n an ongoing love jihad
controversy across the
country, suddenly a tow-
ering Rajasthan chief
minister Ashok Gehlot
has emerged as a new
secular hero and a single voice in
the entire Congress party to counter
saffron party’s ‘love jihad’ cam-
paign. In a scathing attack on Fri-
day eveing, Gehlot challenged BJP
to stand the scrutiny of the Consti-
tutional law on this sensitive issue
in the courts. He has gone to the ex-
tent of accusing BJP, saying, “Love
Jihad is a word manufactured by the
BJP to divide the nation and disturb
communal harmony. Marriage is a
matter of personal liberty and they
are putting curbs on it, which is like
snatching away personal freedom. It
is a ploy to disrupt communal har-
mony, fuel social conflict and disre-
gard constitutional provisions like
the state not discriminating against
citizens on any ground.”
In response to Gehlot’s charge,
the union minister Gajendra Singh
Shekhawat, who hails from Gehlot’s
home constituency Jodhpur, carried
equal frontal attack on the chief
minister by saying that love jihad is
a trap that has thousands of young
women believing marriage is a per-
sonal affair, where later it turns out
it is not.
On the lines of their chief minis-
terial nominee Shekhawat, for 2023
assembly election, the state BJP
President Satish Poonia and deputy
LoP Rajendra Rathore also joined
the BJP campaign to strongly re-
spond back to Gehlot on this crucial
issue but at the end of the day,
among the people of Rajasthan, Ge-
hlot’s stand on love jihad has gone
more convincing and credible.
Sonia and Rahul, being away to
Goa and Priyanka maintaining a
steady silence over the issue, Gehlot
has suo-moto acquired the status of
a working President in the party,
which is going to elect its next na-
tional President in the next couple
of days.

lockdowns, just as win-
ter begins. Having failed
to contain the disease,
with one lockdown be-
hind us and another be-
fore us, it feels as if Ca-
nadians outside of At-
lantic Canada are
trapped on an unending
rollercoaster of despair.
Even more demoraliz-
ing, it’s increasingly obvi-
ous that we don’t even need
to be on this ride.
As the International
Monetary Fund notes,
Asia-Pacific countries as
diverse as Australia,
New Zealand, South Ko-
rea and Taiwan have
crushed the curve, and
their citizens are able to
get on with their lives.
Cafés are full, crowds
cheer live sports events.
People aren’t dying.
This assumption is on
full display in Ontario’s
much-criticized and recent-
ly revamped colour-coded
“COVID-19 response frame-
work” that imposes restric-
tions based on a region’s
COVID-19 prevalence.
Its tagline — “keeping
Ontario safe and open”
— explicitly assumes
that it needs to keep the
economy open for as long
as possible during the
pandemic. The unstated
corollary is that protect-
ing the economy requires
suffering through a cer-
tain number of illnesses
and deaths.
On its face, perhaps this
makes some sense: we
don’t want small business-
es to go bankrupt or for
people to lose their jobs.
But it gets the economy/
health trade-off exactly
backward.
TO SAVE THE ECONOMY,
STOMP THE VIRUS
To put it bluntly, saving
the economy requires
minimizing, if not elimi-
nating, community COV-
ID-19 transmission. As
economist Martin
Eichenbaum and his co-
authors note in a July
VoxEU article, commu-
nity transmission itself
reduces economic activ-
ity. Many people won’t
risk their lives even for
the most delicious res-
taurant sushi.
The upshot is that even
with no, or limited, govern-
ment intervention, we’re
going to end up in a reces-
sion and also with an over-
whelmed health-care sys-
tem, made worse when
people living paycheque-to-
paycheque are forced to
work while ill.
While Ontario’s gov-
ernment and others have
assumed that dealing
with COVID-19 hurts the
economy, the economy is
actually damaged by not
dealing directly with the
pandemic. The two are
linked, but in a positive-
sum relationship: Ad-
dress COVID-19, save the
economy.
READY-MADE
ECONOMIC SOLUTIONS
Fortunately, while this
coronavirus may be nov-
el, it presents a straight-
forward economic prob-
lem and response.
Our situation involves
what economists refer to as
“negative externalities.”
These are individually ra-
tional decisions — “I have
to work to pay the bills,” or
“I can’t go to the restaurant
because I don’t want my
parents to die” — with so-
cially negative effects. In
this case, that’s spreading
the disease or reducing
economic activity.

