1) Check and ensure all Check the fit certificate for JCB, excavator, machineries, vehicles etc.,
2) Check the licence and competency certificate from safety department for the operators and drivers
3) Check the driver/operator is having adequate knowledge on the safety procedure and precaution of working near railway
track
4) Check availability of contractors engineer and safety officer at site with all documents
5) Check the drawing and the details for the excavation as per approved cable route plan for offset and depth for every 200
m
6) Check all the details including responsible person’s name, designation, mobile number, emergency contact number,
number of labours, number of machines, location and duration of work etc., are shared with Railway authority and
controller.
7) Check the permission is obtained from divisional officers of Electrical and S&T, Engineering, operating, department in
advance
8) Check the information is given to field SSE and Field staff of Electrical, S&T, Engineering, Operating, department, RPF and
SS/SMs of both side
9) Check responsible staff is available at stations on either direction of work location with walkie- talky sets to get the
movement of trains/vehicles and alert the workers at site.
10) Check Look out man has been posted along the track at a distance of 800 m from the location of work with red flag and
whistle to warn the road vehicles regarding approaching trains.
11) workman are wearing safety gears/ PPE
12) Check the location to be excavated for the presence of cables using cable detector and Check for OFC cables / pipe lines.
While digging, if any cable is found, digging should be stopped and concerned signalling /electrical staff should be
informed immediately. Adequate protection shall be provided as per specification if required. Check and ensure no road
vehicle belonging to contractor or his suppliers etc. to ply within 6 metres of centre of running line without presence of
SSE/ P.Way
13) Check barricading is provided for the full length of work area along the track at specified distances.
14) Check and allow contractor to ply road vehicles only between Sunset and Sunrise. In case of emergency where it is
necessary to work during night hours, sufficient lighting shall be ensured in the complete work area for the safety of
public and passengers also additional staff shall be posted as necessary for night working.
15) Check on unusual circumstances, where operator apprehends infringement to track while working truck/machinery near
running track, following action shall be taken: The contractor/supervisor/vehicle operator immediately advice the
situation to railway official and assist him in protecting the track. Protection shall be done as done for other emergencies.
All temporary arrangements required to be made during execution of work shall be made in such a manner that moving
dimension do not infringe. Necessary checks shall be exercised by site in charge from time to time.
16) Check if, work planned is within 6 m of centre of track but at more than 3.5 m, it shall be ensured that: Necessary
precautions for protection of track have been taken and caution order issued to trains.
17) Check if, work is planned is within 3.5 m. of centre line of running track, it may be ensured that the work is done under
block protection only and necessary safety precautions for protection to track are taken.
18) Check for any work, which infringes the moving dimensions, are started only after the traffic block has been imposed and
track protected. Block shall be removed only when all the temporary arrangement, machineries, tools, plant etc. have
been kept clear of moving dimensions.
19) Check and ensure that road vehicle/ machinery ply in a way so that these do not infringe the line of demarcation.
20) Check and ensure No Individual vehicle/machinery left unattended at site of work. If it is unavoidable and becomes
necessary to stable the road vehicle/machinery at plant near the running track, these shall be properly secured against
any possible roll-off and always be manned even during non-working hours.
21) Check all temporary arrangements required to be made during execution of work shall be made in such a manner that
moving dimension do not infringe. and checks shall be done by site in charge from time to time.
22) Check and ensure no excavated soil is thrown on the ballast and ensure the excavation / backfilling work is completed as
per the requirement
23) Check the removal of JCB, machineries, vehicles and tools etc are removed from site, also ensure all persons engaged are
left the site.
24) Check and inform all concerned about completion of work and ensure similar procedure is followed if the work is
continued for next day
