ADITI NAGAR
the past 9 years,
since becoming
Prime Minister,
Narendra Modi
has visited the
‘powerful’ United States of
Amercia 6 times during the pres-
idency of 3 Presidents — Barak
Obama, Donald Trump and Joe
Biden. And over these 9 years,
Modi ‘charisma’ also gripped
not just the US Presidency and
the oval office, but even the
American public. The growing
power and craze of the Indian
Prime Minister has resulted, for
the 1st time in 9 years, of Modi
being on a ‘State Visit’, an hon-
our reserved for America’s clos-
est allies and friends! This is also
a stamp on the growing Indo-US
relations which are being helmed
by PM Modi, as the world has
started acknowledging India’s
growing global role and humane
approach to issues.
Not only will this visit be a
watershed moment for US-India
ties, with deals expected in
semi-conductor and defence
technologies, but will also be
the third world leader who
would have addressed the US
Congress for the 2nd time; a

GOOD THING
IN GEN Z
Majority of them have no stigma
attached regarding their mental
health but their obsession to-
wards material gains may create
hindrance to attain peace in life.
Gen Z is a tech savvy genera-
tion but the world in which it
is growing has turned highly
confusing, intolerant, hateful
and selfish. This generation,
perhaps, needs more care
specifically in the field of
psychology, intellectualism,
spirituality and social bonding.
The generation has lot of poten-
tial in a significant percentage of
its members but would the Baby
Boomers, Gen X and Millennials
be able to guide it to become
a generation of constructive
people or let it be decimated
by desires of material gains
and hateful self isolation?
GENZ

PERHAPS!
arious genera-
tions started get-
ting their names
after The Great
War (World War
One) when Gertrude Stein de-
scribed American authors and
thinkers who migrated to Eu-
rope because of the war. In her
letter to Ernest Hemingway
Stein described them as be-
longing to a “lost generation”
because the values they taught
seems to have lost relevance
amidst the grim reality of a bru-
tal war as America, according
to these authors, became hope-
lessly intolerant, materialistic
and spiritually empty.
After that came generation
Jones or Baby Boomers born
between 1955-1964, Gen X
(1965-1980),Millennials(1981-
1996) and Gen Z born between
1997- 2012. The current age of
Gen Z is between 11 to 26 years.
Gen Z has witnessed a rapidly
changing world because of
strides by information technol-
ogyanddestructionofsociallife
as a result of changing human
behaviour. Changing social val-
ues and societal structure both
are responsible for disappearing
role models as overall human
behaviour has become icono-
clastic during last three decades.
Alongwiththesechangesatbase
level, this generation has also
witnessed excessive violence
after 9/11 attack on American
targets.PartsofAsiawhichwere
once destination of economic
well-being have become den of
criminals and vile politicians.
Countries like Iran, Iraq,
Libya and Syria were once des-
tination for fortune. Gen Z has
seen them decimated by war
and violence. Most of Africa is
in perpetual conflict and now,
with the Russia Ukraine con-
flict, Europe is also sinking low
in life standard and opportuni-
ties. Exposure to sexual harras-
ment, assault and pornography
are negatively impacting the
growing brain of this genera-
tion with very weird interper-
sonal behavior. As the mobile
device has become the pre-
ferred companion and, in many
cases, perhaps the only com-
pany, such an exposure might
lead to highly destructive mor-
al ethics in the near future.
Gen Z has to cope with Cov-
id-19 epidemic during its
growing years, the sense of in-
security, fear and isolation may
linger for a long period of time
as the psychological support
was minimal at the best. It has
also suffered loss of dear ones
during very critical age under
very sad circumstances as there
was no one to console.Absence
of society at saddest moments
of life may take many of Gen Z
youngsters away from the very
concept of society and people
working in the field of psychol-
ogy are encountering highly
explosive behaviour trends es-
pecially in fields of material-
ism, sexuality, individualism
and morality.
As can be inferred easily,
these behaviour trends have
weak foundation. This has cre-
ated a very volatile situation.
Many recent studies indicate a
disturbing trend. As per one
global study, various data col-
lected between 2009 and 2017
indicate that rate of depression
and anxiety has gone up by 47
percent in children between
age group 12-13, 60 percent in
14-17 and 46 percent in adults
between 18-22 years of age.
One study concluded in 2018
indicates that youngsters be-
tween 13-17 years may have
passed through some sorts of
anxiety and depression in as
much as 70 percent population
of the group.
There was one more study
on adolescent suicides which
clearly indicated that suicide
rates in young adults has gone
up from 8 per 1,00,000 during
2,000 to 11.8 per 1,00,000 in
2017. Parental over expecta-
tions, peer pressure, negativity,
hate coching by parents or
mentors, fear creating videos
and isolationist lifestyle are
amongst the main culprits. Re-
ligious hate alongwith race and
caste discrimination are now
emerging as dangerous traits in
highly confused and poorly in-
formed members of Gen Z.
Politicians, parents, mentors,
thinkers all have their share of
blame. The outcome can be
highly destructive if the status
quo is maintained.
One good thing in Gen Z is
that majority of them have no
stigma attached regarding their
mental health but their obses-
sion towards material gains
may create hindrance to attain
peace in life. Gen Z is a tech
savvy generation but the world
in which it is growing has
turned highly confusing, intol-
erant, hateful and selfish. This
generation, perhaps, needs
more care specifically in the
field of psychology, intellectu-
alism, spirituality and social
bonding. The generation has
lot of potential in a significant
percentage of its members but
would the Baby Boomers, Gen
X and Millennials be able to
guide it to become a generation
of constructive people or let it
be decimated by desires of ma-
terial gains and hateful self
isolation?