long. I am half way through
it. He belongs to the rare
breed of untarnished politi-
cal leaders. His place in his-
tory is assured. He is the
only black American to be-

Whether he was a great Pres-
ident or not only time will tell.
That he is a great and remark-
able man is not in doubt. Within
two years of being a US Senator,

India is a secular country, its
civil services are among the
best in the World. India’s de-
mocracy is a functioning one
and India has not produced a
Mr. Donald Trump.
I hope to finish this en-
grossing and absorbing book
next week, but do not intend
reviewing it.
The central government
should without delay take ac-
tion to monitor the manner in
which Delhi government is
handling or mishandling the
Corona Virus pandemic. New
Delhi and Delhi now have the
dubious distinction of having
the second largest number of
Covid cases after New York.
With winter on us the situa-
tion is likely to get worse.
Shortage of beds and ventila-
tors will multiply by the day.
Who knowns when the vaccine
will arrive in India. The distri-
bution problem will be acute.
We are not the most caring or
efficient country in the world.
It’s time the Delhi Govern-
ment paid heed to the stric-
tures passed against it by the
High Court.

hen it comes to Covid-19, there’s a visi-
ble complacency among the people not
just in India but across the world. They
don’t want to wear masks or maintain
the required social distance. In the US
and in Europe they insisted on going to beaches
and parties. There have been protests against lock-
downs and Covid protocols. Bravado got the better
of fear of suffering and death until governments
decided to impose heavy fines on those violating
lockdowns and protocols.
Yet the novel coronavirus continues to play
havoc, causing deaths and misery in several coun-
tries. If in India the new cases touched the 91,000
with 46, 232 new cases and 564 deaths in the last 24
hours mark, the US reported 195, 542 new cases on
Friday. President Trump’s eldest son Donald
Trump Jr. was among those who tested positive.
The American President was the one who took the
pandemic very lightly as he mocked at doctors and
scientists. With Trump stubbornly refusing to ac-
cept defeat, Joe Biden is unable to decide on a
Covid related action plan.
The situation in the US is grim for lack of an
effective policy and absence of leadership. In India
there is a concern over high incidence of the virus
in a few states like Delhi, Gujarat, Maharashtra,
Kerala and MP. The silver lining is the high recov-
ery rate in India.
That does not mean one should be lax about pro-
tection from the virus. If it does not kill, it leaves
some of its victims badly affected. Those who don’t
care expose others to the dangerous.

Chennai to prepare a strategy for the
state elections due next year. The mes-
sage from the All India Anna Dravida Munnetra
Kazhgam (AIADMK) camp was that the ruling re-
gional party will contest the elections in alliance
with the BJP. Shah said that Chief Minister Eda-
paddi K. Palaniswamy, EPS in short, will lead the
alliance. Tamil Nadu’s Deputy Chief Minister O.
Panneerselvam, issued a statement saying that his
party is ready to tango with the BJP.
The BJP is aiming to breach the southern citadel
at a time when Dravidian parties are in a political
ferment. Panneerselvam was at loggerheads with
EPS not very long ago. The party which witnessed
apowerstruggleimmediatelyafterJ.Jayalalithaa’s
death is still riven with factionalism. With the leg-
acy issue not yet settled and Sasikala, who claims
to be the political (and financial) inheritor of Jay-
alalithaa’s mantle, is likely to be released from jail
next year. That should set the AIADMK’s pot boil-
ing again. Given the situation, the BJP-AIADMK
alliance may not be the best bet but BJP has its own
cadre and defectors thronging to its camp.
The Dravida Munnetra Kazhagam (DMK), on the
otherhand,hasitsownfamilyissuestosettleasM.K.
Alagiri, whose loyalist KP Ramalingam recently
joined the BJP, is also expected to switch loyalty.
Besides banking on defectors, BJP is counting on
the charisma of thespian Rajnikanth. It is also do-
ing its best to whip up religious issues to win voters.

