Objectives
The main objective of the Scheme is,
 creation of processing
 preservation capacities
 modernization / expansion of existing food processing units
 which will help in increasing the level of processing
 value addition
 thereby lead to reduction of wastage and enhancement of farmer’s income.

Eligible Sectors
Food processing sectors eligible under the Scheme includes –
 Fruits & Vegetable processing / Milk Processing
 Meat/ poultry / fish processing,
 Ready to Eat/ Ready to Cook Food Products/ Breakfast Cereals / Snacks / Bakery and other food products.
 Grains / pulses, oil seed milling and processing based on modern technology.
 Modern Rice milling, preference will be given to Eastern (Odisha, W.Bengal, Bihar & Jharkhand) & Not
Eastern States.
 Other agri-horti products include spices, coconut, soybean, mushroom processing, honey processing etc.
 Fruits/Honey based wines.
 Natural Food flavors, Food additives/ food extracts & colors, oleoresins (not synthetic), guar gum, cocoa
products etc.
 Processing plants that makes food products fit for human and animal consumption to be set up in Mega Food
Parks.
 The activities related to manufacture of aerated water, packed drinking water and carbonated drink will not be
considered for financial assistance under the Scheme.

Indicative list of eligible processing activities
The processing units undertake a wide range of processing activities which result in value addition,
enhancing shelf life of the products and reduction of wastage.
An indicative list of processing activities which may be undertaken by the processing units is given
below.
a) Sorting, grading, washing, peeling, cutting, sizing;
b) Balancing, crushing, extraction, pulping;
c) Drying, de-husking, de-hulling, splitting, depoding, deseeding, colour sorting, pulverization,
extrusion, freeze drying / dehydration, frying, etc;
d) Pasteurization, homogenization, evaporation, concentration, etc.
e) Packaging facilities like canning, aseptic packaging, vacuum packaging, bottling, edible packaging,
labelling, any other specialized packaging etc.
f) Chemical preservation, pickling, fermentation or any other specialized facility required for
preservation activities etc.
g) Individual Quick Freezing (IQF), blast freezing, plate freezing, spiral quick freezing etc.
h) Controlled temperature transport like coolers / refrigerated / insulted / ventilated transport.
i) All other processing / preservation / transport / storage facilities etc. adjunct to value

Indicative list of eligible processing activities
 Addition and shelf life enhancement of food products would be eligible.
 Standalone activities like temperature controlled transportation/ storage facilities etc. will not be
considered under this scheme.
 The project should include and result in creation/ increase in processing capacity.
Note: The above list is only illustrative and not exhaustive.

 Proprietorships firms
 engaged or propose to engage in creation / expansion / modernization of food processing and preservation
capacities would be eligible for financial assistance under the scheme.

Preference to the proposals
a) Allocation of food processing units shall be done on the basis of notional State-wise allocation.
The allocation of the units shall be done through EOI.
b) The proposals for creation / expansion/ modernization of food processing & preservation unit in Mega Food
Parks/ Agro Processing Cluster assisted by the Ministry will be given preference within the State allocation.
The order of preference for selection of projects will be as under:
c) In order to approve the proposal for financial assistance within a State,
 1st preference will be given to the units being set up in the Mega food parks in that State,
 2nd preference will be given to unit in Agro Cluster and
 3rd preference will be given to the units set up in the designated food parks notified by MOFPI.

Preference to the proposals
d) In case of lack of suitable proposals with in a State, MoFPI would reserve the
right to allocate such proposals to the other States with preference to units
proposed in MFPs , Agro Cluster and designated Food Parks of that State.
(Illustration : For example total 9 proposals are to be considered from
Maharashtra State in response to EOI, if only 3 eligible proposals are received
which are to be located in Mega Food Park and 3 eligible proposals are received
for Agro Cluster locations, and 1 Eligible proposal is received from designated
food park then total 7 eligible proposals will be considered of Maharashtra State
and remaining 2 proposals will be allocated to those state where allocation of
proposals is lesser than the eligible proposals received.

Pattern of Assistance:
The scheme envisages financial assistance to food processing units in the form if grant-
in-aid as under:
 35% of the eligible project cost subject to a maximum of Rs. 5.00 crore in General
Areas;
 50% of the eligible project cost subject to a maximum of Rs. 5.00 crore
 In North Eastern States including Sikkim and
 Difficult areas including Himalayan States (Himachal Pradesh, J&K& Uttarakhand),
 State Notifies ITDP areas and Islands.

Ineligible Components
The following items will not be eligible for calculation of the grant for the unit.
* Ineligible items of civil works *
 Compound wall
 Administrative Office Building,
 Labour quarters for employees/workers,
 any other civil work not directly related to the production and processing.
 Cost of land shall not be considered as part of eligible project cost.

Ineligible Components
The following items will not be eligible for calculation of the grant for the unit.
 Ineligible list of Plant & Machinery :
 Fuel, consumable, spares and stores.
 Computers, AC with ducting and allied office furniture.
 Personal Transport vehicles.
 Second hand/old machines/refurbished machinery.
 All types of service charges, carriage and freight charges, pre-operative expenses.
 Expenditure on painting of machinery.
 Other ineligible items:
 Stationery items.
 Consultancy fee, Margin Money, working capital and contingencies shall not be considered
as part of eligible project cost for calculating grant in aid

 Eligible Project Cost:
• Includes the cost of plant & machinery
• Technical civil work except for ineligible items
 Cost of "Utilities" essential for the plant i.e.
• Water pipeline,
• DG Set,
• Transformer
• Solar Panels
• Boiler,
• Solid waste treatment plant,
• ETP etc.
will be considered under eligible project cost subject to restriction of above cost being
maximum 25% of the total project cost.

Receipt of applications :
The procedure for receipt of applications is as follows:
o Applications under the scheme will be invited through Expression of Interest
(EoI).
o An applicant is initially required to submit their loan application to the bank
for appraisal and sanction of the Term loan for the project.
o The application for financial assistance in the prescribed format need to be
submitted online
o Hard copy has to be sent by the applicant directly to MoFPI within 10
Working days. After successful uploading of the online application.

