INTRODUCTION
The Jeanne Ann Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act
requires publication of an annual report that includes important information concerning
campus safety and security. 1
Copies of the report are available from the HCC Police Department, 3200 Main, Houston, Texas
77002, during normal business hours, or online at the HCC Police Department web site.
An annual email notification will be sent out to all staff, faculty, and students each September
that a new Annual Security Report has been posted to the HCC web site.
The Houston Community College Police Department administrative office is located at 3200
Main, Houston, Texas, 77002, across the street from HCC’s District Office Building. Office hours
are 8:00 a.m. – 5:00 p.m., Monday through Friday. The police department provides service 24
hours a day, 7 days a week.

CAMPUS CRIME STATISTICS
The Clery Act measures 2014 crime using definitions from the FBI’s Uniform Crime Reporting
System and the federal Violence Against Women Reauthorization Act of 2013. The data should
be viewed with caution since Clery definitions do not include common offenses such as burglary
of a motor vehicle, theft, and disorderly conduct. For more information, please contact the HCC
Police Department.
Incidents of domestic violence, dating violence, and stalking are also reported in the Annual
Security Report. 2
The Director of HCC’s Office of Institutional Equity (“OIE”) is HCC’s Title IX
Coordinator. Since OIE manages Title IX gender-based discrimination complaints, they were

Criminal Homicide - Murder & Manslaughter by Nonnegligence– “The willful (nonnegligent)
killing of one human being by another”. Manslaughter by Negligence – “The killing of another
person through gross negligence.”
Forcible Sex Offense – Rape - “Penetration, no matter how slight, of the vagina or anus with any
body part or object, or oral penetration by a sex organ of another person, without the consent
of the victim.”
Nonforcible Sex Offenses – Any sexual act directed against another person, without the consent
of the victim, including instances where the victim is incapable of giving consent. A. Fondling –
The touching of the private body parts of another person for the purpose of sexual gratification,
without the consent of the victim, including instances where the victim is incapable of giving
consent because his or her age or because of his/her temporary or permanent mental
incapacity. B. Incest – Sexual intercourse between persons who are related to each other within

the degrees wherein marriage is prohibited by law. C. Statutory Rape – Sexual intercourse with a
person who is under the statutory age of consent.”
Robbery – “The taking or attempted taking of anything of value from the care, custody, or
control of a person or persons by force or threat of force or violence and/or by putting the victim
in fear.”
Aggravated Assault – “An unlawful attack by one person upon another for the purpose of
inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the
use of a weapon or by means likely to produce death or great bodily harm.”
Burglary – “The unlawful entry of a structure to commit a felony or theft.”
Motor Vehicle Theft – “The theft or attempted theft of a motor vehicle.”
Hate Crime – “[O]ffenses in which the victim is intentionally selected because of the actual or
perceived race, gender, religion, national origin, sexual orientation, gender identity, ethnicity, or
disability of the victim.”
Arson – “Any willful or malicious burning or attempt to burn, with or without intent to defraud,
a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.”
Liquor Law Violations “The violation of state or local laws or ordinances prohibiting the
manufacture, sale, purchase, transportation, possession, or use of alcoholic beverages, not
including driving under the influence and drunkenness”.
Drug Abuse Violations – “The violation of laws prohibiting the production, distribution, and/or
use of certain controlled substances and the equipment or devices utilized in their preparation
and/or use. The unlawful cultivation, manufacture, distribution, sale, purchase, use, possession,
transportation, or importation of any controlled drug or narcotic substance. Arrests for
violations of state and local laws, specifically those relating to the unlawful possession, sale,
use, growing, manufacturing, and making of narcotic drugs.”
Weapons Violations – “The violation of laws or ordinances prohibiting the manufacture, sale,
purchase, transportation, possession, concealment, or use of firearms, cutting instruments,
explosives, incendiary devices, or other deadly weapons.”
Domestic Violence – “Felony or misdemeanor crimes of violence committed by a current or
former spouse or intimate partner of the victim, by a person with whom the victim shares a child
in common, by a person who is cohabitating with or has cohabitated with the victim as a spouse
or intimate partner, by a person similarly situated to a spouse of the victim under the domestic
or family violence laws of the jurisdiction receiving grant monies, or by any other person against