Parliament during corona crisis in
Delhi, Lok Sabha Speaker Om Birla,
on Saturday, said that Lok Sabha
Secretariat is ready to hold the
session, and dates are decided by
the government. At a press con-
ference in New Delhi, he said the
Monsoon session was held with
all precautions amid the Covid-19
pandemic and the Parliament Stand-
ing Committees have also been
meeting regularly. “The Lok Sabha
Secretariat is prepared to hold the
parliament session. As far as dates
are concerned, it is decided by the
Cabinet Committee on Parliamentary
Affairs,” He also announced that a
two-day all-India presiding officers’
meet will be held from November 25
in Kewadia near Vadodra with Presi-
dent Ram Nath Kovind and Vice
President M Venkaiah Naidu gracing

New Delhi: India will double its oil refining capacity in
the next five years and will multiply the usage of natural
gas by four-fold, Prime Minister Narendra Modi said
on Saturday while addressing the 8th convocation of
Pandit Deendayal Petroleum University (PDPU). He
also suggested that PDPU alter its name to include the
word “energy”. Stating that India targets to cut down
on its carbon footprint by 30-35 percent, Modi told the
students of this Gandhinagar-based university, “Keeping
in mind our energy needs, it is our endeavor to increase
the proportion of natural gas by four times in this
decade alone. In the next five years, efforts are already
being made to double the country’s oil refining capacity.

Raj records highest single day

Jaipur: With record
number of 3007 Cov-
id-19 cases in a single
day on Saturday and 16
more deaths, the state
government has got on
alert mode once again.
Following the advisory
from the home depart-
ment, section 144 of the
CrPC was imposed in
several districts of the
state including Jaipur
and Jodhpur.
The tally in the state
now stands at 2,40,676
and the death toll at
2,146. The number of
active cases in the state
is 21,951, it said. Of the
fresh cases, the highest
(551) were reported
from Jaipur, followed by
Jodhpur where 444 per-
sons tested positive for
the coronavirus.
In Jaipur, the section
144 was enforced from
Saturday midnight. Un-
der this, not more than
five people will be able
to get together in a
group. However, this
will not affect impor-
tant activities like wed-
ding ceremonies, funer-
als and examinations,
the district collector
office issued the orders
on Saturday.
The restrictions im-
posed in this section
will not affect the ex-
ams in state and per-
mitted places like bus
stand, railway station,
hospital, state and pub-
lic offices, election pro-
cess, schools and col-
leges. In weddings, only
100 people are allowed
while in the funeral pro-
cessions 20 people will
be allowed.

lockdown due to corona
pandemic. “If coaching
centers are not opened
in Kota, unemployment
will increase in the
coming days,” he said.

Talking about thunder down
under, there are two political
forces to reckon with in the
upcoming Panchayat elections
in the state which can be called
the third forces of the state apart
from the two recognised ones, the
Congress and the BJP. The first is
Bhartiya Tribal Party (BTP) which
is fielding its candidates in the
panchayat elections for the first time

added to the strength of the BTP
and to cash on this, it is focusing
on Banswara, Dungarpur, Udaipur
and Pratapgarh districts. It is
noteworthy that 17 seats of Udaipur
division have 70% tribal voters. So,
BTP originating from the tribal area
itself and having a core voter base
of the tribal is a clear force to reckon
with, in the area.
On the other hand, it seems that
Bahujan Samaj Party (BSP) is trying
to make a big come back through
the panchayat raj elections as there
will be around 450 candidates
contesting on the elephant symbol.
Barring Pali, BSP is focusing on
Alwar Bharatpur, Karauli, Dausa,
Sawai Madhopur, Sri Ganganagar
and Hanumangarh districts. It is
not to be forgotten that BSP had
won 6 assembly seats in the 2018
Vidhan Sabha elections although it
is altogether a different story that
all these six MLAs are now in the
Congress. But the fact which cannot
be denied is that BSP supremo
Mayawati has her influence in
certain pockets of the state and BSP
still is a force to reckon with as far
as the dalit vote is concerned.