Weekly offs won’t help tiger reserves: Diya
First India Bureau

off in tiger reserves, say-
ing such a closure in ad-

“Tiger reserves are

the MP from Rajsamand

the provision of weekly

issue and advise the

The most notable aspect
about the IAS transfer list
issued on Saturday has
been the empowerment
of Child Empowerment
department and 2005
batch IAS Arushi Malik
has been made the 'chief'
of the department as she
will handle the responsi-
bilities, both of Secretary
and Commissioner. This
is for the first time that a
full time and independent
Secretary has been ap-
pointed as till now Joint
Secretary and Special
Secretary used to handle
the reins. From Decem-
ber 2021, Samit Sharma
held the additional charge
of Secretary. Arushi Ma-
lik is a MBBS doctor and
after undergoing a one
year long medical educa-
tion in USA, she has re-
turned to the state this
month. It was being
hoped that she would be
given some assignment in
medical sector.
In the transfer list,
Samit Sharma's burden
has been lessened. Till
few months back, he had
theburdenofthreedepart-
ments - Secretary, Social
Justice,Secretary,Women
andChilddepartment,and
Secretary Child Rights
(Empowerment). After a
controversy arose, the
charge of Women and
Child development was
taken from him in Febru-
ary 2023. And in the re-
cent list, the responsibility
of Child Rights depart-
ment has also been taken
from him.
The appointment of
Bhanu Prakash Yeturu,
once again, in the Home
department as Secretary,
has become a topic of dis-
cussion. He was given the
additional charge in July
2022 and thereafter in Oc-
tober, he was made the
Secretary but within six
monthshewastransferred
out of the department. In
Principal Secretary
(Home) Anand Kumar's
team, now there are two
Secretaries, one special
secretary and one joint
secretary.
2013 batch IAS Shruti
Bhardwaj has been trans-
ferred out of Water Re-
sources department after
two years and now she
has been given the re-
sponsibility of Project Di-
rector of Samagra Shik-
shaAbhiyanintheEduca-
tion department. This is
an important campaign
worth crores of rupees
which has a sixty percent
partnership of the central
government.And thus the
post of Project Director in
the campaign is consid-
ered an important and
high position.
Actually, the chief of
Education Department is
the head of campaign but
when Pawan Goyal was
ACSofthedepartment,he
had transferred all his
power to the then Project
Director Mohan Lal Ya-
dav. It is this posted with
delegated powers on
which Shruti Bhardwaj
has come.
Avdhesh Meena has
been transferred for the
third time this year and
has been now posted in
Home department. In his
place, appointment of H
Guite in the specially
abled department is a talk
of the town. Guite has re-
turned after spending
three years in Manipur on
Home deputation. Now,
the new IAS list, which
will come with the ap-
pointment of new Chief
Secretarywillbeextreme-
ly important and is thus
being awaited eagerly.