an adult or youth victim who is protected from that person’s acts under the domestic or family
violence laws of the jurisdiction.”
Dating Violence – Violence committed by a person- (A) who is or has been in a social
relationship of a romantic or intimate nature with the victim and, (B) where the existence of
such a relationship shall be determined based on a consideration of the following factors: (i) The
length of the relationship. (ii) The type of relationship. (iii) The frequency of interaction between
the persons involved in the relationship.”
Stalking – “Engaging in a course of conduct directed at a specific person that would cause a
reasonable person to – (A) fear for his or her safety or the safety of others; or (B) suffer
substantial emotional distress.” 5
On Campus Property – “Any building or property owned or controlled by [HCC] within the same
reasonably contiguous geographic area and used by [HCC] in direct support of, or in a manner
related to, [HCC’s] educational purposes, including residence halls; and any building or property
that is within or reasonably contiguous to the property in paragraph one that is owned by [HCC]
but controlled by another person, is frequently used by students, and support’s [HCC’s] purpose
such as a food or other retail vendor”.

REPORTING CRIME AND EMERGENCIES OCCURRING ON CAMPUS
Crimes or other emergencies on campus should be reported to a HCC police officer or to HCC
Police Dispatch.
HCC Police Dispatch is staffed 24 hours a day, seven days a week, by police telecommunication
operators. The telephone number is 713/718-8888 or 8-8888 from a campus phone. HCC Police
Dispatch also receives transfers from the Greater Harris County 9-1-1 Emergency Network and
City of Houston 9-1-1 Emergency Network. 7
Be prepared to stay on the line with the emergency dispatcher, who is trained to process your
emergency call, and who will be asking you a series of questions.

Be prepared to tell the dispatcher the location where the emergency is occurring, your phone
number, any suspect or vehicle descriptions (including color, make, model, and license plate
number), weapons involved, etc.
Remain calm and stay on the line until told to hang up by the dispatcher.
POLICY FOR MAKING TIMELY WARNING REPORTS TO THE CAMPUS COMMUNITY
When an offense or other emergency occurs on campus that represents a continuing threat to
students and employees, then a press release will be distributed to local media and a crime
bulletin will be posted on HCC’s web site. 8
HCC also has an emergency alert system for mass notification by phone, email, and text
message. 9
All students and employees are encouraged to keep their contact information in
PeopleSoft current. To receive emergency texts, a valid mobile phone number must be entered
and identified as a mobile phone in PeopleSoft. 10

POLICY FOR PREPARING THE ANNUAL DISCLOSURE OF CRIME STATISTICS
The HCC Police Department is responsible for compiling data for the Annual Security Report. 11
HCC Student Services and HCC’s Office of Institutional Equity also contribute data. During 2014,
the City of Stafford PD reported zero arrests on HCC property. Houston PD reported one
robbery arrest at 3100 Main. The Harris County Sheriff did not respond to our request for data.
TO WHOM STUDENTS OR EMPLOYEES CAN REPORT CRIMINAL ACTIVITY
Criminal offenses should be reported to the HCC Police Department. Victims and witnesses may
confidentially report crimes to Crime Stoppers of Houston. There are 4 ways to make an

