III. THE ADVOCACY EFFORT
       FOR CHANGING
        LEGISLATION
End of 1990 and social stereotype
      about domestic violence

t was hard to began to work which the
communist regime propaganda “Men and
women are equal in all senses’’ has been still
existing in society since socialist regime.

here was a strong criticism that a group of
people was ‘importing’ this ‘foreign’ issue.
End of 1990 and social stereotype on domestic
                violence in society

s domestic violence was hidden and not addressed, there
were no state policies and legal regulation regarding
domestic violence in place and no social service for victims
in place.

here was no legal system, mechanism protecting victim
and witness and no social service system for them.
IV. THE ADVOCACY
  STRATEGY FOR
   LEGISLATION
ur advocacy’s first step was acceptance of all
level of society that domestic violence is
prevalent in Mongolian society, demanding a
particular solution and intervention.

hen, we looked the entry point from the
government existing policies.

e aimed to expand our advocacy step by step
from a single word, sentence, or provision and
chapter to an independent legislation based
on existing state policies, and laws.
iloting a sample and good practice at our service.

hen, introducing practice at the mechanism of the
state service

inally policy and legal reform by reflecting the practice
in formal legislations.

hese steps were slow and painful process, most
importantly, we ensured that our advocacy steps were
consistent, determined, continues and progressive
thanks to multifaceted strategies and partnership
Some advocacy action and events

ost card campaign

6 days activism against gender based violence

ase based lobby

V. Achievements
2011-2012

t the moment, NCAV is working to
reform the DV law which was adopted in
2004.
VI. Lesson learnt
dvocacy must be ongoing and sustainable

obbying to allocate shelter cost at state
budget

ommunity based survivors support group is
more helpful empower victims of VAW
GOs should ensure safety of their own staff
members in addition to the safety of clients and
even should advocate towards such a protection

ccording to NCAV emergency experience, we
developed a safety code for shelter staffs;

helter staff always needs capacity building, and
skill building support;
hank you for attention.