timeless and enchanting
style that continues to cap-
tivate hearts is the floral
gown. These exquisite cre-
ations are a celebration of
nature’s vibrant beauty,
bringing the allure of blos-
soms and botanicals to life
on the runway and in ward-
robes worldwide. With
their delicate patterns and
romantic motifs, floral
gowns have become a sym-
bol of femininity, grace,
and a deep connection to
the natural world. Let’s em-
bark on a journey through
the enchanting realm of flo-
ral gowns and explore the
reasons why they remain
perennial favorites among
fashion enthusiasts.
Floral gowns have been
adorning women for centu-
ries, transcending cultural
boundaries and geographi-
cal borders. From delicate,
hand-painted designs on
ancient textiles to modern
digital prints, the allure of
flowers has always found
its way into fashion. Today,
floral gowns continue to
reign supreme, evolving
with the changing times
while preserving their ever-
lasting charm.
Flowers have long been
associated with symbolism
and emotions, each blos-
som telling a unique story.
Floral gowns enable indi-
viduals to express their per-
sonalities and sentiments
through the language of
flowers.Whetherit’sthein-
nocence of daisies, the pas-
sion of roses, or the exotic
allure of orchids, the choice
of floral patterns in gowns
allows wearers to convey
their moods and make a
captivating statement
without saying a word.
One of the most fasci-
nating aspects of floral
gowns is the vast spec-
trum of colors they em-
brace. From vibrant and
bold hues to soft pastels
and ethereal whites, floral
prints effortlessly encom-
pass nature’s kaleido-
scope. Designers skillful-
ly use color combinations
to evoke specific emo-
tions and set the mood of
a garment. Whether it’s a

the colors within floral
gowns add depth, warmth,
and a touch of whimsy.
Floral gowns are incred-
ibly versatile, adapting to
various occasions and per-
sonal styles. Whether
you’re attending a summer
garden party, a formal
event, or simply seeking an
ensemble to brighten your
day, a floral gown is a ver-
satile choice that can be
dressed up or down. From
flowing maxi dresses to tai-
lored cocktail gowns, the
optionsareendless.Moreo-
ver, floral gowns celebrate
the essence of femininity
and accentuate the natural
beauty of those who wear
them. The soft lines and

TACKLING CONFLICTS
Conflict is ubiquitous, as he
mentioned. It can exist be-
tween individuals of differ-
ent ages, religions, and sub-
groups of various ethnicities
of society. One group may
be advanced and the other,
very primitive.
Also, the present society
is gradually becoming self-
centric. It has been suffer-
ing from a vicious dichoto-
my wherein two different
forces are working simulta-
neously in opposite direc-
tions. On one side is mod-
ernization and keeping
abreast with the changing
times but at the same time
one cannot rule out the tra-
ditional values. So, tradi-
tions influence our society
to a large extent. This
quandary has led to a major
discontentment in our soci-
ety further giving rise to a
widespread conflict.
The initial stage is identi-
fying the genesis of the con-
flict. A conflict is dynamic.
Police have the job of up-
holding the Constitution and
the law of the land. So in the
quest of maintaining law and
order, at the outset, police
identify the roots of the
problem, then graduate to
detailed assessment and de-
liberately decide the further
courses of action.
Kinetic Ops and legal ac-
tion take their due course,
however, on the other paral-
lel, we apply the system of
negotiations, peace talks,
and mutual discussions,
winning hearts and minds
and finally penetrating the
community and earning
their faith.
One needs to objectively
look at the situation at
hand. Why would a young
boy pick up arms? He is the
Son of Soil who is, more
often than not, an unedu-
cated, hardworking yet
simple and humble soul. He
has been manipulated by
forces having sinister anti-
administration interests. He
feels aggrieved and choos-
es the path of violence liv-
ing in the jungles in oblivi-
on, having no soft skills and
suddenly you try to per-

