Irina Wickholm, a Russian citizen imprisoned in Germany, is applying for help from the President and Chancellor of Germany regarding numerous human rights violations she has experienced. She claims German authorities have persecuted her since she arrived in 2003, violating her rights through threats, harm to her health and property, and lack of due process in legal proceedings. She requests the German leaders comment on the legality of advice officials gave her, such as to use false documents or engage in prostitution, and explains she has received no written responses to her complaints and has been denied legal representation, interpreters, and access to court documents and hearings.

Application.
I’ve read in Mass Media about Your, Frau A. Merkel, international activity for human rights defense in
China, Africa and other different countries. I applied for Your help - I’ve written this letter to You — the
application from 14 Feb 2008 and sent it to You by post from the prison JVA ( where I am imprisoned
now ) with the abidance by the rules of sending. A month has passed, but I still haven’t received any
answer to my letter ( or help ) ( except the aggravation of the situation ).
Thus I am forced to ask for Your help to You, president of Germany Mr. Horst Kohler and repeatedly to
You, Frau Angela Merkel.
I’d like to express my opinion ( based on the objective facts ), ask questions ( and get answers to
them from You ) and pay Your attention to the fact, that here, in Germany, situation in the field of
human rights, is absolutely not better than in so called «third» countries or in Russia.
And sometimes in Germany in the guise of «humanity», democracy, human rights defense and so on,
there hides violent nationalism, discrimination, rough human rights violation, un-acceptance and
nonobservance by German officials of international laws and conventional legal rules and so on and so
forth.

2. I. I don’t know what persecution was organized for example by Chinese authorities to their
journalists , but the situation that was organized to me by German authorities cannot be called just a
persecution - it would be called too leniently.
During my staying in Germany I am underwent to intentional, to group actions, and systematically
ongoing for some aims :
a). numerous violations of my human rights;
b). persecutions;
c). inhuman relation, humiliations of human one's dignity;
d). constant threats ( of violence, damage of my health, making problems for me, placement
me to mental hospital, secret place of imprisonment, creation of my look-alike, fabrication
of cases and documents and so on and so forth ); me blackmailed.
e). implementation of these threats - the infliction to me of considerable moral, material and physical
harm ( deprivation me health, deprivation of pregnancies, property; the infliction of damage to my
animals, and so on and so forth ).
f). and so on .
Received from : "Department on Affairs of Foreigners", "Federal Department on Migration",
“Prison for Deportation Koepenik”, "Prison for Women" JVA, "Chief of Police" , "District Court
Shoeneberg", "District Court Koepenik", "District Court Tiergarten" , other organizations, other officials
and workers of German law-enforcement authorities, German doctors - all this evidently under
somebody’s responsive direction.
II. I came to Germany on 13 June 2003 from Finland with the valid visa issued by Spain Consulate
in Moscow. Before that, in 2002 I appealed for renunciation of Russian citizenship in connection with
resettlement to constant place of living to my husband. I haven’t received any answer, because of my
human rights violations I was forced actually to escape from Russia. I have arrived in Germany by
transit when passing through it to another country, but at opportunity, I applied for «independent
consultation» concerning my problems to the foreign affairs organization and to German lawyers. The
representatives of German authorities, mainly, informed me that in Germany and other European
countries to Russians ( though «former» ) are not given asylum ( because there is democracy in Russia ).
They advised me not to go to another country, settle in Germany «illegally», «like others» ( literally ); to
wait for approaching changes in German legislation relatively foreigners. And which, supposedly, will be
better in my situation and so on. And one foreign affairs organization recommended me its lawyer, who,
in turn, sent me to another similar organization and it - to another lawyer. Thus German authorities drove
me over closed circle, giving wrong ( as it turned out ) oral «persevering» «advice», it is not known with
what aim. I followed this advice and yielded to «persuasion» of German officials ( which worsened my
situation ), thus I found myself in this tragic situation. At the same time German competent organizations
«for some reason» categorically refused to accept my application for giving me an asylum. My attempt to
«settle illegally, like others» didn’t exist long.
