CASE STUDY: NIGERIA
1. Cloud-Based Mobile
Identity Services without
a Network
Delivering Real Benefits in
Emerging Markets

2. Abstract
2
What is the most demanding environment into which you have
delivered a digital identity service? This year Consult Hyperion's TAP
(Token Administration Platform) pilot has delivered a voucher service
into rural Nigeria where the end-customers have no digital footprint and
where there is often no network coverage of any kind. Through the use
of the latest mobile and contactless technologies, together with
"people-powered mesh networking", we have delivered a cloud-based
identity service that enables farmers to gain access to the subsidies to
which they are entitled. Steve will provide an overview of this high
profile project and draw lessons for the wider identity industry.
3. Introduction to Consult Hyperion
Consult Hyperion has helped some of the world’s leading organisations
to make the right commercial and technical choices within and around
mobile, contactless and NFC-enabled services.
4. Why Voucher Schemes?
Vouchers are increasingly being used in emerging markets
Government payments to needy citizens
Subsidies for agricultural inputs
Healthcare entitlements
Accurate management of voucher schemes is a challenge
Lack of physical infrastructure for paper records
Lack of telecoms infrastructure for mobile communication
Voucher schemes in emerging markets can be subject
to inefficiency, inaccuracy and fraud
This is an identity management problem
6. Token Administration Platform
TAP is an innovative solution to voucher administration
designed for use in emerging markets
Using NFC technology, contactless cards and tablets
Strong emphasis on customer identification, registration and
subsequent authentication
Operates in remote, offline environments
Piloted in Nigeria
Funded by DFID
Working with the International Fertiliser Development Center
And the Nigerian Government Growth Enhancement Scheme
To provide fertiliser subsidies to subsistence farmers
7. TAP is a World First
Enabling Nigerian farmers to access GES inputs
…using state of the art mobile technology
Connecting on line and off line farmers
…to their local agro-dealers
Even where there is not yet network coverage
…with full weekly reconciliation reports
…and built in fraud prevention and detection
500,000 farmers
2 regions
4 months to build and launch the service from scratch
6 month pilot
8. TAP pilot
The TAP service consists of several tasks:
8
Identity Management
9. Key components of technology
ELECTRONIC FORMS:
All farmer registration data are collected
electronically and sent to the core system within a
day or two ENUMERATOR
ELECTRONIC VOUCHERS:
All GES entitlements are distributed
electronically to the Agro-dealers
New vouchers can be created within a few days AGRO-DEALER
10. Key components of technology
IDENTIFICATION BY NFC TECHNOLOGY:
All users are issued with a TAP card
Details of users and vouchers are held on tablets
The card must be tapped to the tablet for every task
Tablet owners must also enter a PIN
They are identified by their photograph and vital statistics
TAP always knows who performed every task and when they did it
11. TAP pilot
11
ONLINE: data is transmitted after each task or at the end of the day
OFFLINE: data is copied to field officers devices and taken into coverage
Identity is managed in cloud but attribute data is
made available on the relying party device

14. Identity Management Lessons
The importance of a simple user experience:
Identity does not need to be complex to the user
The lowest common denominator for identity:
An anonymous (but appropriately linkable) identifier
...supported by a credential under the user’s control
The value of building from robust enrolment process:
14% had no identity documentation
Highlighted many previously-hidden problems with state-issued
identification documents
Cloud-managed identity can work in an offline environment

15. GES brings many benefits
Farmer registration details captured electronically
• Reducing time, cost and errors
Agro-dealers transact electronically both in coverage and off line
• Accurate data returned to GES database within a week
• Allowing faster settlement and loan repayments
• Giving lenders greater confidence in the scheme
Automatic reports generated
Fraud prevention and detection measures
But that’s just the pilot…
16. Extension to other services
16
TAP can deliver vouchers for many types of service
Government Payments
Healthcare
Voucher schemes
Disaster relief
TAP provides low cost but reliable method for enrolment
Potential use in KYC / AML