He lacks faith in the sys-

safety and the safety of his

Therefore, we always
keep our fists in a velvet
glove. We instil and ensure
such faith and confidence in
that boy that he feels safe in
our hands. Hence, our cred-
ibility is of the essence.
LAY DOWN ARMS
Assam was ravaged by
militancy for donkeys ears.
So we took multiple deci-
sions on how to control it.
One was as a law enforce-
ment agency, so we contin-
ued counter-insurgency
operations which were un-
der the unified command
structure and there was no
compromise against some-
body who is holding a gun
against the unity and integ-
rity of the country and we
have to come upon them
heavily.
However, at times we
must also show them the
path of surrendering and
rehabilitation and come
into the mainstream hence
the peace talk must con-
tinue that either they face
the consequences or come
for a peace talk.
Recently, 1,179 Bru-Re-
ang militants lay down arms

mony in As-
sam’s Haila-

REHABILITATION OF THE
MILITANTS AND
EXTREMISTS
Relentless efforts on the part
of the Assam state govern-
ment in the past several dec-
ades and present to bring
insurgent groups to the
mainstream to establish
peace and harmony is in pro-
cess for many years and
have been a successful mis-
sion so far.
He highlighted various
central and state
schemes, including financial
assistance, to rehabilitate the
surrendered militants. As
per him, the youth is attract-
ed towards militancy due to
a sense of deprivation, al-
ienation and neglect.
Each of the rehabilitated
surrendered members of the
insurgent groups has been
provided financial assis-
tance of Rs 4 lakhs.
They arrange their loan
from the State Bank or any
other Bank of a maximum of
3.8 lakhs and invest in small
cases businesses.
The majority are engaged
in cultivation and farming.
Skill development training
like carpentry, plumbing,
electrician training, and
weaving under the State In-
stitute of Panchayat and Ru-
ral Development has been
given to the youths.
Multiple youths have
opened sandal factories, and
indulge in goat farming and
homestay business. Some
purchased land, and vehi-
cles, become drivers or
give their vehicles for rent.
They’ve become entrepre-
neurs in the field of Cattle
farming, bee rearing, poul-
try, and mustard cultivation
etc, opened up tea stalls or
retail shops, plumbing, car-
pentry etc.
Counselling sessions for
the rehabilitated have been
organized in Kokrajhar, Chi-
rang, Udalguri, Sonitpur and
Biswanath districts of As-
sam. Experts from different
fields, including Assam Ag-
riculture University, have
been offering counselling to
rehabilitated youths.

the flag to all organ do-

in this field.
During the unveiling
ceremony, Rajiv Arora,
President of MF-JCF and
Chairman of RAJSICO
emphasized the stark
contrast between the de-
mand for organ trans-
plants and the availability
of organs in India. He
highlighted the statistics
showing a disparity be-
tween India and other
countries, such as Spain,
Croatia, and the United
States, where organ do-
nation rates per million
population are consider-
ably higher.
Arora commended the
Mohan Foundation
Jaipur Citizen Forum for
their commendable ef-
forts in raising public
awareness about organ
donation throughout the
country. He noted that
while several organ do-
nation NGOs in Western
countries have their offi-
cial flags, India did not
have one until now. Tak-
ing the initiative, MF-
JCF has dedicated a flag
for organ and eye dona-
tion in India.
The organ donation
flag will be hoisted at
two locations in the state
of Rajasthan: the Organ
Donor Memorial and the
Eye Donor Wall in
Jaipur. Going forward,
whenever an organ dona-
tion takes place in Ra-
jasthan, MF-JCF will
wrap the body of the or-
gan donor in the flag as a
mark of respect and pre-
sent it to the donor’s
family. Subsequently,
before the cremation, the
flag will be removed
from the body and raised
at the donor’s home.
MF-JCF intends to en-
courage all organ trans-
plant hospitals in Ra-
jasthan to hoist this flag
to raise awareness about
organ donation.