III. Later, obviously somehow having used sufficiently my difficult situation, when my presence
in the country, probably, was not any more necessary; the representatives of German authorities
reported me that a new law about foreigners only worsens my standing. And they all together began
advising me to leave Germany independently into any another country. Or other pieces of advice,
expressed orally and disregarded by me:
1. You have no right to hand in an application for asylum in Germany ( literally );
2. Go to another country illegally for excursion and consult there;
3. To apply “for some reason” to Berlin Consulates of Russia, Finland, Ukraine, Poland, Canada
concerning my problems;
4. Slander my Finnish husband, divorce him;
5. To name as a cohabitant any citizen of Germany;
6. To buy forged passport ( under the name of other person ) and use it;
7. In the event of impossibility to find a job - to take up prostitution;

3. 8. Conceal the facts ( in connection with the problem of asylum ) and tell that I am Chechen ( from
Chechnya );
9. Accuse in all troubles FSB and some its agents;
10. And others.
I ask You, Mr. Horst Koehler and Mrs. A. Merkel, to comment upon all named «recommendations»
and tell , what paragraphs of German laws were a basis of opinions by these representatives of
authorities (and their colleagues) , when they gave me this advices?
IV. When I insistently tried to find out the truth - began to write in appropriate instances the
applications with requests : to give out to me official written answers, the explanations of German
legislation, recommendations about my situation, but German «authorities» obstinately dodged direct,
real, concrete written answers.
They gave unclear indistinct explanations or recommended to address to the organizations, where I had
already been long ago. They tried to stop as soon as possible official correspondence with me. It is clear
even according from the applications ( and answers to them ), even though many documents, Dictaphone
records, compromising German authorities, were operatively stolen from me by the workers from law
enforcement agencies of Germany. In addition, there was organized to me psycho-terror, aiming to
compel me to leave the country independently ( authorities were lavish for methods and means ): money,
borrowed from my friends were stolen at once super-professionally by somebody, I found illegal work
only with a condition, provided that I will buy false documents, up to threat and blackmail, expressed in
different forms ( by officials and their colleagues ) and so on and so forth.
V. Without having sustained bureaucratic procrastination and so on, I decided to apply on the
subject of asylum problem to international human rights organizations for help and explanations. To visit
and give corresponding applications to Berlin Consulates of the countries where these organizations are
situated. But I wasn’t allowed to do that.
It turns out that I have no right in Germany not only to seek for asylum, but also to complain and to
appeal for international assistance !
Your “humane” (so-called) flock passed from words to “filthy deeds”, openly showing its true guise. On
the eve of my “legal campaign” "vigilant" German secret services “operatively” put me into “Prison for
Deportation Koepenik”, Grünauerstr. 140, 12557 Berlin. Where, for intimidation, they beat me, robbed
me, slandered, was exposed to the inhumane actions, tortures, humiliations of my human honor,
violations of my human rights and so on and so forth - in order to discourage me from applying to
international human rights organizations. And when I tried to complain, they interfered impudently in my
privacy. Police together with prison doctors without my knowledge and consent confiscated out of my
luggage my private documents. On the ground of these documents (illegally spreading their content and
on the ground of concocted conclusion of the doctors) they forcibly placed me into mental hospital,
assigned by court their own, “necessary to them” trustee. Even through supposing the presence of a
serious mental disease, according to international laws for human rights, all the same I didn’t have any
opportunity :
a). to participate in court session;
b). to have a lawyer or my representative;
c). to afford proofs (the diagnosis of “their” doctors was on the base of deal of doctors and policemen; of
my conflict with the authorities (the theft by policemen of my money, documents and so on)) and
documents illegally taken from my luggage; beating me by the police.
d). to appeal against the decision of the court; e). and so on.
What do You think, Mr. H. Koehler and Mrs. A. Merkel - what “humane" intentions and what
paragraphs of German law was the basis for doctors, judge, when they : 1). scoffed at me, violating my
human rights and international legal rules ; 2). have assigned me (for ignorant at German language)
trustee, who don’t know Russian language?