Receipt of applications :
The proposals have to meet the following basic eligibility criteria to be considered under the scheme:
I. Before submitting the grant application, applicant shall ensure fulfillment of following eligibility criteria to avail
grant in aid under the scheme:
 The promoter's capital/equity investment on the project should not be less than 20% of the total project cost in case
of General areas and 10% of the total project cost in case of NER & Difficult areas.
(not applicable to Govt. proposals).
 Availing term loan from bank/Financial Institution minimum 20% of the total project cost.
 Only those proposals shall be eligible in which sanction of term loan has been accorded by the Nationalized Banks/
Private Bank/ Scheduled Banks/ FI after the date of advertisement of EoI of this scheme.
 Date of commercial production should not be prior to the date of submission of application to the Ministry.
 Proposal should have eligible project cost more than Rs. 3 (three) crore.
 North Eastern State including Sikkim, eligible project cost may be more than Rs.1 Crore,
 But while sanctioning the projects proposals with higher eligible project cost will be preferred in this area.
 Applicants / Promoters who have availed assistance under any other scheme of the Ministry can apply again under
this scheme, then in such cases the previous project (s) should have achieved completion and commenced
commercial operation/ production and successfully completed at least one year before the date of advertisement of
EoI of this scheme.

Receipt of applications :
The proposals have to meet the following basic eligibility criteria to be considered under the scheme:
II. Subject to meeting the basic eligibility criteria, SC/ST beneficiaries will be given preference in sanction of
the project under the scheme to the extent of earmarked fund allocation for each category.
III. The applicant fulfilling the above eligibility criteria under the scheme is required to submit the online
application in the prescribed format.
IV. On Successful submission of the completed application on Ministry’s portal, an acknowledgement number of
the application will be sent on registered email IDs to the application for future reference.
V. The application received in response to the EoI would be clubbed and evaluated together at the end of each
month and sanctioned.
VI. During the validity period of the EoI if allocated unit quota of any state is exhausted then further proposals
from those state will not be considered irrespective of its eligibility etc. State-wise status of the same will be
uploaded on the application portal from time to time.
VII.Ministry does not take any responsibility for any proposal pending / delayed at any level, which could not be
submitted to Ministry within the prescribed time limit of EoI. Such proposals shall not be considered.

Receipt of applications :
The proposals have to meet the following basic eligibility criteria to be considered under the scheme:
VIII.Applicant shall thoroughly examine and ensure all the documents to be uploaded / forwarded with the
application are in conformity with the scheme guidelines. Incomplete information, deficient documents etc.
submitted by the applicant along with application will lead to rejection of proposals.
IX. Whenever required the applicant would submit the original documents to MoFPI for further processing of
the application.
X. Mere submission of application with required documents against the EoI does not confirm any right on the
applicant for claim of grant in aid under the scheme.
XI. The grant in aid will be sanctioned based on merit and preference criteria based on evaluation of the
proposals as per the assessment criteria laid down in the guidelines of the scheme.
XII. Grant will be released subject to availability of funds under scheme to the approved projects as per merit
order and preference as laid down herein.

Procedure for Disbursement of grant:
The first installment of grant would be released after the firm has utilize 50% of the term loan as well as 50% of
promoter's contribution and on production of the following documents by the applicant.
 Duly notarized Surety Bond - To be executed by the beneficiary company on Non-Judicial stamp paper of not
less than Rs. 100/-
 Bank Certificate certifying that they have released 50% of term loan and the required expenditure has been
made on the project
 CA Certificate - for actual expenditure incurred on the project as per the means of finances.
 Jt. inspection report of PMA & Bank - Inspection report verifying the actual physical progress made by the
project on the ground, matching the expenditure claimed in CA certificate.
 NOC from Pollution Control Board (consent to establish).
 PFMS Registration - Controller General of Accounts (CGA) registration of firm under agency type "private
sector companies" and under the scheme name "National Mission on Food Processing (SAMPADA) CS
(9535)".
 Release of 1st Installment :

Procedure for Disbursement of grant:
 The applicant / Bank needs to create one dedicated bank (Escrow) account with respect to
the Promoter(s) contribution and term loan for implementation of the project.
 Details of these bank accounts are to be provided in the ECS mandate form so as to transfer
the grant in same account.
 Release of 1st Installment :
 Compliance of any other Terms & Conditions mentioned in the approval letter of the grant
in aid issued by the Ministry.

Procedure for Disbursement of grant:
 The second installment of the grant would be released only after confirming the
commencement of commercial production
 Through joint physical verification by the PMA & bank
 And submission of documents regarding utilization of 1st installment of grant
 And 100% of Term Loan as well as 100% of Promoter's contribution as per the
approved means of finances.
 Release of 2nd Installment :

Procedure for Disbursement of grant:
 Chartered Accountant Certificate - Actual expenditure incurred on the project as per the
approved means of finance and 100% utilization of Promoters contribution and 100% of
Term Loan.
 Bank Certificate - certifying that they have released 100% of term loan and Bridge loan if
any and 1st installment released has been credited in dedicated account and request to
conduct joint inspection.
 Statement of Expenditure / utilization of funds released: Indicating the details of the
payments made towards implementation of the project.
 Chartered Engineer Certificates- certifying the Item wise and cost wise details of Technical
civil works completed duly certified by Chartered Engineer (Civil) and Item wise and cost
wise details of Plant & Machinery installed duly certified by Chartered Engineer
(Mechanical).
 Release of 2nd Installment :

Procedure for Disbursement of grant:
Compliance of any other Terms & Conditions mentioned in the approval letter of the grant in aid issued by the
Ministry.
 Release of 2nd Installment :
Before release of 2nd (final) installment of grant in aid, eligible grant in aid for the project
will be recalculated based on the appraised / actual cost, whichever is less, for the already
approved items and grant will be released accordingly
 NOC of Pollution Control Board - (consent to Operate).
 Valid copy of License issued under FSS Act, 2006.
 Joint inspection report of PMA and Bank- Inspection report verifying the actual physical progress of the
project at the ground including commercial production.

