3. General description
The auditee was located at 550# Huajin Road, Huajie Town, Yongkang City, Jinhua City, Zhejiang, China / 中国浙江省⾦
华市永康市花街镇花⾦路550号. One 4-storey building approx. 9840㎡ owned by auditee used as production, warehouse,
canteen(without kitchen) and office. No dormitory was provided for employees. The auditee was specialised in roof top tent, car
awning, camping tent and trailer tent manufacturing and the main production processing including: metal processing, welding,
cutting, sewing, assembling and packing. No production subcontractor was used and all employees were hired directly by
auditee. The peak or low season for production was not obvious. Good cooperation was conducted between auditor and auditee
such as auditor could take photos onsite and independent office was provided for workers interview. The onsite CAP was signed
by the auditee representative and auditor without opposed comment.
Remark:
1. The auditee moved to current location from 'Xizhuyuan Village, Dongcheng, Yongkang City' since Jun. 2020 and updated
business license on Jun. 03, 2020. The distance between two locations were approx. 20 km. As per management and workers
interview, no any production at old location.
2. No Government waivers or Collective bargaining agreements was maintained by this factory. No labor agency or contractor
was used by the facility, thus, no labor agency contract or contractor license was applicable. So these documents were not
uploaded to the platform.

6. Findings
PA1: Social Management System
It was noted that the factory had not set up an effective management system to implement the amfori BSCI Code of Conduct.
Such as the monthly overtime exceed 36 hours in 3 sampled months(July 2021, Dec. 2021 and Feb. 2022)and insufficient social
insurance. As claimed by interviewees that overtime and social insurance was voluntary to choose.

It was noted that the factory didn't have a good capacity planning to meet the expectations of the delivery order led to workers
had excessive monthly overtime work in 3 sampled months(July 2021, Dec. 2021 and Feb. 2022).

PA 2: Workers Involvement and Protection
It was noted that the factory had provided social compliance procedure training for all workers on Oct. 25, 2021 and the training
records were provided for review. But the training effectiveness was poor such as 50% interviewees had no awareness of amfori
BSCI COC(such as did not know what discrimination, bonded labor or child labor etc. was).

PA 5: Fair Remuneration
It was noted that total 49 employees including 3 new workers, no retired workers. 46 workers should buy social insurance.
The social insurance receipt from Mar. 2021 to Feb. 2022 were provided for review, the social insurance receipt of Feb. 2022
showed that the factory did not provide social insurance(endowment insurance, medical insurance, unemployment insurance,
maternity insurance ) for 20 out of 46 employees who should buy social insurance. Work-related injury insurance was provided
for all workers. The factory management claimed that the cost was too much if provided social insurance for all employees.
Interviewed workers knew social insurance should be provided and it was voluntary for choice. (Law and Regulation: Social
Insurance Law of the People's Republic of China, Article 10, 23, 44 and 53

PA 6: Decent Working Hours
It was noted that the attendance records from Mar. 2021 to audit date were provided for review, 10 sampled workers' monthly
OT hours had exceeded 36 hours in 3 sampled months. Maximum monthly overtime were 66 hours in July 2021. (Laws and
Regulations: China Labor Law, Article 41) (1) Through reviewing the attendance records in July 2021, 10 selected employees'
monthly overtime hours were 66 hours; (2) Through reviewing the attendance records in Dec. 2021, 10 selected employees'
monthly overtime hours were 60 hours; (3) Through reviewing the attendance records in Feb. 2022, 10 selected employees'
monthly overtime hours were 40 hours; Remark: Maximum monthly overtime arranged for sampled workers from Mar. 01, 2022
to Mar. 28, 2022 were 58 hours. The factory had established written procedure regarding working time management. However ,
the attendance system had no alert when overtime hours exceeded the limitation. Overtime was voluntary and it was arranged
by supervisor.

⼯⼚已经建⽴了书⾯的⼯作时间管理程序, 然⽽当加班时间超出限制时考勤系统没有警⽰功能。加班是⾃愿的且由主管安排。
PA 7: Occupational Health and Safety
It was noted that the factory did not conduct the occupational hazards factors testing, such as air quality in welding area and
noise in metal processing area. The factory management claimed that they did not conduct it as consideration of cost control.
Reference law: Provisions on the Administration of Workplace Occupational Health Article 20. Remark: Whether the pre-job,
on-service and post-service occupational diseases examination for workers exposed to occupational hazards position was
necessary could not be verified as the factory had not conducted the occupational hazards factors testing . The factory had not
arranged occupational health examination for workers.

It was noted that the factory had provided proof or report of building structural safety and fire safety inspection acceptance
report for one 4-storey building (constructed in Apr. 2020, total about 9840㎡), the factory added inter-layer approx. 500㎡
between 1st floor and 2nd floor in Oct. 2020, but had not re-conducted related acceptance report or inspection report. Based
onsite observation, no crack was found and the wall was stable for the above inter-layer. Fire fighting equipment was sufficient in
place. Reference law: Fire Control Law of the People's Republic of China article 13 and PRC Construction Law Article 61