Gen Z is a tech savvy genera- tion but the world in which it is growing has turned highly confusing, intolerant, hateful and selfish. This generation, perhaps, needs more care specifically in the field of psychology, intellectualism, spirituality and social bonding. The generation has lot of poten- tial in a significant percentage of its members but would the Baby Boomers, Gen X and Millennials be able to guide it to become a generation of constructive people or let it be decimated by desires of material gains and hateful self isolation? GENZ NEEDS MORE CARE, PERHAPS! arious genera- tions started get- ting their names after The Great War (World War One) when Gertrude Stein de- scribed American authors and thinkers who migrated to Eu- rope because of the war. In her letter to Ernest Hemingway Stein described them as be- longing to a “lost generation” because the values they taught seems to have lost relevance amidst the grim reality of a bru- tal war as America, according to these authors, became hope- lessly intolerant, materialistic and spiritually empty. After that came generation Jones or Baby Boomers born between 1955-1964, Gen X (1965-1980),Millennials(1981- 1996) and Gen Z born between 1997- 2012. The current age of Gen Z is between 11 to 26 years. Gen Z has witnessed a rapidly changing world because of strides by information technol- ogyanddestructionofsociallife as a result of changing human behaviour. Changing social val- ues and societal structure both are responsible for disappearing role models as overall human behaviour has become icono- clastic during last three decades. Alongwiththesechangesatbase level, this generation has also witnessed excessive violence after 9/11 attack on American targets.PartsofAsiawhichwere once destination of economic well-being have become den of criminals and vile politicians. Countries like Iran, Iraq, Libya and Syria were once des- tination for fortune. Gen Z has seen them decimated by war and violence. Most of Africa is in perpetual conflict and now, with the Russia Ukraine con- flict, Europe is also sinking low in life standard and opportuni- ties. Exposure to sexual harras- ment, assault and pornography are negatively impacting the growing brain of this genera- tion with very weird interper- sonal behavior. As the mobile device has become the pre- ferred companion and, in many cases, perhaps the only com- pany, such an exposure might lead to highly destructive mor- al ethics in the near future. Gen Z has to cope with Cov- id-19 epidemic during its growing years, the sense of in- security, fear and isolation may linger for a long period of time as the psychological support was minimal at the best. It has also suffered loss of dear ones during very critical age under very sad circumstances as there was no one to console.Absence of society at saddest moments of life may take many of Gen Z youngsters away from the very concept of society and people working in the field of psychol- ogy are encountering highly explosive behaviour trends es- pecially in fields of material- ism, sexuality, individualism and morality. As can be inferred easily, these behaviour trends have weak foundation. This has cre- ated a very volatile situation. Many recent studies indicate a disturbing trend. As per one global study, various data col- lected between 2009 and 2017 indicate that rate of depression and anxiety has gone up by 47 percent in children between age group 12-13, 60 percent in 14-17 and 46 percent in adults between 18-22 years of age. One study concluded in 2018 indicates that youngsters be- tween 13-17 years may have passed through some sorts of anxiety and depression in as much as 70 percent population of the group. There was one more study on adolescent suicides which clearly indicated that suicide rates in young adults has gone up from 8 per 1,00,000 during 2,000 to 11.8 per 1,00,000 in 2017. Parental over expecta- tions, peer pressure, negativity, hate coching by parents or mentors, fear creating videos and isolationist lifestyle are amongst the main culprits. Re- ligious hate alongwith race and caste discrimination are now emerging as dangerous traits in highly confused and poorly in- formed members of Gen Z. Politicians, parents, mentors, thinkers all have their share of blame. The outcome can be highly destructive if the status quo is maintained. One good thing in Gen Z is that majority of them have no stigma attached regarding their mental health but their obses- sion towards material gains may create hindrance to attain peace in life. Gen Z is a tech savvy generation but the world in which it is growing has turned highly confusing, intol- erant, hateful and selfish. This