Houston Crime Stoppers Mobile App: Apple, Google Play, or Blackberry App Stores
Confidential reports must include the date, time, location, and details of the offense. If
insufficient information is reported anonymously, the incident may not be included in the
annual disclosure of crime statistics. Witnesses and victims of crime are encouraged to report
all crimes to the HCC Police Department.
CURRENT POLICIES CONCERNING SECURITY AND ACCESS TO CAMPUS FACILITIES AND
SECURITY CONSIDERATIONS USED IN THE MAINTENANCE OF CAMPUS FACILITIES
HCC Board policy requires comprehensive safety and emergency response protocols. Design,
implementation, and promotion of the protocols are the responsibility of the HCC Police
Department. 12
The planning documents include the three-year statutory security audit, annual
progress reports, and a Multi Hazard Emergency Operations Plan. 13
IDENTIFICATION REQUIREMENT
All HCC students and employees are required to have identification cards. HCC police may
refuse to allow persons having no legitimate business to enter on HCC property, and may eject
any undesirable person from the property if they refuse to leave peaceably on request. 14
ACCESS CONTROL AND ALARM SYSTEMS
HCC identification cards integrate with HCC’s electronic access system. Access may be added,
restricted, or tracked. HCC also uses traditional locks. Installation, maintenance, and
replacement of locks and keys are managed by the HCC Locksmith Department in conjunction
with campus officials. The electronic access control and alarm system is monitored and
managed by the HCC Police Department and an independent contractor.
VIDEO SURVEILLANCE
The HCC Police Department uses a sophisticated video surveillance system. Video cameras are
strategically deployed and operated in conjunction with the HCC IT Department, HCC Facilities
Maintenance, and an independent contractor.

Telephones are installed in all elevators and the majority of classrooms. Some campus parking
facilities also have blue phones that connect to HCC Police Dispatch. The phones are installed
and managed by HCC IT Department and HCC Facilities Management.
CRIME PREVENTION AND ENVIRONMENTAL DESIGN
All HCC properties are designed and maintained to promote safety. For example, landscape and
external lighting issues are addressed during construction and as a component of ongoing
maintenance. Requests for repairs are processed and managed by HCC Facilities Maintenance
and campus officials.
POLICIES CONCERNING CAMPUS LAW ENFORCEMENT AUTHORITY
Police officers employed by the HCC Police Department are vested with all the powers,
privileges, and immunities of Texas peace officers. They are authorized to make arrests and
enforce all laws of this State. 15
Except for a small number of plain clothes assignments, all HCC
police officers wear dark navy blue uniforms and are armed. The shoulder patch and badge
identify the employee as a police officer for HCC.
Security officers employed by HCC wear light French blue shirts and navy pants. All HCC security
officers are commissioned by the Texas Department of Public Safety. They are not police
officers and primarily observe and report. However, they are authorized to direct traffic and
issue parking citations on HCC property. The security shoulder patch and badge identify them as
a security officer for HCC. They are not armed but do carry two-way radios.
REPORTING CRIMINAL ACTIVITY
All HCC students and employees are encouraged to accurately and promptly report all crimes to
the HCC Police Department. In some cases, misconduct may be reported through HCC Human
Resources and HCC Student Services that also violates criminal statutes. However, the activity
will not be included in the campus crime statistics unless the information is disclosed to the
HCC Police Department.
All HCC employees including but not limited to HR Generalists, Licensed Professional
Counselors, and Internal Auditors are trained and expected to report crimes to the HCC Police
Department.

PROGRAMS DESIGNED TO INFORM STUDENTS AND EMPLOYEES ABOUT CAMPUS SECURITY
PROCEDURES AND PRACTICES
During new student and new employee orientations, HCC police present important information
regarding safety and security. Active Shooter and Disruptive Person videos are posted on the
HCC web site. In person training is offered at faculty convocations and employee training
sessions. Fire drills and fire warden training courses are routinely offered by the HCC Safety
Office in conjunction with local fire inspection programs.
PROGRAMS DESIGNED TO INFORM STUDENTS AND EMPLOYEES ABOUT THE PREVENTION
OF CRIME
The HCC Police Department use statutory brochures and posters regarding family, household,
and dating violence. Crime prevention information is disseminated through government
initiatives regarding traffic safety, personal safety, online safety, and substance abuse. The HCC
Police Department also publishes information on the college web site, in the Student
Handbook, and during new student/employee orientations.
MONITORING AUTHORIZED STUDENT ORGANIZATION AND ACTIVITIES OFF-CAMPUS
All recognized student organizations have faculty/staff sponsors so they would monitor student
activity at campus and off-campus events. As an adjunct, the HCC Police Department
participates in the National Law Enforcement Data Exchange Network (N-DEx2) and the
Houston Fusion Center Network. If off-campus criminal activity was reported to law
enforcement, HCC would likely be notified.
STATEMENT OF POLICY REGARDING ALCOHOL AND SUBSTANCE ABUSE; ENFORCEMENT
HCC is a designated alcohol and drug free work place. 16
The HCC Police Department enforces all
laws regarding alcohol and drug violations. 17
The legal age in Texas to purchase, consume, or

