2. What is PDS?
PDS is Public Distribution
System which aims at providing food
grains to the poorer section of the
country. This food grains will be
distributed at price lower than the
market price.
How does the PDS system works?
There are two main bodies involved in the
process.
Central government
State government
The central government work in system:
Buying:
The food grains like rice, wheat,
etc,. From the farmers at price
better than market price.
Storage:
Food grains are stored in FCI (Food
Corporation Of India) godowns.
Transportation:
The food grains are allotted to the
states and are transported.
The state government work in system:
Identification:
State Govt identifies the family
which needs the benefit of the
scheme.
Ration Cards:
Issue the ration cards to such
families.
Fair Price Shop (FPS):
Distribution of food grains take
place through these shops.
4. Corruption
This has been the most dangerous problem in this system
which could snatch the food from poor and can also bring the
economical instability in the country. Corrupt officers at all
levels are getting a part of benefit what a poor family should
get.
Inadequate Storage Facility
India is unable to store surplus product. It is seen that due
to insufficient space for storage facility crops had been sitting
along roadside and are spoiled.
Malpractice during transportation
The crops maybe stolen during transportation. This is
mainly because system is unable track the transportation from
starting to end.
Inability of identifying poor family
All the families which are below poverty line will not get
BPL card. This is because the family could not produce the
income certificate or the card is rejected just because it’s
family income is above Rs.2000/-

5. Enrollment of bogus cards
Illicit fair price shop
owners have been found to create large
number of bogus cards to sell food
grains in the open market.

food grains in ration shops.
Numerous malpractices
make safe and nutritious food
inaccessible and unaffordable to many
poor thus resulting in their food
insecurity.
Illegality of fair price shop
dealers
Deceitful dealers replace
good supplies received from
the F.C.I(Food Corporation of India)
with inferior stock and sell FCI stock in
the black market.
Many FPS dealers resort
to malpractice, illegal diversions of
commodities, hoarding and black
marketing due to the minimal salary
received by them.

8. INFORMATION TO BE INSPECTED
The ration shop has to display:
The registration number of ration shop (ARS
No.)
The number, address and phone number of the
ration office
The inspectors name and time of his weekly visit.
The stock position of all rationed commodities in
units.
The official price list.
The total number of ration cards registered with
the shop.
The total number of units.
A complaint book has to be available to card
holders.
The Solution Maybe Innovative From The New Generation But Until And
Unless The Basic Rules Are Not Followed At FPS Level, System Is Not Going
To Change.

District-wise and FPS-wise allocation of
food grains should be put on websites and other
prominent places, for public scrutiny.
Mobile Alert:
The system should send an mobile alert to
the residents of the area informing the arrival of food
grains in there local FPS shop.
Maintain Accurate Time:
Timely availability of food grains at FPS
level and fixed dates of distribution to ration card
holders should be ensured.
10. Digitalization:
Computerization of TPDS
operations should be undertaken.
Digital Data Maintaining:
Computerization of ration card

Punishing The Culprits:
Strict action should be taken
against the guilty to ensure leakage free
distribution of food grains.
Attaching Minimum Cards :
Minimum 300-500 ration cards
be attached to an FPS to increase
viability.
Implementing Modern Technology:
Facility of mobile FPS esp. in
remote/tribal areas to be encouraged.
Forming Strict Squad:
Reconstitute and activate
Vigilance Committees, which should meet at
regular intervals
Zero Tolerance:
Zero tolerance towards
corruption. Strict penal action/ departmental
action be taken against offenders such as
transporters, FPS owners, govt. officials, etc.
Solving The Complaint:
Complaint redressal mechanism
with 24 hour helpline for lodging complaints
by beneficiaries and follow up action.
11. Computerization of the Fair Price Shops need a huge amount which could be obtained from public-private
partnership.
Involvement of NGO’s will increase the achievement of TPDS.
A Committee should be made at regional level under the chairmanship of the elected representative and the other
technical advisors who would ensure that system is working unaffected.
The basic duties of Public Distribution System should carried out properly which would easily solve the half of
the problem