generation, perhaps, needs more care specifically in the field of psychology, intellectu- alism, spirituality and social bonding. The generation has lot of potential in a significant percentage of its members but would the Baby Boomers, Gen X and Millennials be able to guide it to become a generation of constructive people or let it be decimated by desires of ma- terial gains and hateful self isolation? THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL V Various generations started getting their names after The Great War (World War One) when Gertrude Stein described American authors and thinkers who migrated to Europe because of the war. In her letter to Ernest Hemingway Stein described them as belonging to a “lost generation” because the values they taught seems to have lost relevance amidst the grim reality of a brutal war as America, according to these authors, became hopelessly intolerant, materialistic and spiritually empty. New list awaited with appointment of new CS! Rajendra Chhabra Jaipur The most notable aspect about the IAS transfer list issued on Saturday has been the empowerment of Child Empowerment department and 2005 batch IAS Arushi Malik has been made the 'chief' of the department as she will handle the responsi- bilities, both of Secretary and Commissioner. This is for the first time that a full time and independent Secretary has been ap- pointed as till now Joint Secretary and Special Secretary used to handle the reins. From Decem- ber 2021, Samit Sharma held the additional charge of Secretary. Arushi Ma- lik is a MBBS doctor and after undergoing a one year long medical educa- tion in USA, she has re- turned to the state this month. It was being hoped that she would be given some assignment in medical sector. In the transfer list, Samit Sharma's burden has been lessened. Till few months back, he had theburdenofthreedepart- ments - Secretary, Social Justice,Secretary,Women andChilddepartment, and Secretary Child Rights (Empowerment). After a controversy arose, the charge of Women and Child development was taken from him in Febru- ary 2023. And in the re- cent list, the responsibility of Child Rights depart- ment has also been taken from him. The appointment of Bhanu Prakash Yeturu, once again, in the Home department as Secretary, has become a topic of dis- cussion. He was given the additional charge in July 2022 and thereafter in Oc- tober, he was made the Secretary but within six monthshewastransferred out of the department. In Principal Secretary (Home) Anand Kumar's team, now there are two Secretaries, one special secretary and one joint secretary. 2013 batch IAS Shruti Bhardwaj has been trans- ferred out of Water Re- sources department after two years and now she has been given the re- sponsibility of Project Di- rector of Samagra Shik- shaAbhiyanintheEduca- tion department. This is an important campaign worth crores of rupees which has a sixty percent partnership of the central government. And thus the post of Project Director in the campaign is consid- ered an important and high position. Actually, the chief of Education Department is the head of campaign but when Pawan Goyal was ACSofthedepartment,he had transferred all his power to the then Project Director Mohan Lal Ya- dav. It is this posted with delegated powers on which Shruti Bhardwaj has come. Avdhesh Meena has been transferred for the third time this year and has been now posted in Home department. In his place, appointment of H Guite in the specially abled department is a talk of the town. Guite has re- turned after spending three years in Manipur on Home deputation. Now, the new IAS list, which will come with the ap- pointment of new Chief Secretarywillbeextreme- ly important and is thus being awaited eagerly. He is a distinguished officer of rare pedigree. TACKLING CONFLICTS Conflict is ubiquitous, as he mentioned. It can exist be- tween individuals of differ- ent ages, religions, and sub- groups of various ethnicities of society. One group may be advanced and the other, very primitive. Also, the present society is gradually becoming self- centric. It has been suffer- ing from a vicious dichoto- my wherein two different forces are working simulta- neously in opposite direc- tions. On one side is mod- ernization and keeping abreast with the changing times but at the same time one cannot rule out the tra- ditional values. So, tradi- tions influence our society to a large extent. This quandary has led to a major discontentment in our soci- ety further giving rise to a widespread conflict. The initial stage is identi- fying the genesis of the con- flict. A conflict is dynamic. Police have the job of up- holding the Constitution and the law of