4. Tell me please Mr. Kohler and Mrs. A. Merkel, why I don`t have a right (as a foreigner, refugee) in
Germany, besides other violations of my human rights :
VI. For assignment by the authorities of the free Russian-speaking lawyer in the situation of lack of
means through the guilt of German authorities ?
In the situation of lack of means through the guilt of German authorities. And why - on the base of what
German laws - should I seek a lawyer and pay for his service ( according to the words of "Department
on Affairs of Foreigners", “Prison for Deportation Koepenik”, "Federal Department on Migration",
"District Court Shoeneberg" ) ? They refused orally to give me free Russian-speaking lawyer and there
are still no written answers to my applications since April 2007.
VII. For assignment by the authorities of free interpreter ?
In the situation of lack of means through the guilt of authorities. They refused orally and there are still no
written answers to my applications since April 2007. Literally : “That’s not we should assign interpreter
for You, that’s You should know German !”
Tell me please, data of paragraphs of German law where this my “duty” is described ?
VIII. To have a document, which is proving my identity ?
Since April 2007 "Department on Affairs of Foreigners" took my passport and an exchange don’t give
any document, which is proving my identity till now. To my applications concerning this I haven’t
received any answers.
IX. To get social help from the state ?
I don’t get any social, financial help from the state up for now; the problem of social dwelling is not
determined; there is no information given about the ways to get free help or free Russian-speaking
doctors. There are no answers to my applications on these problems from “"Department on Affairs of
Foreigners".
X. To address (and apply) to German authorities in available for me language – Russian ?
In the situation, when the authorities refused to assign a free interpreter and deprived me of financial
means. The workers of "Department on Affairs of Foreigners", "Federal Department on Migration",
courts, police and so on often refuse to take in my applications in Russian. ( Though it is stated in
international legal documents that I have a right to address to authorities in available language. Or is this
information false ? )
XI. To get in proper time written answers to all my applications to all addresses mentioned in
them?
All instances and officials mentioned in the beginning of this application since April 2007 and till now
ignore my applications and repeated requests to answer them; they don’t explain the reasons of the delay
of the answers. They refuse to answer orally at all; there are no written answers to my applications
( almost all ) by now. They “for some reasons” refuse to send answers to Russia and Finland.
What do You think, Mr. H. Koehler and Mrs. A. Merkel, is it so because of their cost savings for
writing materials, sending expenses or ( what is more likely ) in connection with “collective” desire to
conceal their sharp practices from world community, having deprived me of my friends’ and family’s
help ?
XII. To have my own representative and official authorized representatives ?
The heads of "Department on Affairs of Foreigners", and “Prison for Deportation Koepenik”, refused
to witness my "power of attorney" for my friends and family from Russia and Finland as far back as in

5. April 2007; the applications which need notarization. There are still no written answers to my
applications with requests to explain the reasons of refusal.
XIII. To be informed in time about the date of trial (to receive summons); to have enough time for
preparation for session and so on ?
Neither from “District Court Shoeneberg” nor from "District Court Tiergarten", I never haven’t received
any summons/ As the summons there were policemen in mufti, who didn’t show any documents - identity
cards, summons, sanction for arrest and so on.
XIV. To use my Dictaphone during sessions, interviews for recording what is going on ?
In connection with memory problems after policemen have beaten me. The officials of all mentioned
instances forbad me to use my Dictaphone. I haven’t received any written explanations about the
reasons of this prohibition ( since April 2007 ).
XV. To be heard by independent competent court ?
1). The procedure rules of session were constantly broken by judge of “District Court Shoeneberg” :
immediately after talk to me I was taken to the prison cell. immediately after talk to me I was taken to
the prison cell. The reports with judgments and basis were not given to me ( almost all ) and I still don’t
know their contents; they also didn’t give me a lawyer and an interpreter. By all these actions, the
authorities deliberately did obstacles, did not allow to appeal against Judgments, thus they mocked at
me for a long time. The judges didn’t give me an opportunity to comment or ask questions; they refused to
accept petitions, my applications as the answers, to give out copies of my applications to the court with
seal, signature, date, incoming number. There always were “incorrect” notes “necessary” by authorities
written in the reports, ostensibly according to my words and so on and so forth. The Judges were
evidently dependent, incompetent, preconceived and interested.