rested by the anti-cor-
ruption bureau (ACB)
over bribery charges
in Barmer district of
Rajasthan, officials
said on Saturday.
ACB Director Gen-
eral (DG) B L Soni said
the accused, Premar-
am Parmar, who re-
tired as additional
commissioner in the
Departmentof Coloni-
sation in Bikaner on
October 30, was under
the ACB radar follow-
ing a complaint that
he was taking huge
bribes through mid-
dlemen on the pretext
of allotting canal land
to people displaced by
Pong Dam project, ex-
servicemen, Mahajan
field firing range oust-
ees and landless farm-
ers just before retire-
ment. He was still tak-
ing bribes post-retire-
ment, Soni added.
On Friday night, an
ACB team caught him
taking a bribe of Rs 5
lakh from a middle-
man, Nazir Khan, at
his residence in Bar-
mer, he said.
The ABC team later
carriedoutsearchesat
his houses in Barmer,
Jaipur & Jodhpur and
recovered Rs 20 lakh
in cash, documents of
a 36-bigha farmhouse
in Jalore, jewellery
and expensive liquor,
Soni said. A separate
case under the Excise
Act was also regis-

ment of Mines has re-
covered Rs 7.48 crore
from the Hindustan
Zinc company in a mat-
ter of illegal mining and
mining beyond permit-
ted limits in Rajsamand
district.
The role of Addition-
al Director, Mines, Ma-
heshMathurof Udaipur
zone in this case, has
been commendable. Ma-
thur and his team pur-
sued the matter and
served notices to the
company following
which, the recovery was
made on Saturday, said a
department official.
The matter pertains
to two cases of mining
of limestone without
permission in Hindu-
stan Zinc mines at
Sindesar Khurd of
Railamgaratehsilof Ra-
jsamand and extracting
lead zinc in excess of
permitted limits in the
year 2015.

the finance depart-
ment to Akhil Arora as
the successor of Niran-
jan Arya has earned
him praise from across
the board. It is note-
worthy that Gehlot is
well versed with Akhil
Arora’s track record in
the finance depart-
ment from his previ-
ous tenure as CM.
Arora had then
served as Secretary Fi-
nance (Budget) from
August 2011 to Decem-
ber 2013. He had pre-
pared two consecutive
budgets of the then
Gehlot government.
So, when during this
tenure the all-impor-
tant post in the finance
department got vacat-
ed due to Niranjan
Arya being promoted
as Chief Secretary, Ge-
hlot did not waste any
time in transferring

trusted officer Akhil
Arora to this crucial
post.
Gehlot is fully confi-
dent that the way Arya
deftly handled the fi-
nancial management
of his government for
the past 22 months of
his third tenure, now
Arora will also man-
age the finance depart-
ment with a firm grip.
The finance depart-
ment assumes a spe-
cial significance in the
current scenario of
poor state exchequer.
On the basis of work
efficiency, ability, dili-
gence and dexterity
demonstrated by Akhil
Arora in his 25-year ca-
reer, one can safely say
that he will for sure
come true to the expec-
tations of Gehlot.
Recently when on
November 12 CM Ge-
hlot convened a review
meeting of the finan-
cial situation of the
state at CMR along
with the senior offic-
ers, the presentation
given by Akhil Arora
was itself a proof of
the fact that he already
had a good grip on his
new assignment in just
two weeks. Clear-
ly Arora has a
real big chal-
lenge.
Typically,
the state ex-
c h e q u e r
lacks income
and the ex-
penses are
far more
than it. The outstand-
ing interest to be paid
stands at Rs 22,188
crore as on date. Dur-
ing the corona pan-
demic 99% of the ex-
penses were on ac-
count of regular ex-
penses and interest
payment. Salaries and
pension accounted for
44 % of total revenue
expenditure. This has
virtually freezed the
developmental pro-
jects in the state.

ed by Arora immedi-
ately.

tenure in the Informa-
tion and Technology
Department from 2014
to 2018 has set high
benchmarks for every-
body else.

only read out the first
page and had not even
bothered to look at the
second page. Normally
such mistakes are com-
mitted by the first tim-
ers but it was surprising
that a seasoned Nitish
faulted on such an occa-

oath taking ceremony
there was a vacant chair
between Amit
Shah and Nitish Kumar
and things didn’t stop at
that. Throughout the
ceremony both leaders
were not seen talking to
each other even once. It
is worth recalling that
Amit Shah had kept dis-
tance from the Bihar
elections due to Corona.
When the election cam-
paigning was at its peak
in Bihar, Shah chose to
go to Bankura in West
Bengal rather than cam-
paign in Bihar. As soon
as the National Anthem
finished during the oath
taking ceremony Shah
got up from his chair
and started heading to-
wards the exit. Nitish
tried to catch up with
Shah but he had gone
ahead and did not even
turn back once.