the land. So in the quest of maintaining law and order, at the outset, police identify the roots of the problem, then graduate to detailed assessment and de- liberately decide the further courses of action. Kinetic Ops and legal ac- tion take their due course, however, on the other paral- lel, we apply the system of negotiations, peace talks, and mutual discussions, winning hearts and minds and finally penetrating the community and earning their faith. One needs to objectively look at the situation at hand. Why would a young boy pick up arms? He is the Son of Soil who is, more often than not, an unedu- cated, hardworking yet simple and humble soul. He has been manipulated by forces having sinister anti- administration interests. He feels aggrieved and choos- es the path of violence liv- ing in the jungles in oblivi- on, having no soft skills and suddenly you try to per- suade him to give up arms and return, he would prob- ably not do that. He lacks faith in the sys- tem. He is concerned for his safety and the safety of his family. Therefore, we always keep our fists in a velvet glove. We instil and ensure such faith and confidence in that boy that he feels safe in our hands. Hence, our cred- ibility is of the essence. LAY DOWN ARMS Assam was ravaged by militancy for donkeys ears. So we took multiple deci- sions on how to control it. One was as a law enforce- ment agency, so we contin- ued counter-insurgency operations which were un- der the unified command structure and there was no compromise against some- body who is holding a gun against the unity and integ- rity of the country and we have to come upon them heavily. However, at times we must also show them the path of surrendering and rehabilitation and come into the mainstream hence the peace talk must con- tinue that either they face the consequences or come for a peace talk. Recently, 1,179 Bru-Re- ang militants lay down arms at arms laying cere- mony in As- sam’s Haila- kandi. Approxi- mately 7000 militants and extremists have surren- dered in re- cent times and have been and shall be un- dergoing re- habilitation in a productive way. REHABILITATION OF THE MILITANTS AND EXTREMISTS Relentless efforts on the part of the Assam state govern- ment in the past several dec- ades and present to bring insurgent groups to the mainstream to establish peace and harmony is in pro- cess for many years and have been a successful mis- sion so far. He highlighted various central and state schemes, including financial assistance, to rehabilitate the surrendered militants. As per him, the youth is attract- ed towards militancy due to a sense of deprivation, al- ienation and neglect. Each of the rehabilitated surrendered members of the insurgent groups has been provided financial assis- tance of Rs 4 lakhs. They arrange their loan from the State Bank or any other Bank of a maximum of 3.8 lakhs and invest in small cases businesses. The majority are engaged in cultivation and farming. Skill development training like carpentry, plumbing, electrician training, and weaving under the State In- stitute of Panchayat and Ru- ral Development has been given to the youths. Multiple youths have opened sandal factories, and indulge in goat farming and homestay business. Some purchased land, and vehi- cles, become drivers or give their vehicles for rent. They’ve become entrepre- neurs in the field of Cattle farming, bee rearing, poul- try, and mustard cultivation etc, opened up tea stalls or retail shops, plumbing, car- pentry etc. Counselling sessions for the rehabilitated have been organized in Kokrajhar, Chi- rang, Udalguri, Sonitpur and Biswanath districts of As- sam. Experts from different fields, including Assam Ag- riculture University, have been offering counselling to rehabilitated youths. Dhrishti Rajkhowa, Depu- ty Commander In Chief ULFA, who was once a sym- bol of terror is now produc- tively involved in banana cul- tivation, fishery, and piggery and instead of being a threat topeople, nowhe’sthereason for the livelihood of people. Bipul Kalita a surrendered ULFA, after coming into the mainstream, is contributing to the society in Sibasagar with a noble deed by opening an NGO in alignment with the government’s Swachh Bharat Mission, which works on the process of dis- posing garbage and waste from households hospitals and biomedical facilities. Rijak Dera a surrendered KLNLF leader is into weav- ing production centres and has employed the young la- dies of the neighboring areas. A group of 26 women from a batch of ceasefire cad- res of different militant groups were being trained for three months to weave khadi in Kumarikata. They are pri- marily from Karbi Militant Dimasa Militant groups.