2). I wasn’t invited to the session of "District Court Koepenik" at all, the judgment was given in my
absence;
3) From "District Court Tiergarten" I got documents in German about the given Judgment. I was refused
orally in giving all the information : explanation of the Judge concerning acceptance of "Judgment" by
him, without my presence; copies of materials of case and so on. There is still no answers to my written
applications from "District Court Tiergarten" , still the court put me into prison JVA, where I am now.
They didn’t give me any possibility to appeal against the decision.
XVI. To familiarize myself with the originals of materials of cases as regards me and to have their
copies ?
I was orally denied to familiarize myself with the originals of cases and to get their copies from "District
Court Shoeneberg", "District Court Tiergarten" , "District Court Koepenik", "Department on Affairs of
Foreigners", "Federal Department on Migration", “Office of Public Prosecutor from Berlin” and others,
there are still no answers to my applications as regards this. Only once «generous» judge sent me an
absurd answer with some decisions of the courts instead of requested copies of materials of case. To my
next applications she didn't give any answers at all.
XVII. For life and health, for getting information about my health ?
1). contacts with «humane» doctors who were recommended by German organizations for foreigners did
harm to me ( not rendering of medical help, worsening of my health, the intentional infliction of harm to
my health, they did barriers for child-bearing, they poisoned me by «strange» medicines, falsifications of
the facts and medical documents , refusal to give out information about my health state and so on ).
Already I not mention also about of damage to my health caused to me by the doctors of “Prison for
Deportation Koepenik”, and others. I on myself personally was convinced, how «humane» German

6. officials protect motherhood : they protect by any methods - from those foreigners who want to have a
child but who are undesirable in the country. «Humane» German «authorities» also threatened me
physical punishment: to infect me with artificial cancer, other diseases ( up to AIDS ); «to damage health
and to shift the guilt to Finns» ( word for word ); «We'll make medical documents which we need» ( word
for word ) and so on.
I ask You, Mr. Koehler and Frau Merkel, to comment upon these actions and threats of German
officials. What false medical documents do they need to "fabricate"?
2). I still haven't received any written answer on the problem of giving me information concerning the
state of my health ( they orally have refused to give it out ) : from the head of medical section and doctors
of “Prison for Deportation Koepenik”, from the doctors of psychiatric section of "Hospital
Hedwigschoene" - where I was illegally put by force and others.
XVIII. To possess, dispose and export my property ?
In spite of international laws about human rights concerning property of refugees during my illegal
deportation to Russia on May 03rd, 2007 I was given out only my bag with documents — 13 kg, the rest of
the luggage ( more than 80 kg in all ) weren't given out. The workers of the prison “Prison for
Deportation Koepenik”, “Prison for Women JVA”, the policemen of police stations didn't carry out
examinations and seizure from my luggage in my presence and in the presence of the witnesses. They
refuse to give out copies of the official documents about presence, quantity, weight and so on of my
property kept by them. There are still no written answers from “Prison for Deportation Koepenik”,
"Chief of Police", “Prison for Women JVA”. I was deprived of my property for several times; now- on
January 30th, 2008 - they illegally took my cat from me and put it against my will to "Shelter for homeless
animals". There is still no answer to my applications concerning this.
XIX. For help, assistance and humane relation to me by German authorities ?
I'd like to ask You, Mr. Koehler and Frau Merkel, all these below and above mentioned group mockeries
and my human rights violations are ( as seems to me ) - it is :
1). undercover, carefully disguised continuation of famous historical politics with respect to foreigners in
1938-1945 ?
Or 2). discrimination concerning me - because I am Russian nationality, owing to some «particular»
reasons ?
Though I'd like to think that all these group mockeries and violations of my human rights ( which force
me to appeal for international help to the organizations for human rights defense ) - are intrigues of Your
internal enemies - of political opponents, behind Your back, who cast a shadow by their sharp,
dishonorable actions on Germany's reputation; on Your, Frau Merkel, undoubtedly necessary and
universally recognized human rights protection and who turn it into cheap political farce.