Document required to be submitted at the time of submitting the
application by applicant :
(application required to be submitted online and following documents need to be uploaded with application
in pdf format)
 Application in the prescribed format. (fillable application template is available in online platform of the
Ministry)
 Detailed Project Report (DPR) (indicating financial and technical profile of the promoter (s), domain expertise
available with firm, raw material availability in the area, arrangements for raw material procurement,
marketing strategy of proposed products, process flow diagram of proposed products with production capacity
per day, technology proposed for the various in progress line, financial estimates with key financial
parameters, P & I statement, employment generation (Direct, Indirect), number of farmers to be benefitted &
farmer linkages etc.)
 Bank appraisal and techno-economic viability parameters of the project. (The copy of DPR stamped by the
bank will not be acceptable as bank appraisal)

Document required to be submitted at the time of submitting the
application by applicant :
 Sanction letter of term loan from bank / financial institutions. (Clearly indicating the amount of term loan
approved and sanctioned for projects)
 Certificate of incorporation / registration of the organization, Memorandum and Articles of Association and
Bye laws of the society (if applicable)/ partnership deed etc.
 Latest Annual Report and Audited Statement of Accounts, in case of expansion/ modernization proposals /
cases. This will not be applicable for new entrepreneur.
 Item wise and cost wise details of Technical civil works envisaged duly certified by Chartered Engineer
(Civil).

Document required to be submitted at the time of submitting the
application by applicant :
 An undertaking to be furnished by the applicant.
 Notarized English version of land allotment/ownership document (in case it is any of the regional languages)
 IEM registration/ Entrepreneur's Memorandum / Udyog Aadhaar Registration etc.
 Item wise and cost wise details of Technical civil works envisaged duly certified by Chartered Engineer
(Civil).
 Cast Certificate issued by the Authorised officer in case of SC/ST promoter’s holding controlling stake in the
implementation Agency / Applicant organization.

OBJECTIVEOF THE SCHEME
The major objectives of the scheme are :
 To create modern infrastructure for food processing closer to production
areas.
 To provide integrated and complete preservation infrastructure facilities
from the farm gate to the consumer.
 To create effective backward and forward linkage by linking groups of
producers / farmers to the processors and markets through well-equipped
supply chain.

salient features of the scheme.
 At least 5 food processing units with an aggregate investment of minimum
Rs.25 crore will be set up in the Agro- Processing cluster.
 These unit may be setup by the promoters and associates of project
execution agency (PEA) and by other entrepreneurs.
 The investment in these units will not be eligible under this scheme.
 Food Processing units will be set up simultaneous to the creation of core
infrastructure in the cluster.
 The core infrastructure facilities being developed in the agro-cluster shall be
as per the requirement of food processing units to be set up in the cluster or
as per the available raw material for processing in the area.

 Agro-Processing cluster may be developed by:
 The promoter’s willing to set up own units in the cluster and also allow
utilization of common infrastructure to other units in the area.
 The promoter’s willing up develop common infrastructure for use by the
units to be set up in the food processing cluster by other entrepreneurs;
 The promoter’s willing to develop common infrastructure in the existing
food processing cluster.

salient features of the scheme.
 The extent of land required for establishing the agro-processing cluster
would depend upon the business plan of Project Execution Agency (PEA),
which may very from project to project.
 At least 10 acres of land for the project shall be arranged by the PEA either
by purchase or on lease of at least 50 years.
 The GOI grant shall not be used for procurement / purchase of land.
 Preference will be given to setting up agro-clusters in agri-horti clusters
identified by Central/State Governments, if any.

salient features of the scheme.
 It is expected that on an average, each project may have around 5-10 food processing
units to be set up in each Agro-Processing cluster with an employment generation
potential, both direct and indirect of about 500 to 1500 persons.
 This employment generation will provide livelihood to about 6000 persons based on an
average household size of 4 members.
 However, the actual configuration of the project may vary depending upon the business
plan for each Agro-Processing cluster.
 The food processing industries that make food products fit for human and animal
consumption (except alcoholic products) may be permitted to be set up in these clusters.
 Packaging facilities of food products as ancillary to the food processing industries
(proposed to be set up in the cluster) may also be allotted land in the agro cluster.

Components of the scheme
The scheme will have following components.
Basic enabling infrastructure
It will include:-
 site development including development of industrial plots,
 boundary wall, roads, drainage, water supply,
 Electricity supply including power backup,
 Effluent treatment plant,
 parking bay, weigh bridges, common office space etc.
 The cost of basic enabling infrastructure not exceeding 40 percent of the eligible project
cost would be eligible for grant purpose.
 The cost of any basic enabling for infrastructure outside the boundary wall of the agro
cluster will not eligible for grant assistance.

Components of the scheme
Core infrastructure
 The common facilities will be based on the needs of the units which will be set up in these clusters.
 The common facilities of capital intensive nature may include :-
 like food testing laboratory,
 cleaning, grading, sorting and packing facilities,
 steam generation boilers, dry warehouse, cold storage,
 pre-cooling chambers, ripening chambers, IQF, Specialized packaging,
 other common processing facilities, etc.
The above mentioned facilities are only illustrative and the exact nature of facilities may vary from
project to project based on requirements of the units in the cluster and availability of agriculture
/horticulture produce in the catchment area of the project.
Any modification in the common facilities / core infrastructure after approval of the proposal will not be
approved by the IMAC, unless request for modification submitted with a compelling rationale and
endorsed by the lending institute.

Patternof Assistance
 The Scheme envisages grants-in-aid
 @ 35% of eligible project cost in general areas and
 @50% of eligible project cost in the North East States including Sikkim and difficult areas
namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State
notified ITDP areas & Islands
 Subject to max. of Rs. 10.00 crore per project.
 The grants-in-aid will be credit linked but not back-ended.
 The eligible project cost will exclude cost of land, pre-operative expenses and margin money for
working capital from the total project cost.
 The registered value of the land would be taken as part of the total project cost.
 The GoI grant shall not be used for procurement/purchase of land.
 In case of land acquired by PEA on lease, such cost may not be part of project cost and may be
considered part of operating cost.

