5. The Marikina City RESCUE 161 is
established since year 1993 initialy
as a line unit of “Oplan Ligtas-
Bayan” a special project and
brainchild of then City Mayor Bayani
F. Fernando, its primary purpose
was for disaster response unit that
became more active and responsive
on day to day emergency situations
that was complemented by the
central communication and
command center (4c).

6. Year 2012 it had evolved into
well-equipped and efficient
provider for emergency and
disaster management in more
PRO-ACTIVE approach and
became a department
known now as
RESCUE 161 DRRMO
MARIKINA

7. Rescue 161 – DRRMO Marikina personnel composed of
Nurses, Emergency Medical Technician, Radio Operators,
Transport Officers and Office Personnel, who are well trained on
essential skills needed in the delivery of emergency services to the
citizens.

Recognized that the aim of our government is to have a
quick response to peace and order and security of lives and
properties, we imposed on ourselves a RESPONSE TIME.
The program guarantees the arrival of emergency services
(medical, fire and police assistance etc.) within five (5)
minutes upon call for assistance.
The program is no different from those of other Local
Government Units except for the sign posted in every
vehicle involved in the operation. It is made possible by the
order and discipline obtained in the streets of Marikina. We
owe these to the successful implementation of the
DISCIPLINA SA BANGKETA and HASSLE-FREE ROADWAYS .
From an average response time of 10-15 minutes years ago,
it has gone down to 3.6 minutes which is far better than
America’s Rescue 911.

send emergency SMS messages and GSM data to
handsets on local areas in accordance with
national & international law
VIBRASCOPE: comprises of a telescopic boom with
a camera, able to turn 360o fixed to the end and

can be used to locate trapped victims in cases of
collapsed structures