XX. In view of the refusal of "Federal Department on Migration", to give appropriate information
and to answer all my applications, I ask You, Mr. Koehler and Frau Merkel, to explain :
1. Which country is responsible for consideration of my application for asylum, if take into account that I
came here from Finland with valid visa issued by Spain Consulate in Moscow a). at the moment of my
arrival in 2003? b). in 2007?
2. Why German authorities did not do inquiries to other countries with question about of competence
for consideration of my application for giving me an asylum?
3. With what purpose the officials of the organizations for foreigners’ matters and German lawyers gave
«wrong» advice, kept me for a long time in «legal ignorance», delaying the acceptance of my application
for asylum in 2003?

7. 4. Owing to my illegal deportation to Russia on May 03rd, 2007 ( through the unknown sentence of the
unknown court with no right to appeal and so on ), false information and other, I have been compelled
to submit the application for asylum without preliminary visits to the international
organizations for human rights and Consulates of other countries.
Why after the «forced» acceptance of my application for asylum, the authorities continue to violate
my refugee rights ( according to the international documents for refugee rights and so on ) ?
I wasn't given : any preliminary information about the procedure of consideration of the application for
asylum, any law explanations, any information about my rights and the ways of their exercise, free lawyer
and interpreter and so on. I wasn't given any time for preparation for the interview; the worker of the
Federal Department, who interviewed me and the interpreter was wished to me the bad outcome of
affairs - it was obvious - they was dependent, prejudiced and incompetent. I wasn't given opportunity to
speak out; they didn't accept as an answer my application from May 14th, 2007 and some copies — proofs
enclosed to it (copies of some originals of the documents I have ( more than 600 )); the interview wasn't
continued according to my application from May 18th, 2007; I didn't receive any explanation of the
decision- the refusal since June 2007. And by now I haven't got any answer to my applications to
"Federal Department on Migration", of Berlin and Nurnberg. Orally there was a refusal to give out
answers to my applications.
With what purpose do "Federal Department on Migration", and "Department on Affairs of
Foreigners", ( after groundless refusal to grant me an asylum and haven't given any opportunity to
appeal against it ) from June 06th, 2007 intentionally delay the solution of the problem of my stay in
Germany, continuing to keep me «in some illegal» - without any document identifying my personality,
without means of subsistence, without social dwelling, without legal help and so on and so forth.
XXI. On the ground of above stated I ask You, Mr. Koehler and Mrs. Merkel :
1. To explain to the workers of all mentioned organizations the essence of international laws on human
rights and fundamental liberties, legal regulations and the necessity of their observance.
2. To take measures for stopping of psycho-terror regarding me, persecution, group «official» mockeries,
violations of my human rights and so on.
3. a). To give me an opportunity to appeal to international human rights organization for protection and
help.
b). In view of my human rights violations in Germany, to solve the problem of sending my application
for asylum to another, competent country.
4. To grant me independent free :
a). Russian-speaking lawyer for giving legal advice in written and personally signed and for drawing up
of necessary documents with obligatory subscription of notarial agreement ( for restriction of
advocatory power ).
b). interpreter ( Russian-German ) for written translation personally signed ( in view of the problems
with memorizing and disease of my head after beating me up by the policemen ).
5. Take measures ( in connection with extraordinary situation ) :
a). for immediate sending off my animal - Persian cat Marchello ( grey and white, not castrated, born on
the 27th of May, 2007 ) by the police ( guilty of its placement in "Shelter for homeless animals" against
my will and refused to give me opportunity to make a call to my friends or write an application on the
occasion of my cat's fate ) to one of my friends from Russia or Finland ( the addresses and telephone

8. numbers are mentioned in my applications in "Shelter for homeless animals", to "Chief of Police", to the
Head of “Prison for Women JVA” from Feb.02nd,2008, Feb.11th,2008, Feb.12th,2008 );
b). for return to me of my belongings, stolen by the police ( money, things, important documents,
jewelry );
c). for giving out answers to all my applications to Police.
6. To oblige all the workers of mentioned organizations:
a). to answer in written to all my applications, explaining the reasons for delay;
b). to send answers to my applications also to all addresses in Russia and Finland mentioned in my
applications.