HCC Student Services coordinates student wellness issues. They offer access to licensed
professional counselors, referrals, and education programs. HCC Human Resources coordinates
presentations for employees and makes referrals through an employee assistance program.
Examples of training on alcohol and substance abuse during calendar year 2014 include:
- Live workshops for HCC students including new student orientations.
- Dedicated Drug Alcohol Abuse Prevention Program page on the HCC web site. Includes links
to www.collegedrinkingprevention.gov and referrals to local treatment offerings.
- Email informational flyers.
STATEMENT OF POLICY REGARDING PREVENTION AND INVESTIGATION OF SEXUAL
ASSAULT, DATING VIOLENCE, DOMESTIC VIOLENCE, AND STALKING
Sexual assault, dating violence, domestic violence, and stalking are criminal offenses so they are
investigated by the HCC Police Department. HCC-PD investigators are equipped and trained to
process scenes and collect evidence. It is important to preserve any evidence since it may help
prove an offense was committed. HCC-PD investigators will coordinate with the appropriate law
enforcement agency if a student is assaulted off-campus.
After an assault, the HCC Police Department should be notified as soon as possible so the case
is investigated properly and the victim is afforded their rights as crime victims. Some of these
rights include medical and counseling services, use of a pseudonym for privacy, protective
orders, and prosecution liaison. 19
A victim also has the option to decline notification to campus
authorities unless it involves a child, serious bodily injury, or death. HCC-PD distributes a
statutory written notice to victims of their rights and opportunities for assistance.
HCC’s Office of Institutional Equity’s investigation is an independent investigation. However,
HCC-PD investigators and OIE investigators support each other’s mission. HCC Student Services
will change a victim’s academic situation after an alleged offense if requested, and will discuss
options for those changes.
If a campus disciplinary action follows, the accuser and the accused are entitled to the same
opportunities to have others present during the proceeding. Both the accuser and the accused
are entitled to know the outcome of the proceeding. Sanctions for violating the Student Code
of Conduct include suspension and expulsion. 20

investigating and adjudicating Title IX complaints and violations of the Student and Employee
Codes of Conduct. 21

REGISTERED SEX OFFENDERS
Chapter 62 of The Texas Code of Criminal Procedure authorizes the Texas Sex Offender
Registration Program. Some sex offenders may attend HCC classes after they register with the
HCC Police Department and are approved by the HCC Registered Sex Offender Screening

STATEMENT OF POLICY REGARDING EMERGENCY RESPONSE AND EVACUATION
PROCEDURES
Authorities for the following protocol are Sections 51.217 and 51.218 of the Texas Education
Code 22
and HCC Board Policies B.2.1.1 Safety, B.2.1.2 Emergencies, and B.2.2.1. College Police
Department.
The HCC Police Department will use Blackboard Connect to immediately notify the campus
community upon the confirmation of a significant emergency or dangerous situation involving
an immediate threat to the health or safety of students or employees occurring on the campus;
The HCC Police Department will confirm that there is a significant emergency or dangerous
situation.

The HCC Police Department will determine the appropriate segment or segments of the campus
community to receive a notification; determine the content of the notification; and initiate the
notification system.
The HCC Police Department will, without delay, and taking into account the safety of the
community, determine the content of the notification and initiate the notification system,
unless issuing a notification will, in the professional judgment of responsible authorities,
compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the
emergency.
The HCC Police Chief or their designee may initiate the emergency notification system and
disseminate emergency information to the larger community.
The HCC Police Department will test the emergency response and evacuation procedures on at
least an annual basis, including—
(i) Tests that may be announced or unannounced;
(ii) Publicizing its emergency response and evacuation procedures in conjunction with at least
one test per calendar year; and
(iii) Documenting, for each test, a description of the exercise, the date, time, and whether it
was announced or unannounced.