Eligibilitycriteria
 The combined net worth of the promoter(s) should not be less than 1.5 times of the grant amount
sought.
 Promoter(s) needs to bring in at least 20% of the total project cost as equity / contribution in general
areas and at least 10% of the total project cost in the North East States including Sikkim and difficult
areas namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State
notified ITDP areas & Islands.
 Promoter(s) needs to bring in term loan from the Bank/Financial Institution for an amount not less
than 20% of the project cost.
 The land for the project shall be arranged by the PEA either by purchase or on lease of at least 50
years.
 Only one agro-processing cluster will be sanctioned in a district. In case of more than one proposal
from same District, the proposal having higher score in the merit based on criteria for assessment will
be considered. However, in case there are more than one proposal with same marks, the proposal
with higher equity / contribution (in Rupees term) will be considered.
 Any entity / applicant which has availed financial assistance for a project under this scheme of the
Ministry, will not be eligible to apply for another project under same scheme until one year after
operationalization of earlier project.

Eligibilitycriteria
 The same applicant / entity shall not be entitled for more than two grants in five years
under this scheme of MoFPI.
 The promoters of the Agro Processing Clusters approved by MoFPI, will be eligible for
availing financial assistance under other schemes of State / Central Governments
including MoFPI for setting up of the unit(s) in these cluster(s).
 Agro processing cluster will not be sanctioned in the same district where CPC of Mega
Food Park (MFP) is located. The promoters, who have been sanctioned Mega Food
Parks, will not be eligible under the scheme for a period of two years from the date of
completion of the MFP.
 The proposals, meeting the cutoff total marks of at least 60 as per the criteria for
assessment will be considered eligible subject to fulfillment of other conditions
prescribed in the Scheme guidelines.

OBJECTIVEOF THE SCHEME
The Objective of the scheme is :-
 To provide effective and seamless backward and forward integration for
processed food industry
 By plugging the gaps in supply chain in term of availability of raw material
and linkages with the market.
 The scheme will enable linking of farmers to processors and the market
thereby ensuring remunerative prices for their produce.
Scheme for Creation of Backward and Forward Linkages
Eligible Sector
Following food processing sectors are eligible to avail the assistance under the
scheme:
 Horticulture
 Milk & Milk Products
 Meat, Poultry, Fishery, Marine, Piggery
 Ready to eat/ ready to cook food products
 Honey, Coconut, Spices, Mushroom
 Retail shops for perishable food products

Eligible Components
Following are the eligible components and facilities linked to food processing for which assistance
may be availed.
Backward Linkage :-
 Integrated Pack-houses with mechanized sorting & grading line / packing line / waxing line /
staging cold room/ cold storage etc.
 Milk Chilling Centres / Bulk Milk Coolers
 Pre Cooling Units/ Chillers
 Reefer boats
 Machinery & equipment for minimal processing and / or value addition such as cutting, dicing,
slicing, pickling, drying, pulping, canning, waxing etc.
 Machinery & Equipment for packing / packaging

Eligible Components
Forward Linkage :-
 Retail chain of outlets to be set up by processors and / or organization with farm level
infrastructure for perishable food products.
 These would have facilities such as frozen storage / deep freezers/ refrigerated display cabinets/
cold room/ chiller/ packing/ packing, etc
 Distribution center associated with the retail chain of outlets with facilities like cold room/ cold
storage/ ripening chamber.
 The retail outlets can also be set up in rural areas or near the farm gate as well.
Transport :-
 Refrigerated/ Insulted transport / Reefer Vans in conjunction with Backward Linkage and
Forward Linkage.

Eligible Components
 The exact nature of infrastructure to be supported under the scheme will be decided on the basis
of agriculture / horticulture produce in the catchment area of the project. To avail financial
assistance under this scheme, the applicant may set up any one or more facilities on a viable
project basis.
 Standalone activities like temperature controlled transportation / storage facilities etc. will not be
considered under this scheme.
 Considering the functional nature of the facilities and with a view to plug in the gaps in the
supply chain and to enhance the capacity utilization and viability of the project, the applicant
may avail the assistance under this scheme in conjunction with other schemes being
implemented by other Central Ministries /Department/ Organizations or State Government.
 No assistance will be provided for the components / facilities for which grant-in-aid has already
been approved / availed.

IN-Eligible items
The following items will be considered ineligible for grant purposes:
 Compound Wall
 Approach Road
 Cost of Land and Site Development
 Administrative office Building
 Canteen
 Security /Guard Room or enclosure
 Consultancy fee, insurance etc.
 Margin money, working capital and contingencies
 Fuel, Consumable, spare and parts
 Computers and allied office furniture

Eligible items
 Transport vehicles other than the reefer trucks/ vans / refrigerated carrier / insulated
vans/ milk tankers
 Pre-operative expenses
 Second hand /old / refurbished/ reconditioned machines
 All type of service charges etc.
 Expenditure on painting of machinery
 Closed circuit TV Camera and security system related equipment
 Stationery items
 Plant & Machinery not directly related to the proposed project.

Eligible organizations/ entities
Following would be eligible for financial assistance under the scheme :-
 Promoters of food processing units
 Entrepreneurs desirous of entering into food processing supply chain
 Group of producers such as Co-Operatives, Farmer Producer Organizations(FPOs),
Farmer Producer Companies (FPCs), Self Help Groups (SHGs), etc. linked to food
processing units or desirous of setting up minimal processing/ value addition centers.
 Retailers having linkage with farm level and / or with processors,
The applicant can be :-
 Central and state PSUs/ Joint ventures/ Farmer Producer Organization (FPOs)/ NGOs/
Cooperative / SHGs/ Public & Private companies / Limited Liability Partnerships,
Corporate Entity / Proprietorship Firm/ Partnership Firms, etc