7. To inform to consciousness of workers - “strange slow-on-the-uptake” of "Department on Affairs of
Foreigners", «"Federal Department on Migration", "District Court Shoeneberg" and to others :
a). I objected earlier and I object now against deportation to Russia;
b). I repeatedly declare about my desire to go out from citizenship of Russia;
c). I don't have any place of residence in Russia, any address (the corresponding document was send
before to "Department on Affairs of Foreigners", "Federal Department on Migration", "District Court
Shoeneberg").
d). My data and social number in Finland ( according to the data of the central register of a population ) is
Irina Wickholm 270563-2689 ( the copy of certificate from the register from April 05th,2007 , I have sent
to "Department on Affairs of Foreigners", "Federal Department on Migration", "District Court
Shoeneberg" ). I petition for repeated inquiry about it.
e). My husband - L. Wickholm never beat me and I will not slander him or divorce him now by my own
will. I didn't have in Germany and don't have any serious relations with anybody ( civil love-partner ).
f). I will not leave Germany by my own way – independently.
g). I protest against my containing in prison.
h). I’m not going myself to look for lawyer for me. Due to lack of money and health - through the guilt
Germany’s authorities.
i). I forbad and forbid now any officials (or unofficial persons) to interfere with my private life, collect and
spread information about it.
j). I didn't trust and don't trust to check-up my health-state to doctors from Germany. ( Because of
infliction to me (including and by them) of intentional group physical and moral harm, different threats. )
k). I allow my family and friends from Russia and Finland to show for defense, to give for publicity to
international community, to the international human rights organizations to the documents, letters and
others they have - the proofs of mockeries and my human rights violations by German authorities.
8. To take part, help me in my restoration of my human rights and of legality.
XXII. Dear Mr. Koehler and Mrs. Merkel ! I report additionally that :
1. This application is far from being complete, because of the fact that I was deprived of access to my
documents, copies, things, walks and so on ( because of my refusal to sign a document in German,
ostensibly, about giving me things to use in prison cell. My receipt on another, clean sheet didn't suit the

9. workers of prison "for some reason" ). I was deprived: access to my documents, copies, things, walking,
on air, and so forth.
2. Earlier by me have been sent applications, which supplemented the picture of my human rights
violations by German authorities. They were sent to "Chief of Police", to the Head of JVA, "District Court
Shoeneberg" from February, 2nd 2008, Feb.05th 2008, including the applications addressed to A. Merkel
with extra written requests to send copies to her ( and others ).
3. To this application are enclosed and are sent in 3 envelopes (three letters by post from the prison,
with observance of all rules of sending) copies (rewritten in hand from the originals) of my previous
applications, till now without any answer.
a). application I - from Feb.02nd, 2008 to the Head of JVA Prison, to A. Merkel (my requests: about the
cat’s fate and so on).
b). application II - from Feb. 02nd,2008 to the Head of JVA Prison , "District Court Shoeneberg", to the
Head of Police Department, to A. Merkel (about my human rights violations by the policemen, about my
pet’s fate and so on).
c). from Feb. 05th,2008 to "Department on Affairs of Foreigners", "District Court Shoeneberg", to
other corresponding instances of Berlin; to A. Merkel (about the reasons of my unpreparedness to the
Court session; with questions to the Judge and to “"Department on Affairs of Foreigners", about my
human rights and rules of law violations by them and so on).
d). from Feb.07th, 2008 to the Prosecutor General, to the Supreme Court of Germany, other competent
instances, to A. Merkel (concerning violations of my human rights, of rules of law by the Judges etc.).
e). from Feb.08th, 2008 to the Head of JVA Prison, to the Head of Police Department, to the Head of
"Shelter for homeless animals" ( about my cat’s fate ).
f). from Feb. 11th, 2008 in "Shelter for homeless animals", to "Chief of Police", to the Head of JVA
(concerning my cat’s fate).
g). from Feb.12th, 2008 - repeated application to "Chief of Police", (concerning my pet’s fate, my human
rights violations by Police, beating me by the policemen, theft of my property by them and so on).
