HCF 2019 Panel 1: France Capon

  1. 1. 24 May 2019 How to choose the best possible risk management option to regulate substances of very high concern? France Capon, EPMF Secretary General, Chair of the Eurometaux Risk Management Taskforce
  2. 2. @Eurometaux Learnings and considerations on Risk Management Selection Pg.2 Lack of predictability and transparency in the Risk Management Option analysis (RMOa) process The correct RMO was not always chosen: • Authorisation of Cr6+ in tin can manufacturing – efficiency in risk reduction achieving sustainable substitution • Authorisation of Cr6+ at workplace, cumbersome and not improving substitution
  3. 3. @Eurometaux Learnings and considerations on Risk Management Selection Pg.3 Critical information is in the hands of industry but not available in registration dossiers Industry’s responsibility is focused today on data gathering, hazard and risk assessment but not enough on anticipation of Risk Management Measures (RMM)
  4. 4. @Eurometaux A Key tool: the RMOa… but what is its role? Pg.4 Confirm “the relevancy” of the concerns/risks to handle Define potential interactions (e.g. Circular Economy, REACH, Climate, Waste…) Screen and identify the most efficient option(s): Screening cost- effectiveness • REACH tools • OSH tools • ENV tools • Mini Socio- Economic Analysis
  5. 5. @Eurometaux Recommended improvements Pg.5 Providing a solid starting point: prioritisation system, registration dossier, relevant information for the RMOa: alternatives, socio-economic data, Impact on other EU policies, look at non-EU RMM systems More consistency and better quality: relevant RMM scenarios for common types of Risk Management needs Better share of the burden between Authorities and Industry Promotion of integration of EU objectives
  6. 6. @Eurometaux In practice… the recommendation applied to the Pb case Pg.6 Providing a solid starting point: industry mirror RMOa, good quality dossier, learning from PbO for Pb More consistency and better quality: same classification, only workplace issue require consistency between Pb (Authorisation?) and PbO (OELs) RMO Better share of the burden between Authorities and Industry: ensure that all available information (AoA, SEA etc. generated by industry is available to authorities) Promotion of integration of EU objectives: consistency between Circular Economy, Decarbonisation and Chemicals Management* *https://kuleuven.sim2.be/wp-content/uploads/2019/02/SOCRATES-Policy-Brief-2019-Lead.pdf