Pattern of Assistance
The maximum grant extended per project is Rs 5.00 crore @ 35% of the
eligible project cost for general areas and
@ 50% for North East States, Himalayan States, ITDP Areas and Islands
respectively.
The grant is provided only in respect of technical civil work and eligible plant
& machinery.
Scheme for Creation of Backward and Forward Linkages
Eligibilitycriteria
The proposal have to meet the following eligibility criteria under the scheme.
 Final term loan sanction from the bank/financial institution for availing term loan for an amount not
less than 20% of the project cost. The date of sanction of term loan should not be earlier than the
date of issue of EOI.
 A detailed appraisal note from the bank/financial institution specific to the proposal.
 Infusion of equity of at least 20% of the total project cost for projects in general areas and 10% for
projects in North East States, Himalayan State, and ITDP Areas & Islands.
 Grant in aid to any eligible organization, including its subsidiary company/ related company / Group
Company / Organization as well as the promoters of such companies / organization would be
limited to one project at a time only under the Scheme.
 Any entity / organization which has availed grant form MOFPI for any project under another scheme
of the Ministry shall not be considered eligible for another grant until completion of earlier project.
Scheme for Creation of Backward and Forward Linkages
Eligibilitycriteria
 Same applicant / organization shall not be entitled for more than two grants in five years.
 Applicant/ promoters who have availed assistance under any other scheme of the Ministry and apply
again under this scheme, then in such cases the previous project’s should have achieved completion
and commenced commercial operation / production and successfully completed at least one year
before the date advertisement of EoI of this scheme.
 Proposals envisaging modernization/ Upgradation of technology and plant & machinery would be
considered for financial assistance.
 The grant will be restricted only to the plant & machinery and technical civil work created
subsequent to the submission of the proposal.
 Expansion projects would be considered for financial assistance provided separate technical civil
work and plant & machinery are envisaged from the existing facility.

Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Objectives The main objective of the Scheme is,  creation of processing  preservation capacities  modernization / expansion of existing food processing units  which will help in increasing the level of processing  value addition  thereby lead to reduction of wastage and enhancement of farmer’s income.
  • 12. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Eligible Sectors Food processing sectors eligible under the Scheme includes –  Fruits & Vegetable processing / Milk Processing  Meat/ poultry / fish processing,  Ready to Eat/ Ready to Cook Food Products/ Breakfast Cereals / Snacks / Bakery and other food products.  Grains / pulses, oil seed milling and processing based on modern technology.  Modern Rice milling, preference will be given to Eastern (Odisha, W.Bengal, Bihar & Jharkhand) & Not Eastern States.  Other agri-horti products include spices, coconut, soybean, mushroom processing, honey processing etc.  Fruits/Honey based wines.  Natural Food flavors, Food additives/ food extracts & colors, oleoresins (not synthetic), guar gum, cocoa products etc.  Processing plants that makes food products fit for human and animal consumption to be set up in Mega Food Parks.  The activities related to manufacture of aerated water, packed drinking water and carbonated drink will not be considered for financial assistance under the Scheme.
  • 13. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Indicative list of eligible processing activities The processing units undertake a wide range of processing activities which result in value addition, enhancing shelf life of the products and reduction of wastage. An indicative list of processing activities which may be undertaken by the processing units is given below. a) Sorting, grading, washing, peeling, cutting, sizing; b) Balancing, crushing, extraction, pulping; c) Drying, de-husking, de-hulling, splitting, depoding, deseeding, colour sorting, pulverization, extrusion, freeze drying / dehydration, frying, etc; d) Pasteurization, homogenization, evaporation, concentration, etc. e) Packaging facilities like canning, aseptic packaging, vacuum packaging, bottling, edible packaging, labelling, any other specialized packaging etc. f) Chemical preservation, pickling, fermentation or any other specialized facility required for preservation activities etc. g) Individual Quick Freezing (IQF), blast freezing, plate freezing, spiral quick freezing etc. h) Controlled temperature transport like coolers / refrigerated / insulted / ventilated transport. i) All other processing / preservation / transport / storage facilities etc. adjunct to value

Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Indicative list of eligible processing activities  Addition and shelf life enhancement of food products would be eligible.  Standalone activities like temperature controlled transportation/ storage facilities etc. will not be considered under this scheme.  The project should include and result in creation/ increase in processing capacity. Note: The above list is only illustrative and not exhaustive.  list of food processing activities,  food processing Industry  several innovative processing technologies industry is fast growing industry  several innovative processing technologies are being developed day by day which will also be considered under this scheme with recommendations of technical committee.
  • 15. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Eligible Organizations  Central and State PSUs/  Joint Ventures  Farmer Producer Organizations (FPOs)  NGOs & SHG  Cooperatives  Public and Pvt. Companies  limited liability Partnerships,  Proprietorships firms  engaged or propose to engage in creation / expansion / modernization of food processing and preservation capacities would be eligible for financial assistance under the scheme.

Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Preference to the proposals a) Allocation of food processing units shall be done on the basis of notional State-wise allocation. The allocation of the units shall be done through EOI. b) The proposals for creation / expansion/ modernization of food processing & preservation unit in Mega Food Parks/ Agro Processing Cluster assisted by the Ministry will be given preference within the State allocation. The order of preference for selection of projects will be as under: c) In order to approve the proposal for financial assistance within a State,  1st preference will be given to the units being set up in the Mega food parks in that State,  2nd preference will be given to unit in Agro Cluster and  3rd preference will be given to the units set up in the designated food parks notified by MOFPI.
  • 17. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Preference to the proposals d) In case of lack of suitable proposals with in a State, MoFPI would reserve the right to allocate such proposals to the other States with preference to units proposed in MFPs , Agro Cluster and designated Food Parks of that State. (Illustration : For example total 9 proposals are to be considered from Maharashtra State in response to EOI, if only 3 eligible proposals are received which are to be located in Mega Food Park and 3 eligible proposals are received for Agro Cluster locations, and 1 Eligible proposal is received from designated food park then total 7 eligible proposals will be considered of Maharashtra State and remaining 2 proposals will be allocated to those state where allocation of proposals is lesser than the eligible proposals received.
  • 18. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Pattern of Assistance: The scheme envisages financial assistance to food processing units in the form if grant- in-aid as under:  35% of the eligible project cost subject to a maximum of Rs. 5.00 crore in General Areas;  50% of the eligible project cost subject to a maximum of Rs. 5.00 crore  In North Eastern States including Sikkim and  Difficult areas including Himalayan States (Himachal Pradesh, J&K& Uttarakhand),  State Notifies ITDP areas and Islands.
  • 19. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Ineligible Components The following items will not be eligible for calculation of the grant for the unit. * Ineligible items of civil works *  Compound wall  Administrative Office Building,  Labour quarters for employees/workers,  any other civil work not directly related to the production and processing.  Cost of land shall not be considered as part of eligible project cost.
  • 20. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Ineligible Components The following items will not be eligible for calculation of the grant for the unit.  Ineligible list of Plant & Machinery :  Fuel, consumable, spares and stores.  Computers, AC with ducting and allied office furniture.  Personal Transport vehicles.  Second hand/old machines/refurbished machinery.  All types of service charges, carriage and freight charges, pre-operative expenses.  Expenditure on painting of machinery.  Other ineligible items:  Stationery items.  Consultancy fee, Margin Money, working capital and contingencies shall not be considered as part of eligible project cost for calculating grant in aid
  • 21. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities  Eligible Project Cost: • Includes the cost of plant & machinery • Technical civil work except for ineligible items  Cost of "Utilities" essential for the plant i.e. • Water pipeline, • DG Set, • Transformer • Solar Panels • Boiler, • Solid waste treatment plant, • ETP etc. will be considered under eligible project cost subject to restriction of above cost being maximum 25% of the total project cost.
  • 22. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Receipt of applications : The procedure for receipt of applications is as follows: o Applications under the scheme will be invited through Expression of Interest (EoI). o An applicant is initially required to submit their loan application to the bank for appraisal and sanction of the Term loan for the project. o The application for financial assistance in the prescribed format need to be submitted online o Hard copy has to be sent by the applicant directly to MoFPI within 10 Working days. After successful uploading of the online application.
  • 23. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Receipt of applications : The proposals have to meet the following basic eligibility criteria to be considered under the scheme: I. Before submitting the grant application, applicant shall ensure fulfillment of following eligibility criteria to avail grant in aid under the scheme:  The promoter's capital/equity investment on the project should not be less than 20% of the total project cost in case of General areas and 10% of the total project cost in case of NER & Difficult areas. (not applicable to Govt. proposals).  Availing term loan from bank/Financial Institution minimum 20% of the total project cost.  Only those proposals shall be eligible in which sanction of term loan has been accorded by the Nationalized Banks/ Private Bank/ Scheduled Banks/ FI after the date of advertisement of EoI of this scheme.  Date of commercial production should not be prior to the date of submission of application to the Ministry.  Proposal should have eligible project cost more than Rs. 3 (three) crore.  North Eastern State including Sikkim, eligible project cost may be more than Rs.1 Crore,  But while sanctioning the projects proposals with higher eligible project cost will be preferred in this area.  Applicants / Promoters who have availed assistance under any other scheme of the Ministry can apply again under this scheme, then in such cases the previous project (s) should have achieved completion and commenced commercial operation/ production and successfully completed at least one year before the date of advertisement of EoI of this scheme.
  • 24. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Receipt of applications : The proposals have to meet the following basic eligibility criteria to be considered under the scheme: II. Subject to meeting the basic eligibility criteria, SC/ST beneficiaries will be given preference in sanction of the project under the scheme to the extent of earmarked fund allocation for each category. III. The applicant fulfilling the above eligibility criteria under the scheme is required to submit the online application in the prescribed format. IV. On Successful submission of the completed application on Ministry’s portal, an acknowledgement number of the application will be sent on registered email IDs to the application for future reference. V. The application received in response to the EoI would be clubbed and evaluated together at the end of each month and sanctioned. VI. During the validity period of the EoI if allocated unit quota of any state is exhausted then further proposals from those state will not be considered irrespective of its eligibility etc. State-wise status of the same will be uploaded on the application portal from time to time. VII.Ministry does not take any responsibility for any proposal pending / delayed at any level, which could not be submitted to Ministry within the prescribed time limit of EoI. Such proposals shall not be considered.
  • 25. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Receipt of applications : The proposals have to meet the following basic eligibility criteria to be considered under the scheme: VIII.Applicant shall thoroughly examine and ensure all the documents to be uploaded / forwarded with the application are in conformity with the scheme guidelines. Incomplete information, deficient documents etc. submitted by the applicant along with application will lead to rejection of proposals. IX. Whenever required the applicant would submit the original documents to MoFPI for further processing of the application. X. Mere submission of application with required documents against the EoI does not confirm any right on the applicant for claim of grant in aid under the scheme. XI. The grant in aid will be sanctioned based on merit and preference criteria based on evaluation of the proposals as per the assessment criteria laid down in the guidelines of the scheme. XII. Grant will be released subject to availability of funds under scheme to the approved projects as per merit order and preference as laid down herein.
  • 26. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Procedure for Disbursement of grant: The first installment of grant would be released after the firm has utilize 50% of the term loan as well as 50% of promoter's contribution and on production of the following documents by the applicant.  Duly notarized Surety Bond - To be executed by the beneficiary company on Non-Judicial stamp paper of not less than Rs. 100/-  Bank Certificate certifying that they have released 50% of term loan and the required expenditure has been made on the project  CA Certificate - for actual expenditure incurred on the project as per the means of finances.  Jt. inspection report of PMA & Bank - Inspection report verifying the actual physical progress made by the project on the ground, matching the expenditure claimed in CA certificate.  NOC from Pollution Control Board (consent to establish).  PFMS Registration - Controller General of Accounts (CGA) registration of firm under agency type "private sector companies" and under the scheme name "National Mission on Food Processing (SAMPADA) CS (9535)".  Release of 1st Installment :
  • 27. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Procedure for Disbursement of grant:  The applicant / Bank needs to create one dedicated bank (Escrow) account with respect to the Promoter(s) contribution and term loan for implementation of the project.  Details of these bank accounts are to be provided in the ECS mandate form so as to transfer the grant in same account.  Release of 1st Installment :  Compliance of any other Terms & Conditions mentioned in the approval letter of the grant in aid issued by the Ministry.
  • 28. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Procedure for Disbursement of grant:  The second installment of the grant would be released only after confirming the commencement of commercial production  Through joint physical verification by the PMA & bank  And submission of documents regarding utilization of 1st installment of grant  And 100% of Term Loan as well as 100% of Promoter's contribution as per the approved means of finances.  Release of 2nd Installment :

Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Procedure for Disbursement of grant:  Chartered Accountant Certificate - Actual expenditure incurred on the project as per the approved means of finance and 100% utilization of Promoters contribution and 100% of Term Loan.  Bank Certificate - certifying that they have released 100% of term loan and Bridge loan if any and 1st installment released has been credited in dedicated account and request to conduct joint inspection.  Statement of Expenditure / utilization of funds released: Indicating the details of the payments made towards implementation of the project.  Chartered Engineer Certificates- certifying the Item wise and cost wise details of Technical civil works completed duly certified by Chartered Engineer (Civil) and Item wise and cost wise details of Plant & Machinery installed duly certified by Chartered Engineer (Mechanical).  Release of 2nd Installment :
  • 30. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Procedure for Disbursement of grant: Compliance of any other Terms & Conditions mentioned in the approval letter of the grant in aid issued by the Ministry.  Release of 2nd Installment : Before release of 2nd (final) installment of grant in aid, eligible grant in aid for the project will be recalculated based on the appraised / actual cost, whichever is less, for the already approved items and grant will be released accordingly  NOC of Pollution Control Board - (consent to Operate).  Valid copy of License issued under FSS Act, 2006.  Joint inspection report of PMA and Bank- Inspection report verifying the actual physical progress of the project at the ground including commercial production.
  • 31. Operational Guidelines for implantation of Scheme for Creation / Expansion of food processing & Preservation Capacities Document required to be submitted at the time of submitting the application by applicant : (application required to be submitted online and following documents need to be uploaded with application in pdf format)  Application in the prescribed format. (fillable application template is available in online platform of the Ministry)  Detailed Project Report (DPR) (indicating financial and technical profile of the promoter (s), domain expertise available with firm, raw material availability in the area, arrangements for raw material procurement, marketing strategy of proposed products, process flow diagram of proposed products with production capacity per day, technology proposed for the various in progress line, financial estimates with key financial parameters, P & I statement, employment generation (Direct, Indirect), number of farmers to be benefitted & farmer linkages etc.)  Bank appraisal and techno-economic viability parameters of the project. (The copy of DPR stamped by the bank will not be acceptable as bank appraisal)
  • 32.   • 38. Agro Processing Cluster OBJECTIVEOF THE SCHEME The major objectives of the scheme are :  To create modern infrastructure for food processing closer to production areas.  To provide integrated and complete preservation infrastructure facilities from the farm gate to the consumer.  To create effective backward and forward linkage by linking groups of producers / farmers to the processors and markets through well-equipped supply chain.
  • 39. Agro Processing Cluster salient features of the scheme.  At least 5 food processing units with an aggregate investment of minimum Rs.25 crore will be set up in the Agro- Processing cluster.  These unit may be setup by the promoters and associates of project execution agency (PEA) and by other entrepreneurs.  The investment in these units will not be eligible under this scheme.  Food Processing units will be set up simultaneous to the creation of core infrastructure in the cluster.  The core infrastructure facilities being developed in the agro-cluster shall be as per the requirement of food processing units to be set up in the cluster or as per the available raw material for processing in the area.

Agro Processing Cluster salient features of the scheme.  Agro-Processing cluster may be developed by:  The promoter’s willing to set up own units in the cluster and also allow utilization of common infrastructure to other units in the area.  The promoter’s willing up develop common infrastructure for use by the units to be set up in the food processing cluster by other entrepreneurs;  The promoter’s willing to develop common infrastructure in the existing food processing cluster.
  • 41. Agro Processing Cluster salient features of the scheme.  The extent of land required for establishing the agro-processing cluster would depend upon the business plan of Project Execution Agency (PEA), which may very from project to project.  At least 10 acres of land for the project shall be arranged by the PEA either by purchase or on lease of at least 50 years.  The GOI grant shall not be used for procurement / purchase of land.  Preference will be given to setting up agro-clusters in agri-horti clusters identified by Central/State Governments, if any.

Agro Processing Cluster salient features of the scheme.  It is expected that on an average, each project may have around 5-10 food processing units to be set up in each Agro-Processing cluster with an employment generation potential, both direct and indirect of about 500 to 1500 persons.  This employment generation will provide livelihood to about 6000 persons based on an average household size of 4 members.  However, the actual configuration of the project may vary depending upon the business plan for each Agro-Processing cluster.  The food processing industries that make food products fit for human and animal consumption (except alcoholic products) may be permitted to be set up in these clusters.  Packaging facilities of food products as ancillary to the food processing industries (proposed to be set up in the cluster) may also be allotted land in the agro cluster.
  • 43. Agro Processing Cluster Components of the scheme The scheme will have following components. Basic enabling infrastructure It will include:-  site development including development of industrial plots,  boundary wall, roads, drainage, water supply,  Electricity supply including power backup,  Effluent treatment plant,  parking bay, weigh bridges, common office space etc.  The cost of basic enabling infrastructure not exceeding 40 percent of the eligible project cost would be eligible for grant purpose.  The cost of any basic enabling for infrastructure outside the boundary wall of the agro cluster will not eligible for grant assistance.
  • 44. Agro Processing Cluster Components of the scheme Core infrastructure  The common facilities will be based on the needs of the units which will be set up in these clusters.  The common facilities of capital intensive nature may include :-  like food testing laboratory,  cleaning, grading, sorting and packing facilities,  steam generation boilers, dry warehouse, cold storage,  pre-cooling chambers, ripening chambers, IQF, Specialized packaging,  other common processing facilities, etc. The above mentioned facilities are only illustrative and the exact nature of facilities may vary from project to project based on requirements of the units in the cluster and availability of agriculture /horticulture produce in the catchment area of the project. Any modification in the common facilities / core infrastructure after approval of the proposal will not be approved by the IMAC, unless request for modification submitted with a compelling rationale and endorsed by the lending institute.
  • 45. Agro Processing Cluster Patternof Assistance  The Scheme envisages grants-in-aid  @ 35% of eligible project cost in general areas and  @50% of eligible project cost in the North East States including Sikkim and difficult areas namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State notified ITDP areas & Islands  Subject to max. of Rs. 10.00 crore per project.  The grants-in-aid will be credit linked but not back-ended.  The eligible project cost will exclude cost of land, pre-operative expenses and margin money for working capital from the total project cost.  The registered value of the land would be taken as part of the total project cost.  The GoI grant shall not be used for procurement/purchase of land.  In case of land acquired by PEA on lease, such cost may not be part of project cost and may be considered part of operating cost.
  • 46. Agro Processing Cluster Eligibilitycriteria  The combined net worth of the promoter(s) should not be less than 1.5 times of the grant amount sought.  Promoter(s) needs to bring in at least 20% of the total project cost as equity / contribution in general areas and at least 10% of the total project cost in the North East States including Sikkim and difficult areas namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State notified ITDP areas & Islands.  Promoter(s) needs to bring in term loan from the Bank/Financial Institution for an amount not less than 20% of the project cost.  The land for the project shall be arranged by the PEA either by purchase or on lease of at least 50 years.  Only one agro-processing cluster will be sanctioned in a district. In case of more than one proposal from same District, the proposal having higher score in the merit based on criteria for assessment will be considered. However, in case there are more than one proposal with same marks, the proposal with higher equity / contribution (in Rupees term) will be considered.  Any entity / applicant which has availed financial assistance for a project under this scheme of the Ministry, will not be eligible to apply for another project under same scheme until one year after operationalization of earlier project.

