We have been at the forefront of this technology since its inception decades ago and intimately understand how it can be applied to improve outcomes for government agencies and the communities they serve. INCREASED NEED FOR ASSISTANCE Citizens’ increased need for government assistance is causing a strain on agencies’ ability to quickly respond to applicants’ requirements and expectations. INCREASED NUMBER OF FRAUDULENT APPLICANTS Fraudulent actors frequently change their tactics to exploit system vulnerabilities. INCREASED NEED FOR ACCOUNTABILITY With citizens’ increased reliance on state government assistance programs due to the economy or the pandemic, the need for accountability and oversight has increased. INCREASED STRAIN ON THE SYSTEM The inability to thoroughly vet the larger volume of applicants reinforces the need for a comprehensive identity authentication and management solution. With the many changes in society that affect government agencies, the ability to reliably authenticate and manage the identities of applicants has become para- mount. Fraud continues to occur even while customer expectations of security and efficiency have simultaneously increased. As migration to online applicant enrollment continues, the need for a solution to comprehensively address system integrity increases. Factors driving a desire for increased system integrity include:
  3. 3. 3 NEChas leveraged over 50 years of biometric identification research, development, and expertise to create digital ID services on the NEC Digital Platform (NDP). NDP is designed to be the “single source of truth” for government agencies to authenticate and manage the identity of individuals applying for government services and benefits. With NDP, agencies can quickly and confidently verify the identity of applicants, solving many of the problems they face. NDP combines many of NEC’s most well-known and established technologies, including NEC’s face, finger, palm, iris, and other biometric matching algorithms, and can be incorporated into each agency’s unique identity authentication needs. NEC’s biometric matching algorithms are among the fastest and most accurate in the industry, as reported via the National Institute for Standards and Technology (NIST) tests1 . NEC’s biometric matching algorithms are proven to perform well even with large databases and poor, low-resolution images1 . Agencies that incorporate NEC’s biometric technology into their identity verification processes can be confident that applicant identities are authenticated quickly and accurately across a large population database, including at times of high application volume. For online and mobile enrollment, NEC provides a software development kit (SDK), which can be used to enhance agency-specific remote applicant enrollment forms. Unique document authentication (driver licenses, passport, etc.), liveness detection (to ensure applicant-provided selfie photos are real), and demographic capturing technology (capture name, DOB, address, etc.) are included in the SDK and can be integrated into an agency’s existing online and mobile software application and process. If an agency does not have a mobile enrollment software application, NEC can provide one. Leveraging mobile enrollment, the enrollment process can be pushed out of the office and into the hands of the applicant. By doing so, applicants no longer need to come into an office and meet with an agency representative, reducing per- son-to-person contact and making the overall process more convenient and efficient.