Nimisha Mishra from Fusion
Group, Miss Rajasthan 2020’s
interview round was held for
three days, Thursday, Friday
and Saturday, with a total of
180 contestants- 60 contest-
ants being interviewed every
day.
Talking about hosting the
interviews, Yogesh and Ni-
misha stated, “Organising
the interview round during
the Corona period was a very
big task. But we made sure to
follow all the necessary
guidelines given by the gov-
ernment, to safeguard every-
one present at the event.”
Jagdeesh Chandra was the
chief guest on the closing
ceremony and declared
that 180 girls of Miss
Rajasthan will be starting a
campaign, where they would
be educating people across
the state about how they can
take care of themselves dur-
ing the Corona pandemic-
how important it is to use a
mask, and all about social
distancing.
The results of the inter-
view round will be an-
nounced soon, where a total
of 26 girls will be selected to
be a part of the finale. 2
more contestants will be
given a golden ticket, as per
who receives the maximum
number of votes. The finale
will be held with a total of 28
best contestants at the end.

I Glass Noodles- 250 Gm
I Spring Onions - 6-7 with
greens
I Green Capsicum -One ( Medi-
um Size )
I Grated Carrot - 1 ( medium
Size )
I Mint leaves - 4-5 ( fresh ) and a
sprig for garnishing
I Coriander Sprigs - 5-6
I Lemon Grass Stem - 1
I One medium-light green, un-
peeled cucumber
I 5 fresh red chillies
I 1 TSP grated ginger
I 1 tsp grated ginger
I Salt and black pepper to taste
I 1 Tbsp lemon juice
I 2 Tbsp honey
METHOD:
I Boil water in a non - stick pan.
I Cut spring onions with greens
in diamond-shaped pieces and
put it into a bowl. Quarter cu-
cumber vertically, remove the
seeds and cut again into long
thin strips and put this into
the same bowl and mix bowl.
I Put glass noodles into the boil-
ing water and switch off the
heat and let it remain for a
couple of minutes.
I Drain and put into a bowl of 2
cups cold water and separate
it’s layered gently, cut capsi-
cum into long thin strips and
mix with cucumber and spring
onions, add carrot and mix
well.
I For the dressing, finely
chopped lemon grass and put it
into a separate bowl finely
chop red chillies and add to the
same bowl add ginger, salt, lem-
on juice, honey, and mix well.
I Add the dressing reserving
some, to the bowl of vegeta-
bles and mix well.
I Drain the noodles and add
them to bowl and mix well.
I Finely chop mint leaves and
coriander sprig and add to the
bowl. Drizzle the reserved
dressing and mix well.
I Transfer onto a serving plate
and serve garnished with a
sprig of mint.