Agro Processing Cluster Eligibilitycriteria  The same applicant / entity shall not be entitled for more than two grants in five years under this scheme of MoFPI.  The promoters of the Agro Processing Clusters approved by MoFPI, will be eligible for availing financial assistance under other schemes of State / Central Governments including MoFPI for setting up of the unit(s) in these cluster(s).  Agro processing cluster will not be sanctioned in the same district where CPC of Mega Food Park (MFP) is located. The promoters, who have been sanctioned Mega Food Parks, will not be eligible under the scheme for a period of two years from the date of completion of the MFP.  The proposals, meeting the cutoff total marks of at least 60 as per the criteria for assessment will be considered eligible subject to fulfillment of other conditions prescribed in the Scheme guidelines.

Backward Linkage :-  Integrated Pack-houses with mechanized sorting & grading line / packing line / waxing line / staging cold room/ cold storage etc.  Milk Chilling Centres / Bulk Milk Coolers  Pre Cooling Units/ Chillers  Reefer boats  Machinery & equipment for minimal processing and / or value addition such as cutting, dicing, slicing, pickling, drying, pulping, canning, waxing etc.  Machinery & Equipment for packing / packaging

Scheme for Creation of Backward and Forward Linkages Eligible Components Forward Linkage :-  Retail chain of outlets to be set up by processors and / or organization with farm level infrastructure for perishable food products.  These would have facilities such as frozen storage / deep freezers/ refrigerated display cabinets/ cold room/ chiller/ packing/ packing, etc  Distribution center associated with the retail chain of outlets with facilities like cold room/ cold storage/ ripening chamber.  The retail outlets can also be set up in rural areas or near the farm gate as well. Transport :-  Refrigerated/ Insulted transport / Reefer Vans in conjunction with Backward Linkage and Forward Linkage.
  • 58. Scheme for Creation of Backward and Forward Linkages Eligible Components  The exact nature of infrastructure to be supported under the scheme will be decided on the basis of agriculture / horticulture produce in the catchment area of the project. To avail financial assistance under this scheme, the applicant may set up any one or more facilities on a viable project basis.  Standalone activities like temperature controlled transportation / storage facilities etc. will not be considered under this scheme.  Considering the functional nature of the facilities and with a view to plug in the gaps in the supply chain and to enhance the capacity utilization and viability of the project, the applicant may avail the assistance under this scheme in conjunction with other schemes being implemented by other Central Ministries /Department/ Organizations or State Government.  No assistance will be provided for the components / facilities for which grant-in-aid has already been approved / availed.

Scheme for Creation of Backward and Forward Linkages Eligible organizations/ entities Following would be eligible for financial assistance under the scheme :-  Promoters of food processing units  Entrepreneurs desirous of entering into food processing supply chain  Group of producers such as Co-Operatives, Farmer Producer Organizations(FPOs), Farmer Producer Companies (FPCs), Self Help Groups (SHGs), etc. linked to food processing units or desirous of setting up minimal processing/ value addition centers.  Retailers having linkage with farm level and / or with processors, The applicant can be :-  Central and state PSUs/ Joint ventures/ Farmer Producer Organization (FPOs)/ NGOs/ Cooperative / SHGs/ Public & Private companies / Limited Liability Partnerships, Corporate Entity / Proprietorship Firm/ Partnership Firms, etc
  • 62. Scheme for Creation of Backward and Forward Linkages Pattern of Assistance The maximum grant extended per project is Rs 5.00 crore @ 35% of the eligible project cost for general areas and @ 50% for North East States, Himalayan States, ITDP Areas and Islands respectively. The grant is provided only in respect of technical civil work and eligible plant & machinery.
  • 63. Scheme for Creation of Backward and Forward Linkages Eligibilitycriteria The proposal have to meet the following eligibility criteria under the scheme.  Final term loan sanction from the bank/financial institution for availing term loan for an amount not less than 20% of the project cost. The date of sanction of term loan should not be earlier than the date of issue of EOI.  A detailed appraisal note from the bank/financial institution specific to the proposal.  Infusion of equity of at least 20% of the total project cost for projects in general areas and 10% for projects in North East States, Himalayan State, and ITDP Areas & Islands.  Grant in aid to any eligible organization, including its subsidiary company/ related company / Group Company / Organization as well as the promoters of such companies / organization would be limited to one project at a time only under the Scheme.  Any entity / organization which has availed grant form MOFPI for any project under another scheme of the Ministry shall not be considered eligible for another grant until completion of earlier project.
  • 64. Scheme for Creation of Backward and Forward Linkages Eligibilitycriteria  Same applicant / organization shall not be entitled for more than two grants in five years.  Applicant/ promoters who have availed assistance under any other scheme of the Ministry and apply again under this scheme, then in such cases the previous project’s should have achieved completion and commenced commercial operation / production and successfully completed at least one year before the date advertisement of EoI of this scheme.  Proposals envisaging modernization/ Upgradation of technology and plant & machinery would be considered for financial assistance.  The grant will be restricted only to the plant & machinery and technical civil work created subsequent to the submission of the proposal.  Expansion projects would be considered for financial assistance provided separate technical civil work and plant & machinery are envisaged from the existing facility.
