This document summarizes a community-based ecotourism project in Aloguinsan, Cebu, Philippines. It discusses how the Bojo Aloguinsan Ecotourism Association (BAETAS) was formed in 2009 to manage river tours and preserve the local environment. The tours provide an alternative income for community members while educating visitors. Challenges include damage from a typhoon, declining agriculture, weak marketing, and lack of formal agreements. The document advocates for strengthening women's roles, political representation, and using technology like drones and GPS to support the project's sustainability.

1. PEOPLE, PLACE, & TECHNOLOGY: INTER-
PHASING BASIC TECHNOLOGY, RESOURCE
MANAGEMENT AND COMMUNITY MOBILIZATION
BY: HUBERTO ZANORIA
2. INTRODUCTION
DEVELOPMENT AND SUSTAINABILITY
20XX
Tourism continues to grow as a significant industry
generating economic growth and development in the
Philippines. Associated with its success is the
participation of communities surrounding tourist
destinations. As a result, CBT initiatives have
emerged to account for the community's increasing
participation in tourism development (E. Gutierrez
2019).
3. PROBLEM
GEOGRAPHICAL
LOCATION
The central Philippines is
considered one of the top
three areas attracting visitors
with internationally renowned
islands like Boracay, Palawan,
Bohol, and Cebu located.
ALOGUINSAN
Aloguinsan a fifth-class municipality is
situated in mid-southwest Cebu with
stunning beach resorts and other tourist
attractions.
METRO CEBU
the second biggest metro area of the country after Manila is
also attracting rural migrants due to job opportunities and
decreasing productivity of agricultural lands.

4. BOJO RIVER CRUISE & ECO-CULTURAL
TOUR
Bojo River Cruise & Eco-Cultural Tour is one of the most popular attractions in the
Municipality of Aloguinsan in Cebu, the Philippines.
This eco-cultural tour at Bojo River provides you not only a fun time and ride on an outrigger
boat but also an environmentally enlightening experience.
Along the river, you will see various species of mangroves, among other flora and fauna,
being protected and propagated by local authorities and inhabitants.
It is a great place for nature lovers and environment-minded people to enjoy a boat ride by
the river that is linked to the open blue sea.

5. CHALLENGES
Mangroves after
The devastation of
Super Typhoon
Odette
The Organization was forced to let people fetch
water for household use and wash their clothes
in the river because there was no other source
of water at that time.
There is an issue of balancing the need of the
project and the need of the community as well
as the health of the nature was put at risk.
6. CHALLENGES
AGRICULTURE
Decreasing
productivity of
agricultural lands_
Limestone as its
parent material and
limited area for corn
and other crops.
MARKETING
Poor posting on FB
page.
No linkage to tour
operators
GOVERNANCE
No formal agreement
to maintain the
security of the CBT
especially the
preservation of the
natural resources.
WHO WILL
CONTINUE?
The organization
was lacking younger
staff to continue
their passion. Their
children are looking
for greener pasture
in the city.
7. HISTORY
In 2009, LGU of Aloguinsan gathered local
members to form an association for river and
wildlife preservation as its purpose, another aim
of the local government was to give the members
an alternative source of income, then they formed
this so-called BAETAS (Bojo Aloguinsan
Ecotourism Association) most of the members are
homemakers of fishermen and farmers.
ECO-TOURISM SYSTEM
The BAETAS were very trained, particularly
on the essence of ecotourism operations,
they have strict rules and regulations to
guest to maintain the area as an eco-tourism
site, because when conducting ecotourism
services, it must be peaceful, clean, and limit
the carrying capacity just to maintain the
essence of ecotourism.

8. TOURISM VS
COMMUNITY-BASED
ECO-TOURISM
8
From the traditional packaged tours with guests from western
countries and northern Asian countries of Japan and Korea. CBT
is a departure from this model with emphasis on community
participation, appreciating the locality’s resource endowments
and socio-cultural practices.
One of the main features is the involvement of community
residents which is a total departure from the traditional tourism
practices of treating the community as a mere recipient of
guests.
9. TOURISM APPROACHES
CBT looks towards local-level responsibilities and practices
of tourism development and management. ( Dangi & Jamal,
2016 ). Sustainability and ‘community’ well-being are
essential for CBT.
The link between CBT and sustainability and the
environment is documented as a way of preserving the
biodiversity linked to livelihoods, poverty reduction and
sustainability.
- CBT is are characterized by high environmental attention,
increased control and participation of the local residents, as
well as significant benefits of the host community
(employment, improvement of services and political
participation).

10. GOVERNMENT’S ROLE
Create supportive attitudes in
government by the
community communities
develop Bojo over time
Create opportunities, rather
than plan community tourism
for them
Recognize that local people will have
multiple livelihood objectives, not
just maximizing cash income.
Concerns about how land or natural
resources are used, or access to
training can be equally important to
livelihoods.
11. ROLE OF THE WOMEN
Traditional gender norms have limited
women’s income earning opportunities and
continue to restrict the way women engage
in eco-tourism .
Another aspect is the notable bias observed
in some cases towards employment of males
over females due to some of the physical
demands of activities offered by the eco-
tourism ventures, where such physically
demanding activities are not seen as ‘lady’
like.
WOMEN’S ACTIVITIES
Food prep, local guide, presentation of
cultural dances, handicrafts making
* extending these gender roles can in fact
cause greater burdens for women.
* further differentiated along age
differentials ( past child-bearing years-
women are actively leading and networking
major CBT activities.
Not evident- educational attainment as a
hindrance in assuming responsibilities in
CBT- Bojo.
11
12. WOMEN EMPOWERMENT
12
Guideship is not limited to men, women also
have the same task as them.
Women take time to teach interested guests to
weave the “puso” or hanging rice.
Women usually held the orientation
and awareness-raising programs in
the organization.
13. REPRESENTATION AND ROLE
DELINEATION
Strengthen political advocacy at both barangay and municipal development councils with the
assumption of power holders in the legislative bodies.
These representation can also be an avenue to access health, social services and other assistance.
Support a ‘more open’ delineation of responsibilities and reinforcing a more shared responsibility in -
food preparation, tour guiding; flora fauna inventory and PRESENTATION of unique Cebuano songs and
dances
-Provide opportunities in mainstreaming involvement of groups like women, youth and persons with
disability
14. USAGE OF TECHNOLOGY:
DRONE, CELLPHONES, AND
GPS
Using gadgets and apps in
site vulnerability
assessment is now
common in professions like
environmental planners,
engineers, and even
commoners who have an
interest in this field.
Using Facebook as their marketing
strategy to attract more guests and
tourist

GIS, and Manifold
(app) we were able
to plot the exact