In a scathing attack on Fri- day eveing, Gehlot challenged BJP to stand the scrutiny of the Consti- tutional law on this sensitive issue in the courts. He has gone to the ex- tent of accusing BJP, saying, “Love Jihad is a word manufactured by the BJP to divide the nation and disturb communal harmony. Marriage is a matter of personal liberty and they are putting curbs on it, which is like snatching away personal freedom. It is a ploy to disrupt communal har- mony, fuel social conflict and disre- gard constitutional provisions like the state not discriminating against citizens on any ground.” In response to Gehlot’s charge, the union minister Gajendra Singh Shekhawat, who hails from Gehlot’s home constituency Jodhpur, carried equal frontal attack on the chief minister by saying that love jihad is a trap that has thousands of young women believing marriage is a per- sonal affair, where later it turns out it is not. On the lines of their chief minis- terial nominee Shekhawat, for 2023 assembly election, the state BJP President Satish Poonia and deputy LoP Rajendra Rathore also joined the BJP campaign to strongly re- spond back to Gehlot on this crucial issue but at the end of the day, among the people of Rajasthan, Ge- hlot’s stand on love jihad has gone more convincing and credible. Sonia and Rahul, being away to Goa and Priyanka maintaining a steady silence over the issue, Gehlot has suo-moto acquired the status of a working President in the party, which is going to elect its next na- tional President in the next couple of days. Having failed to contain the disease, with one lockdown be- hind us and another be- fore us, it feels as if Ca- nadians outside of At- lantic Canada are trapped on an unending rollercoaster of despair. Even more demoraliz- ing, it’s increasingly obvi- ous that we don’t even need to be on this ride. As the International Monetary Fund notes, Asia-Pacific countries as diverse as Australia, New Zealand, South Ko- rea and Taiwan have crushed the curve, and their citizens are able to get on with their lives. Cafés are full, crowds cheer live sports events. People aren’t dying. This assumption is on full display in Ontario’s much-criticized and recent- ly revamped colour-coded “COVID-19 response frame- work” that imposes restric- tions based on a region’s COVID-19 prevalence. Its tagline — “keeping Ontario safe and open” — explicitly assumes that it needs to keep the economy open for as long as possible during the pandemic. The unstated corollary is that protect- ing the economy requires suffering through a cer- tain number of illnesses and deaths. On its face, perhaps this makes some sense: we don’t want small business- es to go bankrupt or for people to lose their jobs. But it gets the economy/ health trade-off exactly backward. TO SAVE THE ECONOMY, STOMP THE VIRUS To put it bluntly, saving the economy requires minimizing, if not elimi- nating, community COV- ID-19 transmission. As economist Martin Eichenbaum and his co- authors note in a July VoxEU article, commu- nity transmission itself reduces economic activ- ity. Many people won’t risk their lives even for the most delicious res- taurant sushi. The upshot is that even with no, or limited, govern- ment intervention, we’re going to end up in a reces- sion and also with an over- whelmed health-care sys- tem, made worse when people living paycheque-to- paycheque are forced to work while ill. While Ontario’s gov- ernment and others have assumed that dealing with COVID-19 hurts the economy, the economy is actually damaged by not dealing directly with the pandemic. The two are linked, but in a positive- sum relationship: Ad- dress COVID-19, save the economy. READY-MADE ECONOMIC SOLUTIONS Fortunately, while this coronavirus may be nov- el, it presents a straight- forward economic prob- lem and response. Our situation involves what economists refer to as “negative externalities.” These are individually ra- tional decisions — “I have to work to pay the bills,” or “I can’t go to the restaurant because I don’t want my parents to die” — with so- cially negative effects. Mr. President, this is unfair. India is a secular country, its civil services are among the best in the World. India’s de- mocracy is a functioning one and India has not produced a Mr. Donald Trump. I hope to finish this en- grossing and absorbing book next week, but do not intend reviewing it. The central government should without delay take ac- tion to monitor the manner in which Delhi government is handling or mishandling the Corona Virus pandemic. New Delhi and Delhi now have the dubious distinction of having the second largest number of Covid cases after New York. With winter on us the situa- tion is likely to get worse. Shortage of beds and ventila- tors will multiply by the day. Who knowns when the vaccine will arrive in India. The distri- bution problem will be acute. We are not the most caring or efficient country in the world. It’s time the Delhi Govern- ment paid heed to the stric- tures passed against it by the High Court. CORONAVIRUS EXPLOITS HUMAN LAXITY hen it comes to Covid-19, there’s a visi- ble complacency among the people not just in India but across the world. They don’t want to wear masks or maintain the required social distance. In the US and in Europe they insisted on going to beaches and parties. There have been protests against lock- downs and Covid protocols. Bravado got the better of