in channelising the rivers.