fear of suffering and death until governments decided to impose heavy fines on those violating lockdowns and protocols. Yet the novel coronavirus continues to play havoc, causing deaths and misery in several coun- tries. If in India the new cases touched the 91,000 with 46, 232 new cases and 564 deaths in the last 24 hours mark, the US reported 195, 542 new cases on Friday. President Trump’s eldest son Donald Trump Jr. was among those who tested positive. The American President was the one who took the pandemic very lightly as he mocked at doctors and scientists. With Trump stubbornly refusing to ac- cept defeat, Joe Biden is unable to decide on a Covid related action plan. The situation in the US is grim for lack of an effective policy and absence of leadership. In India there is a concern over high incidence of the virus in a few states like Delhi, Gujarat, Maharashtra, Kerala and MP. The silver lining is the high recov- ery rate in India. That does not mean one should be lax about pro- tection from the virus. If it does not kill, it leaves some of its victims badly affected. Those who don’t care expose others to the dangerous. W IN-DEPTH BJP GEARING TO STORM DRAVIDIAN CITADEL eaving West Bengal in the hands of his experienced party colleagues Union Home Minister Amit Shah reached Chennai to prepare a strategy for the state elections due next year. That should set the AIADMK’s pot boil- ing again. Given the situation, the BJP-AIADMK alliance may not be the best bet but BJP has its own cadre and defectors thronging to its camp. The Dravida Munnetra Kazhagam (DMK), on the otherhand,hasitsownfamilyissuestosettleasM.K. Alagiri, whose loyalist KP Ramalingam recently joined the BJP, is also expected to switch loyalty.   • 3. ‘GOVT WILL DECIDE’: LS SPEAKER OM BIRLA ON HOLDING WINTER SESSION OF PARLIAMENT Aditi Nagar New Delhi: Amid speculation over holding the Winter Session of Parliament during corona crisis in Delhi, Lok Sabha Speaker Om Birla, on Saturday, said that Lok Sabha Secretariat is ready to hold the session, and dates are decided by the government. At a press con- ference in New Delhi, he said the Monsoon session was held with all precautions amid the Covid-19 pandemic and the Parliament Stand- ing Committees have also been meeting regularly. “The Lok Sabha Secretariat is prepared to hold the parliament session. Following the advisory from the home depart- ment, section 144 of the CrPC was imposed in several districts of the state including Jaipur and Jodhpur. The tally in the state now stands at 2,40,676 and the death toll at 2,146. The number of active cases in the state is 21,951, it said. Of the fresh cases, the highest (551) were reported from Jaipur, followed by Jodhpur where 444 per- sons tested positive for the coronavirus. In Jaipur, the section 144 was enforced from Saturday midnight. Un- der this, not more than five people will be able to get together in a group. However, this will not affect impor- tant activities like wed- ding ceremonies, funer- als and examinations, the district collector office issued the orders on Saturday. The restrictions im- posed in this section will not affect the ex- ams in state and per- mitted places like bus stand, railway station, hospital, state and pub- lic offices, election pro- cess, schools and col- leges. In weddings, only 100 people are allowed while in the funeral pro- cessions 20 people will be allowed. Talking about thunder down under, there are two political forces to reckon with in the upcoming Panchayat elections in the state which can be called the third forces of the state apart from the two recognised ones, the Congress and the BJP. The first is Bhartiya Tribal Party (BTP) which is fielding its candidates in the panchayat elections for the first time in its history. BTP had contested on 12 assembly seats in the 2018 assembly elections and two of its candidates Ramprasad Rot and Rajkumar Rot are sitting MLAs now. Recent tribal agitation has also added to the strength of the BTP and to cash on this, it is focusing on Banswara, Dungarpur, Udaipur and Pratapgarh districts. It is noteworthy that 17 seats of Udaipur division have 70% tribal voters. So, BTP originating from the tribal area itself and having a core voter base of the tribal is a clear force to reckon with, in the area. On the other hand, it seems that Bahujan Samaj Party (BSP) is trying to make a big come back through the panchayat raj elections as there will be around 450 candidates contesting on the elephant symbol. Barring Pali, BSP is focusing on Alwar Bharatpur, Karauli, Dausa, Sawai Madhopur, Sri Ganganagar and Hanumangarh districts. It is not to be forgotten that BSP had won 6 assembly seats in the 2018 Vidhan Sabha elections although it is altogether a different story that all these six MLAs are now in the Congress. ACB Director Gen- eral (DG) B L Soni said the accused, Premar- am Parmar, who re- tired as additional commissioner in the Departmentof Coloni- sation in Bikaner on October 30, was under the ACB radar follow- ing a complaint that he was taking huge bribes through mid- dlemen on the pretext of allotting canal land to people displaced by Pong Dam project, ex- servicemen, Mahajan field firing range oust- ees and landless farm- ers just before retire- ment. He was still tak- ing bribes post-retire- ment, Soni added. On Friday night, an ACB team caught him taking a bribe of Rs 5 lakh from a middle- man, Nazir Khan, at his residence in Bar- mer, he said. The role of Addition- al Director, Mines, Ma- heshMathurof Udaipur zone in this case, has been commendable. Ma- thur and his team pur- sued the matter and served notices to the company following which, the recovery was made on Saturday, said a department official. The matter pertains to two cases of mining of limestone without permission in Hindu- stan Zinc mines at Sindesar Khurd of Railamgaratehsilof Ra- jsamand and extracting lead zinc in excess of permitted limits in the year 2015. Mines Engineer Lalit Bachhra had issued a notice on Hindustan Zinc management by imposing a fine of Rs 7.48lakh.Alongwiththe notice,thecompanywas also prohibited from sending out the mined material. In the case of excess mining of lead zinc, the company was fined Rs 49,814,973. Rajendra Chhabra Jaipur: The decision of CM Ashok Gehlot to hand over the reins of the finance depart- ment to Akhil Arora as the successor of Niran- jan Arya has earned him praise from across the board. It is note- worthy that Gehlot is well versed with Akhil Arora’s track record in the finance depart- ment from his previ- ous tenure as CM. Arora had then served as Secretary Fi- nance (Budget) from August 2011 to Decem- ber 2013. He had pre- pared two consecutive budgets of the then Gehlot government. So, when during this tenure the all-impor- tant post in the finance department got vacat- ed due to Niranjan Arya being promoted as Chief Secretary, Ge- hlot did not waste any time in transferring his old, tested and trusted officer Akhil Arora to this crucial post. Gehlot is fully confi- dent that the way Arya deftly handled the fi- nancial management of his government for the past 22 months of his third tenure, now Arora will also man- age the finance depart- ment with a firm grip. The finance depart- ment assumes a spe- cial significance in the current scenario of poor state exchequer. On the basis of work efficiency, ability, dili- gence and dexterity demonstrated by Akhil Arora in his 25-year ca- reer, one can safely say that he will for sure come true to the expec- tations of Gehlot. Recently when on November 12 CM Ge- hlot convened a review meeting of the finan- cial situation of the state at CMR along with the senior offic- ers, the presentation given by Akhil Arora was itself a proof of the fact that he already had a good grip on his new assignment in just two weeks. Clear- ly Arora has a real big chal- lenge. Typically, the state ex- c h e q u e r lacks income and the ex- penses are far more than it. The outstand- ing interest to be paid stands at Rs 22,188 crore as on date. Dur- ing the corona pan- demic 99% of the ex- penses were on ac- count of regular ex- penses and interest payment. Salaries and pension accounted for 44 % of total revenue expenditure. This has virtually freezed the developmental pro- jects in the state. A l t h o u g h the revenue earning de- partments like Com- m e r c i a l T a x e s , Stamp Reg- istration, Excise and Mines have shown good improvement in the past 2 months but the challenge of filling the state exchequer re- mains as it is. Arora has good offic- ers like Abhishek Bhagotia, Jogaram and Mahaveer Prasad in his finance team and they are capable of getting good revenue collection and it is here that Arora will have to demonstrate his skills in using these officers optimal- ly. The drastic mis- management of the Excise Department in the past 22 months will also have to be correct- ed by Arora immedi- ately. Arora’s fabulous tenure in the Informa- tion and Technology Department from 2014 to 2018 has set high benchmarks for every- body else. SUSHIL MODI WAS THE WEAKNESS OF NITISH According to the sources, after the grand cele- bration of ‘Bi- har Vijay’ in BJP Central headquarters, the PM himself called Nitish again and told him that he w a nted t o shift Sushil Modi to Delhi so Nitish had a choice of either of the three—Ni- tyanand Rai, RK Singh and Giriraj Singh—as his deputy CM. Nitish is said to have replied sar- castically that why was PM limiting himself in suggesting the name of deputy CM, BJP could very well make its own CM. Sources say here PM Modi did not let the sarcasmof Nitishderail his line of thought be- cause then he said any- one from our party workersisdeserving of allthepostspos- sible but right now we are only trying to build a consensus on the name of deputy CM. When the election cam- paigning was at its peak in Bihar, Shah chose to go to Bankura in West Bengal rather than cam- paign in Bihar. I Cut spring onions with greens in diamond-shaped pieces and put it into a bowl. Quarter cu- cumber vertically, remove the seeds and cut again into long thin strips and put this into the same bowl and mix bowl. I Put glass noodles into the boil- ing water and switch off the heat and let it remain for a couple of minutes. I Drain and put into a bowl of 2 cups cold water and separate it’s layered gently, cut capsi- cum into long thin strips and mix with cucumber and spring onions, add carrot and mix well. I For the dressing, finely chopped lemon grass and put it into a separate bowl finely chop red chillies and add to the same bowl add ginger, salt, lem- on juice, honey, and mix well. I Add the dressing reserving some, to the bowl of vegeta- bles and mix well. I Drain the noodles and add them to bowl and mix well. I Finely chop mint leaves and coriander sprig and add to the bowl.
